Purpose. The purpose of the article is to reveal the prospects for the development of small agricultural enterprises in view of the transformation processes taking place in the context of land market formation. Methodology of research. Theoretical and methodological basis of the study were legislative and other regulations, scientific works of domestic and foreign scientists on issues related to the functioning of the land market and the development of small enterprises in the agricultural sector. The following general scientific and special methods were used to achieve this goal: abstract and logical method in the formation of theoretical generalizations, assumptions, conclusions; analysis and synthesis in assessing the development of small agricultural entrepreneurship and the functioning of the land market; comparative analysis to compare economic indicators in time and space; graphic method with a visual reflection of the dynamics and structural changes in the distribution of land by ownership. Findings. The research is devoted to a topical issue concerning the prospects for the development of small agricultural enterprises in the context of land market formation. The article pays special attention to aspects of land reform implementation The social and economic preconditions of transformation of the structure of the land fund by forms of ownership are considered. The main restraining factors of agricultural land market development are highlighted. Measures of state support of small agricultural enterprises in the process of land purchase are revealed. The level of efficiency of the land market since its launch is shown. The main positive aspects and problems related to the formation of the land market are presented. The foreign experience of the influence of the land market functioning on the development of small agricultural enterprises is studied. Originality. The substantiation of the dependence of the development of small agrarian entrepreneurship on the level of development of the land market is deepened. Practical value. The implementation of the developed proposals will allow to intensify the development of small agricultural enterprises in the conditions of the land market functioning. It is established that with the support of the state, small agricultural enterprises will receive obvious advantages of development. Theoretical and practical approaches to the formation of land market in Ukraine are considered in the article. The views of scientists and practitioners on the problem of creating land market are summarized. It has been proven that land market is vital for agriculture and rural residents. It allows using land as collateral for agricultural enterprises. It is a source of income for farmers and allows land to move to a more efficient owner. It is investigated that during the transformations in the agricultural sector of Ukraine, the state monopoly on land was abolished, agricultural enterprises were privatized, new market structures were created, that is preconditions were created for the introduction of market land turnover and formation of the secondary market of agricultural land. Today it is obvious that further regulation of land relations is needed to ensure effective development of newly created economic agricultural formations. The lack of a real market for agricultural land hinders their efficient distribution and restrains long-term investment in land and agriculture in general. The history of reforming land relations of foreign countries is analyzed and systematized. Peculiarities of land markets formation and organization of lease land relations in the countries of the world are shown. It is studied that the state regulation of the agricultural land market of the EU member states is aimed at preserving land, preventing excessive concentration or fragmentation of land, sale of land primarily to farmers who have experience in agricultural production and live in the area. The issue of the land market is especially acute for countries with economies in transition, including Ukraine. Of particular note is the lease of agricultural land, which is the main form of land relations in many countries. The need to apply positive foreign experience in creating a market for agricultural land in Ukraine is indicated.

Introduction. Land reform is entering a crucial stage, which involves the gradual acquisition of the right to buy or sell agricultural land by individuals and legal entities. In such conditions, it is important to substantiate the mechanisms and trends that will be characteristic of the market for agricultural land lease, as these mechanisms today provide organized high-commodity agri-food production. Purpose Substantiation of economic and legal bases of the land lease market functioning after entry into force of norms on free sale of agricultural lands. Method (methodology). Data from the State Statistics Service of Ukraine, the State Geocadastre and the Ministry of Justice were used. Economic and legal theoretical and practical provisions related to land relations in agriculture of Ukraine are considered. Monographic and abstract-logical methods, as well as methods of comparison, generalization and analysis are used. Results. The nature of land relations in agriculture and the predominance of rent as a tool for land accumulation by agricultural enterprises is established. The size and structure of the agricultural land market are characterized, including the volumes of leased land are determined, the emphasis is on the leading position of lease in the system of land redistribution in the industry. Prospects for the development of land relations from the standpoint of entry into force of the law № 552-IX provisions. Peculiarities and expectations from the introduction of the agricultural land market are substantiated. It is established that due to the existing relations on the market of agricultural lands and the existing restrictions on their purchase and sale, economic use of land will continue to take place mainly on lease, the share of which will gradually decrease, but still remain significant.

Theoretical and practical aspects of development of strategic prospects for the land reform implementation in Ukraine have been analysed, possible consequences of termination of moratorium on land sale and the need to improve management in the process of the national land reform implementation have been determined in the article. The main strategic priorities of land relations in Ukraine have been covered. The research vector is focused on taking into account principles of land resource management regulated by specific methods and forms of legal impact on the land market formation and free circulation of land in general, management in a particular area complying with theoretical foundations of basic mechanisms of public administration and regulation. The conceptual foundations of strategic prospects for the implementation of the land reform in Ukraine and the launch of the land market have been presented in the article. It has been noted that the strategic prospects for the implementation of land reform in Ukraine will make it possible to achieve economic, social and environmental effects and to implement a number of sustainable development goals. The main legislation issues and the need of certain changes, improvement of public administration in the area of land relations enabling the economic growth in Ukraine have been covered. AbstractWhen Poland was re-established as an independent state one hundred years ago, one of its political priorities was to implement a land reform, as the ‘agrarian question’ was an extremely sensitive socio-economic problem. In Poland at that time, two thirds of its inhabitants made their living by working in the agricultural sector. A ‘land craving’ phenomenon was notorious, as was rural poverty, especially among smallholders. On the other hand, almost half of the total area of farmland in the Second Polish Republic was held by huge landowners. The situation led to ever louder political calls for land redistribution to peasant smallholders. The Land Reform Implementation Act of 1920, and its amendment of 1925, laid legal foundations for land redistribution. By the Second World War, 2,654,800 hectares of land had undergone redistribution, as a result of which 734,100 new farms were established. However, this land reform did not achieve its goal, namely the empowering of efficient smaller farms, as quantitative analysis showed a continuing process of agricultural land fragmentation.

The article examines theoretical foundations of land reform in Ukraine. The legislation on land, rights protection of land owners, foreign experience of reforming land resources of states are analyzed. It is determined that the most important reason for the imbalance of our country's economy is the imperfection of unilateral land reform, resulting in large number of agricultural enterprises of various forms of ownership and management, which use agricultural land mainly for maximum self-enrichment, while neglecting technological norms of agricultural production as well as norms of rational land use. It is determined that foreign investors, companies with the necessary knowledge and equipment, are unsure to invest in Ukraine due to imperfect legal guarantees. The favorable legal climate is needed for improvement of agricultural sector. The land issue is largely political. The experience of foreign countries, which offer the number of alternative methods, is valid, in particular, by establishing the permit procedure for the alienation of land, the preemptive right to purchase, tax levers, and so on. It is determined that results of land reform are assessed by identifying the social, economic and environmental consequences, which are considered in physical and qualitative terms. The consequences of land reform are manifested in real economy and have the long-term impact not only on it but also on life of society. Its complex nature and acute social significance require special attention to the place of urban and rural self-government, state bodies in regulating the land market and land relations in the country. Today, results of land reform are mostly assessed in terms of quantitative characteristics with qualitative changes either not considered or determined superficially.

The purpose of the article is to substantiate the need for comprehensive legislative, organizational and financial support of the market circulation of agricultural lands, as an important factor in the competitive development of the agricultural complex of Ukraine. Research methodology. In the process of research were used: general and special methods of scientific knowledge - in the system of land relations; logical method - to determine socio-economic trends; systematic approach, observation, specification, analogy - to determine the procedure for assessing and market value of land resources and areas for improvement of land legislation. Results of the research. It is proved that the development of land reform would not lead to the land market and attract investment in the country's economy. The buyers of the land would actually be the tenant farmers, who will never give the highest price. The necessity of revision of methods for determining estimates of normative value of land is substantiated, development of the legislative basis for the control over the vicarious lands. In the process, it has been established that the main buyer of the land is a power as the most powerful owner and manager. The country will try to force the state policy and legislate the base can easily be done with a land asset that will trim the majestic incomes to the budget, and by themselves, will save the skin of the bulk of Ukraine. For all, only the will of the people and the bazhanya of pratsyuvati to the land are needed. For the sake of the transfer of the State Land Bank, the regulation of land management in Ukraine, the development of the national infrastructure of geospatial data, and the unified methodology of the normative penny assessment of lands were transferred. Elements of scientific novelty. A systematic substantiation of the ways of further development of land reform in Ukraine has been obtained. Practical significance. The results of the study can be used in the development of legislation on the land market, regulation of market turnover of agricultural land, deepening research, use in the educational process and in the practice of government agencies and agricultural enterprises.

Abstract. Introduction. The structural land relations restructuring in the countryside, which in the process of land reform and collective agricultural enterprises reform during the 90s of the 20th century, was the spur for the formation and development of lease land relations in agricultural production. Despite the world’s highest level of land resources involvement in economic circulation, high soil fertility, diversity of land and resource potential, it was not possible during the Ukraine’s independence period to realize the main task of land reform, that is the transfer of land in possession of effective landowners and transforming these lands into a key determinant of economic growth. Purpose. The purpose of the article is to analyze the formation and development of organizational and legal forms of management in agricultural production in the context of land reform in Ukraine. Results. Land resources play a leading role in Ukraine’s economy as they are a working tool for the production programs implementation for the formation of food and raw materials for the processing industry. At the same time, the incompleteness of agrarian reform, limited market operations with agricultural land, lack of a consistent state policy on land use, disposal and ownership impedes investment into the agricultural sector, causing negative socio-economic consequences of the rural economy. Ukraine’s desire to restructure land relations in agriculture and to develop them in accordance with world standards, objectively led to the formation of an adequate system of land relations, primarily focused on the formation of a full-time land owner like of small and medium-sized agricultural business. Conclusions. The study of land relations development in Ukraine substantiates that the economy agricultural sector reform involves the transformation of land relations to a market type, the final stage of which should be the formation of the agricultural land market and the provision of the right to dispose of these lands to land owners. The results of the conducted studies showed that the objective need to significantly improve the state mechanism of support for small and medium enterprises in agribusiness, given, first of all, its actual absence and less competitiveness of this group of enterprises compared to large agricultural holdings.

The problems of organizing the functioning of the land market in Ukraine remain unregulated. Gradually, they have moved from the economic plane to the political one, thereby exacerbating social tensions in the society. The current state of land relations requires immediate reforms in terms of granting the right to almost 7 million citizens to dispose of their property. Therefore, the issue of completion of land reform and the introduction of agricultural land market is a responsible step for the state and provides for the development of a set of measures based on the forecast of socio-economic consequences for the whole society. This step may be related to the transfer of land to private ownership, formation of a multi-sectoral economy on the basis of ensuring equal development of various forms of management, ensuring conditions for the efficient and rational use of land. The authors emphasize that the draft laws on land turnover submitted for discussion do not specify the issue of transparency of the possible introduction of a free land market and contradict each other. They do not take into account the international experience of developed countries.

The current stage of land relations in the agrarian sector is characterized by significant development of lease relations. Today, these relationships are heavily influenced by competition for land tenure, leading to increased land payments. Considering this, as well as the prospects for the agricultural land market formation, the task was to assess the dependence of agricultural land rent on the intensity and economic efficiency of wheat, corn for grain, sunflower production. The research was carried out on the example of agricultural enterprises of Kharkiv region. Grouping, a graphical method was chosen as research methods. The subject of the study was also the rent dynamics for agricultural land in Kharkiv region and Iowa, the USA. The obtained results made it possible to establish the fact that the rent value depends on the total amount of expenses, and the expenses on the articles «wages», «depreciation». It is concluded that the reasons for this may be related to the investment of these enterprises in human capital and the fixed assets that make them lease on more favorable terms for share owners. No dependence was found between the rent value on the value of the yield and the financial result on the selected crops. At the same time, there is a clear tendency that with the increase in the value of the rent, there is an increase in the ratio of its value to the value of costs and income from the crop sector. It is concluded that this can lead to a decrease in investment opportunities for the enterprises with the highest level of lease payments for agricultural land.

Based on the analysis of land reforms that have taken place in world practice over the past century, the author proves that the market turnover of agricultural land is formed under the influence of two determined factors. On the one hand, it is the specific features of agricultural land, which is an indispensable strategic resource for food producers, is limited in space, irreproducible and cannot be a product in its classical meaning. On the other hand, land is the basis of agricultural production. However, agriculture performs not only an economic function, but also a social (national food independence, rural employment, population of rural settlements, and arrangement of rural areas) and environmental functions (protecting soils from pollution and degradation, supporting local agrolandscapes, etc.). In this context, the need for specific approaches to the market distribution of agricultural land is justified. Author analyzes foreign practice of the legislative regulation of agricultural land turnover with due regard to their economic and socio-ecological orientation. Also revealed are the consequences of the incompleteness of land reform in Ukraine, which are caused by the lack of definition of the requirements for land users, restrictions on land use, access to agricultural land for foreign companies, land market management and other aspects of land relations, and ways are proposed to address them.
