West African countries especially Senegal, have a very rich history of written and oral communication based on their culture and traditions. Today, Senegal is inescapable about the adoption and use of new technologies in Africa. Senegal experienced a boom of cell phones users over the past 5 years in 2012 for example, we noticed “88% mobile subscriptions” compared with “46% mobile subscriptions in 2008” {world bank,2013}. That explains mobile phones are no more to make a call or to send a text message but also to interact with people around and entertain. In fact, digital communication is expanding in all Senegalese spheres like the workplace, school, universities... in the latter half of the 20th century before the explosion of social media, people only depended on old media like TV, Radio, Newspapers… to get informed. For this study, we are going to focus on how social media are impacting economically and politically on Senegalese society and how young people are managing the transition between traditional media and new media.

The Impact of New Technologies on International Communication: The Case of Public DiplomacyBeata OciepkaThe events in North Africa in the spring of 2011 again attracted the attention of the world public opinion to social media because of their use by opposition for initiatinga social change. The paper raises the question whether social media might play any role in international communication. To answer the question, the case of public diplomacy as a form of political international communication of Central and Eastern European newcomers to the European Union is analyzed. Social media are seen as tools supporting the old networks built thanks to classical tools of diplomacy and contributing to the development of new digital networks. However, the analysis of using of social media by ministries and ministers of foreign affairs as hubs or knots of networks in public diplomacy does not convince as to their any contribution to the development of the relational model of public diplomacy in the region. More optimism might be derived from the online presence of the Belsat television, a channel broadcasting in Belarusian from Poland to Belarus in order to achieve social changes though international broadcasting and social media.Key words: social media, public diplomacy, international communication, new media

This chapter presents a media studies interpretation of the impact of Cloud communication technologies on traditional academic achievement. According to social media critics following the “medium is the message” theory of Marshall McLuhan, the hidden “message” in the new Cloud communication education technologies conflicts with the old message of the printed textbook, the traditional medium of communication in education since the printing press in the 16th and 17th centuries. The chapter begins with a brief history of media technologies in education to gain understanding into the nature of this conflict and follows with a review of research and studies that document the conflict's cause and consequences with the conclusion that a major factor in the proliferation of any new media communication technology is its commercial value. Moreover, because new technologies in education are driven by commercial interests, its pedagogical value becomes secondary resulting in what social media and other critics view as the dumbing down of the American student. These social media critics contend that not only have American students been declining intellectually, computer technologies, including the Cloud Internet communication technologies are the direct cause of this decline, raising the question, “is education technology an oxymoron?” Given this analysis of media communication technologies' impact on education, the authors then offer a possible way out of the current situation by proposing a more human factors approach towards Cloud technologies based on constructivist educational and cognitive styles theory.

This paper seeks to understand why there has been an increase in photographic images exposing military violence or displaying bodies killed by military forces and how they can freely circulate in the public without being censored or kept hidden. In other words, it aims to analyze this particular issue as a symptom of the emergence of new wars and a new regime of their visual representation. Within this framework, it attempts to relate two kinds of literature that are namely the history of war and war photography with the bridge of theoretical discussions on the real, its photographic representation, power, and violence.  Rather than systematic empirical analysis, the paper is based on a theoretical attempt which is reflected on some socio-political observations in the Middle East where there has been ongoing wars or new wars. The core discussion of the paper is supported by a brief analysis of some illustrative photographic images that are served through the social media under the circumstances of war for instance in Turkey between Turkish military troops and the Kurdish militants. The paper concludes that in line with the process of dissolution/transformation of the old nation-state formations and globalization, the mechanism and mode of power have also transformed to the extent that it resulted in the emergence of new wars. This is one dynamic that we need to recognize in relation to the above-mentioned question, the other is the impact of social media in not only delivering but also receiving war photographies. Today these changes have led the emergence of new machinery of power in which the old modern visual/photographic techniques of representing wars without human beings, torture, and violence through censorship began to be employed alongside medieval power techniques of a visual exhibition of tortures and violence.

Purpose This paper aims to analyze the discourse of Arab feminism social media pages as a form of real-time new media. This is to be conducted culturally to understand the Westernized character these pages tend to propagate and the politico-cultural significations of such a propagation. Design/methodology/approach Using visual and content analysis the paper analyzes both the written and visual contents of two popular Arab feminist Facebook pages, “Thory” and “Feminist doodles” to explore its culture relevance/Westernization via the categories of “re-employing the binary second wave feminism, the historical relevance and the Westernized tone of both pages. Findings The pages showed a tendency toward second wave, Westernized, anti-orient feminism. Such importation of feminism made the pages’ message not only a bit irrelevant but also conceptually violent to a large extent. Starting from alien contexts, the two pages dislocate the Arab women experiences of their situation for the sake of comprehending and adapting to heavily Westernized images. Originality/value The paper contributes to the ongoing debate over the gender issue in the Arab context after 2011, what it originally offers is discussing the cultural relevance of popular feminist Facebook pages claiming to represent the everyday struggles of the Arab women. In addition, it shows the impact of real-time media on identity formulation.

Public relations and social media are basically based on communication. Changing the order of communication along with the development of new technologies affected all fields of work as well as the field of public relations with the implementation of new practices and tools. Social media applications, which are included in public relations studies, have entered the research field of academic studies on this occasion. In this manner, the subject of this study has been carried out in Turkey and named "public relations" with the concept of "new media" or "social media" concept constitutes the graduate theses. The aim of this research in public relations axis graduate of surveys conducted in Turkey in social media and taking in conjunction with new media concepts to what extent to put forth that takes place in the general population and post is to establish a general map of this thesis. The bibliometric analysis method was used in this study. From this point of view, the year of the thesis, the title and thesis advisor, university and department, the research method, the data collection method of this research, the number of pages and keywords categories were created and the data of the theses were recorded. In the first stage of the analysis, 41 theses containing the words public relations and social media were reached, and 13 theses containing the words public relations and new media in the second stage. It was determined that 54 theses obtained as a result of these scans were carried out between the years 2006-2020. It has been determined that there are 11% of 577 graduate theses, which are in the general universe between these years and have the concept of public relations in their names. As a result of the analysis made, it was determined that the graduate theses with the words social media or new media in their names together with the words of public relations are highly postgraduate thesis. It has been revealed that these theses were published by 31% of Marmara University and 67% were studied in the Public Relations and Publicity Department. In addition, it was determined that the content analysis method was preferred as the data collection technique in these theses with a rate of 63%. In addition, 214 keywords were reached in theses, and it was recorded that ring relationships came in the top rank with 53 frequencies and 25% of these keywords.

Abstract Background In Early August 2014, the World Health Organisation declared an Ebola Virus Disease (EVD) outbreak in the region of West Africa. The West African EVD outbreak was the largest, most severe, and complex in the nearly four-decade history of this disease. The management of EVD cases in Liberia was similar to the other affected West African countries. Methods We reviewed the method and strategies used by some of the international humanitarian organisations in handling the 2013-2016 Ebola outbreak in Liberia. This report is a collection of personal field experiences in Liberia as well as personal interviews of healthcare personnel working for some of these international organisations working on the Ebola emergency in Liberia. Findings Medecins Sans Frontieres (MSF) was the first humanitarian NGO to deploy medical staff to the field in Liberia during the 2013-2016 EVD outbreak. MSF staffs were already operating in Liberia even before the declaration of the outbreak in August 2014.Conclusions The slow response by the international humanitarian organisations to lend their support in bringing the EVD outbreak to and exhibited the fear the international community have for deadly infectious diseases more than armed conflicts.Recommendations We recommend regularly training in public health emergency preparedness for third world countries that are highly susceptible to health emergencies such as Ebola outbreak to help prepared them ahead of such outbreak.

Within the new economic and social environment, development of new technologies combined with Internet progress has had a profound impact on consumer lifestyles and, by extension, marketing concepts and practices. Understanding changes in marketing brought by a fast-acting development of digital social networks and Web 2.0 technology has become essential. The purpose of this chapter is to examine the impact of Web 2.0 on marketing and how marketers can use evolving technologies. Our contribution aligns changes in marketing techniques with Internet development and the changes introduced by the transition from Web 1.0 to Web 2.0. The chapter ends with a proposal of about potential implications for managers.

Digital technology is at the forefront of transforming how governments operate around the world. Using Brunei's Information Department (InfoDept) as a case study, this chapter looks at how the agency has evolved from its inception in the 1950s to 2019 in its embrace of both old and new media to pursue its mission and objectives as a government-run media agency. The results demonstrate how new media, such as social media, can complement old media if done right. The case study on InfoDept contributes to the growing field of research related to the increased advancement, development, application, and impact of new technologies in bolstering the digital governance process. This chapter also provides strong evidence on how governments can improve its general governance process and unlock the digital dividend in the 21st century by incorporating new media into its public policy architectonic. Salient lessons for policymakers and practitioners on digital governance have also been presented in this chapter.

Abstract Low and medium level waste management means reducing the amount of waste generated during maintenance and operation of the plant, in accordance with the ALARA concept, while keeping not only the quality of the product but also the associated costs under control. All this waste is managed by ONDRAF/NIRAS, the Belgian Federal Agency responsible for waste management, including conditioning, intermediate storage and final disposal. Unfortunately, the actions taken by ONDRAF/NIRAS and the producers in order to reduce waste production have had a negative impact on waste treatment tariffs. It has become necessary to re-examine the relationship between ONDRAF/NIRAS and the producers, in order to control the costs of waste management. This problem concerns not only the treatment costs but also the disposal costs. The volume of waste has fallen from 30M3/Thwh in 1985 to 4.m3/Twh in 2000, not by chance but as the result of a new site organisation geared towards achieving this aim. This paper presents firstly the history of Belgian waste management, taking into account the impact on the associated costs, and secondly the measures that have to be taken in order to be able to decide which new technologies are necessary to go further with the objective of waste volume reduction in a new environment, namely deregulation and consequently high pressure on production costs. Finally, it presents a few conclusions.
