Examining police use of force and citizen complaints

Purpose The purpose of this paper is to empirically examine the relationship between police use of force and citizen complaints alleging improper use of force. Design/methodology/approach The current study utilizes official use of force and citizen complaint data, as well as surveys of patrol officers, from the Assessing Police Use of Force Policy and Outcomes Project, a multimethod National Institute of Justice funded study. Findings Bivariate and multivariate analyses revealed that the number of use of force incidents that officers were involved in, as well as the types and levels of resistance they encountered from citizens, was related to use of force complaints from citizens. That is, those officers that were involved in more use of force situations were engaged in force encounters where the highest level of citizen resistance was “failure to comply,” and faced higher cumulative levels of citizen resistance, received more complaints alleging improper use of force. Research limitations/implications Studies of citizen complaints against police officers, especially those alleging improper use of force, should consider the number of force incidents officers are involved in, as well as other theoretically relevant force correlates. Practical implications Administrators, concerned with citizen allegations for improper use of force against their officers, should work to encourage their personnel to minimize the number of use of force applications, or at least less cumulative force, to resolve encounters with citizens. Originality/value While prior studies have examined police use of force and citizen complaints independently, the current study examines the empirical connection between use of force behavior and the generation of complaints from citizens.

Purpose The purpose of this paper is to systematically and comprehensively review the extant literature on measurement issues in police use of force. Design/methodology/approach The current study uses a narrative meta-review of measurement issues in police use of force through a systematic and exhaustive search of several academic databases (e.g. Criminal Justice Abstracts, EBSCO Host, PsychInfo, etc.). Findings The current meta-review identified 56 studies that matched the inclusion criteria. These studies examined public and police officer perceptions of use of force, rates of use of force, types of force used, neighborhood contextual correlates of use of force, and severity of force used. A wide variety of approaches were used to measure use of force, and operationalization of use of force was inconsistent across studies. This indicates a need for high-quality research focusing on comparable operationalization of variables, consistency in measurement, and use of more rigorous research techniques. The use of validated measures is essential moving forward. Practical implications The practical implications derived from this meta-review indicate a need for future researchers to carefully evaluate the measurement approaches used in use of force studies. The lack of consistency in measurement of use of force research is concerning, and a focused effort is required to validate measures. Originality/value The state-of-the-art review on measurement issues in police use of force is the first of its kind. This study comprehensively reviews the literature on measurement issues in police use of force. This study will be useful for those who wish to further explore measurement issues in police use of force issues in policing and those who wish to work toward validated use of force measures.

Purpose The purpose of this paper is to provide a snapshot of key findings from research published from the Assessing Police Use of Force Policy and Outcomes study, a project funded by the National Institute of Justice. Design/methodology/approach Key findings from a national survey of police agencies on use of force policy and from an in-depth look at police use of force outcomes across eight cities published over the last ten years are synthesized to provide a cumulative perspective regarding the outcomes of the project. Findings The majority of police departments had a written force policy and reporting requirements, however, there was no commonly accepted force policy. Patrol officers were conservative in their views of what is reasonable force, administrative policy does matter in influencing force usage, and the use of a TASER impacted the likelihood of injury for both officers and citizens. Additional findings were also reviewed in the areas of complaints, police culture, first-line supervision, college education, and promotional aspirations. Originality/value While federal funding for policing related research projects are commonplace, taking a look back ten years later and summarizing key findings is uncommon. Doing so provides concise feedback to practitioners in one readily digestible manuscript. Furthermore, the paper also demonstrates the additional value to the original investment made by the National Institute of Justice.

Purpose Body-worn cameras (BWCs) have been adopted in police agencies across the USA in efforts to increase police transparency and accountability. This widespread implementation has occurred despite some notable resistance to BWCs from police officers in some jurisdictions. This resistance poses a threat to the appropriate implementation of this technology and adherence to BWC policies. The purpose of this paper is to examine factors that could explain variation in officer receptivity to BWCs. Design/methodology/approach The authors assess differences between officers who volunteered to wear a BWC and officers who resisted wearing a BWC as part of a larger randomized controlled trial of BWCs in the Phoenix Police Department. The authors specifically examine whether officer educational attainment, prior use of a BWC, attitudes toward BWCs, perceptions of organizational justice, support for procedural justice, noble cause beliefs, and official measures of officer activity predict receptivity to BWCs among 125 officers using binary logistic regression. Findings The findings indicate limited differences between BWC volunteers and resistors. Volunteers did have higher levels of educational attainment and were more likely to agree that BWCs improve citizen behaviors, relative to their resistant counterparts. Interestingly, there were no differences in perceptions of organizational justice, self-initiated activities, use of force, or citizen complaints between these groups. Originality/value Though a growing body of research has examined the impact of BWCs on officer use of force and citizen complaints, less research has examined officer attitudes toward the adoption of this technology. Extant research in this area largely focusses on general perceptions of BWCs, as opposed to officer characteristics that could predict receptivity to BWCs. This paper addresses this limitation in the research.

Design/methodology/approach The current study uses a narrative meta-review of racial disparities in police use of force through a systematic and exhaustive search of several academic databases (e.g. Criminal Justice Abstracts; EBSCO Host, PsychInfo, etc.). Findings The current meta-review identified 41 studies that matched the selection criteria. These studies examined public and police officer perceptions of use of force, rates of use of force, types of force used, neighborhood contextual correlates of use of force, and severity of force used. The relationship between race and use of force remains unclear after an examination of these studies. This indicates a need for high-quality research focusing on comparable operationalization of variables and stronger methodologies. Research limitations/implications The research implications derived from this meta-review indicate a need for increased research to better understand the intersections of race and police use of force (and the factors that increase the likelihood of force being used more broadly). Practical implications The practical implications derived from this meta-review indicate the need for monitoring techniques, such as the use of police body-worn cameras that could serve to deter inappropriate use of force. Originality/value The state-of-the-art review on racial disparities in police use of force is the first of its kind. This study comprehensively reviews the literature on racial disparities in police use of force. This study will be useful for those who wish to further explore racial disparities and use of force issues in policing, and for police managers and administrators who want to address concerns related to racial disparities in use of force in their organization.

Abstract The implementation of body-worn cameras (BWC) by policing agencies has received widespread support from many individuals, including citizens and police officers. Despite their increasing prevalence, little is known about how the point-of-view (POV) of these cameras affects perceptions of viewers. In this research, we investigate how POV interacts with skin color of citizens in police use of force videos to affect perceptions of procedural justice. In an experimental study, participants watched eight police use of force videos—half recorded from BWC and half from an onlooker’s perspective—in which skin tone of the citizen varied. Results indicate that POV interacts with citizen skin tone such that, compared to the onlooker perspective, the BWC exacerbated viewer racial bias against dark skin tone citizens. Furthermore, identification with the police officer fully mediated this relationship. Results are discussed in relation to media theory and practical implications.

With the foundation of past research on the relationship between indicators of racial prejudice, police use of force and attitudes towards it, I use the General Social Survey (2016) to examine the relationship between feelings on government spending on the Black community and approval of police officers striking an adult male citizen under different circumstances. Using feelings towards government spending on the Black community as an independent variable enables me to interpret the coded and implicit anti-Black sentiments within police practices and approval towards them further. After analyzing a sample of 704 respondents, I found that those who believe that the government is spending too much on the Black community are more likely to approve of a police officer striking an adult male citizen under various circumstances. However, the results of the bivariate correlation and multivariate regression consistently demonstrate that the race of the respondent had the largest effect on respondent's approval of police officers striking citizens, with white respondents being more likely to approve of officers striking citizens under more conditions. These results are consistent with critical race theory, group threat theory and past research; it is pivotal in understanding how color-blind racism effects the extent to which police are held accountable for their actions.

Purpose Dave Snowden has been an important voice in knowledge management over the years. As the founder and chief scientific officer of Cognitive Edge, a company focused on the development of the theory and practice of social complexity, he offers informative views on the relationship between big data/analytics and KM. Design/methodology/approach A face-to-face interview was held with Dave Snowden in May 2015 in Auckland, New Zealand. Findings According to Snowden, analytics in the form of algorithms are imperfect and can only to a small extent capture the reasoning and analytical capabilities of people. For this reason, while big data/analytics can be useful, they are limited and must be used in conjunction with human knowledge and reasoning. Practical implications Snowden offers his views on big data/analytics and how they can be used effectively in real world situations in combination with human reasoning and input, for example in fields from resource management to individual health care. Originality/value Snowden is an innovative thinker. He combines knowledge and experience from many fields and offers original views and understanding of big data/analytics, knowledge and management.

AbstractThe current study aims to investigate the current structure and delivery of police recruit training. Using a case study approach, we systematically observed a semester of police training that consisted of 30 h with a specific focus on police use of force training. Field notes and time-on-task data was analysed using an inductive approach. The results revealed, first, a lack of constructive alignment of the training modules and learning tasks within the training settings. Second, an adherence to traditional linear approaches to training resulting in high amounts of augmented instruction and feedback and a one-size-fits all approach to technical and tactical behaviour. Third, a non-efficient use of available training time with low amounts of engagement in representatively designed tasks that stimulated problem-solving processes. Based on these results we suggest that there is a need: (a) for police trainers and curriculum designers to align the objectives, practice structure and delivery of police training with the needs of police officers in the field (e.g. conflict resolution); (b) for police trainers to employ more learner-centred pedagogical approaches that account for individual action capabilities and resources, and allow for high amounts of training time with representatively designed training tasks; and (c) for senior managers of overall police training decision-makers to provide the necessary trainer education, in order to furnish trainers with the knowledge and tools to appropriately plan, deliver and reflect upon their practice in keeping with concept of constructive alignment.

Purpose – There is evidence that students who attend Technical and Further Education (TAFE) prior to entering higher education underperform in their first year of study. The purpose of this paper is to examine the role of self-efficacy in understanding the performance of students who completed TAFE in the previous year in a first year subject of microeconomics in a dual sector university in Melbourne, Australia. Design/methodology/approach – The study utilises data collected by surveys of 151 students. Findings – A student’s self-efficacy is positively associated with their marks in a first year subject of microeconomics. However, the relationship between final marks and self-efficacy is negative for those students who attended TAFE in the previous year suggesting that they suffer from the problem of overconfidence. When holding self-efficacy constant, using econometric techniques, TAFE attendance is found to be positively related to final marks. Research limitations/implications – The findings are exploratory (based on a small sample) and lead to a need to conduct cross institutional studies. Practical implications – The research points to the need for early interventions so that TAFE students perform well in their first year of higher education. It also points to potential issues in the development of Victorian Certificate of Applied Learning (VCAL) programs. Originality/value – To the best of the authors’ knowledge, this is the first paper to examine the inter-related impact of attendance at TAFE in the previous year and self-efficacy on the subsequent academic performance of TAFE students.

Purpose – The purpose of this paper is to qualitatively validate the constructs of a theoretically derived research model while gaining insights to steer the direction of a greater study on methodologies, their elements, and their impact on project success. In doing so, to investigate whether different project environments, notably project governance, impacts the relationship between methodologies and project success. Design/methodology/approach – A deductive approach was applied to validate a theoretically derived research model. In total, 19 interviews across 11 industrial sectors and four countries were used to collect data. Pattern-matching techniques were utilized in the analysis to deductively validate the research model. Findings – There is a positive relationship between project methodology elements and the characteristics of project success; however, environmental factors, notably project governance, influence the use and effectiveness of a project methodology and its elements with a resulting impact on the characteristics of project success. Research limitations/implications – Project governance plays a major role in the moderating effect of a project methodology’s effectiveness. Contingency theory is applicable to a project’s methodology’s selection and its customization according to the project environment. Practical implications – Understand the impact of project methodologies and their elements on the characteristics of project success while being moderated by the project environment, for example, the risk of suboptimal project performance due to the effectiveness of methodology elements being negatively impacted by the project environment. Originality/value – The impact of a project methodology (collection of heterogeneous-related elements) on the characteristics of project success is identified while being moderated by the project environment, notably project governance.
