Budget harmonization and challenges: understanding the competence of professionals in the budget process for structural and policy reforms in public libraries

PurposeIn the past, the field of public libraries proved to be a neglected area of government in terms of allocating handsome budgets for adequate services and developing infrastructure. The aim of this research is (1) to understand the level of library professionals and associated challenges in the preparation and implementation of the budget in public libraries and (2) to analyze the annual grand and regular library budget allocated to public libraries.Design/methodology/approachA comprehensive literature search was carried out from work published in the past – the quantitative study based on a structured research questionnaire followed by the five-point Likert scale. The primary data were collected by distributing printed questionnaires among the library professionals serving in the directorate of public libraries and its suboffices. The secondary data “Budget Grand” for seven years (2009–2015) and the regular budget for two years (2015–2016) were collected from seven public libraries, and data on the district population and literacy rate were obtained from the provincial bureau of statistics. The authors used the one-way ANOVA on primary data to determine the average difference between samples and descriptive statistics on secondary data.FindingsSurvey results show that budgeting is a useful tool for predicting the future, controlling resources and improving employee performance and departmental levels. The findings disclosed that the annual budget review includes guidelines for implementation without adequate discussion and guidance for overcoming challenges. In addition to increasing print and database resources, currency fluctuations, unfair resource allocation and budgeting processes proved to be a potential obstacle to the execution of the library budget. Moreover, library material usage and regular membership are decreasing compared to literacy rates in each district of the province. It also turned out that the limited resources in a library compared to the population and the insufficient budget for operation, maintenance and other library processes posed another challenge for the administration.Practical implicationsThe results, which are based on the primary data of experts and the secondary data on the library budget, can help the directorate of public libraries to push ahead with budgetary reforms and overcome challenges.Social implicationsThis article outlines some basic steps for librarians, publishers and sellers to cope with changes caused by currency fluctuations and falling budget pressures. Given the regional population, literacy gaps and the current state of libraries, the results could also cause the government to expand the public library network across the province.Originality/valueThe study builds upon the qualitative method using a questionnaire and on the secondary data for an in-depth understanding of the whole budgetary process. This comprehensive coverage of the budgeting process provides professionals with useful information in preparing a balanced budget for public libraries.

PurposeThis paper examines how the properties and patterns of a collaborative “networked hierarchy” incident command system (ICS) archetype can provide incident command centres with extra capabilities to manage public service delivery during COVID-19.Design/methodology/approachThe paper illustrates the case of Sri Lanka's COVID-19 administration during its “first wave” (from 15 February to 1 September 2020). Primary data were collected through in-depth interviews with government officials who were directly involved in the administration of the COVID-19 outbreak. Secondary data sources were government publications and web sources. The data were analysed and interpreted by using narrative analysis and archetype theory respectively.FindingsThe findings highlight how Sri Lanka's public sector responses to COVID-19 have followed a collaborative “networked hierarchy” ICS archetype. More specifically, the government changed its normative ICS “properties” by incorporating a diverse group of intergovernmental agencies such as the police, the military, the health service and administrative services by articulating new patterns of collaborative working, namely, organisational values, beliefs and ideas that fit with the Sri Lankan public service context.Originality/valueIn responding to high magnitude healthcare emergencies, the flexibility of a collaborative networked ICS hierarchy enables different balances of organisational properties to be incorporated, such as hierarchy and horizontal networking and “patterns” in public service provision.

PurposeBusiness continuity and disaster recovery are directly associated frameworks which guarantee the continued operations of organisations after a disaster has occurred. Thus, researchers have continued to investigate best practices in this area. It is in this vein that the authors of this study seek to draw attention to what pertains in Ghana and what role the government can play to improve the situation. The purpose of this study is to explore some of the disasters which have been suffered by businesses in Ghana as well as the causes, effects and lessons learnt. The study will also look at business continuity and disaster recovery measures that could have been implemented in the examples provided.Design/methodology/approachThe study follows a literature review approach by reviewing secondary data on both man-made and natural disasters that have affected Ghana in the past decade through the review of literature.FindingsThe comprehensive study of the selected disasters indicated the presence of business continuity and disaster recovery measures in some formal institutions; however, the informal sector appeared to have minimal provision for handling disasters.Research limitations/implicationsThe authors were limited to the use of the account from the resources used since this study relied on secondary data.Practical implicationsThe study indicates that businesses in Ghana must implement business continuity and disaster recovery plans to protect business operations in the event of a disaster.Originality/valueThe study has not been previously published in any other journal. Secondary data for carrying out the study were obtained from other publications including online media platforms in Ghana.

PurposeAs the human race moved from the Paleolithic to the current phases of the Neolithic period, the learning process developed from inscriptions on stones to clay tablets, from papyrus to papers and, ultimately, to digital technology. From ancient times to the present, public libraries have become open universities that are more democratic in the provision of educational and information services and the preservation of cultural heritage, regardless of gender and belief. This study attempts to understand reading trends and the use of citizens’ resources in public libraries in the age of technology as an open university.Design/methodology/approachThe data for this study on regular visitors, permanent library members, and information on the library inventory was collected from each public library administration through personal visits and interviews. In addition, data on regional population and literacy rates were collected from the Government of the Khyber Pakhtunkhwa Provincial Bureau of Statistics. The authors used descriptive statistics to analyze data for comparative studies.FindingsThe results show that daily visitors, regular library members and their use of library resources are decreasing compared to the literacy rate in each district. It was also concluded that, due to a lack of education and training in the area of information and digital literacy, the accessed database resources are not used properly. Moreover, each densely populated district relies on a single public library to meet general education and information needs.Practical implicationsThe results of this study will help the government expand the network of public libraries at the union council level with competent working staff to increase general motivation to improve reading and resource usage trends. Given the current literacy and population growth in each district, the law on the public library can also be amended and implemented to support the existing library system better and create more libraries in the public interest.Originality/valueThis study was conducted for the first time to determine the current state of public libraries in Khyber Pakhtunkhwa and to help public library authorities improve their existing public library service status based on the results.

Purpose – The purpose of this paper is to conceptualize and make sense of the internationalization of the triple helix (TH) model. Design/methodology/approach – As this study is exploitative in nature, an inductive approach is adopted in data collection and data analysis. The Danish TH's experiences in China are used as empirical evidences. Primary data are collected from in-depth interviews and discussions, filed observations, and personal experiences. Secondary data such as the government policies and documents, companies’ annual reports, and reliable web sites are also included. Findings – The paper conceptualizes the internationalization of the TH into three stages: pioneering stage, exploration stage, and integration stage. In the pioneering stage, the authors see the establishment of each of the three helix spheres abroad, i.e. internationalization of companies, universities and governments; in the exploration stage, the three spheres start to interact abroad and collaborate with their counterparts in the host country; in the integration stage, helix to helix collaboration is emerging. Originality/value – This study has both theoretical and practical significance. It expands the existing TH theory by proposing a model for the internationalization of it. On the other hand, this study gives implications regarding utilizing global knowledge resources and enhancing innovation performances overseas.

Purpose – The purpose of this paper is to find out about the collection development and management in the public libraries governed by the government or its agencies in Delhi and compare them with the international standards for public libraries. Design/methodology/approach – In all, Delhi has three chains of public libraries namely Delhi Public Library (DPL), like Hardayal Municipal Public Library (HMPL) and New Delhi Municipal Council (NDMC) public libraries. The librarian/heads of selected branches were approached with a structured questionnaire aimed at collecting information on the collection development and managements in these libraries and selected branches. The data were then analysed and interpreted. Findings – It was found that with the advent of ICT and its impact on the society, it is evident that the public libraries are not making the desired effort to reach out to the public and make it more appealing to the users. The main problem with the library remains to be the lack of membership. A few initiatives have been taken, but still there were not many digital services being provided by these public libraries in the present day digital environment. Research limitations/implications – The study was limited to the public libraries within the physical region of Delhi only. Practical implications – The evaluation sheds light on the existing scenario of public libraries in Delhi and may contribute in their future development. Social implications – With the acceptance of the international standards as suggested in the study, the public libraries in Delhi would be better able to provide information resources and services to the masses. The better learned masses make the society more advanced. An information rich society would thus lead to an overall growth and development of the state. Originality/value – There have been many studies in the past on DPL but none have intended to cover other public libraries chains like HMPL and NDMC public libraries which are governed by the government or its agencies and are established with aim of imparting information to the population of Delhi. Also, a similar the comparison with international standards was never done earlier.

This study aims to analyze the strategic management of regional government performance development Polewali Mandar. The type of data used in this study is quantitative and qualitative data. Data sources used are primary data and secondary data. The population in this study is the West Sulawesi provincial government apparatus, sampling using a purposive sampling method, with a sample that is the West Sulawesi Provincial Government apparatus. Analyzed data was performed using SPPS for Windows Version 20. The results of this study indicate that all proposed variables have a positive and significant influence on the performance of Polewali Mandar District Government employees, in this case showing that the strategy implemented by the government is very helpful in improving or developing employee performance. The results of the correlation of the three variables indicate that these three variables are still weak to be able to support employee performance improvement, so it is important to add variables or conduct research on variables that can still be used as a strategy to improve employee performance.

Purpose The purpose of this paper is to examine the impact of the tax audit on tax productivity in Lagos state, Nigeria. Specifically, the study analyzed trends of tax audit and tax productivity, and the impact of Desk audit, Field audit and Back-duty audit on tax productivity in Lagos state. Design/methodology/approach The study made use of both primary and secondary data. Primary data used in the study were collected with the use of questionnaires administered to 350 randomly selected staffs of Lagos state Internal Revenue Services, while secondary data used in the study were sourced from Federal Inland Revenue Service and Lagos Internal Revenue Service audit division in Lagos state over the period spanning from 2000 to 2015. Data collated in the study were analyzed descriptively using inferential methods such as unit root test, and estimation techniques such as Fully Modified Least Square (FMOLS) co-integration regression and Logit regression analysis. Findings The study revealed that Field tax audit, desk tax audit and Back duty tax audit exert a significant positive impact on tax productivity with reported estimate of 0.530454 (p=0.0044<0.05) for FIDAUD, 0.774450 (p=0.0085< 0.05) for DEKAUD, 1.244317 (p=0.0001<0.05) for BAKAUD. Research limitations/implications Relevant tax authority (RTA), tax auditors and FIRS staff members should have full knowledge of modern audit tools like Computer Aided Audit Tools (CAATs) to enhance performance and maximum tax revenue generation. Practical implications The study concluded that tax audit enhances the level of productivity of tax administration in Lagos state and that any form of tax audit has the tendency of influencing revenue accruing to the government from taxation positively. Hence, tax audit should be carried out on a routine basis to ensure that actual revenue collected is what the RTA remits to the government. Tax audit department should be given autonomy to carry out their responsibilities effectively. Social implications Tax audit should be carried out on a routine basis to ensure that actual revenue collected is what the RTA remits to the government. Tax audit department should be given autonomy to carry out their responsibilities effectively. Originality/value This tax audit and tax productivity in Lagos state, Nigeria, fulfills an identified need to study how brand-supportive behavior can be enabled.

Purpose The purpose of this paper is to analyse the effect of enhanced knowledge and technology innovations, which were resulted from training, on the simultaneous production of rice and soybean in Java, Indonesia. Design/methodology/approach A model of product possibility frontier with two outputs produced using the same resources was employed. Based on the model, supply responses of soybean and rice were derived. Aggregate data consisting of 12 regions during the ten years of 2000–2009 were compiled from relevant agricultural institutions at the provincial level. Findings Improvement in farmers’ capacity has been able to increase production of soybean and rice simultaneously. Farmers’ capacity increased after completion of the school. Knowledge and skill gained from the school have been applied to both rice and soybean farming. Other economic factors also affected the supply response of both commodities. Research limitations/implications Available data covered periods 2000–2009. However, the outcomes are still relevant to the current situation because food crops are the basic necessity. This study used secondary aggregate data, which might be less accurate than primary data. However, secondary data have the advantage concerning coverage and time span. Practical implications The Government, in collaboration with non-government organisations and the private sectors, should continue to enhance farmers’ capacity to increase the production of food crops to feed people in Indonesia, and over the world in general. Originality/value An analysis of joint production using a concept of product transformation curve can measure the impact of training on multi products.

Purpose The purpose of this paper is to examine the issue of “formalization” in business networks as an instrument of industrial policy. Formalization in business networks is not a debated topic but it can affect organizational and inter-organizational dynamics considerably. The aim of the paper is to understand if the introduction of a normative tool that enhances formalized networks can be effective to promote network aggregations among SMEs. Second, the aim is to understand if this formalization supports good-working networks, i.e., capable to introduce new products or to enter new markets/customers. Design/methodology/approach The paper refers to a review of the literature and mainly to an empirical research on formalized network contracts (NCs) that have been conducted in the latest two years. This research has used both secondary data, collected accessing to databases and reports given by institutions and the government, and primary data, collected in specific direct interviews. These interviews have been concerned both institutions such as Chamber of Commerce, Confindustria and the Ministry of Economic Development and the Small Business Association, and 15 cases of NCs in Italy. Findings The formalization has consequences both internally and externally to the NC. Internally it can act as an element to reduce ambiguity and building elements of “fragile trust,” in the absence of basic elements of “resilient trust” and in the presence of changes in the competitive environment. Externally, the formalization through the NC allows the policy maker to identify more clearly companies’ aggregations in order to let them being destination of specific industrial policies. However even if the formalization has in some cases enhanced new networks’ creation, in many cases formalization has generated positive results when companies had already experienced networking outside the frame of the NC. Research limitations/implications Further research on formalization in networks should be developed following the “history” of formalized networks over time in order to understand how much formalization should be used as a long-term tool for industrial policy. Practical implications The paper can be useful both for companies that want to sign a NC and for the institutions developing industrial policies devoted to support companies’ aggregations in the form of NC. Originality/value The paper presents a new legal tool – the “NC” – introduced in 2009 by the Italian Government to enhance firms’ aggregation; second, the paper debates the topic of formalization in networks that is not much debated in literature; and finally, the paper also adopts an industrial economic approach and is among the few attempts to integrate industrial policies and industrial marketing and purchasing thinking.

One of the factors in question is human resources (HR). The quality and advantages issued by each individual (HR) are expected to contribute to the progress of the organization. Contributions to the progress of the organization in accordance with the opinion of Titisari, Purnamie et al. (2016) "an organization that is always developing is everyone's hope. Both the government and the private sector expect their organizations to grow and develop well. This development is expected to enable organizations to compete, which cannot accelerate with the progress of this organization to be left behind”. This study focuses on developing information technology on employee performance, developing quality management on employee performance and developing information technology on quality management. The Jember University Library which will be used as an object in this study has long implemented a quality management system and implementation of information technology in all processes carried out. The object of the research was conducted in the Library with a sample of 46 employees. The data source used is a questionnaire which is primary data and secondary data such as the list of employees and the organizational structure of the University Library of Jember. Varies using a Likert scale. The analytical tool used uses SmartPLS 3.0. In this study obtained results produced by Quality Management (X2) on Employee Performance (Y1) has a path coefficient value of 0.419 and its effect is significant (t = 2.897, p = 0.004) because t> 1.96; p <0.005. The Effect of Information Technology (X1) on Employee Performance (Y1) has a path coefficient value of 0.456 and its effect is significant (t = 3.188, p = 0.002) because t> 1.96; p <0.005. The Influence of Information Technology (X1) on Quality Management (X2) has a path coefficient value of 0.853 and its effect is significant (t = 21.597, p = 0,000) because t> 1.96; p <0.005. Thus it can be concluded that Ha is accepted because of t-statistics> 1.96. Approved with the value of probability it can be concluded that Ha is accepted because p <0.05.
