A Historical Institutionalist Approach to Political Party Organization: The Case of South Korea

AbstractThe existing literature on party organization is deeply divided over the question of how much freedom of choice decision-makers in a party enjoy in relation to their environment. Although the resulting theoretical deadlock seriously weakens our understanding of party formation and change, no attempt has been made to reconcile the different approaches. This article aims to do just that by offering a historical institutionalist perspective on party organization. Studying the development of political parties in South Korea, it argues that party organizations are best understood as strategic responses to electoral markets. Party organizations reproduce and change, as advantaged factions defend the status quo, while disadvantaged factions work towards organizational reform.

In spite of extensive research dedicated to the rise and development of fringe populist political parties in Eastern Europe, little attention has been paid to the organizational determinants of their electoral performance. This article aims to fill this void in the literature and analyzes the extent to which particular types of leadership and party organization could influence the electoral performance of three political parties from Bulgaria, Republic of Moldova, and Romania. The qualitative analysis is conducted for the period 2012–2015 and uses a combination of primary (party statutes) and secondary sources (party histories, electoral databases, and literature). The results indicate how the existence of underdeveloped party organizations has a negative influence on the electoral performance, while strong and charismatic leaders are an insufficient condition for ensuring survival on the political arena.

Formally institutionalized party organization is usually considered a prerequisite for the development of programmatic linkages between parties and voters. However, in this article I show that political parties in South Korea have succeeded in stabilizing interparty competition through programmatic linkages without making any significant efforts to build a formal organizational base. In fact, it could be argued that South Korea is a “partyless” democracy, as political parties get easily captured by the interests of ambitious politicians, thus failing to establish themselves as independent actors. I therefore make a more general argument about the concept of party system institutionalization: we need to rethink the current practice of aggregating the different attributes of party system institutionalization into a single scale, as these attributes do not seem to be connected in a linear fashion.

To understand changes taking place within political parties we must work from a realistic theory, one that accepts these parties as office-seeking coalitions. On that premise I lay out three interacting sets of variables: 1) The structure of political opportunities, or the rules for office seeking and the ways they are treated, and 2) the party system, or the competitive relations among parties, define the expectations of politicians, and thus lead them to create 3) party organizations, or the collective efforts to gain and retain office. Hypotheses derived from the relations among these variables allow us to examine changes in American parties in the twentieth century. They explain why the Progressive era reforms, in tandem with the post-1896 party system, produced an uneven distribution of party organization and weak linkages among candidates and officeholders. The same theory also explains why changes taking place since the 1950s are producing greater organizational effort and stronger partisan links among candidates and officeholders.

This chapter examines the crucial role that political parties play in maintaining a unified voting bloc in parliament. This party-based approach sets it apart from most existing studies in this area. The focus of this chapter is on the factors that incentivize MPs to vote in a unified manner. The chapter tests three hypotheses: (1) whether party unity is improved by greater party organizational strength; (2) whether the greater threat of disciplinary sanctions increases party unity; and (3) whether greater access to resources by MPs reduces party unity. The authors use the Political Party Database (PPDB) dataset to test these hypotheses in thirteen of Europe’s democracies, finding strong support for the third hypothesis, some support for the first hypothesis, but little support for the second hypothesis. This study adds an important new dimension to research on how institutions affect party unity by showing the distinct role party organizations can play in this regard.

The article is devoted to the general patterns of political parties formation in Russia at the beginning of the 20th century. They were preceded by proto-party organizations that were far from being ideologically monolithic. Under the conditions of rapid differentiation of political forces, the existing alliances were often accidental and situational. They hung on to the legacy of the pre-revolutionary era, when the public was just “learning” to talk about politics, and the boundaries between different ideological structures were quite rather relative.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

Throughout the past forty years various leaders from both major political parties in Australia have categorized the arrival by boat of people seeking asylum as a “crisis” and the people themselves as “illegal.” This is despite Australia being a signatory to the United Nations Convention Relating to the Status of Refugees, and receiving relatively few people who seek asylum compared with many other countries. Punitive government policies and processes have further reinforced these representations, such that “crisis” and “illegal” can now be understood as both categories of analysis and practice. The repeated use of such categories may be helping to produce and reproduce prejudice and racism and obscure the needs and experiences of people seeking asylum.

Wind-assisted ship propulsion (WASP) technology seems to be a promising solution toward accelerating the shipping industry’s decarbonization efforts as it uses wind to replace part of the propulsive power generated from fossil fuels. This article discusses the status quo of the WASP technological growth within the maritime transport sector by means of a secondary data review analysis, presents the potential fuel-saving implications, and identifies key factors that shape the operational efficiency of the technology. The analysis reveals three key considerations. Firstly, despite the existing limited number of WASP installations, there is a promising trend of diffusion of the technology within the industry. Secondly, companies can achieve fuel savings, which vary depending on the technology installed. Thirdly, these bunker savings are influenced by environmental, on-board, and commercial factors, which presents both opportunities and challenges to decision makers.
