In China, policy pilots are not about implementation; it is meant to establish new institutions, adopting new practices or finding new solutions that may not be officially endorsed or publicly recognized yet. Pilots are also not “experiments” in which interventions are clearly designed and executed under strict control. It is to some extent a form of muddling through with both central and local contributions. In this paper, we examine the local government’s role in a land pilot scheme in Deqing County in Zhejiang Province since 2015 to examine the relationship between the central and local governments.

This study aims to explore the impact of industry-university collaboration on enterprises’ intellectual capital. From the perspective of industry-university collaboration relationship management, to explore the influence of different industry-university collaboration relationship on the enterprises’ intellectual capital. Survey was used to collect the data from 406 Zhejiang province hi-tech enterprises’ entrepreneur and senior executives of the industry-university collaboration project using purposive sampling. Quantitative methods were used to analyze the variables and to test hypothesis.Industry-university collaboration itself is a systematic project that needs close collaboration and coordination between the society and relevant units. The relationship between universities and enterprises plays an important role in collaboration. It has become an important obstacle of industry-university collaboration and a restriction factor of knowledge transfer. Therefore, industry-university collaboration cross-organizational management has gradually become a research hotpots for scholars. Taking high-tech enterprises in Zhejiang province as an example, this study studies the different effects of industry-university collaborative relations on enterprises’ intellectual capital from the perspective of industry-university collaborative relations, and improves enterprises’ intellectual capital through scientific and effective management of industry-university collaborative relations. On the basis of Tijssen, Perkmann, Walsh and other research achievements, this study divides the industry-university collaboration into two types of relationship: related type and transactional type. Quantitative research method is adopted to analyze the variables and verify the hypothesis. According to the data analysis results, draw a conclusion: Industry-university collaboration relationship should be based on the related relationship, the enterprise with strong related relationship has higher intellectual capital performance. Finally, according to the research results, some Suggestions on the management of industry-university collaborative relationship are put forward for the reference of local governments and future researchers.

Local governments play a significant role in the life of the community and the national economy which can be achieved in fiscal health conditions reflected in the low disparity in income structure towards regional expenditure. The inability of regions to escape fiscal dependence is due to the low income, especially from Pendapatan Asli Daerah, which causes fiscal stress which then impacts on policies and implementation of regional spending through spending on programs and activities. This study will examine the relationship between Fiscal Stress and Pendapatan Asli Daerah and expenditure of East Nusa Tenggara Province through simple linear regression testing using secondary data Pertumbuhan Pendapatan Asli Daerah and Belanja Langsung using a sample of six (6) districts / cities in 2014-2016 The results of the study show that the fiscal stress variable does not affect the income structure through Pertumbuhan Pendapatan Asli Daerah and Belanja Langsung at a significance level of <0.05. The results of this study contribute to local budget policies and theoretically to the use of direct expenditure variables that are different from previous studies. Key Words: Fiscal Health, Fiscal Stress, Pendapatan Asli Daerah, dan Belanja Langsung

AbstractIn response to the COVID-19 pandemic, countries have sought to control SARS-CoV-2 transmission by restricting population movement through social distancing interventions, thus reducing the number of contacts. Mobility data represent an important proxy measure of social distancing, and here, we characterise the relationship between transmission and mobility for 52 countries around the world. Transmission significantly decreased with the initial reduction in mobility in 73% of the countries analysed, but we found evidence of decoupling of transmission and mobility following the relaxation of strict control measures for 80% of countries. For the majority of countries, mobility explained a substantial proportion of the variation in transmissibility (median adjusted R-squared: 48%, interquartile range - IQR - across countries [27–77%]). Where a change in the relationship occurred, predictive ability decreased after the relaxation; from a median adjusted R-squared of 74% (IQR across countries [49–91%]) pre-relaxation, to a median adjusted R-squared of 30% (IQR across countries [12–48%]) post-relaxation. In countries with a clear relationship between mobility and transmission both before and after strict control measures were relaxed, mobility was associated with lower transmission rates after control measures were relaxed indicating that the beneficial effects of ongoing social distancing behaviours were substantial.

The world of the 21st century provides an intriguing space for academic reflection, offering new challenges and stimulating new concepts of international relations. In this context there emerges the significant question of the essence and direction of these concepts. They may entail deconstruction followed by a reconstruction of the research space in this field. Astrategy of resetting cannot be excluded here, either. Assuming that reconstruction is the appropriate solution there are significant issues of its scope and direction. If a total reset is considered rational we need to address the issue of what it should involve. This is a difficult question for researchers into international relations because it would mean that the hitherto achievements of this subject are being questioned. The post-positivist approach of numerous researchers, which manifests their response to the positivist methodology in the field of international relations, has not so far produced a unified methodological formula or a relatively coherent theory of international relations. Questions concerning the function of science, the nature of the social world (ontology) and the relationship between knowledge and the world (epistemology) remain open. Therefore, it may be worth going back to M. Wight’s provocative thesis that it is impossible to construct a reasonable theory of international relations, mainly owing to the dichotomy of the two fields of research that – in his opinion – cannot be overcome, namely the dichotomy of the ‘international’ (the realm of external affairs of states) and ‘internal’ (the realm of internal affairs within state), which are mutually exclusive because of their specificity; and once again ask the questions of how sensible the thesis of the dichotomy of both these environments is in a world that is strongly conditioned by the cross-border actors, interdependence and globalization. While the separateness of the ‘internal’ and ‘external’ state environments was, for Wight, an important obstacle, making it impossible to construct an academic theory explaining international relations, at the same time the current theory regarding their exclusivity in the context of the internalization of international affairs and the externalization of conditions inside states seems unsustainable. This phenomenon currently allows us to explain the imperative for combining these two environments, overlapping them …breaking down the old, established orders as a result of the now clearly visible phenomena and processes of the ‘internal state’ merging into the ‘international environment’ and vice versa, the disappearance of the traditional functions of borders, the weakening of old institutions and structures for steering the international environment as well as replacing them with entirely new institutions and structures.

There is a paradoxical condition in which Banten Province is an area with an abundance of manufacturing companies, but has a high unemployment rate. So it is important to carry out research to provide innovative and sustainable policy mix recommendations for local governments. This study aims to analyze (1) the relationship between training revolving funds and the competence of vocational school graduates, (2) the relationship between training revolving funds and the skill development center, (3) the relationship between the competence of vocational school graduates and the skill development center, (4) the relationship between the competence of vocational education graduates and resource sharing innovation, (5) the relationship between resource sharing innovation and skill development centers, (6) resource sharing innovation with industrial human competitiveness, and (7) the effect of development center skills on industrial human competitiveness. This study used Research and Development (R&D) methods with participants from selected companies who were willing to accept vocational graduates as apprentices. After the data were collected, they were processed using the IBM AMOS 2.2 application. The findings were confirmed through triangulation with the person in charge of apprenticeships at the seven participating companies. The willingness to do resource sharing innovation (RSI) had an effect on the competitiveness of industrial people. Based on these results, it can be concluded that RSI, offered as a novelty, can increase the competitiveness of industrial people. These results can be used to overcome the high unemployment rate through RSI from companies in the region providing business convenience incentives.
