The study explores appropriate mechanism for diversifying Nigeria’s revenue to tap from the opportunities offered by the blue economy. The study conceptually reviewed extant literature as a basis for acquiring an in depth understanding of the phenomenon with a view to offer practical recommendations on the issue. The study discovered that blue economy has the potential of augmenting government revenue if the financial and environmental issues bedeviling the development of the sector are properly addressed. Thus, the study recommends political will and strong institutions for effective running and implementation of blue economy strategies in the nation based on the existing international standards. It also suggested that, to boost revenue from blue economy, Area-based Management needs to be established.

This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. The fine is the most common penalty imposed by courts of summary jurisdiction in Australia, and fines imposed by way of penalty notice or infringement notice are a multiple of those imposed by the courts. The latter are being used for an increasing range of offences. This progressive ‘monetization of justice’ (O’Malley) and its effects have passed largely unnoticed. The enforcement of fines has, in most parts of Australia, been passed from the justice system to government revenue agencies with barely any public scrutiny or academic analysis. Sentencing councils, law reform commissions and audit and ombudsman offices have completed inquiries on fines, some of them wide-ranging and highly critical of existing arrangements. Yet, these inquiries arouse little public or media interest and, partly in consequence, there has been little political will to tackle fundamental problems as distinct from tinkering at the margins. After surveying the theoretical literature on the role of the fine, this paper considers the neglected question of fines enforcement. We present three case studies from different Australian jurisdictions to highlight issues associated with different models of enforcement. We show that fines enforcement produces very real, but often hidden, hardships for the most vulnerable. Despite its familiarity and apparent simplicity and transparency, the fine is a mode of punishment that hides complex penal and social realities and effects.

The purpose of the article is to substantiate theoretical provisions and develop practical recommendations for the development of reporting on sustainable development in terms of environmental impact on the environment and society in accordance with international standards developed under the Global Reporting Initiative. Objectives of the study: to study the content of non-financial reporting compiled in accordance with the standards of the Global reporting initiative (GRI) and propose new methodological approaches to the development of accountability in the field of sustainable development. The work provides recommendations on the organization of accounting for the environmental impact of the organization with the use of information technology: proposed the use of additional accounts for accounting and developed forms of reports containing information of a social nature.

The article presents and describes the methodology of conservation of masonry structures that are architectural monuments discovered as part of the work carried out during archaeological excavations. The authors' experiences presented in the article result from many years of cooperation between the Faculty of Civil Engineering at Warsaw University of Technology, the National Museum in Warsaw and the Antiquity of Southeastern Europe Research Center at the University of Warsaw. Examples of preserved masonry structures come from excavations located in the Black Sea area - from the archaeological site in Tyritake in Kerch on the Crimean Peninsula and Tanais near Rostov-on-Don in Russia. Works on masonry structures located in the area of archaeological excavations are characterized by a unique specificity covering both formal issues, resulting from international standards and agreements regulating the conservation of historic buildings, as well as technical and environmental issues. The basic technical issues include ensuring the safety of further excavation works, protection of masonry structures against the destructive effects of atmospheric conditions and preparing the structure for possible exhibition in archaeological parks organized on the site of excavations. Environmental issues relate to local, social and economic conditions. The article presents the procedures that should be used in the conservation of these types of structures and presents the specific technological and material solutions used in the presented objects.

The article presents the procedures that should be used in the maintenance of antique irregular masonry and presents the specific technological and material solutions used in the example objects.

Due to the reality of ninety five percent dependency of energy-importing, the diversification of kinds and sources of fuel like crude oil is making crucial and environmental issues in Taiwan. Efficient and zero emission fuel cell is a promising power source and expected to play a major role in the future energy supply. According to the fuel cell roadmap of the Bureau of Energy, Taiwan Ministry of Economic Affairs, and the projected annual output will reach NTD 13,000 million in 2020, thus, a recognized specification and traceable metrology is necessary to maintain the product quality and trade equity once the market is emerged. In this paper, we review the current status of fuel cell development and standards in Taiwan and then propose a solid fuel cell metrology which can be traced to international standards.

Aim: To analyse the legal regulation of the provision of psychological assistance during the coronavirus pandemic. materials and methods: The research methods were chosen with the aim of the study in mind. In order to establish objectivity and validity of scientific provisions, conclusions, during the research, a set of general scientific and special scientific methods was used, in particular such as: (1) the formal legal method was used to analyse the legal and ethical foundations for providing psychological assistance during the coronavirus pandemic; (2) using the comparative legal method, the approaches of national legislation and international standards to the provision of psychological assistance during the COVID-19 pandemic were clarified; (3) the forecasting and modeling method was used to develop practical recommendations regarding the importance of analyzing the legal regulation of the provision of psychological assistance during the coronavirus pandemic and others in the future; (4) the method of systems analysis made it possible to study the legal regulation of the provision of psychological assistance during the coronavirus pandemic; (5) the historical and legal method made it possible to identify the features of the evolution of legal regulation of the provision of psychological assistance during pandemics. Conclusions: The COVID-19 pandemic has exacerbated existing health deficiencies, including a shortage of psychologists. States should initiate medical training programs, including for psychologists and psychotherapists. It should be noted that psychological assistance during a coronavirus pandemic should be based on the following principles: accessibility; continuity; focus; interdisciplinary; educational nature of interventions.

Extant literature has shown the importance of routinized leadership succession for authoritarian resilience. However, the factors leading to orderly power transitions in autocracies are unclear. This article argues that an orderly succession requires relatively peaceful exit of the incumbent. Through a comparison of the power transition trajectories of the post-Stalin USSR and China in the Age of Deng Xiaoping, this article proposes three conditions that facilitate the voluntary retirement of dictators, including their strong political will to institutionalize successions, adequate capacity to initiate the plan, and reliable retirement packages. Meeting all three conditions, leadership succession in China has resulted in the emergence of the “modern regency” in which the elder leaders can retire relatively voluntarily and continuously influence the politics of a regime after their retirement, especially by proactively supervising future leadership successions. In contrast, without meeting the initial requirements for a dictator’s exit, the case of leadership succession in the USSR is characterized as parallel succession, which includes neither a credible plan on routinization of elite politics nor simultaneous coexistence of the elder leaders and the younger cohort as in the case of China. Moreover, during similar regime crises in the late 1980s, the arrangement of the modern regency helped prolong the authoritarian regime in China, while the USSR collapsed without this safeguard.

Abstract Government leadership at both the national and sub-national levels is an essential step towards ensuring safely managed sanitation services for all. Though the importance of sub-national government leadership for water, sanitation and hygiene is widely acknowledged, to date much of the focus has been on the delivery of water services. This article sets out to start to address this imbalance by focusing on practical ways to galvanise and foster sub-national government leadership for sanitation programming. By focusing on the experiences across three sub-national areas in East Africa where positive changes in the prioritisation of sanitation by local governments have been witnessed, we (a group of researchers, local government representatives and development partner staff) cross-examine and identify lessons learnt. The results presented in this paper and subsequent discussion provide practical recommendations for those wishing to trigger a change in political will at the local level and create the foundation to strengthen sanitation governance and the wider system needed to ensure service delivery for all.
