Colonial governance and state incorporation of Chinese language: the case of the first Chinese language movement in Hong Kong

Purpose Despite the importance of the first Chinese language movement in the early 1970s that elevated the status of Chinese as an official language in British Hong Kong, the movement and the colonial state’s response remained under-explored. Drawing insights primarily from Bourdieu and Phillipson, this study aims to revisit the rationale and process of the colonial state’s incorporation of the Chinese language amid the 1970s. Design/methodology/approach This is a historical case study based on published news and declassified governmental documents. Findings The central tenet is that the colonial state’s cultural incorporation was the tactics that aimed to undermine the nationalistic appeal in Hong Kong society meanwhile contain the Chinese language movement from turning into political unrest. Incorporating the Chinese language into the official language regime, however, did not alter the pro-English linguistic hierarchy. Symbolic domination still prevailed as English was still considered as the more economically rewarding language comparing with Chinese, yet official recognition of Chinese language created a common linguistic ground amongst the Hong Kong Chinese and fostered a sense of local identity that based upon the use of the mother tongue, Cantonese. From the case of Hong Kong, it suggests that Bourdieu’s conceptualisation of state formation paid insufficient attention to the international context and the non-symbolic process of state-making itself could also shape the degree of the state’s symbolic power. Originality/value Extant studies on the Chinese language movement are overwhelmingly movement centred, this paper instead brings the colonial state back in so to re-examine the role of the state in the incorporative process of the Chinese language in Hong Kong.

Purpose Business relationships are considered long-term and stable. Furthermore, over time, business relationships are expected to become and remain “institutionalized”. The undertone is that this process is deterministic and inevitable. While the authors do not question the long-term nature of business relationships, they argue that the process of “institutionalization” requires more construct clarity. Consequently, they ask the following: What is the source of resilience in business relationships, and how are these relationships maintained over time? Design/methodology/approach To unravel these questions, the authors conducted an historical case study of a business relationship between a government buyer and a software seller extending over two decades. Findings The authors found that while the network around the business relationship is crumbling and all odds are in favor of relationship dissolution, the active maintenance work of key individuals in the relationship prevented detrimental effects and resulted in not only its continuation but also an increased degree of institutionalization. Research limitations/implications The authors contribute to the Industrial Network approach (INA) by providing a non-deterministic approach to the typically taken-for-granted end phase of business relationships. Practical implications The findings illustrate that the process of institutionalization is manageable but requires hard work, highlighting managers as the principle vehicle of relationship maintenance. Originality/value The authors provide construct clarity around the process of “institutionalization”. In fact, they regard the process as reverse compared to the early interpretation in the INA literature in which a business relationship is assumed to start as a “clean slate” and then begins to represent the industry codes of practice over time. They found that “institutionalization” implies that a business relationship is no longer compared with nor is comparable to the institutional prescriptions; in contrast, the relationship has established its own rules and norms, which have been taken for granted by the buyer and seller organization.

PurposeThis paper uses a historical case study, the controversy over the possibility of climatic extremes caused by hydrogen bomb tests on Pacific Ocean atolls during the 1950s, to show how, in a context of few scientific data and high uncertainty, political affiliations and public concerns shaped two types of argumentation, the “energy” and the “precautionary” arguments.Design/methodology/approachSystematic analysis of publications 1954–1956: scientific and semiscientific articles, publications of C.-N. Martin and contemporary newspaper articles, especially from the Asia–Pacific region.FindingsFirst, epistemological and scientific reasoning about the likelihood of extreme natural events aligned to political convictions and pressure. Second, a geographical and social distribution of arguments: the relativizing “energy argument” prevailed in English-language scientific journals, while the “precautionary argument” dominated in popular journals and newspapers published worldwide. Third, while the “energy argument” attained general scientific consensus within two years, it lost out in the long run. The proponents of the “precautionary argument” raised relevant research questions that, though first rejected in the 1950s, later exposed the fallacies of the “energy argument” (shown for the case of the climatologist William W. Kellogg).Originality/valueIn contrast to the existing secondary literature, this paper presents a balanced view of the weaknesses and strengths of two lines of arguments in the 1950s. Further, this historical study sheds light on how once-discarded scientific theories may ultimately be reconsidered in a completely different political and scientific context, thus justifying the original precautionary argument.

Purpose – The purpose of this paper is to assess what an overview of theoretical literature and case study material can tell us about the different ways crime has been organised in the past in different cultures and whether this has any impact on the ways in which crime may be organised in the present and the future. Design/methodology/approach – The analysis is based on an examination of Mcintyre’s work on how crime is organised and later political, economic and civil society views of criminality. Brief discussion of case studies involving the UK, The Netherlands, the Arab world, Ethiopia and Russia is used to see how crime was organised there in the past. Findings – There is a greater variety of variables in the way crime was organised historically than McIntyre suggests, and an examination of civil society might pay greater dividends than even looking at politics or economic aspects of organised crime. Research limitations/implications – The study is preliminary. More historical case study material needs to be accessed. Originality/value – There are many research case studies, particularly at PhD level and in subjects other than criminology, such as history, language studies and cultural studies generally, which have not been brought together to present an overall picture. This paper is a first step in that direction.

PurposeThe purpose of this study is to draw on multiple streams analysis (MSA) and to investigate how policy change emerged from two inquiries into allegations of abusive hospital care in National Health Service (NHS) hospitals in the United Kingdom (UK) in the 1960s.Design/methodology/approachThe methodology of this study is regarding a historical case study of two inquiries.FindingsThe Sans Everything and Ely inquiries had the same legal standing and terms of reference, but the second put psychiatric hospital reform on the agenda, while the first did not. The main factor making Ely rather than Sans Everything the turning point seems to have been concerned with “agency”, linked with a few key individuals.Research limitations/implicationsA study of 1960s event necessarily relies heavily on documentary and archival sources, and cannot draw on interviews which are an important ingredient of many case studies.Originality/valueThe originality of the study is to examines inquiries, which have been largely neglected in MSA, despite their obvious potential role in placing issues on the agenda. Previous studies of MSA have devoted little attention to the ability of the media to provide the focus on “focusing events”.

Purpose – The history of cybernetics holds important lessons for how we approach present-day problems in such areas as algorithmic regulation and big data. The purpose of this paper is to position Project Cybersyn as a historical form of algorithmic regulation and use this historical case study as a thought experiment for thinking about ways to improve discussions of algorithmic regulation and big data today. Design/methodology/approach – The paper draws from the author’s extensive research on Cybersyn’s history to build an argument for how cybernetic history can enrich current discussions on algorithmic regulation and the use of big data for governance. Findings – The paper identifies five lessons from the Cybersyn history that point to current data challenges and suggests a way forward. These lessons are: first, the state matters; second, older technologies have value; third, privacy protection prevents abuse and preserves human freedom; fourth, algorithmic transparency is important; and finally, thinking in terms of socio-technical systems instead of technology fixes results in better uses of technology. Research limitations/implications – Project Cybersyn was a computer network built by the socialist government of Salvador Allende under the supervision of the British cybernetician Stafford Beer. It formed part of the government’s program for economic nationalization. Work on the project ended when a military coup brought the Allende government to an early end on September 11, 1973. Since we do not know how the system would have functioned in the long term, parts of the argument are necessarily speculative. Practical implications – The paper uses Cybersyn’s history to suggest ways that the Chilean experience with cybernetic thinking might enhance, improve, and highlight shortcomings in current discussions of algorithmic regulation. Originality/value – The paper provides an original argument that connects one of the most ambitious cybernetic projects in history to present day technological challenges in the area of algorithmic regulation.

Purpose Billions of entrepreneurs at the Base of the Pyramid (BoP) operate as small-scale producers within multi-tiered supply chain networks. Unfortunately, a majority of these entrepreneurs are simply unable to derive sufficient value from the network and are vulnerable to disasters and poverty. The purpose of this paper is to develop a typology that examines dynamic and triadic power relationships in order to create value chains for BoP producers. Design/methodology/approach This paper builds upon the available literature and a relevant historical case study to develop a typology. The validity of the typology is ascertained by examining and comparing two current BoP silk weaver communities in India. Findings The typology captures essential environmental variables and relates them to mediated and non-mediated forms of power which, in turn, shape the value derived from the supply chain network. Practical implications The typology provides specific recommendations for BoP producers, such as the formation of cooperatives, engaging in political unionization and ensuring that their social networks expand beyond local communities. Originality/value The typology brings together structuration theory and power and provides a framework for understanding supply value. This typology is generalizable to dynamic multi-tiered supply chain networks.

ABSTRACTWe investigated the adoption of World Health Organization (WHO) naming of COVID-19 into the respective languages among the Group of Twenty (G20) countries, and the variation of COVID-19 naming in the Chinese language across different health authorities. On May 7, 2020, we identified the websites of the national health authorities of the G20 countries to identify naming of COVID-19 in their respective languages, and the websites of the health authorities in mainland China, Hong Kong, Macau, Taiwan and Singapore and identify their Chinese name for COVID-19. Among the G20 nations, Argentina, China, Italy, Japan, Mexico, Saudi Arabia and Turkey do not use the literal translation of COVID-19 in their official language(s) to refer to COVID-19, as they retain “novel” in the naming of this disease. China is the only G20 nation that names COVID-19 a pneumonia. Among Chinese-speaking jurisdictions, Hong Kong and Singapore governments follow the WHO’s recommendation and adopt the literal translation of COVID-19 in Chinese. In contrast, mainland China, Macau, and Taiwan refer to COVID-19 as a type of pneumonia in Chinese. We urge health authorities worldwide to adopt naming in their native languages that are consistent with WHO’s naming of COVID-19.

Purpose – In the late 2000s, the Ultimate Fighting Championships (UFC) emerged to become the dominant mixed martial arts (MMA) organisation, bringing the sport to mainstream acceptance. The purpose of this paper is to draw on theories of co-evolution and positive feedbacks to provide insights into how the UFC has assumed this dominant position. Design/methodology/approach – A single historical case study is compiled drawing on data from a number of sources, including the UFC, US State Athletic Commissions, MMA web sites and prior UFC-related academic literature. Findings – A number of significant growth dynamics are identified, including interconnections between the increase in free-to-air events and the generation of new UFC fans and revenues; the increased financial rewards to successful fighters that allows them to improve the quality of their training and the improved quality of UFC content; and the accumulation of a critical mass of high-level fighters that increases the reputation of the UFC and the increased attraction of new fighters to the organisation. Research limitations/implications – Further in depth studies are necessary to substantiate and quantify the interconnections identified in this paper. Practical implications – The paper provides insights for other non-mainstream sports organisations that are attempting to grow their participation and viewership. Originality/value – The emergence of new sports and sports organisations such as the UFC with global appeal and significant commercial returns is infrequent. This study contributes to the need for understanding of how new sports enter the mainstream and the role that governing organisations such as the UFC play in achieving this transition.

Purpose The purpose of this paper is to analyze the emergence of organized academic entrepreneurship in the context of institutional complexity, in which multiple institutional logics co-exist. The paper is focused on the dynamics of internal legitimation of new research commercialization initiatives and the interrelations between internal and external legitimacy and their underlying institutional logics. Design/methodology/approach Based on a historical case study of the founding of Yeda Research and Development Company at the Weizmann Institute of Science in 1959, the paper examines the rhetorical struggles between the proponents and opponents of the company. The analysis is based on archival data and focuses on the analysis of a meeting of the Institute’s Scientific Committee in which the new company was introduced and debated. Findings The findings show the strengths and limitations of rhetorical legitimation work in supporting the establishment of new organizational initiatives. Rhetorical strategies that bridge the different institutional logics in the field can enable the emergence of new enterprises. Yet, when organizational practices do not concur with the institutional logic on which internal legitimacy is based, new organizational initiatives become illegitimate and organizational actors withdraw their support. Originality/value This paper contributes to a deeper understanding of the under-researched process of constructing internal legitimacy for an organizational change, both in general and in the specific context of academic entrepreneurship. Further, this study contributes new insights to research on the historical process of the emergence of organized research commercialization in universities in the context of institutional complexity.

Purpose – The purpose of this paper is to demonstrate that an implication of Holcombe’s (2002) model is a “revolution trap.” This paper extends Holcombe’s model adding Klein’s concept of entrepreneurship as judgment concerning the use of heterogeneous political capital. The authors use the case of the USA presidential election of 1800 to demonstrate the utility of the extension, and to discuss how political entrepreneurship served to prevent a revolution trap. The political entrepreneurship of 1800 established the precedent of peaceful transition of power in the USA, which opened the door to the rapid economic development of the early nineteenth century. Design/methodology/approach – This is a historical case study using letters, newspapers, pamphlets, and other pieces of empirical evidence to highlight an important moment of political entrepreneurship. Findings – Many contemporary observers predicted that the USA would devolve into continuous revolution, which the authors argue Holcombe’s (2002) model predicts. However, political entrepreneurship ended the revolutionary period in the former British North America. Moreover, the political entrepreneurship ending the election crisis established the precedent of peaceful political succession. This precedent comparatively elevated the returns of productive, market entrepreneurship (Baumol, 1990). As a result, the USA experiences a prolonged period of entrepreneurially driven economic growth. Originality/value – To the authors knowledge, no one has developed the implication of a “revolution trap” from Holcombe’s (2002) model, nor has anyone applied Klein’s (2008) model to extend Holcombe’s model of political entrepreneurship. Although the disputed presidential election of 1800 has been extensively researched, no one has analyzed the election and its resolution from the perspective of political entrepreneurship.
