This paper aims to determine the MIS unit’s operational status and the performance level of information systems of the state universities and colleges in the Samar-Leyte Islands.  In order to determine and appreciate the value and importance of MIS unit’s services, the unit requires a review of its profile and ICT resources.  The theory of Information System success model of DeLone and McLean was then used for evaluation to measure the performance and effectiveness of IS in terms of system, information, service quality, use (intention to), user satisfaction and net benefits.  The profile of MIS units identified each its capacity and characterized the performance and quality of IS.

PurposeThis paper sought to validate a proposed e-service use model that takes into account system's environment and user factors as plausible determinants of an information system's (IS) use that are not accounted for by previous IS use models. The aim is to establish the applicability of the model for e-services and IS design, implementation and use.Design/methodology/approachThis study adopts a quantitative approach to data collection and analysis. Using a systematic multi-stage random sampling, data were collected from 400 university e-library users and analysed using regression analysis to test the hypothesised relationships.FindingsInternal system factors (particularly service quality), user satisfaction, e-service environment factors and user factors (gender, programme of study, level of study and computer/IT self-efficacy) predicted the use of e-services. These findings are partly similar to and partly different from those of the earlier studies, suggesting that more studies are needed to test the comprehensive model of e-services’ use.Research limitations/implicationsThis is a replicated study and as such made use of a similar population. These findings, therefore, cannot be generalised to other organisations with users of different demographic profiles.Practical implicationsFirst, the use of the services provided through an IS is predicted by factors other than user satisfaction, system, service and information qualities. Second, system administrators, designers, library administrators and managers must ensure that these factors are considered during the design, implementation and use of ISs.Social implicationsThe paper argues for the need to design e-services and ISs with consideration for user attributes that may lead to social exclusion if not considered. This is because the environment where an IS is hosted can be a driver of e-services use, especially if management provides the enabling environment in terms of optimal staffing, training, user support and periodic e-service evaluation.Originality/valueThis paper extends research effort in understanding the predictors of use of ISs beyond the traditional system's attributes (information, service and system qualities) to include system environment and user factors.

Evaluation of information visualization and especially visual information systems is challenging. Metrics and methods need to be chosen with the intend of gaining specific and relevant evaluation data to prove the value of such systems. We suggest an evaluation based on the Information Service Evaluation Model (ISE) for information systems with visual result representation. We present the results of a case study on the testing and implementation of a visual search engine in business.

The arising knowledge society seems to produce its own digital services. In the last few years, with social live streaming services a new type of synchronous social media emerged. What functions do such services offer? What information need and information behavior do users of this services exhibit? Method: As a heuristic theoretical basis, the Information Service Evaluation (ISE) model was applied to analyze YouNow as a case study of this kind of new social media. The evaluation is based on an online-survey among YouNow's users as well as observations of the live-streams. Results. YouNow is mainly used by adolescents and young adults. For this group, it is important to interact with friends, be a part of the community and find ways of self-expression. This is exactly what YouNow offers its users. Most of them enjoy the functions of the service. The experience of “flow” was sometimes perceived. Possible law infringements (such as copyright and personality rights violations) were detected.

PurposeThe purpose of the paper is to conduct an exploratory study that proposes a personalized knowledge integration platform for digital libraries which can provide users with personalized information and knowledge services.Design/methodology/approachA prototype system (PIKIPDL) is designed and developed with two types of service, i.e. personalized information/knowledge service and personalized subject category service. Evaluation of the PIKIPDL by domain specialists and software experts is conducted. Comments are implications are addressed.FindingsThe main findings include the following: the proposed system can help suggest materials that readers are interested in for DL; the proposed system can help construct knowledge contents in a hierarchical structure; and a common recommendation concerning knowledge structure from the reviewers is that the proposed system should add a self‐organizing knowledge map function that would allow users to view knowledge subjects in a graphic manner.Practical implicationsThe results from the evaluation of reviewers revealed that the proposed PIKIPDL is acceptable to the integration of both personalized information service and personalized knowledge subject service. This implies that librarians and DL software agents should place emphasis on integrated service development to attract the attention of their users. Towards this goal, they could explain that personalized services (e.g. material recommendation, message recommendation, knowledge subject materials) with a mechanism of multi‐resource integration can help provide DL resources according to users' needs and wants, and in consequence to enhance DL service efficacy.Originality/valueThe research describes the importance of information/knowledge integration with respect to its support on the learning and study methods of users, and has developed a personalized knowledge integration platform as a mechanism that provides a personalized information service and a personalized knowledge subject category service. By employing Apriori algorithm and association rules as the data mining mechanism, personalized information recommendations are derived from circulation data, and a knowledge subject category is integrated from online sharing knowledge by participants.

V LIVE, a Korean real-time mobile broadcasting app, is the focus of this investigation. As research on this service is scarce, the paper concentrates on the evaluation of the service quality and users' acceptance to serve as a first step and basis for following investigations. Data is collected by developing and distributing (non-probabilistic) a survey. The survey aspects derive from the Information Service Evaluation model. Additionally, a qualitative analysis of the objective service quality is done as well. All in all, V LIVE is not only well accepted but highly satisfactory as well. Especially, usefulness and fun are proved as satisfying.

Unser Information Service Evaluation (ISE) Modell führt unterschiedliche Traditionen der Evaluations- sowie der Technologieakzeptanzforschung zusammen und besteht aus fünf Dimensionen: Qualität des Informationsdienstes, Nutzer, Informationsakzeptanz, Informationsumfeld und Zeit. Der Überblicks­artikel erläutert diese Dimension und bietet einen Einblick in ein flexibel handhabbares und umfassendes holistisches Modell der Beschreibung und Bewertung von Informationsdiensten.

This research showcases the crucial role of platform trust in the relationship between website quality (system, information, service, familiarity) and platform loyalty of expatriates residing in foreign countries, taking into account the moderating effect of cultural intelligence. To test the hypothesized relationships, an online survey collected responses of 786 from foreign expatriates' travelers, and data was analyzed using SmartPLS3 software. Platform trust mediates the relationship between website quality, system, information, service, familiarity, and purchase loyalty. The results show that cultural intelligence seem to moderate this mediated relationship. This paper analyzes the importance of quality signals on expatriates' relationships with OTA website. This study contributes to the understanding the role of cultural intelligence in OTA sector.
