Declining Taiwanese nationalism, rising independent voters and more realistic public perception of democracy had contributed to the Democratic Progressive Party’s (DPP) electoral debacle in 2018. The structural dilemma of the DPP administration as a movement government significantly contributed to its rapidly declining public support. The DPP administration had to keep a delicate balance by compromising on its promises to various social movement and progressive forces after it took power, which consequently alienated many of its supporters.

Abstract In India, the implementation of river-cleaning operations through River Action Plans (RAPs) conventionally focuses on a reduction in concentrated or point sources of organic loading to the river, and is assessed by monitoring the consequent improvement in river water quality. However, in the case of Indian rivers or river stretches having substantial background pollution due to distributed or non-point loading of organic matter and nutrients, elimination of point sources of pollution may not substantially impact or improve river water quality. It is suggested that implementation of River Action Plans in India under such circumstances must be conducted using a multi-tier approach. The initial emphasis in such cases should be on the selection of priority stretches of the river, where pollution control will have maximum beneficial impact on the citizens, and interception and diversion of all concentrated or point loads of pollution from these stretches. In addition, measures to minimize non-point pollution and visible pollution to the river and initiation of riverfront restoration and development projects are necessary in these priority stretches. Such measures would result in aesthetic improvements, increase the beneficial uses of the river and its surroundings, and generate favorable public perception towards RAPs, though they may not be sufficient to enhance the river water quality to the desired levels. However, as a result of the above actions, public support for funding more expensive and longer-term river cleaning schemes, resulting in comprehensive reduction in organic and nutrient loading to the river from point and non-point sources all along its length, may be generated. The need for this alternative methodology for implementation and assessment of RAPs in India has been illustrated by taking the example of the Ganga Action Plan (GAP) and assessment of its implementation near the city of Kanpur in the state of Uttar Pradesh, India, as a test case.

Sustainable cities will require major infrastructure investments coupled with widespread behavioral change. Examples of smart, green technologies abound, but evidence for actual use lags. This partly owes to the tension between public support and private choices: individuals thinking as members of the public may see solutions as smart for the city, but thinking of their private interests may see those same solutions as not smart for themselves. This also owes to the disconnect between private and public choices, on the one hand, and the workings of complex systems, on the other. Even if public and private interests align, existing built environment systems may resist change. This article examines public perception and use of the Atlanta BeltLine, a pioneering sustainability initiative to transform the auto-dependent city into a greener, denser city. Analyzing a general public survey reveals widespread support for the BeltLine alongside reticence from residents to change their commute or greenspace use. The findings also show that drivers of public support and prospective use of the BeltLine differ. Public support may be insufficient if individual use decisions do not follow. Yet, private adoption decisions may not follow until and unless the systems in which they are embedded are already changing.

Scholars of contentious politics expect that social movement organizations (SMOs) are valued according to their ability to craft resonant frames or to enact displays of worthiness. We offer an alternative, relational perspective highlighting the critical role of authenticity in shaping an SMO’s perceived value. Unlike frames and intentional displays, calculated efforts to proclaim authenticity often backfire. We distill two orthogonal types: grassroots (in)authenticity, based on idealized notions of civil society, and institutional (in)authenticity, rooted in cultural-cognitive schemas used to judge fit with established SMO categories. Grassroots authenticity benefits an SMO’s fundamental legitimacy, while lacking it entirely (i.e. “astroturfing”) severely harms public support. Institutional authenticity increases resources and survival chances, intelligibility to elite observers, and clarity of collective identities; still, lacking this (via hybridity) may assist in recruitment and outreach. We build propositions that elaborate these expectations and argue that authenticity should become a more central concept in social movement research.

Renewable energy sources (RES) play a key role in achieving the European Union’s energy and climate objectives. As a member of the European Union, Croatia has committed to adopting European Directive 2009/28/EC, a directive on promoting the use of RES. Croatia shows good potential for the use of different types of RES. In the period 2009–2019, the share of renewable energy in energy consumption increased from 23.6 to 28.5 percent. The Croatian energy strategy aims to increase the national share of renewable energy to at least 32 percent by 2030. Acceptance and public support are essential for renewable energy to be introduced into energy policy and particularly to encourage renewable energy implementation in the residential sector. The purpose of the paper is to explore the public perception of renewable energy and citizens’ willingness to pay for the use of RES. Data were collected through a 2021 survey of citizens 18 years and older. The survey results show a low level of implementation of RES technology in the residential sector; more than 80 percent of respondents did not use any sources of renewable energy in their households. Results related to respondents’ knowledge of different sources of renewable energy suggest they have the most knowledge of solar, wind, and hydropower energy. Respondents believe that combating climate change, reducing dependency on energy imports, reducing environmental impacts, and improving health are the most important benefits of RES implementation. The survey reveals general support for RES among respondents; almost 89 percent of them would purchase renewable energy from local suppliers. In addition, 79 percent of survey participants were willing to pay for the introduction of RES technology into their households. The research shows that environmental concerns are the primary reason for citizens’ higher willingness to pay for RES.

Since 2016, a group of senior women organized in the association KlimaSeniorinnen Schweiz have been trying to legally force the Swiss government to take stronger climate protection measures. Parallel to the pursuit of a climate lawsuit, the KlimaSeniorinnen have developed into a growing social movement that is present in the media and participates in the public debate on climate change. Building on this specific climate litigation case, the present article analyzes the strategy formation of new actors in the field of climate governance. Based on existing concepts of social movement research, the strategy formation of the KlimaSeniorinnen is reconstructed in terms of a strategic actor who pursues certain strategic orientations in given strategic contexts. The empirical analysis of the strategic context (by means of opportunity structures), the strategic orientations (via collective action frames), and the strategic actor (by means of interviews) shows a double strategy. On the one hand, the KlimaSeniorinnen attempt to address a specific legal opportunity structure with an ‘injustice frame,’ which emphasizes human rights and the special vulnerability of older women to intense heat waves. On the other hand, they want to mobilize public support for an ambitious climate policy by additionally promoting a ‘grandchildren frame,’ which articulates altruistic values, such as responsibility towards future generations. Based on this analysis, both practical implications and consequences for future research on a new climate politics, which is increasingly taking shape between and across different arenas, are discussed.

Achieving public support and understanding in addressing the challenges of climate change and the bark beetle calamity is a prerequisite for the successful future of Czech forestry. The most important instrument for achieving public support is communication. To be effective, this communication has to be built on a communication strategy reflecting the long-term goals of forest policy and has to be based on both current analyses and other relevant information, which, in turn, is based on the research results of the public perception of the forests and forestry. This article deals with the results of current research studies and formulates conclusions in relation to this communication strategy. Among other things, these results indicate the willingness of a large part of the public to actively participate in voluntary assistance to forestry, markedly differing opinions among individual groups on forest functions, and rather below-average interest in information concerning forests and forestry.

Purpose: We assessed public support for required water access in schools and parks and perceived safety and taste of water in these settings to inform efforts to increase access to and consumption of tap water. Design: Cross-sectional survey of the US public collected from August to November 2011. Setting: Random digit-dialed telephone survey. Participants: Participants (n = 1218) aged 17 and older from 1055 US counties in 46 states. Measures: Perceived safety and taste of water in schools and parks as well as support for required access to water in these settings. Analysis: Survey-adjusted perceived safety and taste as well as support for required access were estimated. Results: There was broad support for required access to water throughout the day in schools (96%) and parks (89%). Few participants believed water was unsafe in schools (10%) or parks (18%). Conclusion: This study provides evidence of public support for efforts to increase access to drinking water in schools and parks and documents overall high levels of perceived taste and safety of water provided in these settings.

AbstractThis paper examines what land grant colleges of agriculture were designed to be and do and, using their published mission statements, discusses what they now claim to be and do. Teaching ‘such branches of learning as are related to the agriculture and the mechanic arts’ and ‘to promote the liberal and practical education of the industrial classes’ is what land grant colleges were designed to do; it is the land grant mission. The paper asks whether these things are what land grant colleges of agriculture do now. The original mission has been amended with new challenges that must be met in a time of declining public support for higher education, societal distrust of science and a negative public perception of agricultural technology, in a culture that wants cheap food. The agricultural community, including colleges of agriculture, has been slow to accept the challenges and opportunities inherent in the questions agriculture now faces. Agriculture remains an essential human activity in our post-industrial, information-age society. Colleges of agriculture are in trouble, and this paper suggests that the sensible thing to do may be to turn away from self-interest in survival to take a leadership role with emphasis on the obligations of service and humanism.

AbstractBackgroundSeveral countries have implemented control measures to limit SARS-CoV-2 spread, including digital contact tracing, digital monitoring of quarantined individuals and testing of travelers. These raise ethical issues around privacy, personal freedoms and equity. However, little is known regarding public acceptability of these measures.MethodsIn December 2020, we conducted surveys among 3635 respondents in Singapore, Hong Kong and Malaysia to understand public perceptions on the ethical acceptability of COVID-19 control measures.FindingsHong Kong respondents were much less supportive of digital contact tracing and monitoring devices than those in Malaysia and Singapore. Around three-quarters of Hong Kong respondents perceived digital contact tracing as an unreasonable restriction of individual freedom; <20% trusted that there were adequate local provisions preventing these data being used for other purposes. This was the opposite in Singapore, where nearly three-quarters of respondents agreed that there were adequate data protection rules locally. In contrast, only a minority of Hong Kong respondents viewed mandatory testing and vaccination for travelers as unreasonable infringements of privacy or freedom. Less than two-thirds of respondents in all territories were willing to be vaccinated against COVID-19, with a quarter of respondents undecided. However, support for differential travel restrictions for vaccinated and unvaccinated individuals was high in all settings.InterpretationOur findings highlight the importance of socio-political context in public perception of public health measures and emphasize the need to continually monitor public attitudes towards such measures to inform implementation and communication strategies.FundingThis work was funded by the World Health Organization.Research in contextEvidence before this studyWe searched PubMed and Google Scholar for research articles published between 29 February 2020 to 20 January 2021 to identify empirical studies on public perception of restrictive and control measures imposed during COVID-19. We found no studies that studied the relative acceptance of different types of control measures.Added valueThere is a paucity of literature on public perception of the ethics of control measures that have been or may be implemented in response to the COVID-19 pandemic. In this study, we found differing levels of public support in Singapore, Hong Kong, and Malaysia for digital contact tracing, wearable quarantine monitoring devices, and mandatory testing and vaccination for travelers. Hong Kong respondents sharply differed from Singapore and Malaysia respondents on perceptions of risks and benefits, the extent of intrusion into individual freedom, and assurance of privacy and data protection related to use of digital contact tracing and monitoring devices. These differences are likely to be substantially influenced by socio-political climate and governmental trust. Although less than two-thirds of respondents in all territories expressed a willingness to be vaccinated against COVID-19, we found high support for differential travel restrictions for vaccinated and unvaccinated individuals in all settings.Implications of all the available evidenceOur survey provides evidence of strong public support of vaccination requirements for travelers within an Asian context, and differential restrictions for vaccinated and non-vaccinated travelers. It highlights the importance of wider socio-political influences on public perception and ethical issues related to control measures and emphasizes the need to continually monitor public attitudes towards such measures to inform implementation and communication strategies.
