Many analysts worry that improvements in Chinese missile, sensor, guidance, and other technologies will enable China to deny the U.S. military access to parts of the Western Pacific that the United States has long controlled. Although these “antiaccess, area denial” (A2/AD) capabilities are real, they are a geographically limited long-term threat. As both the United States and China deploy A2/AD capabilities, a new era will emerge in which the U.S. military no longer enjoys today's command of the global commons, but is still able to deny China military hegemony in the Western Pacific. In this new era, the United States will possess a sphere of influence around allied landmasses; China will maintain a sphere of influence over its own mainland; and a contested battlespace will cover much of the South and East China Seas wherein neither power enjoys wartime freedom of surface or air movement. This in turn suggests that the Chinese A2/AD threat to U.S. allies is real but more limited than often supposed. With astute U.S. choices, most U.S. allies in this new system will be imperfectly, but substantially, secure.

This study represents part of a long-term research program to investigate the influence of U.K. accountants on the development of professional accountancy in other parts of the world. It examines the impact of a small group of Scottish chartered accountants who emigrated to the U.S. in the late 1800s and early 1900s. Set against a general theory of emigration, the study's main results reveal the significant involvement of this group in the founding and development of U.S. accountancy. The influence is predominantly with respect to public accountancy and its main institutional organizations. Several of the individuals achieved considerable eminence in U.S. public accountancy.

Understanding long-term changes in human well-being is central to understanding the consequences of economic development. An extensive anthropometric literature purports to show that heights in the United States declined between the 1830s and the 1890s, which is when the U.S. economy modernized. Most anthropometric research contends that declining heights reflect the negative health consequences of industrialization and urbanization. This interpretation, however, relies on sources subject to selection bias. Our meta-analysis shows that the declining height during industrialization emerges primarily in selected samples. We also develop a parsimonious diagnostic test that reveals, but does not correct for, selection bias in height samples. When applied to four representative height samples, the diagnostic provides compelling evidence of selection.

This chapter chronicles how young people experience deportation from the United States to Guatemala. It examines the policies and institutional practices that govern the removal of unaccompanied children and trace the ways in which young people and their families understand and navigate these policies and practices. Through multi-sited ethnographic research in the United States and Guatemala, the chapter reveals the various impacts of the forced “repatriation” of children, exacerbating the very conditions that spurred their migration and causing new interrelated uncertainties and related risks as “deportees.” As they are physically expelled from the United States, deported young people move out of U.S. legal systems. The effects of a forced “return” to their nations of origin produce new challenges such as feelings of isolation and vulnerability as well as danger, such that, in many ways, they continue to be in and moving through regimes of illegality. Demonstrating the long-term and geographically distant effects of the U.S. government’s deportation of children and youth, the chapter outlines the confining character of being out of a system, especially if once in it.

Traditional U.S. purchasing is under assault. Japanese purchasing practices, featuring frequent “just-in-time” deliveries in small quantities, have made inroads among Japanese subsidiaries in the United States and more recently in the U.S. auto industry. Just-in-time (JIT) buying tends to be accompanied by a host of structural changes: Long-term, stable buyer-supplier relationships; avoidance of annual rebidding; sole-source contracts; improved containerization; and localized buying, to name just a few. The benefits of JIT purchasing, to both buyer and supplier, include lower material costs, higher productivity, and improved qualify. The strategic advantages—growth of market share and stable relationships—can be significant. Geographical vastness is one of several obstacles in the way of widespread use of JIT buying practices in the United States. The companies that have pioneered in the development of JIT purchasing in this country have demonstrated that most of the obstacles are not insurmountable.

<p>The purpose of this study is to describe and explain a crucial transition in New Zealand's defence policy the outcome of which was that, instead of relying on the United Kingdom (and in particular the Royal Navy) for her Pacific security, New Zealand began to rely on the military and naval power of the United States in the Western Pacific. The study therefore focuses on New Zealand's developing politico-military relations with the United States in the context of the informal and then formal Anglo-American alliance between 1919 and 1942. There are three parts. The first investigates the events which led up to New Zealand's abrupt reorientation in 1940 from relying on Britain for her Pacific security to relying on the United States. In the course of this, British and American defence planning and co-operation for a possible war in the Pacific between 1919 and 1939 are examined in some detail. The second part deals with New Zealand's efforts to secure an American naval shield in the course of British and American negotiations to develop a combined British-Dutch-American defence against Japan between 1940 and 1942. The final part goes into the reasons for the change of defence policy and concludes that: 1. The fundamental cause was the British failure in 1919 and the immediately following years to challenge Japan for naval supremacy in the Western Pacific by establishing a Far Eastern Fleet. It was a consequence of this that in June 1940 Britain tried to get the United States to assume a major strategic responsibility in the Western Pacific by undertaking to dispatch an American fleet to Singapore if Japan joined in the war whch had already broken out with Germany and Italy. 2. Australia and New Zealand, accepting the British grand strategy, prepared their local defences between October 1940 and March 1941 on the assumption that America would keep in step and send a fleet to Singapore. 3. Despite the failure of Britain's grand strategy between June 1940 and March 1941, America did assume strategic responsibility, particularly for the naval defence of New Zealand, in March 1941. In turn New Zealand, unlike Britain and Australia, consistently tried to meet the American point of view regarding a combined British-Dutch-American Pacific defence plan. This was part of her continuing effort to secure an American naval shield in the event of war with Japan. 4. Britain and America were unable to agree on a combined British-Dutch-American defence plan before Japan entered the war in December 1941. This delayed the final realization of New Zealand's goal, pursued since October 1940, of gaining an American naval shield. The establishment of the ANZAC unified Pacific command area in February 1942 saw this goal at long last attained.</p>

Each year, disasters have devastating consequences in the United States. Consequences are long term and extend beyond the disaster’s immediate impact area. Establishing a culture of preparedness is necessary for the U.S. A prepared populace responds more effectively to disasters and is less stressful on community infrastructure and resources during the response phase. One of the ways government organizations and non-government organizations can encourage preparedness actions is via social media. This study examined preparedness messages existing independently of an emerging event disseminated on Twitter by government and non-government organizations. A total of 6,374 tweets were analyzed from data collected during National Preparedness Month. Tweets were analyzed for preparedness content and whether efficacy was included in preparedness messages.

The First Amendment protects one of our most precious rights as citizens of the United States—the freedom of speech. Such protection has withstood the test of time, even safeguarding speech that much of the population would find distasteful. There is one form of speech which cannot be protected: the true threat. However, the definition of what constitutes a "true threat" has expanded since its inception. In the new era of communication—where most users post first and edit later—the First Amendment protection we once possessed has been eroded as more and more speech is considered proscribable as a "true threat." In order to adequately protect both the public at large and our individual right to free speech, courts should analyze a speaker’s subjective intent before labeling speech a "true threat." Though many courts have adopted an objective, reasonable listener test, the U.S. Supreme Court now has the opportunity, in deciding Elonis v. United States, to take a monumental step in protecting the First Amendment right to free speech. By holding that the speaker’s subjective intent to threaten is necessary for a true threat conviction, the Court will restore the broad protection afforded by the First Amendment and repair years of erosion caused by an objective approach.

Market diversification is one of the keys to success in the new era of world trade. Highly competitive countries have accomplished positive and sustained growth rates by not depending on a single market for their exports and imports. In Mexico, on the contrary, 80% of exports and 45% of imports concentrate in the United States. The South Korean market represents an opportunity for the Mexican economy, as the relationship between the two countries has strengthened in recent decades. This opportunity would promote greater economic growth for both countries if they reached a Free Trade Agreement, as we show in this work. The aim of this research is to assess the complementarity between these countries and estimate their external long-term equilibrium using the Thirlwall trade restriction model. Results confirm the existence of trade complementarity between the two economies and show that these are able to achieve long-term equilibrium in the external sector. Additionally, the Mexican economy would not face balance of payment constraints for growth when trading with South Korea, as it currently does with the United States.

Abstract Prominent China studies academics who, with the assistance of members of the business and religious communities, founded the National Committee on United States-China Relations (ncuscr) in 1966 did not build it to last. Its leaders foresaw the organization’s work as “catalytic” and envisioned that it would be “going out of business as soon as possible.” By March 1971, with a new era of U.S. relations with China on the horizon, its leaders saw little reason to continue operations, and seriously contemplated closing up shop. Yet that April, the government of the People’s Republic of China hosted the U.S. Table Tennis team, and pledged to have its team make a reciprocal visit to the United States the following year, which the ncuscr funded and organized. This visit’s controversies mirrored the previous ideological divides the group had weathered. Conservative anti-Communist protesters and pro-Taiwan activists disrupted the earliest public events, but antiwar demonstrators, who appeared at later exhibition matches to protest President Richard M. Nixon’s bombing of Haiphong in North Vietnam, soon superseded them. Despite these pitfalls, the visit proved to be a great success for the nsuscr, which received a new lease on life and gained a renewed sense of purpose.
