There is a classification of management functions in the sphere of nature management and environmental protection based on the analysis of normative-legal acts of the Republic of Uzbekistan in the present paper. Also the article provides the improving features of management in this sphere in accordance with the Strategy for the further development of the Republic of Uzbekistan for the period 2017—2021. At the end the author makes some conclusions, which are necessary for achievement the improvement in environmental management and environmental protection. In the author’s opinion, the improving of management in the sphere of nature and environmental protection depends largely on: a) the existence of a state strategy on nature management and environmental protection for a specified period (e.g. 5 years) and for the long term, and its budget; b) the classification of management functions, which are scientifically based and proven in practice. The quality and efficiency of management depends on complete and comprehensive classification of the management functions; c) each individual type of management has to be fixed in normative — legal acts. To date, the most regulated form of management in the sphere of nature management and environmental protection is a state management; d) the presence of a perfect system of management bodies in the sphere of nature and environmental protection. Currently in Uzbekistan makes a lot in this direction; e) active participation in the management of public organizations and citizens. In Uzbekistan a significant role in environmental management and environmental protection plays an “Ecological movement of Uzbekistan”; f) the full and effective mechanism of each legal act, providing management.

In the Balkhash basin, an independent sustainable population of asp fish has formed, which is of great importance in industrial and recreational fishing. In the Republic of Kazakhstan, Lake Balkhash is one of the main fishing reservoirs. This article has as a starting point the definition of the concept of ecological principles. Then, after classification of the principles of ecology (domestic principles and international principles), we present and critically analyze and compare the main principles in the field of ecology. Among the ecological principles on the domestic chain, we present and analyze 11 principles, namely: pollution must be combated at the source; the interests of environmental protection must be taken into account in all design or execution decisions; any exploitation or use of natural resources must be avoided if it is accompanied by damage; it is necessary to raise the level of scientific and technological knowledge, inter alia by supporting scientific research; the costs of preventing and combating pollution to be borne by the polluter; the activity of one state not to harm the environment of another state; during the elaboration of the community policy in the field of environmental protection to take into account the interests of the developing states; community environmental protection policy must be developed in the long term and protection must be comprehensive and international, which is achieved, inter alia, through cooperation within international bodies; the cause of environmental protection is everyone's responsibility and for this reason education is irreplaceable; depending on the source of pollution, the most appropriate level of action must be established taking into account the nature of the pollution, the necessary measures, the characteristics of the protected territory. This principle is defined as a "subsidiary principle"; it is necessary to harmonize and coordinate national policy in the field of environmental protection in accordance with the long-term commonly accepted directives. We also present and analyze the principle according to which environmental protection must be an essential element of the economic and social policy of the state. Global sustainability targets demand transformative changes. Nature-based solutions (NbS) are gaining traction in science and policy, but their potential for transformative change remains unexplored. We provide a framework to evaluate how NbS contribute to transformative change and apply it to 93 NbS from mountain social-ecological systems (SES). The framework serves to assess what elements may catalyze transformative change, how transformative change occurs, and what its outcomes are. Our results show that NbS are as much “people based” as “nature based.” Most NbS are based on four elements with transformation potential: nature's values, knowledge types, community engagement, and nature management practices. Our results confirm the potential of NbS for transformative change, observed through changes in non-sustainable trajectories of SES. We illustrate the components of our framework through a novel classification of NbS. The framework provides key components for assessing the effectiveness of NbS and allows tracking long-term transformative change processes.

Nature management and resources law (that are united by environmental law) form a comprehensive and integrated super-branch of Russian law and legislation. The regulation of organization of sustainable environmental management is inseparable from environmental regulation. Therefore their antagonistic opposition and baseless differentiation are inadmissible. The regulation of use of natural resources (natural resources law) constantly interacts with environmental regulation (environmental management law); the environmental law is intended not so much to differentiate these branches and sub-branches of environmental super-branch as to combine them. The environmental law should not be boundless, but it should have its own subject, methods, systems, affecting other social phenomena through their ecologization.

When Sinn Féin and the IRA emerged in Northern Ireland in 1969 they used a combination of revolutionary politics and violence to an effort to overthrow British rule. Today, the IRA is in a state of ‘retirement’, violence is a tactic of the past, and Sinn Féin is a co-ruler of Northern Ireland and an ever growing political player in the Republic of Ireland. This is one of the most startling transformations of a radical violent movement into a peaceful political one in recent times. So what exactly changed within Irish republicanism, what remains the same, and, crucially, what caused these changes? Where existing studies explain the decision to end violence as the product of stalemate or strategic interplay with the British state, this book draws on a wealth of archival material and interviews to argue that moderation was a long-term process of increasing inclusion and contact with political institutions, which gradually extracted moderate concessions from republicanism. Crucially, these concessions did not necessitate republicans forsaking their long-term ethno-national goals. The book also considers the wider implications of Irish republicanism for other cases of separatist conflict, and has significance for the future study of state responses to violent separatism and of comparative peace processes.

The analysis of the nomenclature of agricultural waste was carried out, their influence on the environmental situation was studied. The modern technologies of rational nature management of agricultural waste are systematized, the most promising areas of waste recycling are identified. The ecological effect of the application of technologies for the rational environmental management of agricultural waste was studied.

The introduction and active use of information transmission and storage systems in the Ministry of Defense (MoD) of Ukraine form the need to develop ways of guaranteed removal of data from media after their use or long-term storage. Such a task is an essential component of the functioning of any information security system. The article analyzes the problems of guaranteed destruction of information on magnetic media. An overview of approaches to the guaranteed destruction of information on magnetic media of different types is presented, and partial estimates of the effectiveness of their application are given by some generally accepted indicators of performance evaluation. The article also describes the classification of methods of destruction of information depending on the influence on its medium. The results of the analysis revealed the main problems of application of software methods and methods of demagnetization of the information carrier. The issue of guaranteed destruction of information from modern SSD devices, which are actively used in the formation of new systems of information accumulation and processing, became particularly relevant in the article. In today's conditions of development of the Armed Forces of Ukraine, methods of mechanical and thermal destruction are more commonly used today. In the medium term, the vector of the use of information elimination methods will change towards the methods of physical impact by the pulsed magnetic field and the software methods that allow to store the information storage device, but this today requires specialists to develop new ways of protecting information in order to avoid its leakage.

In this article analyzes the reforms carried out in the spheres of the system of state management bodies of the Republic of Uzbekistan, the system of administrative bodies and administrative bodies in recent years. The article also provides a comparative analysis of the new administrative-legal relations, problems and mistakes made after the adoption of the law of the Republic of Uzbekistan “On administrative procedures”, and made prospective suggestions.
