Purpose Ranking and comparing grey numbers represent a very important decision-making procedure in any given grey environment. The purpose of this paper is to study the existing approaches of ordering interval grey numbers in the context of decision making by surveying existing definitions. Design/methodology/approach Different methods developed for comparing grey numbers are presented along with their disadvantages and advantages in terms of comparison outcomes. Practical examples are employed to show the importance and necessity of using appropriate methods to compare grey numbers. Findings Most the available methods are not suitable for pointing out which number is larger when the nuclei of the grey numbers of concern are the same. Also, these available methods are also considered in terms of partial order and total order. Kernel and degree of greyness of grey numbers method is more advantageous than other methods and almost eliminates the shortcomings of other methods. Originality/value Different methods for ranking grey numbers are presented where each of them has disadvantages and advantages. By using different methods, grey interval numbers are compared and the results show that some methods cannot make grey number comparisons in some situations. The authors intend to find a method that can compare grey numbers in any situation. The findings of this research can prevent errors that may occur based on inaccurate comparisons of grey numbers in decision making. There are various research studies on the comparison of grey numbers, but there is no research on the comparison of these methods and their disadvantages, advantages or their total or partial order.

Purpose The industrialized housing system (IHS) is regarded as an effective building philosophy based on off-site construction techniques to achieve rapid and cost-effective housing development. The purpose of this paper is to develop a multi-criteria decision-making support system (DMSS) model for the evaluation of housing systems to select the relevant decision factors and to identify the types and characteristics of suitable IHSs for application in a mass housing development. Design/methodology/approach A multi-criteria DMSS model with the analytical hierarchy process was designed. Based on the literature review and also the response of the ten experts’ interviews, 30 decision factors were identified for evaluation. In addition, 5 IHSs were considered as a case study for testing the model. Then, 30 professionals participated in a questionnaire survey conducted to evaluate the priority vector importance level of the decision factors and housing systems. Findings The result of the decision-making process showed that the top three decision factors are customer needs, supply chain and the construction industry. In addition, both precast concrete beam and slab blocks, as well as agro stone panels are identified as suitable housing systems. The systems have the characteristics of being lightweight, easy to produce and erect, and cost-effective, and they use local input resources and semi-skilled labor. The findings also revealed the potential and practicality of the model among multiple alternatives across multiple decision factors. Research limitations/implications The study has faced the limitations of available professionals and experts who have rich experience in the application of IHSs. In addition, there were few types of alternative IHSs and limited practice of IHSs implementation in large-scale housing construction. These challenges caused limitations to the relevant data collection. In order to address these challenges, all the available experts from the different sectors of the construction industry with the experience of IHSs construction are invited to participate and the available alternative IHSs in the market are selected for evaluation. Practical implications The rational evaluation method used to determine the important decision factors and the general characteristics of the suitable housing systems can help housing developers and decision makers in developing countries to make informed and effective decisions. Social implications The findings of the study help to address the challenge of lack of sufficient housing supply to the overwhelming housing demand that exists and identify the most important decision factors and suitable housing systems that can be applied for the rapid and decent large-scale housing developments at an affordable price. Originality/value This paper bridges the knowledge gaps that exist regarding the identification and evaluation of IHSs in Ethiopia. This study can help practitioners, housing developers, and decision makers to make informed and effective decisions regarding the evaluation and selection of IHSs.

As its technology specificity and exclusiveness, expert plays an important role in the process of occurrence and tackling of emergency event. Therefore emergency group decision-making based on experts’ opinion is an important decision-making approach. This paper conducts a research on its mechanism and constructs a rough transfer aggregation model, which describes its aggregation process for group decision-making on emergency event tackling in manufacturing enterprise.

Tibetan Web text has increased rapidly in recent years. According to mining and analyzing the data about user’s comments, we could identify the Sentimental tendency and evolution. Therefore we can better understand the user's behavior. Hot Tibetan public opinion analysis at the same time also can give enterprise, government and other institutions to provide important decision-making basis. The paper first describes SVM algorithm. Then the study of public opinion and target Tibetan Web Sentiment classification is defined and described, after that the paper gives the basic ideas and experimental research program. Finally, we summarize the achievements and shortcomings of Tibetan sentiment classification, as well as describe the challenges and the prospects of its development prospects.

Communicating risk amid moments of scientific ambiguity requires balance: Overdelivering certainty levels can cause undue alarm whereas underdelivering them can lead to increased public risk. Despite this complexity, risk assessment is an important decision-making tool. This article analyzes the circulation of the term “risk” in a corpus (74,804 words) of Centers for Disease Control and Prevention communications regarding COVID-19 from January 1 to April 30, 2020. Tracking collocations of the 147 instances of risk in this corpus reveals that experts initially framed risk away from individuals, complicating people’s differentiation between public and personal impacts. Recommendations are offered for how institutions can reframe subjectivity to promote vigilance during pandemics.

Strategic legitimation of state shipping subsidies Our purpose was to identify strategies through which different actors construct the legitimacy of state subsidies to shipping. To this end, we analysed documents and interviews using Critical Discourse Analysis. Five discourses were identified as legitimating state shipping subsidies: preventing outflagging, securing employment, maintaining logistical routes and security of supply, promoting tourism, and guaranteeing conformity among EU countries. To conclude, shipping subsidies have a legitimate position among the most important decision-making stakeholder groups in Finland, which ensures the stability and continuity of the subsidizing.
