The formation mechanism of innovation networks is one of the core issues in the current research of innovation networks, and proximity plays an important role in the formation and development of innovation networks; however, which proximity is more important and how different proximities interact remain to be further researched. This study conducts a social network analysis and adopts a spatial interaction model to examine innovation networks among 290 Chinese cities. The results reveal that, first, the hierarchical characteristics of Chinese cities’ innovation networks reflect a core periphery structure and the spatial patterns of large dispersion and small agglomeration. Further, bound by the Hu line, the hierarchy is high in the east and low in the west. Second, geographical, institutional, and cognitive proximities positively affect Chinese cities’ innovation networking. Cognitive proximity, particularly, has the highest impact. Geographical proximity reinforces the effect of institutional proximity, and thus, their interactions are complementary.

The building of mathematical and computer models of cities has a long history. The core elements are models of flows (spatial interaction) and the dynamics of structural evolution. In this article, we develop a stochastic model of urban structure to formally account for uncertainty arising from less predictable events. Standard practice has been to calibrate the spatial interaction models independently and to explore the dynamics through simulation. We present two significant results that will be transformative for both elements. First, we represent the structural variables through a single potential function and develop stochastic differential equations to model the evolution. Second, we show that the parameters of the spatial interaction model can be estimated from the structure alone, independently of flow data, using the Bayesian inferential framework. The posterior distribution is doubly intractable and poses significant computational challenges that we overcome using Markov chain Monte Carlo methods. We demonstrate our methodology with a case study on the London, UK, retail system.

The historical conflict between Tibet and China goes back almost a thousand years. Both sides use history to argue their point about the core issues in this dispute – Tibet's claim of independence and autonomy, and China's of suzerainty. This article looks at the historical roots of this conflict, particularly since 1949, when China began its gradual takeover of Tibet. Chinese policies toward Tibet, which have been driven by a desire to communize and sinicize Tibet, has been met by stiff resistance from the Tibetans, who see Han Chinese dominance as a force that will, over time, destroy Tibet's unique religion, language, culture, and history. This resistance has drawn the attention of the West, who see Chinese policies in Tibet as a symbol of the failings of Beijing's rulers to embrace a strong commitment to human rights at the same time that China is becoming a global economic power. The 14th Dalai Lama, a key figure in this conflict, and his government-in-exile have served as bridges to Western efforts to try to force Beijing to embrace more open, humane policies toward Tibetans throughout China. His retirement as political head of the exile government in 2011, coupled with China's growing economic and strategic power globally, raises serious questions about the willingness of the USA, and other democratic powers to risk their relationships with Beijing to continue to promote true human rights and autonomy throughout the Tibetan Plateau.

This paper tries to see the encounter between Islam and modernity in the countries where the majority of the inhabitants are Muslims, particularly in the Middle East that is currently in the state of turmoil. In General, modernity failed to adapt to the Islamic states, for example the failure of democracy, which became the current joint attention in some Arab countries where the iron fist regimes are still a part of the political system. Furthermore, this paper attempts to see why modernity is difficult to adapt itself in the Middle East which began to build relations with Europe in the 18th century. Bernard Lewis, an expert who focuses on the Islamic world, argued that the failure of modernity in the Middle East and Islamic countries because of cultural factors and understanding of religion that hampered the pace of modernity. The understanding of religion is still centered on debating the democratic system and gender equality which come from the West; all of which is part of modernity. In addition, the young generations that learn a lot from the West, are not given broader space to apply their knowledge in developing and setting up a system of nationhood and statehood. Our special issue provides a first-of-its kind attempt to examine environmental injustices in the occupied West Bank through interdisciplinary perspectives, pointing to the broader settler colonial and neoliberal contexts within which they occur and to their more-than-human implications. Specifically, we seek to understand what environmental justice—a movement originating from, and rooted in, the United States—means in the context of Palestine/Israel. Moving beyond the settler-native dialectic, we draw attention to the more-than-human flows that occur in the region—which include water, air, waste, cement, trees, donkeys, watermelons, and insects—to consider the dynamic, and often gradational, meanings of frontier, enclosure, and Indigeneity in the West Bank, challenging the all-too-binary assumptions at the core of settler colonialism. Against the backdrop of the settler colonial project of territorial dispossession and elimination, we illuminate the infrastructural connections and disruptions among lives and matter in the West Bank, interpreting these through the lens of environmental justice. We finally ask what forms of ecological decolonization might emerge from this landscape of accumulating waste, concrete, and ruin. Such alternative visions that move beyond the single axis of settler-native enable the emergence of more nuanced, and even hopeful, ecological imaginaries that focus on sumud, dignity, and recognition.

Abstract One of the most important elements of the 2030 Agenda and the SDGs is the strong commitment to inclusive development, and “leaving no one behind” has emerged as a central theme of the agenda. How did this consensus come about? And what does this term mean and how is it being interpreted? This matters because SDGs shift international norms. Global goals exert influence on policy and action of governments and stakeholders in development operates through discourse. So the language used in formulating the UN Agenda is a terrain of active contestation. This paper aims to explain the politics that led to this term as a core theme. It argues that LNOB was promoted to frame the SDG inequality agenda as inclusive development, focusing on the exclusion of marginalized and vulnerable groups from social opportunities, deflecting attention from the core issues of distribution of income and wealth, and the challenge of “extreme inequality.” The term is adequately vague so as to accommodate wide ranging interpretations. Through a content analysis of LNOB in 43 VNRs, the paper finds that the majority of country strategies identify LNOB as priority to the very poor, and identify it with a strategy for social protection. This narrow interpretation does not respond to the ambition of the 2030 Agenda for transformative change, and the principles of human rights approaches laid out.

Abstract This paper examines several research questions relating to equality and equity in Chinese higher education via an extended literature review, which in turn sheds light on evolving scholarly explorations into this theme. First, in the post-massification era, has the Chinese situation of equality and equity in higher education improved or deteriorated since the late 1990s? Second, what are the core issues with respect to equality and equity in Chinese higher education? Third, how have those core issues evolved or changed over time and what does the evolution indicate and entail? Methodologically, this paper uses a bibliometric analysis to detect the topical hotspots in scholarly literature and their changes over time. The study then investigates each of those topical terrains against their temporal contexts in order to gain insights into the core issues.

In the aftermath of Edward Said's Orientalism (1978), European representations of Eastern cultures have returned to preoccupy the Western academy. Much of this work reiterates the point that nineteenth-century Orientalist scholarship was a corpus of knowledge that was implicated in and reinforced colonial state formation in India. The pivotal role of native informants in the production of colonial discourse and its subsequent use in servicing the material adjuncts of the colonial state notwithstanding, there has been some recognition in South Asian scholarship of the moot point that the colonial constructs themselves built upon an existing, precolonial European discourse on India and its indigenous culture. However, there is as yet little scholarly consensus or indeed literature on the core issues of how and when these edifices came to be formed, or the intellectual and cultural axes they drew from. This genealogy of colonial discourse is the subject of this essay. Its principal concerns are the formalization of a conceptual unit in the sixteenth and seventeenth centuries, called “Hinduism” today, and the larger reality of European culture and religion that shaped the contours of representation.
