The Road to Collective Security: Soviet Russia, the League of Nations, and the Emergence of the ius contra bellum in the Aftermath of the Russian Revolution (1917–1934)

Abstract This article argues that the quest for ‘peaceful coexistence’, sometimes depicted as an inherent quality of Soviet foreign policy, rather reflects a re-interpretation of actual practice in the light of subsequent developments – in connection with the emergence of Joseph Stalin’s doctrine of Socialism in one country. The latter was primarily inspired by tactical necessities rather than doctrinal dogmas. Even though Soviet Russia was perceived and sometimes acted as an outsider, if not a disrupting agent, until the accession of the USSR to membership in the League of Nations in 1934, Soviet foreign legal policy discourse in the 1920s and early 1930s, with its increasing focus on ‘peaceful coexistence’ and collective security rather than world proletarian revolution, contributed substantively to the emergence and development of modern ius contra bellum.

It is often suggested that the Far Eastern crisis of 1931–3 marked tlie beginning of the Second World War, that ‘the road… is now clearly visible… from the railway tracks near Mukden to the operations of two bombers over Hiroshima and Nagasaki’. In many eyes, too, this episode was also crucial for die League of Nations and the cause of collective security, an opportunity to vindicate the peace-keeping machinery of 1919 which, had it been taken, might have proved decisive in preventing the slide into international anarchy which followed. ‘This has been the vital test for the League,’ Philip Noel-Baker wrote to Gilbert Murray at the time, ’-– and the greatest opportunity it has ever had, especially in view of U.S.A. cooperation’. When Japan had triumphed nearly two years later, he saw the whole structure of organized international co-operation as being ‘in grave danger’, and the League as ‘never having sunk to so low an ebb in influence and prestige’.

Starting with a survey of historical and ideological reasons for the unprecedented rise of Western interest in Russia after 1917 and especially after the Great Depression, the paper focuses on the travel books widely read on both sides of the Atlantic in the 1930s. The decade saw the blooming of travel prose in the English-speaking world, as well as the peak of enthusiasm for Russia during the XXth century. The paper attempts a closer look at the travel books on Soviet Russia, usually dismissed by critics as lacking in the quality of writing, too ideological. First the model of stereotypical book based on short Intourist tour is described (motive structure, prevailing parroting of Soviet propaganda clichés). Next follow the books produced by Western residents in the USSR, or persons who escaped Intourist surveillance and experienced some direct contact with Soviet people. They certainly look at Russia under the Western eye, but are able (to a different degree) to empathize with the drama and tragedy of Stalin’s Russia. From half-hearted account of “fellow-traveller” M. Hindus, the paper proceeds to fundamental “Assignment in Utopia” by E. Lyons, who turned from ardent Communist into highly argumentative critic of Soviet Russia, and to the unique project of writing a comic book about kolkhoz by E.M. Delafield, that resulted in a witty critique of Soviet aims and ways. In finding their way not just around Stalin’s Russia, but in providing the reader with the road to the authors’ inner selves, these books are still relevant today

Based on the function of the system, this paper puts forward the principle of system development and the development mode used in system development, and displays the development system in real-time to achieve the whole process control of subgrade construction quality.

Transit stations are generally well known as nodes of spaces where percentage of people walking are relatively high. The issue is do more planning is actually given to create walkability. Creating walking led transit stations involves planning of walking distance, providing facilities like pathways, toilets, seating and lighting. On the other hand, creating walking led transit station for women uncover a new epitome. Walking becomes one of the most important forms of mobility for women in developing countries nowadays. Encouraging women to use public transportation is not just about another effort to promote the use of public transportation but also another great endeavour to reduce numbers of traffic on the road. This also means, creating an effort to control accidents rate, reducing carbon emission, improving health and eventually, developing the quality of life. Hence, in this paper, we sought first to find out the factors that motivate women to walk at transit stations in Malaysia. A questionnaire survey with 562 female user of Light Railway Transit (LRT) was conducted at LRT stations along Kelana Jaya Line. Both built and non-built environment characteristics, particularly distance, safety and facilities were found as factors that are consistently associated with women walkability. With these findings, the paper highlights the criteria  which are needed to create and make betterment of transit stations not just for women but also for walkability in general.

Представлены результаты внедрения в хирургическую практику урологического отделения Дорожной клинической больницы г. Ярославль биполярной техники трансуретральной резекции (БТУР) и энуклеации простаты (ТУЭБ) для лечения доброкачественной гиперплазии предстательной железы (ДГПЖ) средних и больших размеров. В сравнительное исследование включено 164 пациента, разделенных по методам операции на 2 основные группы (ТУЭБ - 33 человека, БТУР - 49) и 2 контрольные (открытая простатэктомия - ОПЭ - 38 и монополярная ТУР - 44). Для новых эндоскопических методов установлено значимое снижение объема кровопотери, частоты геморрагических осложнений, сроков послеоперационной катетеризации и госпитализации. Для количественной оценки различий средних и относительных показателей использо-вали непараметрический критерий Манна-Уитни, оценка качественных признаков проводилась с применением критерия Пирсона (χ2), уровень значимости различий для исследования выбран р ≤ 0,05. Анализ послеоперационной динамики клинических показателей в среднесрочной перспективе показал сходную радикальность и эффектив-ность сравниваемых методов. Установленные меньшая инвазивность, большая безопасность и лучшая переносимость биполярных эндоскопических операций демонстрируют перспективность их внедрения взамен бывших стандартных хирургических методов, что позволит повысить качество оперативного лечения и сократить затраты стационара. The results of the introduction into surgical practice of the urological Department of the road clinical hospital of Yaroslavl bipolar technique of transurethral resection (BTTR) and enucleation of the prostate (EOTP) for the treatment of benign prostatic hyperplasia (BPH) of medium and large sizes are presented. The comparative study included 164 patients, divided by the methods of surgery into 2 main groups (EOTP - 33 people, BTTR - 49) and 2 control (open prostatectomy - OPE - 38 and monopolar TTR - 44). For new endoscopic methods, a significant reduction in the volume of blood loss, the frequency of hemorrhagic complications, the timing of postoperative catheterization and hospitalization was established. Nonparametric Mann-Whitney test was used to quantify the differences in mean and relative indicators, qualitative characteristics were evaluated using Pearson test (χ2), the significance level of the differences for the study was chosen p ≤ 0.05. Analysis of postoperative dynamics of clinical parameters in the medium term showed similar radicality and effectiveness of the compared methods. The lower invasiveness, greater safety and better tolerability of bipolar endoscopic operations demonstrate the prospects of their implementation instead of the former standard surgical methods, which will improve the quality of surgical treatment and reduce the costs of the hospital.

This paper presents a comprehensive model to capture the dynamics of a motorcycle system in order to evaluate the quality of vibration isolation. The two main structural components in the motorcycle assembly - the frame and the swing-arm - are modeled using reduced order finite element models; the power-train assembly is modeled as a six degree-of-freedom (DOF) rigid body connected to the frame through the engine mounts and to the swing-arm through a shaft assembly. The engine mounts are modeled as tri-axial spring-damper systems. Models of the front-end assembly as well as front and rear tires are also included in the overall model. The complete vehicle model is used to solve the engine mount optimization problem so as to minimize the total force transmitted to the frame while meeting packaging and other side constraints. The mount system parameters - stiffness, position and orientation vectors - are used as design variables for the optimization problem. The imposed loads include forces and moments due to engine imbalance as well as loads transmitted due to irregularities in the road surface through the tire patch.

This article explores the ecology of late-modern askesis through the concept of ‘ethical infrastructure’: the array of goods, locales, technologies, procedures, and sundry pieces of equipment upon which the possibility of ethicists’ striving is premised. By looking at the ethnographic case of halal living among Muslim pietists in post-Soviet Tatarstan (Russia), I advance a framework that highlights the ‘profane’, often unassuming or religiously unmarked, yet essential material scaffolding constituting the ‘material conditions of possibility’ for pious life in the lifeworld of late modernity. Halalness is conceptualised not as an inherent quality of a clearly defined set of things, but as a (sometimes complicated) relationship between humans, ethical intentionality, and infrastructurally organised habitats. Pointing beyond the case of halal, this article syncretises theories of self-cultivation, material religion, ethical consumption, and infrastructure to address current lacunas and explore fresh theoretical and methodological ground. This ‘ethical infrastructure’ framework enables us to conceptualise the embeddedness of contemporary ethicists in complex environments and the process by which processes of inner self-fashioning change and are changed by material worlds.
