Democratiation in Brazil and Argentina: Some Reflections

THE POLITICAL HISTORY OF SOUTH AMERICA COULD ALMOST be written in terms of military coups and returns to barracks. In Argentina, to take only the period since the Second world War, the military has relinquished power in 1946,1958, 1963, 1973 and 1983 (launching coups in 1955,1962,1966 and 1976). The military in Brazil, although less hyperactive than in Argentina, has relinquished power to civilians in 1945, 1955 and, incompletely so far, since 1982, while taking over government in 1954 and 1964. It seems therefore – rather paradoxically for some earlier writers on comparative politics (as was noted in the introduction) – that it is possible to speak of a military-civilian political system operating in much of South America. This features periods of military as well as civilian rule and operates largely because of a high degree of military self-confidence and the willingness of many civilians to contemplate military rule, even over a long period, with equanimity. A mere military coup, or return to barracks, need not imply a change in the political system itself. This point is not tautologous; the politica system may undergo genuine change, but only if civilian attitudes to the military (and willingness to accept military intervention) and military attitudes to civilian politics chan e fundamentally. Is there any sign that this has happened or is about to happen in the cases of Brazil and Argentina?

During the government of AK Party army leaders underprivileged to act as an exclusive guarantor preserving a secular regime in the country. The political balance between Secular and Islamite elites was essentially removed after Erdogan was elected Turkish President. Consistently toughening authoritarian regime of a ruling party deeply accounts for a military coup attempt and earlier periodically occurred disturbance especially among the young. The methods of a coup showed the profundity of a split and the lack of cohesion in Turkish armed forces. Erdogan made the best use of a coup attempt’s opportunities to concentrate all power in his hands and to consolidate a present regime. The mass support of the population during a coup attempt ensured opportunities for a fundamental reorganization of a political system. Revamped Constitution at most increases political powers of the President.

Eight years later, on 12 July 1981, in the midst of dictatorship, six airplanes again flew over Santiago in military formation. This time, however, the planes did not drop bombs. Instead, they scattered four hundred thousand pamphlets with a text that urged Chileans to claim their space, thoughts, and lives by asserting the potential for artistry within all people. This art action, titled ¡Ay Sudamérica! (Oh, South America!) and orchestrated by the Colectivo Acciones de Arte (Art Actions Collective, or CADA), subversively re-created a central moment from the violent history of the military coup in order to disturb and articulate an alternative course for that history (Fig. 1). In doing so, CADA challenged the regime's conception of Chilean citizenship by calling for an expanded space of existence and invoking the possibility of an artistic and contestatory subjectivity within everyone.

Abstract The article sheds light on tutelary regimes, which have so far been left out in the discussion of contemporary authoritarian regimes. It uses a configurative approach to conceptualize tutelary regimes according to the three dimensions of tutelary interference, electoral competitiveness and civil liberties. Tutelary interference is conceived of as a spectrum of possible and not mutually exclusive roles which tutelary powers perform – depending on their position in the political system. Empirically, the article uses a case study of Myanmar's tutelary regime to illustrate how the armed forces’ institutionalized powers and prerogatives have helped the country evade substantial democracy. The results show a high degree of regime heterogeneity, with a functioning electoral regime in place but substantial weaknesses in civil liberties. Both are (partly) rooted in the tutelary interference of the military, which is pervasive. The military's position straitjackets the government; the military vetoes certain policies and structural reforms and guards the political system and its prerogatives from a position of strength. Politicians have so far not come up with successful strategies to bring the military under civil control.

The following description and analysis of the role of the military in the Peruvian political system and its development from independence to the most recent military supplanting of a civilian government in 1968 should serve a twofold purpose: first, to provide information necessary to the understanding of Peruvian political development; and second, to manifest the claims and demands of a politically relevant (institutional) interest group and its manner of satisfying them. During the course of this article, it should become evident to the reader that it would be impossible to offer even the most general history of Peruvian political development without giving considerable attention to the role of both military personalities and the military as an institution.It is the author's contention that the evolution of the Peruvian military's political role may be divided into nine phases, each with significance for the country's political system.

John Owen Havard, “‘What Freedom?’: Frankenstein, Anti-Occidentalism, and English Liberty” (pp. 305–331) “If he were vanquished,” Victor Frankenstein states of his monstrous creation in Mary Shelley’s Frankenstein (1818), “I should be a free man.” But he goes on: “Alas! what freedom? such as the peasant enjoys when his family have been massacred before his eyes, his cottage burnt, his lands laid waste, and he is turned adrift, homeless, pennyless, and alone, but free.” Victor’s circumstances approximate the deracinated subject of an emergent economic liberalism, while looking to other destitute and shipwrecked heroes. Yet the ironic “freedom” described here carries an added charge, which Victor underscores when he concludes this account of his ravaged condition: “Such would be my liberty.” This essay revisits the geographic plotting of Frankenstein: the digression to the East in the nested “harem” episode, the voyage to England, the neglected episode of Victor’s imprisonment in Ireland, and the creature’s desire to live in South America. Locating Victor’s concluding appeal to his “free” condition within the novel’s expansive geography amplifies the political stakes of his downfall, calling attention to not only his own suffering but the wider trail of destruction left in his wake. Where existing critical accounts have emphasized the French Revolution and its violent aftermath, this obscures the novel’s pointed critique of a deep and tangled history of English liberty and its destructive legacies. Reexamining the novel’s geography in tandem with its use of form similarly allows us to rethink the overarching narrative design of Frankenstein, in ways that disrupt, if not more radically dislocate, existing rigid ways of thinking about the novel.

Modem economic factors and forces are rapidly transforming the world into a single society and economy in which the migration of people at the national and international levels plays an important role. Pakistan, as a modem nation, has characteristically been deeply influenced by such migrations, both national and international. The first great exodus occurred in 1947 when over eight million Indian Muslims migrated from different parts of India to Pakistan. Thus, from the very beginning mass population movements and migrations have been woven into Pakistan's social fabric through its history, culture and religion. These migrations have greatly influenced the form and substance of the national economy, the contours of the political system, patterns of urbanisation and the physiognomy of the overall culture and history of the country. The recent political divide of Sindh on rural/Sindhi, and urban/non-Sindhi, ethnic and linguistic lines is the direct result of these earlier settlements of these migrants in the urban areas of Sindh.

The article deals with the history of celebrating the Liberation Day in Czechoslovakia organised by the state. Various aspects of the history of the holiday have been considered with the extensive use of audiovisual documents (materials from Czechoslovak newsreels and TV archives), which allowed for a detailed analysis of the propaganda representation of the holiday. As a result, it has been possible to identify the main stages of the historical evolution of the celebrations of Liberation Day, to discover the close interdependence between these stages and the country’s political development. The establishment of the holiday itself — its concept and the military parade as the main ritual — took place in the first post-war years, simultaneously with the consolidation of the Communist regime in Czechoslovakia. Later, until the end of the 1960s, the celebrations gradually evolved along the political regime, acquiring new ritual forms (ceremonial meetings, and “guards of memory”). In 1968, at the same time as there was an attempt to rethink the entire socialist regime and the historical experience connected with it, an attempt was made to reconstruct Liberation Day. However, political “normalisation” led to the normalisation of the celebration itself, which played an important role in legitimising the Soviet presence in the country. At this stage, the role of ceremonial meetings and “guards of memory” increased, while inventions released in time for 9 May appeared and “May TV” was specially produced. The fall of the Communist regime in 1989 led to the fall of the concept of Liberation Day on 9 May, resulting in changes of the title, date and paradigm of the holiday, which became Victory Day and has been since celebrated on 8 May.

AbstractContemporary scholarship on the development of the Soviet political system in the 1920s has largely bypassed the history of the Menshevik opposition. Those historians who regard NEP as a mere transition to Stalinism have dismissed the Menshevik experience as irrelevant,1 and those who see a democratic potential in the NEP system have focused on the free debates in the Communist party (CP), the free peasantry, the market economy, and the free arts.2 This article aims to revise some aspects of both interpretations. The story of the Mensheviks was not over by 1921. On the contrary, NEP opened a new period in the struggles over independent trade unions and elections to the Soviets; over the plight of workers and the whims of the Red Directors; over the Cheka terror and the Menshevik strategies of coping with Bolshevism. The Menshevik experience sheds new light on the transformation of the political process and the institutional changes in the Soviet regime in the course of NEP. In considering the major facets of the Menshevik opposition under NEP, I shall focus on the election campaign to the Soviets during the transition to NEP, subsequent Bolshevik-Menshevik relations, and the writings in the Menshevik underground samizdat press.

ABSTRACTThe 3 August 2005 military coup was Mauritania's best opportunity to turn the page on decades of the deposed quasi-military regime's destructive politics. This article critically analyses relevant aspects of the transition that ensued in the context of the prevailing models of military withdrawal from politics in Africa. It also examines the challenges that Mauritania's short-lived Third Republic faced. It argues that the transition process did not escape the well-known African military junta leader's proclivity to manipulate transitions to fulfil suddenly awakened self-seeking political ambitions, in violation of solemn promises. While there was no old-fashioned ballot stuffing to decide electoral outcomes, Mauritania's junta leader and his lieutenants spared no effort to keep the military very much involved in politics, and to perpetuate a strong sense of entitlement to political power. Originally designed as an ingenious ‘delayed self-succession’ of sorts, in the end, another coup aborted Mauritania's democratisation process and threw its institutions in a tailspin. This only exacerbated the challenges that have saddled Mauritania's political system and society for decades – unhealthy civil-military relations, a dismal ‘human rights deficit’, terrorism, and a neo-patrimonial, disastrously mismanaged economy.
