Does Affirmative Action Incentivize Schooling? Evidence from India

Affirmative action raises the likelihood of getting into college or obtaining a government job for minority social groups in India. I find that minority group students are incentivized to stay in school longer in response to changes in future prospects. To identify causal relationships, I leverage variation in group eligibility, school age cohorts, and state-level intensity of implementation in difference-in-differences and regression discontinuity designs. These estimators consistently show that affirmative action incentivizes about 0.8 additional years of education for the average minority group student and 1.2 more years of education for a student from a marginal minority subgroup.

We examined whether Medical Marijuana Legislation (MML) was associated with site of death. Using state-level data (1992–2018) from the National Vital Statistics System (NVSS), we employed difference-in-differences method to compare changes in death rate among older adults at four sites—nursing home (NH), hospital, home, hospice/other—over time in states with and without MML. Heterogeneity analyses were conducted by timing of MML adoption, and by decedent characteristics. Results show a negative association between MML implementation and NH deaths. Among early adopters (states with weakly regulated programs) and decedents with musculoskeletal disorders, there was a positive association between MML implementation and hospital deaths, whereas among late adopters (states with “medicalized” programs), there was a positive association between MML implementation and hospice deaths. Decline in NH deaths may reflect increased likelihood of transfers due to threat of Federal enforcement, penalties for poor outcomes, and liability concerns. Future studies should examine these associations further.

India is one of the most socially fragmented and unequal societies of the world. At the same time, it has the distinction of having the longest history of most elaborative affirmative action programmes for alleviating socially structured inequalities. While the affirmative action programmes have wider coverage in terms of social groups, there is continuing demand by new social groups for getting acknowledged as ‘disadvantaged’ and inclusion in the system of affirmative action. While group based ‘reservation’ as the most vital instrument of social justice has long been under fire and grappling with several challenges, the social justice regime is faced with the charge that it has largely excluded nation’s religious minorities. Of course, religion based affirmative action is faced with many constraints; nevertheless there are possibilities for it. This article discusses the constraints and possibilities of affirmative action for disadvantaged religious minorities, Muslims in particular.

Abstract We estimate the effect of minimum wages on low-wage jobs using 138 prominent state-level minimum wage changes between 1979 and 2016 in the United States using a difference-in-differences approach. We first estimate the effect of the minimum wage increase on employment changes by wage bins throughout the hourly wage distribution. We then focus on the bottom part of the wage distribution and compare the number of excess jobs paying at or slightly above the new minimum wage to the missing jobs paying below it to infer the employment effect. We find that the overall number of low-wage jobs remained essentially unchanged over the five years following the increase. At the same time, the direct effect of the minimum wage on average earnings was amplified by modest wage spillovers at the bottom of the wage distribution. Our estimates by detailed demographic groups show that the lack of job loss is not explained by labor-labor substitution at the bottom of the wage distribution. We also find no evidence of disemployment when we consider higher levels of minimum wages. However, we do find some evidence of reduced employment in tradeable sectors. We also show how decomposing the overall employment effect by wage bins allows a transparent way of assessing the plausibility of estimates.

Effectively educating the large English learner population requires policymakers to ensure developmentally appropriate settings and services throughout the time students are learning English, as well as during their transition to fluent English proficient status—a process termed reclassification. Using longitudinal student-level data from two U.S. states ( N = 107,549), the authors implemented recent advances in multi-site regression discontinuity designs to assess the effects of reclassification policies across districts. They found that reclassification decisions are heavily influenced by state criteria; however, there is considerable variability across districts in the extent of state-level influence. The authors also found robust evidence of between-district heterogeneity in the effects of reclassification on subsequent achievement and graduation. They discuss the implications of these findings for reclassification policies and future research on the topic. Looking toward the next century of education research, the authors discuss ways that multi-site regression discontinuity designs can be combined with qualitative research to enable policymakers and practitioners to better understand variation in effects of policies across contexts as well as the mechanisms underlying those effects.

This article examines the differential effects of social capital on policy equity in state outcomes. Specifically, it explores the relationship between social capital and incarceration rates in the American states paying particular attention to racial disparities in incarceration rates. Building on work by Hero, I present a theoretical explanation and empirical support for how social capital operates differently under different racial contexts. I argue that social capital enhances social empathy in homogeneous contexts and social controls in diverse contexts. Using state-level longitudinal data on the contiguous states, I find that social capital is positively associated with incarcerations, but only for African Americans. Furthermore, the effects of social capital appear to be conditional on racial context where this relationship is stronger as minority group size increases.

Affirmative action aimed at promoting access for groups considered minority to universities are important for combating structural inequalities and promoting social justice. However, in spite of their importance, affirmative actions are frequently questioned by certain social groups, especially socially privileged groups, who argue that such policies are not meritocratic, constituting stereotypes aimed at quota and non-quota students. Thus, this article analyzes the possible stereotypes directed to quota students attending the course of administration of a Brazilian federal university. For this, a qualitative research was carried out with the accomplishment of 38 semi-structured interviews with quota and non-quota management students and documentary analysis. It is observed in the students' discourse the construction of the myth of the intellectual and academic inferiority of quota students, constituting social stereotypes that base the construction of an essential identity on who the quota holders are. However, there are spaces for resistance and the documentary analysis of students' performance, as well as their discourses, deconstruct the myth of shareholder inferiority and the stereotypes attributed to them. Therefore, in order to avoid the construction of stereotypes it is argued that affirmative actions should be conceived within nonessential identity logic.

This study examines how school closures during the COVID-19 pandemic affected the reporting of child maltreatment in Mexico City. We use a rich panel dataset on incident-level crime reports and victim characteristics and exploit the differential effects between school-age children and older individuals. While financial and mental distress due to the COVID-19 pandemic may result in additional cases of child maltreatment, synthetic control and difference-in-differences estimations document an average reduction in child maltreatment reports of 29% and 30%, respectively, with larger reductions among females and in higher-poverty municipalities. These results highlight the important role education professionals in school settings play in the early detection and reporting of domestic violence against school-age children.

Threat theory argues that states toughen criminal laws to repress the competitive power of large minority groups. Yet, research on threat suffers from a poor understanding of why minority group size contributes to social control and a lack of evidence on whether criminal law is uniquely responsive to the political interests of majority racial groups at all. By compiling a unique state-level dataset on 230 sentencing policy changes during mass incarceration and using data from 257,362 responses to 79 national surveys to construct new state-level measures of racial differences in punitive policy support, I evaluate whether criminal sentencing law is uniquely responsive to white public policy interests. Pooled event history models and mediation analyses support three primary conclusions: (1) states adopted new sentencing policies as a nonlinear response to minority group size, (2) sentencing policies were adopted in response to white public, but not black public, support for punitive crime policy, and (3) minority group size and race-specific homicide victimization both indirectly affect sentencing policy by increasing white public punitive policy support. These findings support key theoretical propositions for the threat explanation of legal change and identify white public policy opinion as a mechanism linking minority group size to variation in criminal law.
