Solar sector success in Mexico will be muted

Subject The outlook for solar power in Mexico. Significance Mexico's second-largest solar park -- Central Los Santos Solar I -- began operations on April 18. Its inauguration followed the first long-term power auction to supply the state-owned utility Federal Electricity Commission (CFE) on March 28, and is part of a modest expansion of solar power infrastructure in the north of the country. Impacts The government plans to hold an electricity tender every year, with the terms released in April. The outcome of the second long-term power auction will be made public on September 30. According to Under-Secretary of Clean Energy Efrain Villanueva Arcos, the government may increase further its clean energy goals for 2021.

Subject Mexico's second renewable energy auction. Significance Mexico's energy regulator, the National Centre for Energy Control (CENACE), on September 28 published the definitive results of the second, long-term power purchase agreements for clean energy production. Twenty-three firms were assigned 57 contracts for wind, solar photovoltaic, hydropower and geothermal projects, which fulfilled more than 83% of the energy required by the state-owned Federal Electricity Commission (CFE), the sole purchaser in the auction. Impacts A third long-term power auction will be held by April 2017 at the latest. The renewables sector's development will be limited as long as it faces stiff competition from cheap US natural gas imports. As residential electricity rates will not fall much in the short term, energy reform will be a sensitive issue ahead of the 2018 election.

Purpose – Given that current policy in the UK is focused on encouraging individuals with long-term health conditions (LTCs) to work wherever possible, the purpose of this paper is to explore employer’s and manager’s perspectives of supporting those with LTCs as any successful workplace engagement will largely be influenced by their readiness to be supportive. Design/methodology/approach – In total, 40 semi-structured in-depth interviews were conducted with employers’ and managers’ from a range of organisations in the north-west of England during the period March 2011 to January 2012. Comparative analysis of the data was guided and informed by grounded theory principles. Findings – All bar one participant typified their role as one of a difficult “balancing” act of additional and often incompatible demands, pressures and feelings. It was evident that coping with this ambivalent situation incurred an emotional consequence for participants. Practical implications – Employers’ and managers’ response to ambivalent feelings may serve to undermine their capacity to translate supportive intentions into tangible action and are thus reflected in employee’s perceptions of unsupportive relations. Developing an intervention to raise awareness of the potential for this situation and subsequent impact on the return to work process would be beneficial for all stakeholders – the government, employees and employers alike. Originality/value – This in-depth study gives voice to employers and managers whose experiences and perceptions of supporting people with LTCs is largely unknown and empirically under-researched. Findings add to the wealth of research from the employee perspective to provide a more nuanced picture of the workplace for those working with and/or supporting those with LTCs.

The deserts of Rajasthan have long been known for their spare beauty and their intense sunshine. Now that sun is being turned into a surge of solar power expansion that may one day power not just Rajasthan but a wide swath of India with clean energy. Rajasthan, with its 300 days a year of sunshine and relatively cheap desert land, has set a goal even more ambitious than Indias. In this years state budget, the newly formed state government announced it hoped to install 25,000 megawatts of solar energy in the state within the next five years, and infrastructure to transmit that power to the national grid. Rajasthan is no newcomer to renewable energy. Since the 1990s, the state has been home to a range of wind energy projects, with about 2,800 megawatts of wind capacity now installed, out of an estimated potential capacity of 5,000 megawatts. Altogether wind power in Rajasthan accounts for about 13 percent of Indias wind energy production. But Rajasthans Great Indian Thar Desert, the test site for Indias first underground explosion of a nuclear weapon 15 years ago, may now help make India a solar power as well. The desert set in Rajasthans largest district Jaisalmer, near the border with Pakistan, it is a place of sand dunes and shrub thickets – but also, increasingly, solar installations that could help change the character of Indias energy development. India committed at the U.N. Framework Convention on Climate Change negotiations in Copenhagen in 2009 to reduce its climate-changing emissions, per unit of GDP, by 20 to 25 percent by 2020, compared to 2005 levels. The country is currently the worlds seventh largest emitter of global warming pollution and the fifth biggest producer of emissions from burning fossil fuels. Sixty-eight percent of those emissions from fossil fuel use come from creating energy for the worlds second most populous country, according to Indias energy ministry. Today the country has 2.28 million megawatts of power generating capacity, and about 12.4 percent of that comes from renewable energy. Of the 2,632 megawatts of solar power now installed in India, Rajasthan so far has only 730 megawatts, putting it in second place behind the state of Gujarat, with 916 megawatts, according to Indias Ministry of New and Renewable Energy. But Rajasthan, Indias largest state and 60 percent covered by sunny desert, is now attracting the worlds interest as a solar hotspot. Around 1 lakh (100,000) square kilometers of barren land is available in the northwest arid belt of the state at cheaper rates that could be utilized for large scale solar projects. The government is formulating the policy to harness the enormous solar potential of the region to meet the countrys growing energy requirements. Besides large solar installations, the government is studying the possibility of grid-connected rooftop solar photovoltaic units for households. The Solar Energy Corporation of India estimates that 130 million homes could potentially be equipped with the units, creating 25,000 megawatts of generating capacity. said Alok, Rajasthans Energy Secretary.

Over 90% of Uganda's power is generated from renewable sources. Standardised Implementation Agreements and Power Purchase Agreements create a long-term relationship between Generating Companies and the state-owned off-taker guaranteed by Government. The COVID-19 pandemic and measures to curb the spread of the virus have triggered the scrutiny and application of force majeure (FM) clauses in these agreements. This article reviews the FM clauses and considers their relevance. The authors submit that FM clauses are a useful commercial tool for achieving energy justice by ensuring the continuity of the project, despite the dire effects of the pandemic. Proposals are made for practical considerations for a post-COVID-19 future which provides the continued pursuit of policy goals of promoting renewable energy sources and increasing access to clean energy, thus accelerating just energy transitions.

Whilst King William I had clearly given to understand that he definitively rejected ministerial responsibility and that he considered any criticism of the regime as a criticism of the dynasty, the synergy of resistance increased between the clericalists, liberals and radical anti-authoritarian groups in the South. In the alienation between the North and the South and the ultimate revolutionary national-liberal opposition from the South the language issue played a less important role than the clericalist element and the liberal aversion against the royal absolutism of William I and the sense of exclusion of the Belgians from public office and particularly from the government of the state.

Improving the livelihoods of communities living in fragile ecosystems, such as tropical forests, is among the main strategies to promote their conservation and preserve wildlife. In the Ecuadorian Amazon, farmers’ cooperatives are recognized as an important mechanism to improve the socioeconomic conditions of local communities. This study analyzes the integration of pyrolysis processes to convert agricultural waste into biochar as a way to implement the bioeconomy in these organizations. We found that post-harvesting processes in the studied farmers’ cooperatives are similar, and coffee husks are a potential feedstock to produce biochar. Although the environmental policies in Ecuador consider the valorization of agricultural waste, we did not find any specific standard to regulate the operation of pyrolysis facilities. Nonetheless, conversion of agricultural waste into biochar can contribute to (i) replacement of subsidized fossil fuels used in drying processes, (ii) prevention of environmental pollution caused by accumulation of waste, (iii) emergence of new income sources linked with the provision of carbon sequestration services, and (iv) the long-term maintenance of soil fertility. Currently, demonstration projects are needed to stimulate collaboration among farmers’ cooperatives, academia, the government, international cooperation agencies, and existing forest conservation initiatives.

Purpose – The purpose of this paper is to provide an assessment of Malaysia's renewable capacity target. Malaysia relies heavily on fossil fuels for electricity generation. To diversify the fuel-mix, a technology-specific target has been set by the government in 2010. Considering the complexity in generation expansion, there is a dire need for an assessment model that can evaluate policy in a feedback fashion. The study also aims to expand policy evaluation literature in electricity domain by taking a dynamic systems approach. Design/methodology/approach – System dynamics modelling and simulation approach is used in this study. The model variables, selected from literature, are constituted into casual loop diagram. Later, a stock and flow diagram is developed by integrating planning, construction, operation, and decision making sub-models. The dynamic interactions between the sub-sectors are analysed based on the short-, medium- and long-term policy targets. Findings – Annual capacity constructions fail to achieve short-, medium- and long-term targets. However, the difference in operational capacity and medium- and long-term target are small. In terms of technology, solar photovoltaic (PV) attains the highest level of capacity followed by biomass. Research limitations/implications – While financial calculations are crucial for capacity expansion decisions, currently they are not being modelled; this study primarily focuses on system delays and exogenous components only. Practical implications – A useful model that offers regulators and investors insights on system characteristics and policy targets simultaneously. Originality/value – This paper provides a model for evaluating policy for renewable capacity expansion development in a dynamic context, for Malaysia.

PurposeThe purpose of this paper is to identify and describe the long-term impacts of hurricanes on schools and discuss approaches to improving recovery efforts.Design/methodology/approachInterviews with 20 school districts in Texas and North Carolina after Hurricanes Harvey (2017) and Matthew (2016). In total, 115 interviews were conducted with teachers, principals, district superintendents and representatives from state education agencies. Interview questions focused on the impact of storms and strategies for recovery.FindingsThe authors uncovered three long-term impacts of hurricanes on schools: (1) constrained instructional time, (2) increased social-emotional needs and (3) the need to support educators.Research limitations/implicationsThis paper focuses on two storms, in two states, in two successive years. Data collection occurred in Texas, one academic year after the storm. As compared to the North Carolina, data collection occurred almost two academic years after the storm.Practical implicationsThis paper illuminates strategies for stakeholders to implement and expedite hurricane recovery through; (1) updating curricula plans, (2) providing long-term counselors and (3) supporting educators in and out of school.Originality/valueTo date, very few studies have explored the ways in which schools face long-term impacts following a disaster. This paper provides insight to the challenges that prolong the impacts of disasters and impede recovery in schools. With hurricanes and related disasters continuing to affect schooling communities, more research is needed to identify the best ways to support schools, months to years after an event.


Significance Many areas of the Caribbean have trade, investment and family connections with communities in Florida. As the state now plays a pivotal role in US electoral politics, crises in the region can take on added political importance for parts of Florida’s electorate. Impacts Forecasts of short-term economic recovery for Florida remain highly uncertain given the continuing impact of the pandemic. Clashing interests across the Caribbean may demand greater coordination of US policy than the government can currently offer. Healthcare and disaster relief capabilities within the state are severely overstretched and could be overwhelmed by a new crisis.


Significance In January, the Central Bank of Argentina restricted access to the official exchange market for imports of some luxury goods, while the government asked companies to present their foreign trade estimates for 2021 and suggested that it would not approve any rise in imports unless this was offset with higher exports. Importers are facing mounting delays, which raise costs and hamper domestic production by restricting access to inputs. Impacts Higher import costs due to red-tape delays and shortages of product availability will fuel already high inflation. Frequent regulatory changes will discourage long-term investments and damage importers’ relations with foreign suppliers. Import controls will hit the auto sector hard, with a negative spillover effect in manufacturing more broadly.
