A requirement of the UK Government's strategy for sustainable development, published in 1999, was that all English regions would produce a sustainability framework by the end of 2000. In the Northwest, the framework has been produced under the title Action for Sustainability. The framework is addressed at a wide audience of strategists and key decision-makers, including elected members and those in the public, private and voluntary sectors. One of the framework's main uses is to be a tool for regional sustainability appraisal. The work undertaken to produce the framework is described by one of those involved in the process. The published framework is evaluated using current concepts of sustainable development. The way in which the framework is already beginning to influence development in the Northwest is illustrated by two case studies involving appraisals of the Regional Planning Guidance and applications for funding from the Single Regeneration Budget.

This article examines the various roles that indicators, as boundary objects, can play as a science-based evidence for policy processes. It presents two case studies from the EU-funded POINT project that analyzed the use and influence of two highly different types of indicators: composite indicators of sustainable development at the EU level and energy indicators in the UK. In both cases indicators failed as direct input to policy making, yet they generated various types of conceptual and political use and influence. The composite sustainable development indicators served as “framework indicators”, helping to advocate a specific vision of sustainable development, whereas the energy indicators produced various types of indirect influence, including through the process of indicator elaboration. Our case studies demonstrate the relatively limited importance of the characteristics and quality of indicators in determining the role of indicators, as compared with the crucial importance of “user factors” (characteristics of policy actors) and “policy factors” (policy context).

Since 1988, the Russian Federation has required that laws, plans, programs and all kind of projects undergo an environmental assessment. A mandatory component of the EIA in Russia is public participation. In this paper different case studies are used to find out to what extent public could influence environmental decision making processes from the early eighties until 2002. The cases selected include several where the public was passive or where it had limited activities, but also some where the participation was strong and projects were improved or stopped. As far as these case studies highlighted, the civil society in Russia can be described as an organized and sometimes strong factor in the approval process. The behaviour displayed by decision-makers, however, revealed at times a remarkable democratic deficit.

In response to the COVID-19 pandemic, countries are introducing digital passports that allow citizens to return to normal activities if they were previously infected with (immunity passport) or vaccinated against (vaccination passport) SARS-CoV-2. To be effective, policy decision makers must know whether immunity and vaccination passports will be widely accepted by the public, and under what conditions? We collected representative samples across six countries – Australia, Japan, Taiwan, Germany, Spain, and the United Kingdom – during the 2020 COVID-19 pandemic to assess attitudes towards the introduction of immunity passports. Immunity passport support was moderate-to-low, ranging from 51% in the UK and Germany, down to 22% in Japan. Bayesian generalized linear mixed effects modelling controlling for each country showed neoliberal world views, personal concern and perceived virus severity, the fairness of immunity passports, and willingness to become infected to gain an immunity passport, were all predictive factors of immunity passport support. By contrast, gender (woman), immunity passport concern, and risk of harm to society predicted a decrease in support for immunity passports. Minor differences in predictive factors were found between countries. These findings will help policy makers introduce effective immunity passport policies in these six countries and around the world.

Modernist practice, the modernist way of conservation and restoration, is against historicism, against reconstruction. The main rule is: deceit, forgery, falsification is forbidden. Despite this, some reconstructions were undertaken in Hungary, and recently the pressure for reconstructions has become even greater. Unfortunately, the categories of listed buildings, open-air museums and Disneyland are sometimes mixed up by the public and even by decision makers.

The article is devoted to the European Parliament elections held in May 2014. Their results are analyzed on two levels – national and pan-European. On the national one the authors provide case studies of the United Kingdom, France, Germany, Poland, Italy and Greece. The impact of economic crisis and later the severe public debt crisis in Eurozone countries on the EU Parliament elections is estimated. Another factor examined in the study is the public awareness of the EU’s institutions in everyday life. The authors point out the contradiction between the public opinion on these institutions and the ongoing process of further integration due to the crises in such fields as finances and government expenditures. The latest process is viewed by the experts as a positive one, but the lack of public understanding resulted in abstention, protest voting and the rise of right-wing and populist parties. The national case studies showed that the situation varied from country to country. In some of them the pan-European agenda has played a greater role, in others it influenced the elections, but in the end they were mainly a referendum on the national government performance. The case of the UK illustrated the first tendency, but partly also the second one: the elections not only put the question about the country’s role in the EU, but also reflected the citizens’ discontent in mainstream politics. France, Greece and partly Italy showed that the voters disapprove the EU politics, especially concerning such fields as immigration and economic and debt crisis. The Polish case demonstrates that the lack of information on the EU’s institutions can jeopardize the positions of centrist parties even in a very pro-European country. The election results in FRG confirm that the Germans are trying to identify their country’s role in the European institutions and find the right attitude toward its growing responsibility for the integration process.

A key premise of the paper is that the regional level of planning is a particularly appropriate level for the integration of biophysical and socio-economic development issues. The UK, and the European Union (EU) more generally, have witnessed some important developments in regional planning practice over the last decade which have sought to encourage such integration. The paper reviews examples of innovative applications of Strategic Environmental Assessment (SEA) and Sustainability Appraisal (SA), in relation to EU Structural Funds, the new generation of UK Regional Plans, and UK Multi-Model Transport Corridor studies. It concludes with an appraisal of progress to date towards the goal of a more integrated approach.

Universities have widening missions. Increasingly these include explicit roles in local and regional development. This article focuses on such roles for the UK modern universities (formerly known as the new universities, and previously polytechnics). Such universities have taken considerable interest in their local and regional development roles, as exemplified by the case studies of Sunderland University and Oxford Brookes University. The discussion widens from the direct and indirect employment and expenditure impacts, to effects on the local knowledge economy, and towards a wider contribution to sustainable development. This holistic view shows that the modern universities are making major contributions to the local and regional development agendas, with interesting regional variations resulting from their institutional and locational contexts. Such returns merit considerable support.

Purpose This study aims to explain the transformation process from using regular enterprise resource planning (ERP) system into implementing Cloud ERP system in the UAE public sector. Design/methodology/approach The study uses a qualitative case study and analyzes the primary evidences from in-depth interviews with the case organization’s personnel. It conducts a thematic analysis of the interviews’ findings. Furthermore, the study uses secondary and tertiary resources from published sources comprising the case organization’s website and previous studies. Findings The findings demonstrated that the transformation process to Cloud ERP could result in different practical benefits in an organization’s controlling system, cost reduction and profitability. Conversely, results revealed that the effectiveness of implementing cloud ERP is dependable on the provider’s professionalism; hence resulting in issues related to minimized organizational independence. In addition, the paper’s findings provide evidenced clarifications about the controversial misconceptions of Cloud ERP’s privacy issues. Research limitations/implications The paper is exposed to the regular case studies limitations, as the study is a qualitative research studying one case company. Thus, the study findings should be strengthened by future quantitative researches on more companies with implying more statistical analysis. Practical implications The paper has important implications for practitioners and decision-makers, as it presents significant and reality-based information about Cloud ERP implementation’s benefits and drawbacks. It thus enhances decision-makers’ ability to make an appropriate and suitable decision about adopting the Cloud ERP in the public sector. Originality/value As Cloud ERP is still emerging, this study is one of the very few case studies that discuss and present some experienced benefits and issues related to Cloud ERP implementation in UAE Government. This study also uses transformation theory to analyze the data.

The need to demonstrate the impact of research has become an important issue in the Higher Education sector in the UK. This has been taken care of through the introduction of ‘impact case studies’ as part of the research excellence framework (REF). The aim of the study presented in this paper was to understand the role that educational technology (and related terms) played in the 2014 REF impact case studies, using the public online database of case studies as a data source. Searches for 11 educational technology-related terms yielded a sample of 125 unique case studies. Although this represents only 1.9% of the total case studies, educational technology is clearly playing a role. The cases comprised two major subgroups: those where educational technology was the focus of the research (mainly associated with cases in education and computer science), and those where educational technology was used as a route to achieving impact (mainly in health-related subjects). The findings have implications for the contributions that educational technology and educational technologists can make in enhancing and supporting this important issue within their institutions.
