In this paper we consider the problem of effective browsing of collections of images. In particular, we address those situations where it is necessary to find a limited number of images satisfying certain criteria, as well as the very common case in which the user, not having a clear idea about what to search, needs to explore the entire picture database to identify what he or she simply likes. The approaches we propose try to find good trade-offs between browsing time and quality of the exploration. The article has a twofold purpose: on the one hand, it presents a selection of the new image display methods we have developed in the last years, which differentiate from those considered to date by the Information Visualization community; on the other hand, it illustrates the results obtained through comparative tests performed on a subset of the developed display modes, with the main aim to prove the feasibility of their use as substitutes for the usual "grid" arrangement.

Choosing a high-speed rail vehicle depends on many factors. On the one hand, there are requirements for ensuring the quality of service for passengers, on the other hand, there are constraints resulting from the parameters of available infrastructure. Also a relation of the benefit and financial costs associated with the purchase and the operation of rolling stock is essential. Technical characteristics of vehicles selected for operating a particular system is a compromise between the three groups of requirements. In this article technical parameters of railway infrastructure and rolling stock are classified and then analysed from the TSI requirements point of view.

We examine the effect of electoral institutions on two important features of representation that are often studied separately: policy responsiveness and the quality of legislators. Theoretically, we show that while a proportional electoral system is better than a majoritarian one at representing popular preferences in some contexts, this advantage can come at the price of undermining the selection of good politicians. To empirically assess the relevance of this trade-off, we analyze an unusually controlled electoral reform in Switzerland early in the twentieth century. To account for endogeneity, we exploit variation in the intensive margin of the reform, which introduced proportional representation, based on administrative constraints and data on voter preferences. A difference-in-difference analysis finds that higher reform intensity increases the policy congruence between legislators and the electorate and reduces legislative effort. Contemporary evidence from the European Parliament supports this conclusion.

One of the main tasks of the human-resources (HR) department is the qualitative management of personnel, which is the basis for effective work of the organization. The paper presents models of personnel management based on the theory of latent variables. Research objective is to use the Rasch model for assessing latent variables to evaluate the competence of employees and  their suitability for certain positions and also quality control of their work.Three problems of personnel management are considered.Organization of qualitative selection of candidates for vacancies by objective assessment of the degree of professional suitability of candidates with a view to selecting the best employees. Multilateral monitoring as the quality of performance of duties of each employee on the one hand, and the efficiency of the work of the whole team on the other. A dynamic comparison is made between the quality of performance of their duties in different periods of time. Effective appointments of specific employees to certain positions. Based on the criteria of the employee's suitability for certain positions, the integral degree of the employee's suitability for each vacancy is calculated. In addition, the model makes it possible to assess the degree of influence of the criteria on the evaluation of employees.The models proposed in the paper allow obtaining estimates on a linear interval scale, which can be translated into any other scale, for example, probabilistic. Estimates do not depend on a set of criteria and the set of evaluated employees.

  The Ministry of Health Library is a builder library for libraries and librarians within the Ministry of Health spread throughout Indonesia. The success of the library is largely determined by the role of the librarian. Because the librarian is a profession that has a major contribution in realizing the noble ideals of the Indonesian nation in the intellectual life of the nation. Based on this, the Ministry of Health Library held a Selection of the Best Innovative Librarian. The method used in writing this scientific paper is best practice. Best Practice is an idea or new steps that make an outstanding, sustainable and innovative contribution in improving the process development and quality of education. Best Practice needs to be disseminated to others with various strategies in various places repeatedly so that it can be imitated and adopted by others. The selection of the Best Innovative Librarian was carried out in several stages. Starting from making the TOR for activities, entering activity items into the RKAKL, determining the theme of the activity, making guidelines, compiling a Committee Decree. The Best Innovative Librarian Assessment is done by looking at the completeness of documents, innovation papers and presentations. The one who gets the best score from the jury will be designated as the Best Innovative Librarian within the Ministry of Health. The Best Innovative Librarian 1 to 3 and expectations 1 to 3. The Best Innovative Librarian received awards and prizes at the Publication and Public Service Award Night of the Ministry of Health which was attended by the Minister of Health, Menpan-RB and the Head of the National Library. Librarians are the main key to the sustainability and success of a library. The selection of the Best Innovative Librarian was held as a form of appreciation and appreciation for librarians within the Ministry of Health. It is hoped that this activity can motivate librarians in the Ministry of Health to continue to work, innovate, perform and excel and have competitiveness with other professions. ABSTRAKPerpustakaan Kementerian Kesehatan merupakan perpustakaan pembina bagi perpustakaan dan pustakawan di lingkungan Kementerian Kesehatan yang tersebar di seluruh Indonesia. Karena pustakawan merupakan profesi yang memiliki kontribusi besar dalam mewujudkan cita-cita luhur bangsa Indonesia dalam mencerdaskan kehidupan bangsa. Berdasarkan hal tersebut Perpustakaaan Kementerian Kesehatan menyelenggarakan Pemilihan Pustakawan Inovatif Terbaik. Metode yang digunakan dalam penulisan karya ilmiah ini adalah best practise. Best Practice adalah suatu ide atau langkah-langkah baru yang memberikan kontribusi luar biasa, berkesinambungan dan inovatif dalam memperbaiki pengembangan proses dan kualitas pendidikan. Best Practice perlu didiseminasikan kepada orang lain dengan berbagai strategi diberbagai tempat secara berulang-ulang sehingga dapat dicontoh dan diadopsi oleh orang lain. Pemilihan Pustakawan Inovatif Terbaik dilaksanakan melalui beberapa tahap. Diawali dari pembuatan TOR kegiatan, memasukkan butir kegiatan kedalam RKAKL, menentukan tema kegiatan, membuat pedoman, menyusun SK Kepanitiaan. Penilaian Pustakawan Inovatif Terbaik dilakukan dengan cara melihat kelengkapan dokumen, makalah inovasi dan presentasi. Yang mendapat nilai terbaik dari dewan juri akan ditetapkan sebagai Pustakawan Inovatif Terbaik di lingkungan Kementerian Kesehatan. Terpilih Pustakawan Inovatif Terbaik 1 sd 3 dan harapan 1 s/d 3. Pustakawan Inovatif Terbaik mendapatkan penghargaan dan hadiah di Malam Penghargaan Publikasi dan Pelayanan Publik Kementerian Kesehatan yang dihadiri oleh Menkes, Menpan-RB dan Kepala Perpusnas. Pustakawan menjadi kunci utama keberlangsungan dan keberhasilan sebuah perpustakaan. Pemilihan Pustakawan Inovatif Terbaik dilaksanakan sebagai suatu bentuk apresiasi dan penghargaan kepada pustakawan di lingkungan Kementerian Kesehatan. Diharapkan dengan adanya kegiatan ini dapat memotivasi pustakawan di lingkungan Kementerian Kesehatan untuk terus berkarya, berinovasi, berkinerja dan berprestasi serta memiliki daya saing dengan profesi lainnya.

The article discusses the modern problems of green building. The duality of the greening problem in large cities is noted: on the one hand, this is one of the factors of conflict, on the other hand, the factor of the quality of life, creativity of the city, and its image level. The selection of factors for the analysis was carried out taking into account the research of Russian and foreign scientists and the possibility of obtaining reliable statistics. The study was conducted according to the landscaping of the districts of St. Petersburg. As a result of the study, clustering of St. Petersburg districts was carried out according to greenery indicators, the level of green construction in each of the considered territories of the city was estimated. A paired analysis of indicators made it possible to identify the most problematic areas of the city, to conduct a comparative assessment of the districts according to the level of greenery and their sufficiency to create a comfortable environment

Abstract The paper compares how two theorists of media arts, Mark B. N. Hansen and Laura U. Marks, interpret the relation of Deleuze’s time-image to corporeality. Both argue that some novel types of images - in film and media art - engage the body in new and also more intensive ways than traditional cinema did. While they remain committed to Bergson’s theory of perception, their works offer different readings of how the Bergsonian concepts of Deleuze’s film philosophy can be applied to new media: on the one hand, to the non-signifying, affective properties of Hansen’s digital image in contemporary media arts, and on the other, to Marks’s - in the last instance, memory-signifying - haptic image, which she discussed initially in connection with video art and experimental film. In New Philosophy for New Media (2004), Hansen asserts that “Deleuze’s neo-Bergsonist account of the cinema carries out the progressive disembodying of the [body]”, which “reaches its culmination in […] what he calls the ‘time-image,’” and calls for “a rehabilitation of Bergson’s embodied concept of affection.” While Marks also offers some criticism on Deleuze, she suggests that his “theory of timeimage cinema permits a discussion of the multisensory quality of cinema,” and undertakes to examine “how the body may be involved in the inauguration of time-image cinema.” Besides arguing that both tendencies are present in Deleuze to varying degrees, I attempt to contextualize the divergences in their lines of thought by looking at the types of media and selection of works they examine, as well as the possible theoretical commitments that might guide these selective strategies

According to a commonly accepted view, the process of decision making comprises three major phases: intelligence (situation analysis and problem recognition), design (finding possible variants of problem solution), and choice (evaluation of the options and selection of the most appropriate ones). It is widely recognised that exploratory data visualisation is very helpful during the first phase of the decision-making process, while the other phases require different software tools. In particular, the choice phase is typically supported by various computational methods that find appropriate trade-offs among multiple conflicting criteria taking into account user-specified priorities. Visualisation plays a limited role: in the best case, it is used to represent the final results of the computations. We argue that conscious, well-substantiated choice requires a more extensive use of exploratory visualisation facilities, which need to be properly coordinated with the computational multi-criteria decision support methods. Extremely important is a high degree of user interactivity, which allows the user to probe the robustness and quality of computationally derived solutions. We suggest several mechanisms for linking and coordinating visual exploratory tools with two types of computational methods differing in the sort of output they produce. We demonstrate the use of this dynamic link with an example of a real spatially related decision problem.

El alto grado de politización, la falta de transparencia y la ausencia de estándares mínimos en relación con la calidad de los jueces seleccionados para los Tribunales supranacionales, constituyen los reproches más habituales en esta clase de procedimientos selectivos. No es descabellado conjeturar que detrás de estos problemas de idoneidad pueda estar la desproprocionada presencia de normas de soft law o non binding norms en este tipo de procesoso cooptativos. El presente artículo analiza, de una parte, el acervo normativo «blando» que pauta estos procesos, en particular, el contemplado para la selección de jueces para el TEDH y, de otra, las consecuenias litigiosas que la recalcitrante observancia de estas normas acarrea, con la reciente Sentencia del Tribunal Supremo de 31 de mayo de 2017, que entendió conculcado por el Gobierno el artículo 14 CE al establecer en el Acuerdo por el que se establecen pautas para la elaboración de una terna de candidatos para la elección de Juez titular del TEDH una discriminación por edad carente de cobertura en el Instrumento internacional al que se refiere.The high degree of politicization, the lack of transparency and the absence of minimum standards in relation to the quality of the judges selected for supranational courts are the most common reproaches in this kind of selective procedures. It is not unreasonable to conjecture that behind these suitability problems may be the disproportionate presence of soft law or non binding norms in this type of cooptative process. The present article analyzes, on the one hand, the «soft» normative acquis that governs these processes, in particular, that contemplated for the selection of judges for the ECHR and, on the other, the litigious consequences that the recalcitrant observance of these norms entails, with the recent Supreme Court Decision of May 31, 2017, which the Government considered violated by Article 14 CE by establishing in the Agreement establishing guidelines for the preparation of a shortlist of candidates for the election of Head Judge of the ECHR discrimination by age lacking coverage in the international instrument to which it refers.

The text is an attempt to analyze and interpret a selection of Jean-Jacques Rousseau’s thoughts about education relating to music education, the thoughts that I find as reminiscences of assumptions and methods of Emil Jaques-Dalcroze. He focuses his discourse on the issues related to the moment when the musical education of the child takes form and also on the quality of the child’s first contacts with music, and the role of parent and teacher in the child’s appreciation of music. A comparison of the assumptions regarding musical education of Rousseau and Jaques-Dalcroze may seem interesting, because, despite the passage of successive decades, they seem to be still valid, as, for example, the one that speaks of the joy of discovery that should accompany the child in the learning process.

The first question to be answered, in seeking coordinate systems for geodynamics, is: what is geodynamics? The answer is, of course, that geodynamics is that part of geophysics which is concerned with movements of the Earth, as opposed to geostatics which is the physics of the stationary Earth. But as far as we know, there is no stationary Earth – epur sic monere. So geodynamics is actually coextensive with geophysics, and coordinate systems suitable for the one should be suitable for the other. At the present time, there are not many coordinate systems, if any, that can be identified with a static Earth. Certainly the only coordinate of aeronomic (atmospheric) interest is the height, and this is usually either as geodynamic height or as pressure. In oceanology, the most important coordinate is depth, and this, like heights in the atmosphere, is expressed as metric depth from mean sea level, as geodynamic depth, or as pressure. Only for the earth do we find “static” systems in use, ana even here there is real question as to whether the systems are dynamic or static. So it would seem that our answer to the question, of what kind, of coordinate systems are we seeking, must be that we are looking for the same systems as are used in geophysics, and these systems are dynamic in nature already – that is, their definition involvestime.
