Bolivia’s opposition may struggle to gain traction

Significance The response has been patchy, with protests most evident in Santa Cruz. Opponents of the ruling Movement towards Socialism (MAS) have long had difficulties in achieving common cause and in building a broad social and geographical coalition. Impacts Opposition-controlled social movements lack the force to challenge the government seriously. The government will exploit the divisions between its opponents with some success. The government will retain much of the legitimacy it won in the 2020 elections. Threats of judicial action against Camacho would exacerbate tensions between La Paz and Santa Cruz.

Significance On the basis of exit polls and preliminary rapid counts, the MAS has clearly suffered an electoral reverse. However, in line with previous sub-national elections, this reflects the problem the party has in selecting sufficient candidates at that level who command widespread support. For the opposition, the election represented something of a recovery from its poor showing in last October's presidential and legislative elections. Impacts Demographic trends will further underline the political and economic strength of Santa Cruz vis-a-vis La Paz. The downturn in natural gas prices will mean that the government will have less money to redistribute to sub-national tiers of government. Costas has reaffirmed his position as Morales's chief political foe, but his appeal beyond Santa Cruz is limited.


Significance The MAS’s national-level appeal tends not to translate into support in localised elections, and a poor choice of candidates, particularly in El Alto, has proved self-defeating. Impacts Second-round gubernatorial elections will probably take place in six out of nine departments. Camacho, a far-right businessman turned politician, will use his newly gained legitimacy to harry the government. The Arce government will seek a modus vivendi with opposition mayors such as those of La Paz and Cochabamba.


Subject Gas pressures. Significance The fall in world oil prices, on which Bolivia’s natural gas export prices are predicated, further exacerbates the challenges facing an economy already affected badly by the COVID-19 lockdown and a reduction in likely remittance flows. The administration of interim President Jeanine Anez is looking for increased assistance from multilateral credit agencies, but this can only partly mitigate what promises to be a severe downturn in GDP growth. Impacts The COVID-19 shutdown will only gradually be lifted, starting later this month. The government will be unable to bail out companies likely to go bankrupt in the hydrocarbons sector. Santa Cruz will be the department hardest hit by the combination of COVID-19, lower oil prices and fewer remittances.


Significance The move follows the ‘Pandora Papers’ leak on October 3, which disclosed information on numerous political figures around the world. The revelations come during a period of tension between Ecuador’s executive and legislature. Lasso denies any wrongdoing and says he has nothing to hide. Impacts The Pandora Papers revelations will increase tensions between the executive and legislature and could derail planned economic reforms. The news will reduce the already slim possibility of the government reaching agreements with social movements, fuelling popular protests. Probes into Chilean President Sebastian Pinera will encourage Lasso’s opponents to push for a full investigation into his tax affairs.


Subject Religious conservatism. Significance A major mobilisation by conservative Church supporters seeks the annulment of the government’s education policies, especially on gender issues. The movement reflects deep divides in Peruvian society about the cultural influences of globalisation, especially on matters such as gay rights. Impacts The Catholic hierarchy has, unusually, made common cause with conservative evangelicals. The Fujimoristas are using the curriculum issue to mobilise public support against the government. The Vatican may seek to name less-conservative bishops, but any change in the formation of the Catholic hierarchy will be slow in coming.


Significance Lower spending and a contraction in the monetary base have helped reduce the gap between the official and informal exchange rates and devaluation expectations. The government also came to an understanding with the Paris Club to extend debt-restructuring talks, thus averting a new default. Impacts A poor electoral result for the government could see a shift to more expansionary policies thereafter. Fiscal and monetary discipline, unusual in an election year, reflects the Peronist party’s ability to control unions and social movements. In 2022 the government will focus on restructuring debt with the Paris Club and the IMF, but prospects for structural reforms are poor.


Significance The government is determined to prevent a repeat performance, even at the cost of creating new tensions with the military hierarchy. It seeks to establish a narrative that Morales’s resignation was a coup and that the 2019 elections were fair. Impacts Arce will seek to prevent opposition governors from making common cause. Bolivia will continue to receive US criticism for its policies related to coca production. Attempts to forge closer relations with Peru will run into opposition in Lima.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.
