Natural disasters represent a latent threat for every country in the world. Due to climate change and other factors, statistics show that they continue to be on the rise. This situation presents a challenge for the communities and the humanitarian organizations to be better prepared and react faster to natural disasters. In some countries, in-kind donations represent a high percentage of the supply for the operations, which presents additional challenges. This research proposes a Markov Decision Process (MDP) model to resemble operations in collection centers, where in-kind donations are received, sorted, packed, and sent to the affected areas. The decision addressed is when to send a shipment considering the uncertainty of the donations’ supply and the demand, as well as the logistics costs and the penalty of unsatisfied demand. As a result of the MDP a Monotone Optimal Non-Decreasing Policy (MONDP) is proposed, which provides valuable insights for decision-makers within this field. Moreover, the necessary conditions to prove the existence of such MONDP are presented.

AbstractDigitalization and new technologies have an increasingly important role in today's humanitarian activities. As humanitarian organizations become more active in and reliant on new and digital technologies, they evolve from being simple bystanders to being fully fledged stakeholders in cyberspace, vulnerable to adverse cyber operations that could impact on their capacity to protect and assist people affected by armed conflict or other situations of violence.This shift makes it essential for humanitarian organizations to understand and properly map their resulting cyber perimeter. Humanitarian organizations can protect themselves and their activities by devising appropriate cyber strategies for the digital environment. Clearly defining the digital boundaries within which they carry out operations lays the groundwork for humanitarian organizations to develop a strategy to support and protect humanitarian action in the digital environment, channel available resources to where they are most needed, and understand the areas in which their operational dialogue and working modalities need to be adapted for cyberspace.The purpose of this article is to identify the unique problems facing international humanitarian organizations operating in cyberspace and to suggest ways to address them. More specifically, the article identifies the key elements that an international humanitarian organization should consider in developing a cyber security strategy. Throughout, the International Committee of the Red Cross and its specificities are used as an example to illustrate the problems identified and the possible ways to address them.

Purpose – At a time when the number and seriousness of disasters seems to be increasing, humanitarian organizations find that besides their challenging work they are faced with problems caused by a high level of turnover of staff. The paper aims to discuss these issues. Design/methodology/approach – Based on the 24 variables leading to employee turnover identified by Cotton and Tuttle (1986) the authors analyse the work-related, external and personal factors affecting employee turnover in humanitarian organizations, using a survey of members of the Indian National Institute of Disaster Management. Findings – Results indicated that the three factors are present. Of the external factors, only employment perception had a factor loading over 0.7; of the work-related factors, all were significant; of the personal factors, biographical information, marital status, number of dependants, aptitude and ability and intelligence had the highest loadings. It was also shown that behavioural intentions and net expectation were not significant. Originality/value – Only a few studies reported on employee turnover and its reasons are not well understood in the context of humanitarian organizations. To address this need, the aim of this paper is to explore the personal reasons impacting employee turnover in humanitarian organizations. In the study the authors have adopted 24 variables used in Cotton and Tuttle (1986) and classified into constructs to explain turnover, and further tested the model using data gathered from humanitarian organizations.

Humanitarian organizations can either meet those needs directly or support local services engaged in the same work. In most cases, both approaches are used.

The issue of empowering women has been and still is the preoccupation of various humanitarian organizations, especially human rights organizations. Regarding the issue of human rights in Iraq, it is extremely difficult, because of the exceptional circumstances ordered by Iraq, which made it an arena for human rights violations. Vulnerable groups, they are more affected by the surrounding circumstances, such as violence, displacement, terrorism, displacement, widowhood, and others ... especially with regard to measures to empower women, because what women suffer in our society is a heap of discriminatory traditional culture against them and their lack of awareness of themselves and Their legitimate rights, in addition to weak government policies, and the lack of resources and opportunities, and herein lies the problem. The importance of the research stems from the importance of the role of women in society and the social, economic, health and political dimensions that this role represents, and the extent of its impact on the development process in Iraq. As for its objectives, it is to stand on the role of human rights organizations in empowering women in all social, economic, political and health fields, from which we have deduced most of them marginalization and discrimination on the basis of gender, and then we proposed some enabling measures, hoping through them to integrate women in all levels of development . Reports on the news about nature or man-made catastrophes are not uncommon. We hear constantly that a human catastrophe has taken place somewhere in the world. In those cases where the infrastructure could possibly be destroyed, it becomes clear that a rescue mission is difficult to achieve. We need special rescue teams, who despite the difficult rescue mission, save lives and reduce suffering.The special organizations involved in catastrophes are called humanitarian organizations. In addition, the specific skills and abilities that these organizations have should be mainly in logistics.In this paper, the author goes into more details about humanitarian logistics and shows its importance in disaster areas. Unfortunately, these humanitarian organizations have many weaknesses and challenges. As a result, these organizations are not well developed, despite their importance. In contrast, the commercial logistics companies, which are well developed, have much strength in management, information technologies, etc.This research defines humanitarian logistics and describes its weaknesses and limitations. Furthermore, it deals with the specifics of humanitarian organizations. The special features of these organizations are their rescue missions, especially in destroyed infrastructure areas. This research demonstrates the various similarities between commercial and humanitarian logistics and points to the potential of knowledge and experience transfer from commercial logistics to humanitarian logistics.This research compares humanitarian logistics with commercial logistics. In doing so, the author tries to gain a deeper insight into the potential of transferring know-how and experience from retail logistics to humanitarian logistics in order to strengthen humanitarian logistics.The research of logistics is a very dynamic world in which humanitarian logistics is becoming increasingly important both in research and in practice. In particular, the demands on logistics in general and on humanitarian logistics, in particular, will increase significantly in the near future because it is estimated that the number and impact of both natural and human disasters is increasing (Kumar et al., 2012).Murphy (2015) analyzed the past data of catastrophes and derived a forecast for the future frequency of disasters and their impact: “Because of the increasing frequency (and severity) of disasters over the past 50 years, humanitarian logistics is likely to be an important topic into the foreseeable future”.

In 1922, the Czechoslovak traveller Karel Hansa visited the French Mandate for Syria and Lebanon, where he became acquainted with the lamentable living conditions and pitiful experiences of the survivors of the Armenian Genocide. He was deeply impressed by the work of Western humanitarian organizations, especially the American Near East Relief. This experience led Hansa to decide to write, lecture and try to organise humanitarian aid for Armenian orphans in Czechoslovakia, although his humanitarian efforts had only limited success.
