The theoretical land relations reforming principles were reviewed.Land relations in agriculture transformation process was studied. The land use features were detected and agricultural land use efficiency analysis was conducted.Ukraine land market formation research problems results have been shown. It was established that private land ownership institution ambiguous attitude, rent relations deformation, lack of the property rights ensure mechanism inhibit the land market development. Sociological research of Ukrainian Polesie region to determine the prerequisites for agricultural land marketformation preconditions has been conducted. 787 respondents from Zhytomyr, Rivne and Volyn regions were interviewed. Land shares owners age structure, their distribution by education level, their employment, land shares owners and agricultural enterprises executives to the agricultural land sale moratorium cancellation attitudes, land purchase financial resources, directions of Ukrainian Polissya region land shares use, shares owners land issues level of awareness have been determined during the research. Was substantiated that agricultural land market turnover includes not only land sale moratorium cancellation but also the adoption of the legislative framework and the appropriate infrastructure development, one of the key elements of which is land relations regulation specialized state agency – State Land Bank.

The article assesses the current state of the land fund of Ukraine in the light of the transformation processes of ownership. It is determined that after the reforms carried out, along with changes in the forms of land tenure, the forms of management have changed. Attention is drawn to the fact that the forms of management of the individual type, popular in Europe, are gaining momentum in Ukraine, which is manifested in the gradual growth of the area of ​​farms. It is noted that a significant proportion of private land holdings speaks of a sufficiently formed proposal in a potential land market, with regard to which perspectives in the Ukrainian society are being actively debated. The general results of sociological research conducted by a number of scientists in different regions of Ukraine are outlined, and the results of which determine the position of the population regarding the sale of agricultural land. Analyzing statistical data, and assessing scientific developments in the field of land sales, summarized key theses of the global trends in institutional conditions for the functioning of the land market in the leading EU countries. The key features of land resources and their market circulation are outlined. The specificity of the land is determined by the fact that it is immovable, therefore, unlike other resources that can be moved, only the rights to continuity of its use are sold on the land market. The emphasis is placed on the fact that the commodity in such a market is the right to land, which ensures comprehensive and predictable access to opportunities for profit from its exploitation, as well as obligations related to land and its exploitation, in accordance with the objectives of sustainable development. The article describes the price situation on the land market in the EU countries and states that an efficient land market can improve the productivity of the country's economy and increase its recovery, since it will allow landowners to turn their assets into capital that can be used for other purposes and the money received by farmers through the mortgage system, can be used to finance the development of production activities. Conceptual basis for the introduction of the market of agricultural land. land protection of interests of land plot owners; creation of a strong economically active middle class in rural areas; improvement of leasehold land relations; provision of sustainable land use; increase of employment of rural population; prevention of depreciation of agricultural land; introduction of mechanisms for preventing speculation in agricultural land and monopolizing it; increasing capitalization and liquidity of land as an economic asset. In our opinion, the fundamental positions of an efficient agricultural land market are: establishing a private ownership limit in one hand up to 200 hectares; in cultivation for farms – up to 1000 hectares; fixing of the minimum term of lease (already settled up to 7 years); development of a mechanism for preventing speculation and monopolization in the land market by establishing a land sales tax for the first 5 years (at the rate of 100% of the selling price); introduction of antitrust sanctions, by limiting the maximum area of ​​land use by one enterprise – no more than 30% of the area of ​​one OTG; consolidation of land for the establishment of a minimum land parcel that is not subject to parceling; prevention of depreciation of agricultural land through the introduction of a minimum price level; the development of mechanisms for mortgage lending to farmers for the purpose of land acquisition and financing for the development of production. Subjective composition of the land market, to include: citizens of Ukraine; family farms, established by citizens of Ukraine; 3) territorial communities; 4) the state in the person of the special regulatory institute. The main expected results from the introduction of regulated market turnover of agricultural land are: ensuring the constitutional rights of citizens to land and disposing of them; avoidance of depreciation of land; introduction of preventive mechanisms for market circulation of land; increasing the role of the state in the initial stage of the introduction of theland market in terms of its regulation. The result of the long existence of legal restrictions on the agricultural land market in Ukraine was the formation of a specific leasehold system of land use. Agricultural enterprises and farms do not have land owned. Instead, the peasants who became owners of land during the distribution of collective farms, mostly do not process these parcels of land on their own, but also deprived of the right to alienate them (to sell, give, change). The study shows the development of leased land use of agricultural enterprises in Ukraine, which currently covers 16.8 million hectares of private land and about 1 million hectares of state-owned land. Since 2003, the civil law of Ukraine permitted to apply not only the lease of agricultural land, but also the emphyteusis right (the alienated right to use someone’s land for agricultural purposes), the process of transformation of lease into emphyteusis was started, especially in large agricultural holdings. The main advantages of emphyteusis as a substantive law and its attractiveness for agribusiness are considered. The suggestions on improving the legal regulation of land use under conditions of emphyteusis are given.

The article examines theoretical formation foundations of functioning system of the agricultural land market in foreign countries. It is analyzed basic and special parameters of the legislative framework on land, protection of rights and opportunities of land owners, purchase and sale procedures in the context of land relations. It has been determined that the success of land reforms and the effectiveness of implementation and functioning of the land market depend on the level of their scientific substantiation, state regulation and measures to coordinate interests of its participants. Land relations are governed by norms of civil, administrative law, or by special laws dedicated to certain types of land relations, as well as laws on agrarian and land reforms in foreign countries. Such key aspects of public regulation are considered in: the taxation system, the credit and financial mechanism, antimonopoly policy, special targeted programs. There is various level of centralization and decentralization of land management, representative bodies of territorial communities that have different powers to regulate land use, organizational and legal forms of land use and forms of ownership of land resources that are not the same in countries with different socio-political systems. It has been determined that the legal regulation of land potential should contain effective aspects of the practical application of norms in real context. That is not only the normative existence of functioning rules, but also the practical aspect of ensuring the implementation of the state's land potential through local authorities within the land areas. This issue can be analyzed by the experience of foreign countries, such as the USA, Germany, France, Italy, Poland, Cyprus, Israel.

Purpose. The purpose of the article is to reveal the prospects for the development of small agricultural enterprises in view of the transformation processes taking place in the context of land market formation. Methodology of research. Theoretical and methodological basis of the study were legislative and other regulations, scientific works of domestic and foreign scientists on issues related to the functioning of the land market and the development of small enterprises in the agricultural sector. The following general scientific and special methods were used to achieve this goal: abstract and logical method in the formation of theoretical generalizations, assumptions, conclusions; analysis and synthesis in assessing the development of small agricultural entrepreneurship and the functioning of the land market; comparative analysis to compare economic indicators in time and space; graphic method with a visual reflection of the dynamics and structural changes in the distribution of land by ownership. Findings. The research is devoted to a topical issue concerning the prospects for the development of small agricultural enterprises in the context of land market formation. The article pays special attention to aspects of land reform implementation The social and economic preconditions of transformation of the structure of the land fund by forms of ownership are considered. The main restraining factors of agricultural land market development are highlighted. Measures of state support of small agricultural enterprises in the process of land purchase are revealed. The level of efficiency of the land market since its launch is shown. The main positive aspects and problems related to the formation of the land market are presented. The foreign experience of the influence of the land market functioning on the development of small agricultural enterprises is studied. Originality. The substantiation of the dependence of the development of small agrarian entrepreneurship on the level of development of the land market is deepened. Practical value. The implementation of the developed proposals will allow to intensify the development of small agricultural enterprises in the conditions of the land market functioning. It is established that with the support of the state, small agricultural enterprises will receive obvious advantages of development. Agricultural land in rural-urban fringe areas has received strong competition from expanding urban communities during recent years. Much of this urban growth has occurred haphazardly and has removed many acres of prime agricultural land from production as the private land market has failed to fully account for the social costs of land-use transitions. The impacts from these shifts in land use are felt by farmers, municipalities and the general public.

Land as a component of the country's natural resource potential is a unique object. The interests of all members of society are referred to it because land is a universal factor in social life. Analyzing the development of the agrarian sector of Ukraine, it should be noted that in recent years it has been characterized by increased use of available agricultural land, land degradation, and their complete loss. This is further evidence that the study and analysis of the environmental aspects of the functioning of the land market in Ukraine, and, at the same time, the issues of agricultural land use efficiency are of particular relevance today. Sustainable development of the land-resource sphere depends on a large extent of the processes that take place in the system of property relations. Therefore, the research of formation and implementation of mechanisms of development of land relations is of particular relevance. The necessity of soil fertility preservation programs development is foreseen on the basis of the conducted researches. This program will include removal degraded and unproductive lands from intensive cultivation, reduction of plowed land and introduction of economic stimulation system of rational use and protection of land. It is proposed to improve the current situation through the mechanism of public-private partnership. The article describes the main measures and methods of ecological and economic mechanism for encouraging land users. The key features of the new bill have been identified. The current state and efficiency of land use and the dynamics of capital and foreign direct investments in agriculture, forestry and fisheries are analyzed. The essence of ecological paradigm is considered as a guideline of ecological policy of the short-term perspective. The negative consequences of disturbance of the ratio between agricultural lands are outlined. Environmental factors of influence on the development of the agricultural land market are given.

The article outlines the main trends in the spatial development of agricultural land use and land tenure in the Non-Chernozem Economic Zone of the European part of Russia, which are summarized in several groups; worldwide trends, the most significant changes in countries, production and market phenomena, changes in the forms and types of ownership and land management. An assessment of the main problems that prevent the spatial development of agricultural land use is considered in the article paying the special attention to the areas unfavorable for agricultural production. The authors describe the existing problems in the field of land relations and administration of agricultural lands.
