The Constrained Application Protocol (CoAP) is a specialized web transfer protocol which is intended to be used for constrained networks and devices. CoAP and its extensions (e.g., CoAP observe and group communication) provide the potential for developing novel applications in the Internet-of-Things (IoT). However, a full-fledged CoAP-based application may require significant computing capability, power, and storage capacity in IoT devices. To address these challenges, we present the design, implementation, and experimentation with the CoAP handler which provides transparent CoAP services through the ICN core network. In addition, we demonstrate how the CoAP traffic over an ICN network can unleash the full potential of the CoAP, shifting both overhead and complexity from the (constrained) endpoints to the ICN network. The experiments prove that the CoAP Handler helps to decrease the required computation complexity, communication overhead, and state management of the CoAP server.

There is a classification of management functions in the sphere of nature management and environmental protection based on the analysis of normative-legal acts of the Republic of Uzbekistan in the present paper. Also the article provides the improving features of management in this sphere in accordance with the Strategy for the further development of the Republic of Uzbekistan for the period 2017—2021. At the end the author makes some conclusions, which are necessary for achievement the improvement in environmental management and environmental protection. In the author’s opinion, the improving of management in the sphere of nature and environmental protection depends largely on: a) the existence of a state strategy on nature management and environmental protection for a specified period (e.g. 5 years) and for the long term, and its budget; b) the classification of management functions, which are scientifically based and proven in practice. The quality and efficiency of management depends on complete and comprehensive classification of the management functions; c) each individual type of management has to be fixed in normative — legal acts. To date, the most regulated form of management in the sphere of nature management and environmental protection is a state management; d) the presence of a perfect system of management bodies in the sphere of nature and environmental protection. Currently in Uzbekistan makes a lot in this direction; e) active participation in the management of public organizations and citizens. In Uzbekistan a significant role in environmental management and environmental protection plays an “Ecological movement of Uzbekistan”; f) the full and effective mechanism of each legal act, providing management.

In this paper, we define a flexible, adaptable, and programmable architecture for 5G mobile networks, taking into consideration the requirements, KPIs, and the current gaps in the literature, based on three design fundamentals: (i) split of user and control plane, (ii) service-based architecture within the core network (in line with recent industry and standard consensus), and (iii) fully flexible support of E2E slicing via per-domain and cross-domain optimisation, devising inter-slice control and management functions, and refining the behavioural models via experiment-driven optimisation. The proposed architecture model further facilitates the realisation of slices providing specific functionality, such as network resilience, security functions, and network elasticity. The proposed architecture consists of four different layers identified as network layer, controller layer, management and orchestration layer, and service layer. A key contribution of this paper is the definition of the role of each layer, the relationship between layers, and the identification of the required internal modules within each of the layers. In particular, the proposed architecture extends the reference architectures proposed in the Standards Developing Organisations like 3GPP and ETSI, by building on these while addressing several gaps identified within the corresponding baseline models. We additionally present findings, the design guidelines, and evaluation studies on a selected set of key concepts identified to enable flexible cloudification of the protocol stack, adaptive network slicing, and inter-slice control and management.

Purpose. The purpose of this article is to establish the role of state regulation and management in the field of forest relations in order to ensure effective protection, proper protection, rational use and reproduction of forests. Define the powers of state bodies through which the state manages forest resources. Identify forest management functions. To analyze the main tasks of state regulation and management in the field of forest relations. Method. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material and the formulation of relevant conclusions and recommendations. The following methods of scientific cognition were used during the research: terminological, logical-semantic, functional, system-structural, logical-normative. Results. As a result of the study, it was found that in our country there is a very extensive system of control of government agencies over activities in the forest sector. But its effectiveness is low, because illegal deforestation is carried out en masse, and the authorities that are supposed to monitor it do not seem to notice anything, or officials who depend on the solution of a particular issue decide them in their favor, not in favor of the state. Such cases are not uncommon - mostly mass. Therefore, we need to change and improve this control system - otherwise we may be left without forests. This in turn affects the ecological environment of citizens and their lives and health. Scientific novelty. In the course of the research it was established that the system of state management of forest resources is inefficient and needs to be improved. Practical significance. The results of the study can be used in law-making and law enforcement activities during the implementation of measures for the protection, use and reproduction of forests.

The article presents an analysis of the understanding of the concept and management system in the field of nature reserves of Ukraine, in particular, national nature parks. As a result of the analysis of scientific literature, normative-legal acts the author’s approaches to systematization of types of management in this sphere are presented. The separation of three management systems is substantiated: 1) state; 2) intra-administrative 3) public. Based on this, a system of entities (institutions) that implement management functions at different levels. The study identified problems and shortcomings in the mechanism of public management of national nature parks and suggested ways to solve them. The issues of peculiarities of management of national nature parks, legal status of subjects of administrative activity, competences of subjects of state management of nature reserve fund, as well as participation of public and scientific institutions in this process are insufficiently researched today. Therefore, there is a need to develop ways to improve the institutional framework of management in this area. The author emphasizes the subordination of national nature parks various agencies, which creates a problematic situation, because when the national nature park belongs to a non-core agency, which does not have special units for the management of such facilities, there are numerous violations of current legislation on nature reserves. After all, only a centralized management system of the relevant body will help maintain compliance with the legal regime in these areas and optimize the activities of national nature parks.

Telecom operators have a wide variety of functions to perform including marketing of telecom products and services, managing their networks, providing after-sales customer service, and innovating new products and services in tune with fast changing technologies. Though until recently the telcos have kept their core network management functions in-house, there are recent announcements of large scale outsourcing of network management functions. As operators, especially those providing mobile services, have evolved from offering voice services to advanced data and video services, the Information Technology (IT) services required for appropriate management of these vale added service offerings have also become complex. Some carriers have also outsourced their IT functions to large IT services vendors. In this chapter we deliberate the reasons for strategic outsourcing such as core competency, production economies, and transaction costs as presented in the literature and analyze these in the context of outsourcing model pioneered by an Indian mobile operator. We also explain vulnerabilities and risks associated with these outsourcing contracts and measures to be taken by the firm to mitigate their effects.

For companies, cooperation represents a way to innovate more effectively. Within this respect, past literature stresses the importance of core network management functions and relational mechanisms for the effectiveness of interorganisational cooperation. However, it is still unclear whether and how core network management functions and relational mechanisms improve a firm’s innovation capability from interorganisational cooperation. Based on data of 154 industrial companies, the results from structural equation modelling provide evidence that core network management functions significantly enhance innovation capability improvement of individual firms by interorganisational cooperation. Furthermore, both formal and informal relational mechanisms partially mediate the impact of core network management functions on innovation capability improvement. With regard to informal relational mechanisms, companies should foster trust, guarantee equal power distribution and ascribe high importance to their cooperation. With regard to formal relational mechanisms, companies should provide organisational support to their cooperation, continuously share knowledge with their partners and also meet and communicate on regular basis.

Among the challenges of an ON system solution, the propriety of radio access network (RAN) is one of essential challenges. The Open-RAN Alliance is formed through the integration of C-RAN Alliance and X-RAN Forum. The O-RAN Alliance mission’s is converting the radio access network industry to become an open networking intelligent, virtualized, and fully interoperable RAN. To realize B5G or 6G by applying O-RAN architecture and ecosystem is called O-RAN based B5G/6G The Integration of O-RAN based 5G RAN part and the SDN/NFV-based softwarization and virtualization of Core Network, Transport Network and Management functions, we can derive a stage of fully Open Networking architecture for the software (AI/M/DL) developers to work.
