Practical Experience on Optimization of Combustion With Expert Systems From 12 WTE Plants in Europe and China

Process optimization of Waste to Energy plants (WtE plants) is of particular interest because control performance is crucial for the profitability of the overall operation of the plant. WtE plants represent very large investments and an optimal efficiency in operation is crucial for the return of the investment. Process optimization including optimal control of the abnormal operating situations when the waste quality is out of the normal range is thus very attractive in order to increase the profitability and efficiency of the waste incineration operations. This presentation will describe how high-level control based on expert system can be used in a practical and convenient way to provide a more efficient operation of a WtE plant and provide a capacity increase of 3–6% or more and thereby be a very attractive investment for an existing or new WtE plant operator.

A common perception of plasma arc treatment systems for municipal solid waste incineration ash is that the resulting vitrified slag is inert from an environmental perspective. Research was conducted to examine this hypothesis and to assess whether reduced pollutant release results from pollutant depletion during the process of the ash with plasma, or encapsulation in the glassy vitrified matrix. The concentrations of four discrete municipal solid waste incineration ash samples before and after plasma arc vitrification in a bench-scale unit were compared. Slag and untreated ash samples were leached using several standardized approaches and mobility among the four metals of interest (e.g. As, Cd, Pb and Sb) varied across samples, but was generally high (as high as 100% for Cd). Comparison across methods did not indicate substantial encapsulation in the vitrified slag, which suggests that reduced pollutant release from plasma arc vitrified slag is due to pollutant depletion by volatilization, not encapsulation. This has significant implications for the management of air pollution control residues from waste-to-energy facilities using plasma arc vitrification.

Annotation. Introduction. One of the key tasks of the formation of a socially oriented economy is to ensure a high level and quality of life of the population, which implies the satisfaction of the most necessary needs of citizens in comfortable housing, energy, sanitary and technical, transport services, etc. Satisfaction of the above needs is possible only under the condition of the efficient and uninterrupted functioning of utilities, since the main task of the utilities is to provide the population with heat, water, gas, electricity and other services on which the comfort of housing, the state of human health, the constant mode of operation of enterprises, improvement districts, ecological state of settlements. The efficient operation of enterprises of communal ownership largely depends on their financial condition. Therefore, the study of the development and financial support of public utilities, the effectiveness of their activities is relevant, especially in the context of decentralization. Now, the problems of public utilities require much attention, among which their financial condition is significant. Purpose. The purpose of the work is to analyze and study the financial condition of utilities and develop proposals for its improvement. Results. The article considers, analyzes and compares such indicators of the financial condition of utility companies in some cities of Ukraine as: financial results, depreciation of fixed assets, return on assets, absolute liquidity ratio. Factors influencing the financial results of utilities have been identified. The main ways to improve the financial condition of utilities have been identified. Conclusions. According to the results of the analysis of their financial condition, the prevailing loss, high level of depreciation of fixed assets and low capital productivity of most enterprises in this industry have been determined. The reasons for this situation are the lack of effective directions of financial policy in this area, the imperfection of the regulatory framework and miscalculations in the management of financial resources. The current state of this industry gives grounds to talk about the need to improve the effectiveness of its state regulation in order to solve the basic problems of its socio-economic development.

This paper has two aims. The first is to develop a robust hierarchical tracking controller for the DC/DC Buck-Boost–inverter–DC motor system. This controller considers a high level control for the inverter–DC motor subsystems and a low level control for the DC/DC Buck-Boost converter subsystem. Such controls solve the tracking task associated with the angular velocity of the motor shaft and the output voltage of the converter, respectively, via the differential flatness approach. The second aim is to present a comparison of the robust hierarchical controller to a passive controller. This, with the purpose of showing that performance achieved with the hierarchical controller proposed in this paper, is better than the one achieved with the passive controller. Both controllers are experimentally implemented on a prototype of the DC/DC Buck-Boost–inverter–DC motor system by using Matlab-Simulink along with the DS1104 board from dSPACE. According to experimental results, the proposal in the present paper achieves a better performance than the passive controller.

A major problem facing behavioral neuroscientists is a lack of unified, vendor-distributed data acquisition systems that allow stimulus presentation and behavioral monitoring while recording neural activity. Numerous systems perform one of these tasks well independently, but to our knowledge, a useful package with a straightforward user interface does not exist. Here we describe the development of a flexible, script-based user interface that enables customization for real-time stimulus presentation, behavioral monitoring and data acquisition. The experimental design can also incorporate neural microstimulation paradigms. We used this interface to deliver multimodal, auditory and visual (images or video) stimuli to a nonhuman primate and acquire single-unit data. Our design is cost-effective and works well with commercially available hardware and software. Our design incorporates a script, providing high-level control of data acquisition via a sequencer running on a digital signal processor to enable behaviorally triggered control of the presentation of visual and auditory stimuli. Our experiments were conducted in combination with eye-tracking hardware. The script, however, is designed to be broadly useful to neuroscientists who may want to deliver stimuli of different modalities using any animal model.

Whereas team project-based learning of engineering design has attracted wide acceptance, it is still rare to see a curriculum that addresses high level societal needs involving diverse students with a wide range of practical experience. Such a curriculum should develop a shared understanding of the use of scenarios for amorphous products and a process to objectively evaluate the project progress while the design concepts mature. This paper describes two key tools that respond to these challenges: 1) scenario prototyping and 2) cross-team project scorecarding. These tools evolved through a collaborative curriculum development of Keio University, MIT, and Stanford in the development of the Active Learning Project Sequence (ALPS), a capstone experience for Keio’s new Graduate School of System Design and Management (SDM). ALPS selected a theme from the “Voice of Society,” according to which the project teams generated solution scenarios, identified requirements, and described the proposed system using appropriate prototypes of not only hardware but other amorphous means as well. The twelve ALPS teams in 2008 addressed the theme “Enhancing the Lives of Seniors in Japan,” which led to more specific scenarios. The paper gives an overview of the ALPS workshop sequence, and describes in detail two key learning modules that were essential in integrating the multi-disciplinary teams: a) scenario prototyping and b) cross-team project scorecarding. These methods are going through further trials in Stanford’s own Design for Manufacturability curriculum involving 10 project teams in the US and Japan.

The concept of circular economy supports mitigation of climate change and other environmental pressures to the planet. Circulating materials in anthropogenic processes come with the risk of accumulating hazardous substances and compounds. In this concept, waste incineration or waste-to-energy (WtE) is a necessary technology to remove these compounds from the life cycle. In this mini-review, contaminants of major importance in the flue gas from waste incineration plants and their environmental impact are discussed. Air pollution of WtE is often seen as the most relevant environmental impact of this treatment option. The emission values parameter set for different countries is presented and compared. The most stringent legally set of emission values could be found in parts of Europe and South Korea. Japan also permits similar strict values when authorising individual incineration plants. In North America, the values are partially less strict as the best available technologies in Europe suggest being possible. Emerging economies, such as India and China, have shown efforts to improve their environmental protection standards but still have room to improve. This could be set in relation to other industrial emitting processes and therefore could be used to assess the relevance of this industry sector to the national emission inventories.

Software architecture is a very important software artifact, as it describes a system’s high-level structure and provides the basis for its development. Software architecture development is not a trivial task; to this end, a number of methods have been proposed to try to systematize their related processes to ensure predictability, repeatability, and high quality. In this chapter, the authors review some of these methods, discuss some specific problems that they believe complicate their adoption, and present one practical experience where the problems are addressed successfully.

The goal of policy-based security management is to enable military personnel to specify security requirements in terms of simple, intuitive goals. These goals are translated into the concrete system settings in a way that the system behaves in a consistent and desirable way. This technology minimizes the technical expertise required by military personnel and automates security management while allowing a high level control by the human in the loop. This chapter describes a framework for managing security policies, and an overview of two prototypes that simplify different aspects of policy management in the context of coalition operations.
