Just-in-Time Purchasing: A Challenge for U.S. Industry

Traditional U.S. purchasing is under assault. Japanese purchasing practices, featuring frequent “just-in-time” deliveries in small quantities, have made inroads among Japanese subsidiaries in the United States and more recently in the U.S. auto industry. Just-in-time (JIT) buying tends to be accompanied by a host of structural changes: Long-term, stable buyer-supplier relationships; avoidance of annual rebidding; sole-source contracts; improved containerization; and localized buying, to name just a few. The benefits of JIT purchasing, to both buyer and supplier, include lower material costs, higher productivity, and improved qualify. The strategic advantages—growth of market share and stable relationships—can be significant. Geographical vastness is one of several obstacles in the way of widespread use of JIT buying practices in the United States. The companies that have pioneered in the development of JIT purchasing in this country have demonstrated that most of the obstacles are not insurmountable.

This study represents part of a long-term research program to investigate the influence of U.K. accountants on the development of professional accountancy in other parts of the world. It examines the impact of a small group of Scottish chartered accountants who emigrated to the U.S. in the late 1800s and early 1900s. Set against a general theory of emigration, the study's main results reveal the significant involvement of this group in the founding and development of U.S. accountancy. The influence is predominantly with respect to public accountancy and its main institutional organizations. Several of the individuals achieved considerable eminence in U.S. public accountancy.

Understanding long-term changes in human well-being is central to understanding the consequences of economic development. An extensive anthropometric literature purports to show that heights in the United States declined between the 1830s and the 1890s, which is when the U.S. economy modernized. Most anthropometric research contends that declining heights reflect the negative health consequences of industrialization and urbanization. This interpretation, however, relies on sources subject to selection bias. Our meta-analysis shows that the declining height during industrialization emerges primarily in selected samples. We also develop a parsimonious diagnostic test that reveals, but does not correct for, selection bias in height samples. When applied to four representative height samples, the diagnostic provides compelling evidence of selection.

This chapter chronicles how young people experience deportation from the United States to Guatemala. It examines the policies and institutional practices that govern the removal of unaccompanied children and trace the ways in which young people and their families understand and navigate these policies and practices. Through multi-sited ethnographic research in the United States and Guatemala, the chapter reveals the various impacts of the forced “repatriation” of children, exacerbating the very conditions that spurred their migration and causing new interrelated uncertainties and related risks as “deportees.” As they are physically expelled from the United States, deported young people move out of U.S. legal systems. The effects of a forced “return” to their nations of origin produce new challenges such as feelings of isolation and vulnerability as well as danger, such that, in many ways, they continue to be in and moving through regimes of illegality. Demonstrating the long-term and geographically distant effects of the U.S. government’s deportation of children and youth, the chapter outlines the confining character of being out of a system, especially if once in it.

The Oil Pollution Act of 1990 has mandated that by the year 2015 all oil tankers operating in waters subject to jurisdiction of the United States must have double hulls. This paper examines the Act and the status of regulatory initiatives it has generated. Guidance for new hull construction and retrofit of existing vessels is outlined, and both IMO (International Maritime Organization) and U.S. Coast Guard requirements are discussed. Finally, the structural changes necessary to convert the U.S. Navy's T-AO Class oil tankers to meet the requirements of the Act are specified and illustrated.

Many analysts worry that improvements in Chinese missile, sensor, guidance, and other technologies will enable China to deny the U.S. military access to parts of the Western Pacific that the United States has long controlled. Although these “antiaccess, area denial” (A2/AD) capabilities are real, they are a geographically limited long-term threat. As both the United States and China deploy A2/AD capabilities, a new era will emerge in which the U.S. military no longer enjoys today's command of the global commons, but is still able to deny China military hegemony in the Western Pacific. In this new era, the United States will possess a sphere of influence around allied landmasses; China will maintain a sphere of influence over its own mainland; and a contested battlespace will cover much of the South and East China Seas wherein neither power enjoys wartime freedom of surface or air movement. This in turn suggests that the Chinese A2/AD threat to U.S. allies is real but more limited than often supposed. With astute U.S. choices, most U.S. allies in this new system will be imperfectly, but substantially, secure.

Each year, disasters have devastating consequences in the United States. Consequences are long term and extend beyond the disaster’s immediate impact area. Establishing a culture of preparedness is necessary for the U.S. A prepared populace responds more effectively to disasters and is less stressful on community infrastructure and resources during the response phase. One of the ways government organizations and non-government organizations can encourage preparedness actions is via social media. This study examined preparedness messages existing independently of an emerging event disseminated on Twitter by government and non-government organizations. A total of 6,374 tweets were analyzed from data collected during National Preparedness Month. Tweets were analyzed for preparedness content and whether efficacy was included in preparedness messages.

The paper addresses current issues in Japan-U.S. foreign trade following the signing of the Japan-U.S. Trade Agreement and the Japan-U.S. Agreement on Digital Trade in October 2019. By providing an overview of Japan-U.S. trade relations, analyzing current trends in bilateral foreign trade and outlining basic terms of new bilateral agreements, the authors conclude that “path-dependency” in Japan-U.S. contemporary foreign trade persists and trade relations between the two countries are to a greater extent influenced by the U.S. trade policy which aims to assure a broader access of American companies to Japanese markets – the situation that was typical for bilateral trade relations since the 1980s. “Path-dependency” in Japan-U.S. trade relations, conventionally categorized by the existence of numerous trade contradictions, is pronounced in the unchanged goals, strategy and tactics of foreign trade negotiations. The United States maintains its “attacking” role and dominates in the bilateral trade negotiations, while Japan, despite its enhancing influence in the multilateral trading system and regional trade agreements, is forced to “self-defend” and make concessions to a more dominant partner in order to maintain its automobile exports to the United States at the expense of its national interests in other industries, particularly in the agricultural sector. Thus, new trade agreements are unlikely to cause significant structural changes in Japan-U.S. bilateral trade in the shortterm as the problem of persistent trade deficits remains. In order to break the vicious circle of “path-dependency” Japan is to actively cooperate with the economies of the European Union which have large amounts of trade deficits with the U.S., can serve as a mediator in the U.S. – China trade conflicts, as well with other Asian countries via mega-FTAs which possess potential risks to the United States. Further development of foreign trade cooperation will depend on the initiatives of new governments in both countries.

Abstract. The increasing demands of food and biofuel have promoted century-long cropland expansion and nitrogen (N) fertilizer enrichment in the United States. However, the role of such long-term human activities in influencing the spatiotemporal patterns of Ammonia (NH3) emission remains poorly understood. Based on an empirical model including climate, soil properties, N fertilizer management, and cropland distribution history, we have quantified monthly fertilizer-induced NH3 emission across the contiguous U.S. from 1900 to 2015. Scholarly opinion currently evinces disturbing symptoms of latent schizophrenia on the subject of economic growth in the ante-bellum United States. Virtually every student of the era now appears convinced that the long-term rate of growth of aggregate product per capita underwent a significant acceleration “somewhere during the period between 1815 and 1860,” as Douglass North recently phrased it. And, if many economic historians protest W. W. Rostow's labeling the years following 1843 as the period of the U.S. “take-off,” most do not seem to balk at accepting the guess hazarded by Raymond Goldsmith: “a fairly sharp break in the trend of real national product per head … occurred not very long before 1839,” quite probably during the 1830's. To the uninitiated, it might seem obvious that everybody also subscribes to an explicit set of assertions about the secular rate of growth of per capita product during the period from, say, the founding of the nation to the date of the putative acceleration; otherwise, how could all agree that a significant alteration in the trend had occurred?

Abstract Europe's security landscape has changed dramatically in the past decade amid Russia's resurgence, mounting doubts about the long-term reliability of the U.S. security commitment, and Europe's growing aspiration for strategic autonomy. This changed security landscape raises an important counterfactual question: Could Europeans develop an autonomous defense capacity if the United States withdrew completely from Europe? The answer to this question has major implications for a range of policy issues and for the ongoing U.S. grand strategy debate in light of the prominent argument by U.S. “restraint” scholars that Europe can easily defend itself. Addressing this question requires an examination of the historical evolution as well as the current and likely future state of European interests and defense capacity. It shows that any European effort to achieve strategic autonomy would be fundamentally hampered by two mutually reinforcing constraints: “strategic cacophony,” namely profound, continent-wide divergences across all domains of national defense policies—most notably, threat perceptions; and severe military capacity shortfalls that would be very costly and time-consuming to close. As a result, Europeans are highly unlikely to develop an autonomous defense capacity anytime soon, even if the United States were to fully withdraw from the continent.
