Knowledge sharing to support climate change adaptation in Zimbabwe

Purpose Knowledge sharing for evidence-based climate change adaptation is key to reducing vulnerabilities. The disastrous effects of the recent tropical cyclone Idai in Zimbabwe’s eastern highlands, whereby lives and livelihoods were destroyed, calls for fundamental rethinking on how knowledge sharing can be useful in reducing vulnerabilities. This study aims to examine how knowledge sharing practices among selected climate action organisations can support positive results in evidence-based climate change adaptation in Zimbabwe and recommends a strategy to enhance knowledge sharing for evidence-based climate change adaptation. Design/methodology/approach The researcher opted for a qualitative research methodology, and interviews were conducted with research participants to get in-depth information. The target population for the research is drawn from three climate change organisations in Zimbabwe. These participants were chosen because of their direct involvement in climate change adaptation and mitigation. Purposive sampling was used because it was considered an easy and informal method to reach the target population. The responses were coded and readied for analysis. Categories for analysis were also determined and described. The next section focuses on the presentation and interpretation of the responses. Findings The study found out that even though there is evidence of knowledge sharing in the selected organisations, there was a need for a strategy that integrates the efforts of all climate action organisation to realise successful climate change adaptation. Successful climate change adaptation requires an integrative force in the form of a strategy that supports knowledge sharing. The strategy breaks the silo mode of operation by bringing together all stakeholders through knowledge sharing. Research limitations/implications The research study was unique to the Zimbabwean climate change and adaptation context and only a purposive sampling of participants representing three climate change action was feasible. Social implications The proposed model will enhance knowledge sharing among climate change and adaptation organisations in Zimbabwe. It will transform knowledge management practices among climate change organisations in Zimbabwe. Originality/value The study recommends a knowledge sharing strategy that can be useful in supporting climate change adaptation. The model will support decision-making by providing access to shareable information on climate change. The proposed knowledge sharing strategy integrates the efforts of all stakeholders, including communities, government and academia, among many. The study proposes an original model for climate change adaptation for Zimbabwe.

PurposeIreland's Climate Action and Low Carbon Development Act 2015 established the requirement for a National Adaptation Framework (NAF) composed of nine sectoral plans, of which Built and Archaeological Heritage is one. All the plans were written according to the six-step process outlined in Sectoral Planning Guidelines for Climate Change Adaptation produced by the Department of Communications, Climate Action and Environment (DCCAE, 2018) which is also the government department charged with coordinating the NAF. This article will summarise the application of the methodology to heritage resources in Ireland, the issues encountered and the results achieved.Design/methodology/approachThe plan was informed by existing research and incorporated expert, stakeholder and public consultation throughout the process. It also closely considered published plans from other sectors in order to aid consistency within the NAF and to ensure cross-cutting issues were highlighted.FindingsOf the many potential impacts of climate change, those identified as priorities for adaptation planning in Ireland were flooding (inland and coastal), storm damage, coastal erosion, soil movement (landslip or erosion), changing burial preservation conditions, pests and mould, wildfires and maladaptation. Goals, objectives and an action plan were developed commensurate with the five-year term of the plan, but also initiating a long-term strategic vision. A monitoring strategy was developed to monitor progress, identify problems and inform improvements to the adaptation plan as part of an iterative process.Originality/valueMuch work is being done on the topic of climate change and cultural heritage, yet at the time of writing Ireland is believed to be the only country to have adopted a national adaptation plan for cultural heritage.

The visibility of young people in climate change debates has risen significantly since the inception of the Fridays for Future movement, but little is known about the diversity of positions, perspectives and experiences of young people in Ireland, especially with respect to climate change adaptation planning. To close this knowledge gap, this article first interrogates key emergent spaces of public participation within the arena of climate action in Ireland in order to identify the extent of young people’s participation and whether any specific consideration is given to disadvantaged groups. It then tests the impacts of workshops specifically designed to support disadvantaged young people’s engagement with climate change adaptation which were rolled out with a designated Delivering Equality of Opportunity in Schools school in inner-city Dublin, Ireland. We found limited attention to public participation in climate change adaptation planning generally, with even less consideration given to engaging young people from disadvantaged communities. However, positive impacts with respect to enhanced knowledge of climate change science and policy processes emerged following participation in the workshops, providing the bedrock for a greater sense of self-efficacy around future engagement with climate action amongst the young people involved. We conclude that what is needed to help ensure procedural justice around climate action in Ireland are specific, relevant and interactive educational interventions on the issue of climate change adaptation; interventions which are sensitive to matters of place and difference.

Purpose Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states. Design/methodology/approach The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey. Findings The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states. Originality/value The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

PurposeThe imperative role of cataloguing in libraries as the bedrock of information/knowledge organization, the need to manage and retain knowledge for strategic planning and better knowledge management (KM) frameworks, little or no information sharing in cataloguing units in federal university libraries in Nigeria, gave rise to this study. The purpose of this study is to identify knowledge sharing (KS) norms and factors that challenge KS practices among cataloguers to provide positive perspective and approach to KS in cataloguing sections of university libraries and improve KM frameworks for better service delivery.Design/methodology/approachBased on a qualitative survey design, this study examined KS norms, practices and challenges of cataloguers in five university libraries in south-west Nigeria. Data were collected through an open interview to gather in-depth information from 45 cataloguers. Given the small number of the cataloguing team in each library, an enlisting of all cataloguers (census survey) was pertinent for the study. Data collected were analyzed thematically, interviews transcribed and similar responses grouped to provide answers to research questions.FindingsThis study revealed KS norms to be somewhat inconsistent and informal than formal, though participants identified the crucial need for KS in their departments. Factors identified as challenges to KS: mood and pressure from work, participants seeing KS as a waste of time, the “know-it-all” attitude, tribal differences, lack of financial motivation, no formal training and mentoring programme, willingness to learn and copy cataloguing.Originality/valueThis study not only improves the dearth of literature on the issue of KS among cataloguers in Nigerian university libraries; but also provides definite perspective and approach to KS in university libraries' cataloguing section to improve KM frameworks for better service delivery.

Purpose This study identified the attitudes and behaviors of college students regarding their advocacy for climate change adaptation and mitigation. Specifically, perceptions of climate change were assessed and advocacy activities were identified for climate change and/or other topics. Design/methodology/approach Using convenience sampling, students (n = 440) from three universities in the Midwest, the USA, completed surveys assessing their level of agreement with activities related to civic engagement, climate change and policy. Semantic differential scales focused on “learning about climate change,” “advocating for climate change mitigation” and “advocating for climate change adaptation.” Three open-ended questions were used to identify student experiences with civic engagement and/or service-learning, as well as topics in which they advocate and how they advocate. Findings Regarding advocacy in general, over 50% of the sample did not advocate for any topic, with 24.5% of students stating they advocated for the environment/climate change. Students who identified as female, democratic and 1st or 2nd year in school were more likely to be engaged with environmental advocacy. Regarding civic engagement, seniors were more actively engaged with their communities and also more likely to vote in local, state and national elections. Research limitations/implications Time of data collection was a potential limitation with schools conducting data collection at different time periods. Students who identified more progressive politically were also more likely to participate in the study. Originality/value While research exists regarding student civic engagement levels, this research project identified ways in which students engaged in advocacy, identifying potential links with civic engagement and enhanced participation in climate change adaptation and mitigation strategies.

Purpose The Ethiopian economy is mainly based on the rain-fed agriculture practiced by smallholder farmers. The sector is highly vulnerable to climate change impacts. This study aims to examine the determinants of adaptation strategies to climate change among the smallholder farmers in Adama District, Ethiopia. Design/methodology/approach A cross-sectional survey design was used to collect quantitative data using questionnaire with 351 randomly selected smallholder farmers. To collect qualitative data focus group discussions, key informant interviews and field observations were also used. Triangulated with thematic analysis, descriptive statistics and binary logistic regression model were used for the analysis. Findings The result indicated that the majority of the smallholder farmers use at least one climate change adaptation strategy in their local areas though the strategy is generally weak. In this regard, some of the dominant climate change adaptation activities identified in the study area are using improved crop varieties, planting trees, watershed management, adjusting planting date and terracing. The result from binary logistic regression model showed that age and sex of household head, as well as their education, family size, access to agricultural extension services and training on climate change significantly influence the practices of adaptation measures. Originality/value This study would help the practitioners to modify the existing weak adaptation activities by introducing advanced and technological-based adaptation strategies to the rural farming communities.

Purpose Climate change negatively affects agricultural crop production in the dry zone region of Myanmar. This paper aims to examine climate change adaptation strategies of farmers in the dry zone region. Farmers’ choice for adaptation strategies is influenced by many factors such as the practical availability and by socioeconomic conditions of the farmers. They are moreover influenced by the perception about climate change and by the specific problems prevailing in the farming systems. Design/methodology/approach This research is carried out in Magwe district in the dry zone region of Myanmar using a random selection of 212 farmers from three Townships (Magwe, Yenanchaung and Chauk). A multinomial logistic regression (MLR) was applied to assess the factors affecting the choice by farmers for adaptation strategies. Findings The study found that in the past, farmers used to apply locally available indigenous climate change adaptation strategies. However, recently, most farmers seem to have shifted to introduced adaptation strategies. The most popular adaptation strategy is to adjust the planting dates and sowing method (56.1 per cent). Furthermore, farmers identified a number of barriers that limit the adoption of adaptation methods. Risk is found to be an important driver of crop diversification. Finally, the MLR model showed that information from radio, access to seeds and extension services affect the choice of adaptation strategies. Originality/value The study shows that adoption of locally available indigenous climate change adaptation methods is gradually decreasing, and there is a shift to introduced adaptation strategies. The study can assist public and private organizations to obtain insight in the determinants of climate change adaptation in the dry zone region of Myanmar.

Purpose While there are many such toolkits on community-based participatory methods, the key considerations and principles of conducting a participatory capacity and vulnerability analysis (PCVA) are less covered, yet they are central to the effective conduct of a PCVA, the reason why this paper focuses on such issues. Design/methodology/approach This paper is derived from a toolkit that was produced for Oxfam Australia. Disasters and climate change are major drivers of poverty and significantly affect the communities that development programs of Oxfam Australia aim to assist. Recognising the importance of building its organisational capacity to address these risks, Oxfam Australia initiated and commissioned the production of a PCVA toolkit to support disaster risk reduction and climate change adaptation programs; the production of the toolkit was led by the author. The methodology of producing the toolkit consisted of discussions with experts and a review of similar toolkits. Findings Details of the PCVA process and how to conduct one in a community setting are provided including PCVA concepts, briefing, logistics and management and principles of working with communities. Importantly, the different stages of conducting a PCVA are explained, and some selected tools are presented as illustrative examples. In conclusion, the importance of the PCVA considerations and principles are reaffirmed vis-à-vis the sensitivity and soft skills required in a low-income developing country setting. Originality/value The participatory development approach, which the toolkit follows, has been widely advocated for the past few decades and most non-governmental organisations involved in community development espouse this approach. Consequently, a wide range of participatory development toolkits have been developed, many of which relate to disasters and climate change. The PCVA toolkit discussed in this paper draws on the repertoire of toolkits already available and used over a long time. Nonetheless, effort was given to assembling a range of tools that were most suitable for the purpose of this particular PCVA toolkit. Instead of focussing on the tools, which are available from the freely downloadable toolkit and available in the public domain, in this paper, the PCVA process and its main principles are explained, and the key considerations to carry out an effective PCVA is discussed. Perhaps even more than the actual tools, these considerations and an understanding of the PCVA principles are significant because they underpin the utilisation of the toolkit.


Subject The Paris Agreement and US withdrawal. Significance President Donald Trump announced his intention to withdraw from the Paris Agreement on climate change on June 1, prompting criticism from around the world. While current pledges are unlikely to change and the agreement will not see flight or withdrawal by other countries, US withdrawal imperils the ability of the agreement’s structure to accelerate climate action to a scale necessary to meet its objective of limiting global warming to below 2 degrees centigrade by 2100. Impacts The US private sector and sub-national polities will increase their climate action, though the loss of federal support will still be felt. A future US administration could re-enter the agreement, but substantial momentum will be lost diplomatically in the intervening years. Calls for greater adaptation -- rather than mitigation -- funds from climate-vulnerable states will grow more strident.


Subject Climate change policy views in Russia. Significance After years of delay, the Russian government has acceded to the Paris Agreement to limit global warming. This is a positive step, although the decision is more symbolism than substance. Moscow's obligations under the agreement are very limited and powerful domestic interests are obstructing implementation of a more active climate policy. Impacts Due to warming in the Arctic, Russia plans to increase cargo traffic along its Arctic maritime route to 80 million tonnes per year by 2024. As Russia promotes itself as an international climate leader, state-owned Rusnano is promoting high-tech solutions to emissions reductions. Objections to radical policy change will not be couched in the language of climate change denial.
