A benefit-cost analytic framework for selection of human resource measures

Human resource managers (HRMs) can use electronic-human resource management (E-HRMs) tools to improve human resources practices, including recruitment and selection of employees. Grounded in the theoretical framework of a unified theory of acceptance (UTAUT), this present qualitative case study investigated the potential barriers that influence the implementation and use of E-HRMs in Thailand's business sector. Human resource professionals from the business sector, including hotels in Thailand, were the study participants. Semi-structured interviews with open-ended questions were used as data collection instruments. Qualitative data collected was analyzed using thematic content analysis. The challenges impact the recruitment and selection process by making the employment process complex and poor selection of employees. HRMs should support E-HRMs as the advanced technologies to improve recruitment and selection of competent employees. In conclusion, E-HRMs are effective information systems that support electronic recruitment and selection of qualified employees.

E-recruiting or online recruitment is the selection of the best potential human resource using internet technology. Posting jobs on the company's website or online recruitment website and mobile recruitment has now evolved. This research explores the general basic concepts of e-recruiting, criteria for success, overall benefits and disadvantages.

The article elaborates on a thesis that development of new functions of the Human Resource Business Partner (HR BP) generates conflicts in three areas of operation of an enterprise: the structure, organizational culture, and goal attainment strategy. A commentary on the concept of the HR BP is provided and the functions propounded within its framework are discussed. Based on qualitative research on three large enterprises in Poland, the following strategies for the introduction of changes in the HR BP are the subject of analysis, that is: maintaining the status quo in power relations, expansion of influence over time, and the policy of small steps. It was concluded that an important factor affecting selection of a strategy is the organizational culture described from the perspective of the concept of Trompenaars and Hampden-Turner.

The Functioning of Public Administration in a Crisis Situation Caused by External Factors: a COVID 19 Case Study The Sars-CoV-2 coronavirus pandemic has caused major changes to the functioning of countries and their communities around the world. We observe the consequences of the spread of a disease which knows no boundaries. Experts talk and write about the crisis, the effects of which affect various spheres of socio-economic life. Governments of many countries, with the support of public administration, have taken a number of activities related to ensuring the safety of citizens, but also the continuity of the state’s functioning and reducing the effects of a possible economic slowdown. The goal of the paper is to analyse how the Sars-CoV-2 coronavirus has influenced and still influences public administration, taking into account a wide selection of activities, good practices in the areas of human resource management, customer service, as well as communication between national authorities and citizens.

Today there is a range of technologies available to those who design learning events, from the old and simple to the new and complex. Key attempts have been made to develop theoretical frameworks of learning technologies and have been reported in the literature of higher education, human resource development, and instructional design. These three fields are not discrete and some overlap occurs. For example, commentators in the field of instructional design state that their designs are provided for learning in many contexts including schools, higher education, organizations, and government (Gagné, Briggs, & Wager, 1992; Reigeluth, 1983). In many cases the theoretical frameworks are intended to guide the selection of learning technologies but often the conceptualizations have not kept pace with technological change.

Traditionally, benefit-cost analyses focus on average benefits and average costs. However, heterogeneous treatment effects and/or costs are most often present, which means that there is an efficiency potential hidden in the implementation of public programs, if policies can be targeted at those who, net of costs, benefit the most. We introduce efficiency potential defined as the ratio between the net benefit achieved under perfect selection of the individuals with significant positive net benefit of program participation, and the actually realized benefits net of costs. Using data from a randomized control-trial experiment of a Danish return-to-work program combined with rich administrative records and survey data, we find that there is indeed a potential for increased efficiency. Results from the treatment literature indicate that, generally, it may be difficult to harvest the full potential. Our application corroborates this finding.

Proper selection of personnel constitutes a frequent challenge for the management of many enterprises. In this paper the above problem has been defined using three objective functions which required simultaneous optimisation. To solve this problem, computer modelling based on Petri nets was proposed. The model was subjected to iterative computer simulation, during which various variants of workstation assignment were tested. This resulted in the emergence of a variant which best fulfilled the assumed optimisation criteria.
