The Functioning of Public Administration in a Crisis Situation Caused by External Factors: a COVID 19 Case Study The Sars-CoV-2 coronavirus pandemic has caused major changes to the functioning of countries and their communities around the world. We observe the consequences of the spread of a disease which knows no boundaries. Experts talk and write about the crisis, the effects of which affect various spheres of socio-economic life. Governments of many countries, with the support of public administration, have taken a number of activities related to ensuring the safety of citizens, but also the continuity of the state’s functioning and reducing the effects of a possible economic slowdown. The goal of the paper is to analyse how the Sars-CoV-2 coronavirus has influenced and still influences public administration, taking into account a wide selection of activities, good practices in the areas of human resource management, customer service, as well as communication between national authorities and citizens.

The covid-19 pandemic has caused a global economic slowdown. Trade institutions and customs institutions provide facilities that are expected to encourage the economy not to fall into a sharp decline. The World Trade Organization (WTO) and the World Customs Organization (WCO) as world organizations that regulate the movement of goods between countries have also issued instructions for their member countries to deal with this pandemic situation. This study aims to determine how the implementation of customs facilities and international trade during this pandemic. The research method used is a qualitative research method with descriptive techniques. The data used in this study are secondary data such as reports, research, and guidelines. The results of the study show that Indonesia has implemented customs facilities and international trade during this pandemic. This is following the guidelines published by the WTO and WCO, which are world organizations related to international trade. Programs carried out by Indonesia are also carried out by other countries which are good practices in international trade activities. The implication of this research is to recommend the customs institution to continue to increase cooperation with other border agencies in the form of coordinated border management..   Pandemi covid-19 telah membuat perlambatan ekonomi secara global. Institusi perdagangan dan institusi kepabeanan memberikan fasilitas yang tujuannya diharapkan dapat mendorong perekonomian tidak jatuh dalam penurunan yang tajam. World Trade Organization (WTO) dan World Customs Oganization (WCO) selaku organisasi dunia yang mengatur pergerakan barang antar negara juga telah mengeluarkan petunjuk bagi negara anggotanya untuk menghadapi situasi pandemi ini. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi fasilitas kepabeanan dan perdagangan internasional dalam masa pandemi ini. Metode penelitian yang dilakukan adalah metode penelitian kualitatif dengan teknik deskriptif. Data yang digunakan dalam penelitian ini adalah data sekunder seperti laporan, penelitian, dan buku petunjuk. Hasil dari penelitian menunjukkan bahwa Indonesia telah mengimplementasikan fasilitas kepabeanan dan perdagangan internasional selama masa pandemi ini. Hal tersebut sesuai dengan panduan yang diterbitkan oleh WTO dan WCO yang merupakan badan dunia terkait dengan perdagangan internasional. Program yang dilakukan Indonesia juga dilakukan oleh negara lain yang merupakan good practices pada kegiatan perdagangan internasional. Implikasi dari penelitian ini adalah merekomendasikan kepada institusi kepabeanan agar terus meningkatkan Kerjasama dengan badan perbatasan lainnya dalam bentuk coordinated border management.

Human resource managers (HRMs) can use electronic-human resource management (E-HRMs) tools to improve human resources practices, including recruitment and selection of employees. Grounded in the theoretical framework of a unified theory of acceptance (UTAUT), this present qualitative case study investigated the potential barriers that influence the implementation and use of E-HRMs in Thailand's business sector. Human resource professionals from the business sector, including hotels in Thailand, were the study participants. Semi-structured interviews with open-ended questions were used as data collection instruments. Qualitative data collected was analyzed using thematic content analysis. The challenges impact the recruitment and selection process by making the employment process complex and poor selection of employees. HRMs should support E-HRMs as the advanced technologies to improve recruitment and selection of competent employees. In conclusion, E-HRMs are effective information systems that support electronic recruitment and selection of qualified employees.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.

This case study analyses the leadership approach and practices of the New Zealand government, led by Prime Minister Jacinda Ardern, in the response thus far to the COVID-19 pandemic. It reports on how a shared sense of purpose has been established, that of minimizing harm to lives and livelihoods, for which the government has sought – and secured – New Zealanders’ commitment. Key leadership practices comprise the government’s willingness to themselves be led by expertise, its efforts to mobilise the population, and to enable coping, all of which serve to build the trust in leadership needed for transformative, collective action such as the pandemic demands. At the time of writing, New Zealand appears well on track to achieve its ambitious goal of achieving rapid and complete control over the COVID-19 outbreak – not just ‘flattening the curve’ as other countries are struggling to do – at least in part due to these leadership contributions. A framework of good practices for pandemic leadership is offered drawn from this case study, in the hope transferable lessons can be taken to aid others in the continuing struggle to limit the harm COVID-19 poses to lives and livelihoods throughout the world.

Students who are interested in studying Asian economies in the world, as they are the most growing economies in the world and at the same time have a shocking number of people employed in the informal sector. Case overview This case study talks about women workers who face a glass ceiling at the management level and deplorable working conditions at the informal level. This case involves women in the paper bag-making business, a part of the urban informal sector. The paper bag-making business provides employment and income generation for the urban poor. The focus in this study is on women production workers, rather than entrepreneurs or professional managers. Focus of the study will be on the change in the pattern of income distribution within the family-based household, the degree of bargaining power derived from productive work and income and impact of technology on the plight of unskilled women force and how technology and vocational training can lead to utilization of manpower being wasted because of lack of synergy between technology and the informal sector in India. Expected learning outcomes Four key points of selection, training, assessment and leadership all have been addressed in this case study, and the relevance of these points is important from the point of view of management students who have to understand the linkages and the hidden costs these informal sector occupations come with and then to device an appropriate strategy to bring and use these human resources to their full capacity by utilizing the existing resources instead of adding new ones, which in development economics is known as Solow residual. PV plants are increasing all over the world and they are becoming a distinct part of electric grids. Due to abundance of solar irradiation and almost constant amount of it in certain geographical latitudes, selection of proper capacity of PV plants depends mostly on available places for the site. in this paper, important measures for safe connection of a PV plant in terms of voltage requirements are addressed and several guidelines are introduced for this purpose. In addition, simulation results are included to prove some of the mentioned suggestions. a general algorithm is finally proposed to show the directions for safe connection of PV plants.

The book brings together critical considerations and experiences linked to the work of the author, lecturer in restoration at the Florence University Faculty of Architecture, as supervisor of degree theses on restoration. The reflections concern teaching Restoration as a subject, the conditions within which the knowledge and culture of restoration can ripen within our universities and the most recent problems encountered by both the discipline and restoration projects. In the first part of the publication, these aspects are set out in broad and more precisely conceptual and methodological terms in chapters and themed paragraphs which also act as a guide to drawing up degree theses on restoration, as well as a contributing to the didactics and efficiency of the specific discipline. This is followed by a selection of degree theses on restoration discussed in recent years which show the route from the principles, general problems and intervention criteria for every case study to drawing up a project. They are projects that deal with analysis methods and techniques, surveys, specialist restorations, regeneration, and the relationship between old and new. In short, the projects are what gave the final stage in the university education meaning and substance, also in order to acquire fundamental keys to restoration culture and activities in the world after university.

The socio-economic and political transformations in the country cannot be perceived without the implementation of information technology. Nowadays, Internet resources are actively used in all spheres of life, so personnel management departments, following the example of foreign recruitment companies, adapt the system of selection of personnel to the modern technological realities. Human capital is still one of the most important factors in the country's development. It was approved that the proper selection of a qualified specialist is the key to the success of any company, organization, enterprise because the staff influences their efficiency and competitiveness in the occupied market segment. On this basis, it should be noted that the output of the Human Resource department is crucial. Staffing is not possible without the use of information technology and the Internet. Analyzing the existing changes in the field of hiring employees, we verified that new technologies are implemented solidly. Head-hunters and recruiters use dedicated social networking sites and job search sites to recruit highly qualified personnel. Recent advances in marketing, such as targeted advertising, are also actively and purposefully used to attract the attention of potential employees. Moreover, specialized software is being developed to simplify the selection and screening system for those candidates who do not meet the requirements of the enterprise. It should be noted that the development of information technology has fundamentally affected the change in the relationships and interactions of people in society, involving all spheres of life. Looking at people around the world who spend a lot of time in the virtual space and want to find a particular job, it should be confirmed that there is no longer a need to print it in the newspaper, broadcast it on the radio or to show on television. The results of our research show that the advertisement for the job position can be entirely spread on the Internet in the nearest future. Information technology has made adjustments to the specifics of hiring qualified personnel in the world, and in particular in Ukraine. The widespread availability of information resources in the world has fundamentally changed the policies of Human Resource Management departments and the tactics of their specialists. It has been done a lot in the development of the Human Resource department in Ukraine, but several unresolved issues should be overcome. It`s the quandary of the future. For a democratic state to function effectively, the public administration, whether central or local, must communicate with its citizens. The emergence of a crisis can attract the attention of the public and the media, and poor communication from the public administration can threaten the trust of citizens. In this paper, we analyzed how the Romanian Ministry of Transport responded to potential crisis situations, related to good practices for crisis communication suggested by theorists in the field.
