Purpose – Resilience is a topical concept in many academic disciplines world-wide and also among practitioners. In Europe, however, the current conceptualisations of urban resilience are highly specific to institutional contexts, national cultures and traditions and emergent risks faced in particular countries and their urban areas. The differences in how urban resilience is understood and applied are important, and yet such differences are only scarcely addressed in current resilience literature. This paper draws from the EU’s Seventh Framework Programme for research, technological development and demonstration security project HARMONISE – A Holistic Approach to Resilience and Systematic Actions to Make Large Scale Built Infrastructure Secure. Design/methodology/approach – The project develops a comprehensive, multifaceted, yet mutually reinforcing concept for the enhanced security, resilience and sustainability of urban infrastructure and development. As part of the project, 61 experts were interviewed in six European countries (UK, Ireland, Germany, Italy, Spain and Finland) to establish a comprehensive understanding of the current role and position of resilience in urban-built infrastructure. These interviews elicit the current views of professionals from a number of contributory and competing disciplines. Findings – Results indicate that there is no shared holistic understanding of urban resilience in Europe. The definitions of the concept vary across disciplines. The research identifies that there are a number of existing theoretical and practice gaps that require to be addressed. Originality/value – This paper presents a number of research and practice “gaps” which are being addressed in the HARMONISE project and which require to be addressed by the wider academic and practice communities.

Purpose This paper aims to focus on reducing the vulnerability of Ahvaz city against urban disasters and lowering the number of casualties and amount of financial losses using modern approaches to develop resilience strategies that can increase urban safety to an acceptable level. The strategic situation of Ahvaz city, because of its abundant resources, the war experience and its location on the boundary regions of Iran, highlights its significance. Ahvaz has a high population and an extended texture, and the existence of extraordinary constructions increases the importance of physical resilience in this city. Design/methodology/approach The present study investigates built environment aspects such as the urban structure, the urban form, land-use proximity pattern, urban road network and crucial and vulnerable centres in Ahvaz, using a combination of qualitative and quantitative methods. Hence, the areas at risk in Ahvaz were identified and illustrated in a comprehensive risk assessment map, and then, by using the strengths, weaknesses, opportunities and threats technique and finally by using the Delphi method, some strategies and plans were presented to reduce the level of vulnerability in Ahvaz. Then, these strategies are prioritized by applying quality function deployment (QFD) technique. Findings The risk assessment result shows that most parts of Ahvaz’s urban areas are highly at risk. The central and northern parts of Ahvaz have the highest vulnerability at a time of crisis. These zones include district 1 (city centre) and districts 2, 3 and 7 at the city’s margins. The result of QFD process showed that the essential urban resilience strategy is to positively consider the passive defence studies with a physical resilience approach. Also, the proper distribution of strategic points in the city, moving the industrial and oil companies from the peripheral area, and facilitating access to vital, crucial centres to support urban regions are considered the most effective strategic plans. Originality/value This paper, with an integrated approach, examines and prioritizes the main physical problems of Ahvaz city based on the spatial analysis and opinions of experts. The physical strategies presented in this paper can significantly reduce the risks and increase the urban resilience of Ahvaz city in the face of crisis.

Purpose To define strategic directions for the Russia’s social, economic, scientific and technological development in 2011-2013, a large-scale foresight study including the deep analysis of prospects of biotechnology development there was undertaken (Russia 2030: Science and Technology Foresight). This paper aims to present results of this research. Design/methodology/approach The study was based on a combination of technology-push and market-pull approaches that aimed not only to identify most promising science and technology (S&T) areas but also to understand how they can be realized in practice. Representatives from federal authorities, science and business were involved in the project to create future visions of technological directions; analyze grand challenges, weak signals and wild cards; and set research and development (R&D) priorities. Findings According to results of the study, Russia has a potential for biotech sector development, although the level of R&D in the majority of areas is lagging behind that in the USA and leading EU countries. However, there are several advanced applied research areas where efforts can be focused. Among them are high-performance genomics and post-genomics research platforms, systems and structural biology, microbial metabolic engineering, plant biotechnology and microbial strains and consortia for development of symbiotic plant–microbial communities. Originality/value Concentration of available resources of government and business on biotechnological sector development can help to find answers for challenges that Russia faces today or will face tomorrow. It will help to pick up on the current level of research activities, improve the quality of personnel training, make this area the engine of the economy and carry out the so-called new industrialization of the country, building a new, high-tech device industry.

PurposeThis paper proposes a new perspective on the enormous and unresolved challenge to existing practices of publication and documentation posed by the outputs of digital research projects in the humanities, where much good work is being lost due to resource or technical challenges.Design/methodology/approachThe paper documents and analyses both the existing literature on promoting sustainability for the outputs of digital humanities projects and the innovative approach of a single large-scale project.FindingsThe findings of the research presented show that sustainability planning for large-scale research projects needs to consider data and technology but also community, communications and process knowledge simultaneously. In addition, it should focus not only on a project as a collection of tangible and intangible assets, but also on the potential user base for these assets and what these users consider valuable about them.Research limitations/implicationsThe conclusions of the paper have been formulated in the context of one specific project. As such, it may amplify the specificities of this project in its results.Practical implicationsAn approach to project sustainability following the recommendations outlined in this paper would include a number of uncommon features, such as a longer development horizon, wider perspective on project results, and an audit of tacit and explicit knowledge.Social ImplicationsThese results can ultimately preserve public investment in projects.Originality/valueThis paper supplements more reductive models for project sustainability with a more holistic approach that others may learn from in mapping and sustaining user value for their projects for the medium to long terms.

Purpose The purpose of this paper is to identify and investigate non-technical barriers for smart services in the capital goods industry. Design/methodology/approach A multiple methodology approach is adopted. First, qualitative workshops and interviews were conducted with 14 experts from five companies. The findings generated subsequently provided a basis for a large-scale quantitative survey of manufacturing company service representatives in the capital goods industry, the data from which were analyzed using explorative factor analysis. Findings In total, 25 items that represent barriers to smart service businesses were identified, using qualitative research. Large-scale quantitative research revealed 24 items structured into four factors. Additionally, the respondents’ assessment of the individual barriers’ impact on their smart service businesses is presented. Research limitations/implications The study focuses on manufacturing companies in the capital goods industry, mainly, in the European countries. Caution should be exercised in seeking to generalize the results to other industries. The findings should be confirmed with subsequent confirmatory analyses using additional data. Practical implications The authors’ findings provide a comprehensive list and classification of barriers, as well as an assessment of their severity, serving as a practical guideline for managers. Originality/value This paper explores the barriers to smart services from a provider’s perspective. Its holistic approach and use of large-scale quantitative data qualify it as one of the first studies of this kind.

PurposeThe article aims to present a holistic approach to analysis of patterns on complex online profiles, demonstrated on profiles of European scientists.Design/methodology/approachAn existing analytical framework was developed to incorporate a holistic understanding of online profiles. The framework was applied to a sample of 188 online profiles belonging to 48 European scientists. The profile data were studied on three levels (content‐unit level, profile‐instance level, and profile‐network level), using methods of the qualitative comparative analysis to derive profiling patterns.FindingsThe approach developed in this work generated profiling patterns for European scientists. The patterns exist on all three levels, forming a hierarchy. This pattern structure shows the variety of ways in which scientists can use the internet for self‐presentation.Originality/valueThe study was based on a holistic understanding of online self‐presentation, acknowledging that personal presentation can be spread across different platforms. The study presented shows how this understanding can be used when analysing online profiling behaviour. The profiling patterns of European scientists identified in this study supplement existing typologies. The study serves as a foundation to structure further research as well as to inform practitioners.

Purpose – As global populations become increasingly urbanized and urban areas grow in density and complexity, many firms seeking to operate in these areas face significant new challenges. The purpose of this paper is to identify the approaches utilized by urban logistics service providers to overcome the issues resulting from urban density and complexity. The paper also identifies potential directions for future research based on the research findings. Design/methodology/approach – The study followed a grounded theory approach (Corbin and Strauss, 2008) to uncover the approaches utilized by logistics service providers to adapt to urban environments. Findings – The urban environment exerts certain coercive and mimetic pressures on logistics service providers. To overcome these pressures, urban logistics service providers seek to manage space, resources, and legitimacy in the urban environment. Research limitations/implications – This research followed an inductive approach, and therefore, further empirical research is required to ensure statistical generalizability. Additionally, all research participants are currently employed in the USA, and so further research at the international level should be conducted. Practical implications – The framework presented will enable firms seeking to enter the urban market to more quickly adapt to the specific pressures of the urban ecology. Originality/value – While literature from several academic disciplines outline problems and solutions specific to urban areas, little qualitative, inductive research has been conducted in the field of urban logistics. The current research serves as a starting point for further urban logistics research.

PurposeThe purpose of this paper is to examine how the share of expenditure on foods with high sugar is influenced by purchasing behaviour and household characteristics in Turkey.Design/methodology/approachFood purchases of a large representative sample of Turkish households (n=10,682) were observed over a two-year time span. A linear mixed effects model is estimated to analyse the drivers of households’ share of expenditure on foods with high sugar in a longitudinal setting.FindingsLower shopping frequency, larger shopping baskets, more promotional purchasing and higher usage of modern retail formats lead to a higher share of expenditure on foods with high sugar. This share decreases with higher income and education. Households living in urban areas have lower expenditure on foods with high sugar. Households in the Aegean and Mediterranean regions show the highest share of expenditure on foods with high sugar across Turkey. Children within the household lead to a higher share of expenditure on foods with high sugar whereas this share decreases with increasing household size and being in later stages of life.Originality/valueAnalysing household panel data provides a more realistic perspective of longitudinal food purchasing behaviour compared to studies using cross-sectional designs. Furthermore, this large-scale study in Turkey provides valuable insights for health researchers and policymakers to improve public health due to being conducted in a newly industrialised country with high rates of obesity and type 2 diabetes, a fragmented retail environment and diverse geographical regions.

PurposeThe purpose of this paper is to review existing literature at the intersection of resilience and entrepreneurship. It identifies six scholarly conversations, each of which draws on distinct notions of resilience and entrepreneurship. Based on those conversations, shortcomings in the existing literature are discussed and avenues for future research are outlined.Design/methodology/approachA systematic multi-disciplinary review of 144 papers that are categorized into six scholarly conversations to build the foundation for a critical discussion of each line of inquiry.FindingsThis paper identifies six conversations or research streams at the intersection of entrepreneurship and resilience: resilience as traits or characteristics of entrepreneurial firms or individuals, resilience as a trigger for entrepreneurial intentions, entrepreneurial behavior as enhancing organizational resilience, entrepreneurial firms fostering macro-level (regions, communities, economies) resilience, resilience in the context of entrepreneurial failure, and resilience as a process of recovery and transformation. The review revealed these publications imprecisely define constructs and use a limited amount of the extant scholarship on both entrepreneurship and resilience. Future research should take a more holistic approach to explore entrepreneurship and resilience from a multi-level and longitudinal perspective, especially in the context of socio-ecological sustainability.Originality/valueThis paper incorporates insights on resilience and entrepreneurship across academic disciplines to show how future contributions could benefit by incorporating research from other fields. In doing so, it provides a starting point for more nuanced discussions around the interrelationships between the different conversations and the role entrepreneurs can play in promoting a positive, long-term trajectory for a socio-ecological system.

The concept of resilience implies uncertainty and the ability to adapt to unexpected changes. Projects in cities that require long periods of time and extensive budgets, which include large parks, need resilience to flexibly cope with political, economic, social, and physical changes. The concept of resilience emerged from the design of large parks in the early 2000s and has continued in more recent urban design competitions, but there is still a lack of research on specific planning strategies in the literature. This paper aims to interpret the process of creating a large park and to explore the strategies needed for a resilient process by examining the first national urban park being planned in Seoul, Korea as an example. After discussions began in 1990 and the General Basic Plan was established in 2011, the winning design was announced through an international design competition in 2012. Although the park master plan was considered complete as of 2018, its progress seems unclear because of various changes in the surrounding urban planning and political and economic conditions. This study intends to examine the processes that have already been executed and to assist in setting the future direction of the project. Through the framework derived from prior research on the concept of resilience, this project’s process is examined and analyzed in six main categories: park infrastructure, social dynamics, economic dynamics, health and well-being, governance networks, and planning and institutions. The results show that the categories park infrastructure, health and well-being, and planning and institutions are consistent with the resilience planning strategy to some degree, but social dynamics, economic dynamics, and governance networks are unsatisfactory. From a resilience perspective, a holistic approach to designing the process is most important in planning a large park, beginning from the conceptual stage through to the long-term implementation phase. An integrative process should aim to incorporate specialized knowledge and experiences from a variety of fields, not to resolve single aspects in a piecemeal fashion. This study aims to provide a practical link between large-scale park projects and the concept of resilience for the future.

Purpose The purpose of this paper is to propose a combination of forecasting methods that enables a holistic understanding of a future situation, given certain influencing variables by a combination of real data and expert knowledge. Design/methodology/approach The proposal combines two well-known methods: first, system archetypes that correspond to generic structures, allowing us to handle model management issues, and second, system dynamics that offers technical support on a computational level to assess different scenarios or problem solutions. Findings The case study considers the situation of the mining industry in Chile and its related variables, including four different scenarios. Based on the proposed methodology, the results indicate that: first, the price of copper is paramount for the industry and its effects are not limited to company profits; second, a long period of downfall in copper prices could halt exploration and development projects. Research limitations/implications Systemic archetypes are still a subject of research and their application in different fields of knowledge continues to increase to improve this simulation approach. Practical implications The case study illustrates the combination of a Vester matrix and initial system archetype models that are enriched using the system dynamics approach. Indeed, the case study aims to understand the consequences of different scenarios based on the problem-driven approach provided by Vester. Social implications The goal of prospective studies of large-scale and complex situations is to model the real situation to obtain solutions that may enhance social welfare. Originality/value The proposed methodology contributes to the existing literature by integrating techniques such as the Vester matrix, system archetype modelling and system dynamics simulation, all of which were proposed previously in the literature as independent techniques.
