Kabore's latest moves in Burkina Faso may buy time

Significance This forms part of a broader reform of government and the security sector begun in recent months and accelerated by the military’s worst single loss so far in its six-year battle against jihadist insurgents. Kabore seems for the moment to have weathered the resulting wave of street protests and opposition mobilisation. Impacts Kabore’s vulnerabilities will spur both allied and opposition parties to reassess their political strategies. Anti-French sentiment will rise and fall with general insecurity, partly due to disinformation campaigns. Insecurity will persist and perhaps worsen in the short term, despite sweeping military personnel changes.

Purpose The purpose of this study is to focus deeply on the short term to explain the relative long-term evolution of the Argentinian economy in the long and the short term. Design/methodology/approach The study of the long-term evolution of the Argentine economy and identifying the moment in which it began to lose ground compared to other developed economies, such as Australia and Canada, constitutes the central axis of the historiography of this country. However, an additional problem presented by the Argentine economy is its high volatility. For this reason, the long term should be influenced by the short term, an issue that requires a more detailed study of the cyclical behavior and a deep analysis of the relationship between the long and the short term. Findings The results obtained point to a cyclical development that influences the long-term evolution and, therefore, explains Argentina’s convergence process with Australia and Canada. Frequent deep busts and short booms characterize the Argentine cycle, offsetting its long-term growth potential. Originality/value Although the long term has been profusely studied in Argentina, the short term has not been analyzed to the same extent, which is surprising given the extreme volatility of this economy (Prebisch, 1950). The studies performed on economic cycles have always been partial, disconnected from the long term and carried out without much technical rigor.


Subject France's Sahel policy. Significance France is the strongest non-African influence in the Group of Five (G5) Sahel states, which include Burkina Faso, Mali, Mauritania, Niger and Chad. Although Macron is making progress in his bid to increase burden-sharing for security and economic development in the G5 Sahel, the onus remains on France to drive progress. Impacts Washington commits money and military personnel to the region to promote security but will leave economic development to others. Data collection, accountability of governance and return on investment are likely to come under closer scrutiny under Macron. Even if this year’s funding pledges materialise, raising money for the Sahel Alliance next year may be difficult, without visible successes.


Significance Despite enhanced military efforts, jihadist groups are becoming increasingly brazen in their attacks, while labour and other social unrest is also challenging the authorities. President Roch Marc Christian Kabore and his governing coalition are facing heightened scrutiny ahead of presidential and legislative elections set for late 2020. Impacts The government will try to hold back the most militant union demands, given growing public impatience with their excessive expectations. With the high-profile coup trial over, opposition parties and civil society groups may call for a wider national reconciliation project. Despite the government's unpopularity, a divided opposition will struggle to capitalise in the short term.


Significance The petro represents an attempt to alleviate Venezuela's deep economic crisis, which is also affecting military morale. Amid signs of military discontent, 19 officers have been arrested this month. At the same time, despite alleged US pressure and bitter criticism from opposition parties boycotting the May 20 presidential election, opposition candidate Henri Falcon has continued to mobilise for his presidential bid. Impacts Protests will be launched over coming days by the abstentionist block, elevating the risk of violence and disorder. Falcon’s continued candidacy will push abstentionist parties into a deeper and more domestically unpopular partnership with Washington. A disaffected and demoralised security sector will be a primary target for opposition lobbying and pressure. US petro sanctions will likely be followed by countries including Canada, the EU and some South American countries.


Significance Ramaphosa appointed established individuals to the key finance and public enterprises portfolios while removing several figures associated with his predecessor, Jacob Zuma, and the controversial Gupta business family. Nevertheless, the new president kept several compromised officials in peripheral positions in the interests of ANC ‘unity’ ahead of all-important general elections in 2019. Impacts Relations between the ANC and its 'tripartite alliance' partners should improve in the short term. Controversial land expropriation measures will prove protracted and will require careful balancing of business and local community demands. Increasing policy divides between the main opposition parties may undermine the prospects of an electoral coalition for 2019.


Significance Short-term reunification of the PFG, which split as a result of the national power struggle, could help streamline current operations, but it is only the first step towards the long-term challenge of creating a viable and professional force. Impacts Without a functional protection force, Libya’s hydrocarbon sector will stay vulnerable to sabotage and attacks, including by Islamic State. Russian private military personnel are guarding oil facilities in eastern Libya, raising concerns for Libyan sovereignty. An effective PFG is key to Libya reaching its full oil production potential, which is vital to the development of its oil-dependent economy.


Significance Arrests of major politicians and media personalities, protests against the French military presence in Mali and frequent public criticisms of the transition itself all point to a rocky short-term future for the transition. Impacts The transitional government could advance administrative reorganisations that have long been more notional than real. Regional attention will remain focused on Mali, given relative political stability (and despite insecurity) in Burkina Faso and Niger. Political parties and civil society (many of which are fairly weak) will struggle to oppose the transitional government.

Purpose Credit is central in labour allocation decisions in smallholder agriculture in developing countries. The purpose of this paper is to analyse the effect of credit constraints on farm households’ labour allocation decisions in rural Burkina Faso. Design/methodology/approach The study used a direct elicitation approach of credit constraints and applied a farm household model to categorize households into four labour market participation regimes. A joint estimation of both the multinomial logit model and probit model was applied on survey data from Burkina Faso to assess the effect of credit constraint on the probability of choosing one of the four alternatives. Findings The results of the probit model showed that households’ endowment of livestock, access to news, and membership to an farmer-based organization were factors lowering the probability of being credit constrained in rural Burkina Faso. The multinomial logit model results showed that credit constraints negatively influenced the likelihood of a farm household to use hired labour in agricultural production and perhaps more importantly it induces farm households to hire out labour off farm. The results also showed that the other components of household characteristics and farm attributes are important factors determining the relative probability of selecting a particular labour market participation regime. Social implications Facilitating access to credit in rural Burkina Faso can encourage farm households to use hired labour in agricultural production and thereby positively impacting farm productivity and relieving unemployment pressures. Originality/value In order to identify the effect of credit constraints on farm households’ labour decisions, this study examined farm households’ decisions of hiring on-farm labour, supplying labour off-farm or simultaneously hiring on-farm labour and supplying family labour off-farm under credit constraints using the direct elicitation approach of credit constraints. To the best of the authors’ knowledge, this study is the first to examine this problem in Burkina Faso.

Purpose – The purpose of this paper is to present design research investigating the development of sensory textiles with embedded electronics to support the wellbeing of people with late stage dementia in residential care. Design/methodology/approach – The research presented is qualitative and uses a mixed method approach informed by grounded practical theory and positive design methodologies. It uses an inclusive and participatory co-design process involving people with dementia and their families with an interdisciplinary team of experts. Findings – Both the co-design process and the artefacts developed have been beneficial in supporting wellbeing. The textile artefacts have been found to soothe, distract and comfort people with dementia. They have also been shown to facilitate in the moment conversational bridges between family members and carers with persons with dementia. Research limitations/implications – The findings are based on a small cohort of participants, observational reports and descriptive accounts from family members and carers. Practical implications – The paper proposes ways in which simple hand-crafted textiles can be used beneficially to support the wellbeing of people with late stage dementia. It provides examples of how technology can be used to personalise and extend the sensory properties of the artefacts created. Social implications – It promotes an inclusive co-design methodology involving care professionals, carers and people with dementia with designers and technologists. Originality/value – The paper describes new ways of extending sensory properties of textiles through the integration of technology.
