The political economy of Irish work and welfare has dramatically changed over recent decades. Since the 1980s, Ireland has experienced two periods of high unemployment followed by two periods of full employment. Alongside this, we see considerable shifts in both the sectoral composition of the workforce and in the institutional architecture underpinning the labour market. Focusing on the last decade, this chapter contextualizes the Irish labour market in the Irish growth model, highlighting issues including occupational upgrading, low pay, gender composition, and migration. The chapter then explores links between this employment structure and Ireland’s changing welfare regime. It considers recent institutional changes, as the welfare regime shifted to a work-first form of activation, and the long-term sustainability of the social protection system. The chapter concludes by highlighting what we see as the core challenges for the political economy of work and welfare in Ireland.

O artigo analisa como sistemas de proteção social na América Latina têm respondido à grave situação social decorrente da pandemia de COVID-19. Pautado em estudo exploratório, o artigo toma como foco as experiências da Argentina, Brasil e México. A perspectiva de análise considera que as respostas produzidas por esses três casos às demandas sociais postas pela pandemia decorrem da interseção entre o legado prévio e estrutura institucional dos sistemas de proteção social existentes em cada país, a orientação política dos governos em exercício e a dinâmica social e política diante do contexto da crise sanitária. Verifica que nos três países, a despeito de medidas protetivas de maior ou menor abrangência e magnitude, que reforçam a proteção social existente ou introduzem novos mecanismos – todos eles temporários – a crise social própria às formações sociais latino-americanas se agravou.LATIN AMERICAN SOCIAL PROTECTION SYSTEMS AND RESPONSES TO THE COVID-19 PANDEMIC: Argentina, Brazil and MexicoAbstractThe article analyses how social protection systems in Latina America have responded to the serious social situation caused by the COVID-19 pandemic. Guided by an exploratory study, the paper focuses on the experiences of Argentina, Brazil and Mexico. The analysis considers that the responses produced by the three cases results from the intersection between the institutional structure’s previous legacy of the social protection systems existing in each country, the political orientation of the governments in exercise and the social and political dynamics in the sanitary crisis context. It seems that, despite protective measures of greater or lesser scope and magnitude, which either reinforce the existing social protections or introduce new mechanisms – all of them temporary – the social crisis specific to Latin American social formations has worsened in the countries studied.Keywords: Social protection. This article discusses the ways in which the Constitution of the Portuguese Republic has embodied to the political choices made during the process of creating and defining a democratic welfare state and how the various constitutional principles are reflected in the architecture of the system and have gradually changed over the years. The authors argue that when Portugal transitioned to democracy, unlike other areas of the country’s social policies the social security system retained some of its earlier organising principles. Having said this, this resilience on the part of the Portuguese system’s Bismarckian template has not prevented social protection from expanding here in accordance with universal principles, and has given successive governments manoeuvring room in which to define programmatically distinct policies and implement differentiated reformist strategies. The paper concludes by arguing that while the Constitution has not placed an insurmountable limit on governments’ political action, it has served as a point of veto, namely by means of the way in which the Constitutional Court has defended the right to social protection, be it in the form of social insurance, be it in the imposition of certain social minima.

This article gives a survey of the position of migrant workers in the Belgian labor market and social security system. Total employment of migrants has increased from 114,000 in 1954 to 224,900 in 1970.In contrast to overall employment in the Belgian economy, it went on climbing till 1978, up to a 245,900 level. Beyond this year, forecasts point at a slight decrease. Since WWII, the gravity point of the sectoral division of migrant workers has shifted from minig and industry, to industry and tertiary activities. The share of industry in the employment of migrants bas remained relatively stable, in contrast to the tertiary sector, that witnessed a considerable expansion. However, the latter has not contributed substantially to the quality level of the average guest worker's job.On the whole, there is a strong correspondence between the unstable position of migrants in the labor market and their demographic characteristics on one side, their participation in the social security system on the other side. Their young family structure is reflected in a high share in family allowances and a limited appeal to pension funds. Statistical analysis at the aggregate level does not point at discriminatory practices vis-à-vis migrants and their families in social security ; but at thedisaggregate level and through the inspection of laws, regulations and international conventions, it appears that non-EEC nationals, with an unstable professional career, do not have the same rights as Belgians or EEC-citizens having a confortable position in the labor market and the social security system. In order to guarantee the rights of the farmer, the author suggests to establish a citizenship entitling to full social security rights after five years of regular residence in Belgium.

AbstractThis study probes the relationship between legal precarity and transborder citizenship through the case of the Karen from Myanmar in Thailand. Collected through ethnographic multi-sited fieldwork between 2012 and 2016, interconnected individual life stories evolving across the Myanmar-Thailand border allow the critical interrogation of the political and legal categories of ‘migrancy’, ‘refugeeness’, and ‘citizenship’, teasing out their blurry boundaries in migrants’ experience. Following the recent critical research in legal ethnography, this study demonstrates that legal precarity is not simply an antithesis to citizenship. The social and legal dimensions of citizenship may diverge, creating in-between areas of not-yet-full-citizenship with varying levels of heft (Macklin 2007). The article consists of three parts. First, it offers a theoretical framework to reconcile the Karen legal precarity (even de facto statelessness) and citizenship, even on both sides of the border (legally impossible). Second, it presents the three groups of Karen in Thailand, produced by the interaction of three major waves of Karen eastward migration and tightening Thai citizenship and migration regulations: Thai Karen, refugees, and migrant workers. All three face varying levels of legal precarity of temporary status without full citizenship. However, the last part demonstrates the intertwined nature of those groups. A grassroots transborder perspective reveals the resilience of the Karen networks when pooling together resources of the hubs established on Thai soil by the three waves. Even the most recent arrivals in Thailand use those resources to move from one precarious legal status to another and even to clandestinely obtain citizenship.

Introduction. Accelerated pace of development of society contributes to the accelerated generation of social risks, modern society is characterized by constant technological, natural, economic, environmental, socio-cultural changes. Therefore, minimizing social risks and leveling their consequences is of paramount importance. Methods. Diagnosis of the state of the social risk management system combined the principles of systemic, structural-functional and targeted analysis, which provided a comprehensive assessment of the whole and individual components. Results. The analysis of expenditures on the social sphere showed their stable absolute growth despite the dynamic reduction of their share in the budget. Social risks are largely due to the non-transparency of the mechanism for regulating the supply and demand of labor in the domestic labor market. A significant share of macroeconomic social risks is related to the problems of social infrastructure, which is financed from the budget. Problems with access to health care, the opacity of the pharmaceutical market, the degradation of the health care network, chronic underfunding, and the lack of health insurance also generate social risks. The task of state policy should be to prevent and prevent social risks, identify social conflicts that lead to destructive consequences. Systematization of social risks allows to methodologically substantiate the mechanisms of social risk management, to modernize the models of social protection of the population, to develop effective tools for ensuring public management of social risks. Discussion. The impossibility of reducing funding for social needs without deteriorating the quality of life and social protection of the population requires further search for alternative sources of funding for socio-cultural expenditures, rationalization in the budget structure to effectively combat the development of social risks. This article makes an entrée into the social protection arena by exploring the political, technical, social, economic, legal and environmental dimensions of social protection using the ecology of human development as a foundation. As a point of departure, it argues that a clear understanding of the ‘total environment’ is critical in the design, formulation and implementation of social protection programmes. The method used for purposes of compiling this article is a desk study in which documents on social protection interventions used in Zimbabwe were reviewed. The key contribution of the article is a framework which may assist countries in the global south to understand social protection in general and to guide policy implementation and practice in particular. Some of the key lessons learnt from the Zimbabwean experience include the need to interrogate all interventions for feasibility, efficiency, effectiveness, dependency-reduction, appropriateness, sustain-ability, gender-sensitivity, incorruptibility, provision of exit mechanisms, administrative costs and adequacy of resources.

Abstract Based on identity theory and previous studies of crisis discourse, this paper systematically analyzes the process of identity construction and negotiation between political discourse and social discourse representing the event of a fire at Xinjian Village, Daxing District in the southern suburb of Beijing. It is found that in the first phase, the political discourse focuses on the meta-discourse of “for Renmin’s sake, we carry out a campaign of thorough inspection, cleaning-up and rectification to eliminate safety hazards.” In the second phase of the event the Renmin category is then represented concretely as “residents”, “migrant workers”, “people who need help” and so on. These discursive practices have constructed a relatively acknowledged identification with the social groups concerned, and thus positively affect the governance and management of this crisis event.

Abstract Poland was traditionally an “emigration country”, but the available data indicates that the migration patterns in Poland changed significantly after the EU accession. While in the course of the 1990s, after economic transition, the international mobility of Poles declined, it accelerated after the EU accession in May 2004. The large scale of emigration also led to labour market shortages in Poland. In recent years, Poland observed a high inflow of migrant workers, particularly from Ukraine. The increasing share of foreigners residing in Poland creates a challenge for the social protection system, which has quite complex eligibility rules. Furthermore, many non-EU nationals are working in the informal economy with no access to social protection.

The Object of the Study: «Flexicurity Strategy» and Precarious Employment.The Subject of the Study: Profile the Precarious Employment and the Strategy of flexible and non-standard forms of employment (NSFE).The Purpose of the Study: Identifying the characteristics of the “Flexicurity strategy” and the social and economic Impact of the flexible and precarious employment in Europa.The Main Provisions of the Article:Because of the economic and social challenges of the Fourth Industrial Revolution and the profound changes in the labour market processes, the risk of being excluded from work and from social goods divided by work is no longer just among the low-skilled, or manual workers today. As unemployment became commonplace, the basic paradigm of the distribution of social goods and the existence of existential security, based on the share of work carried out, is also jeopardized. Following the turn of the millennium, with the spread of flexible forms of employment, social security has been damaged not only for the unemployed but also for a wide range of workers.The «Flexicurity strategy», designed to tackle the employment crisis of the 1990s - aimed to increase employment by using active labor market instruments and flexibility of work, while strengthening state responsibility in providing social guarantees - it seems to have failed. The pillars of social protection have been weakening among workers in recent years, and the precariat and precarious employment and income insecurity have become more and more widely known phenomenon. After all, the question is right: guaranteeing the social security of workers can only be achieved through the reduction of flexible forms of employment or the creation and guarantee of new forms of social security that fit into the 21st century labor market conditions, dictated by the digitized world.
