Indonesia is the country most affected by the Asian financial crisis which began in mid-1997 and has been the slowest to recover from it. In the present paper the effects of the first two and a half years of the crisis on international population movements influencing Indonesia are discussed. The crisis has increased economic pressures on potential migrant workers in Indonesia and the result has been increased out-movement. In both pre and post-crisis situations this was dominated by women, at least among official migrant workers. The crisis has tightened the labor market in some of Indonesia's main destination countries but the segmentation of the labor market in those countries has limited the impact of the crisis in reducing jobs in those countries. The crisis has created more pressure on undocumented migrants in destination countries but the extent of repatriation, while higher than in the pre-crisis situation, has been limited. The crisis has directly or indirectly affected other international movements influencing Indonesia including expatriate movement to Indonesia and longer-term, south-north migration out of the country. The policy implications of these changes are discussed including the fact that the crisis has led to an increased appreciation of the importance of contract labor migration by government and greater attention being paid to improving the system for migrants themselves and the country as a whole.

The article addresses selected issues related to the migrant employment in Poland. It offers insight into the most important trends in the situation of migrant workers in the Polish labor market and discusses how observable changes will influence human resources management. The article begins with an overview of general situation of migrants in the labor market in Poland, which is based on the analysis of available statistical data. The second chapter presents and discusses briefly the potential challenges for human resources management in Polish enterprises.

This article gives a survey of the position of migrant workers in the Belgian labor market and social security system. Total employment of migrants has increased from 114,000 in 1954 to 224,900 in 1970.In contrast to overall employment in the Belgian economy, it went on climbing till 1978, up to a 245,900 level. Beyond this year, forecasts point at a slight decrease. Since WWII, the gravity point of the sectoral division of migrant workers has shifted from minig and industry, to industry and tertiary activities. The share of industry in the employment of migrants bas remained relatively stable, in contrast to the tertiary sector, that witnessed a considerable expansion. However, the latter has not contributed substantially to the quality level of the average guest worker's job.On the whole, there is a strong correspondence between the unstable position of migrants in the labor market and their demographic characteristics on one side, their participation in the social security system on the other side. Their young family structure is reflected in a high share in family allowances and a limited appeal to pension funds. Statistical analysis at the aggregate level does not point at discriminatory practices vis-à-vis migrants and their families in social security ; but at thedisaggregate level and through the inspection of laws, regulations and international conventions, it appears that non-EEC nationals, with an unstable professional career, do not have the same rights as Belgians or EEC-citizens having a confortable position in the labor market and the social security system. In order to guarantee the rights of the farmer, the author suggests to establish a citizenship entitling to full social security rights after five years of regular residence in Belgium.

During the nationwide lockdown as part of the state response to the COVID-19 pandemic, the predicament of interstate migrant laborers in India, caught in crowded cities without means of livelihood and basic resources needed to sustain life, gained national and international attention. This article explores the context of the current migrant crisis through the historical trajectories and political roots of internal migration in India and its relationship with the urban informal labor market and the structural determinants of precarious employment. We argue that the both the response to the pandemic and the disproportionate impact on migrant laborers are reflections and consequences of an established pattern of neglect and poor accountability of the state toward the employment and living conditions of migrant workers who toil precariously in the informal labor market.

AbstractThis article examines how the labor market in seasonal migrant work in agriculture in Turkey has changed with the influx of refugees from Syria. Based on both qualitative and quantitative fieldwork in ten provinces of Turkey, the article discusses precarity in seasonal migrant work in agriculture and the impact of the entry of refugees on this labor market. The analysis of precariousness of both Turkish-citizen migrant workers and refugees suggests that precarity is a relational phenomenon. The multifaceted vulnerabilities of groups in the lower echelons of the labor market resonate with one another and the adverse incorporation of vulnerable groups into the labor market pushes the market in a more insecure and informal direction.

This study examines how Japanese colonial policies and the foreign exchange market conditioned unskilled Chinese construction workers to dominate the Korean construction labor market during the 1920s and the 1930s. The dominance of Chinese laborers in construction was the main cause of conflicts between the two ethnic groups in colonial Korea that often erupted as a series of anti-Chinese riots, culminating in the 1931 Pyongyang massacre of Chinese immigrants. Past studies simply attributed the Chinese dominance to high efficiency and low labor costs and as purely a result of the labor market. However, this article concludes that efficiency of the Chinese laborers in Korea was facilitated by Japan’s ethnic division of the labor markets within the Japanese empire. The imperial Japanese authority allowed Koreans, as colonial subjects, to travel and find jobs at the construction sites of mainland Japan, while Chinese laborers could only move to colonial Korea. Strict restrictions were placed on the Chinese who wanted to work in mainland Japan. As a result, massive numbers of Korean laborers, who were considered desirable workers, migrated to Japan hoping to earn higher wages and leaving a less efficient labor pool to compete with the Chinese in Korea. The dominance of Chinese laborers at Korean construction sites was a byproduct of Japanese colonial policy and international economic circumstances.
