Despite flash flooding being one of the most deadly and costly weather-related natural hazards worldwide, individual datasets to characterize them in the United States are hampered by limited documentation and can be difficult to access. This study is the first of its kind to assemble, reprocess, describe, and disseminate a georeferenced U.S. database providing a long-term, detailed characterization of flash flooding in terms of spatiotemporal behavior and specificity of impacts. The database is composed of three primary sources: 1) the entire archive of automated discharge observations from the U.S. Geological Survey that has been reprocessed to describe individual flooding events, 2) flash-flooding reports collected by the National Weather Service from 2006 to the present, and 3) witness reports obtained directly from the public in the Severe Hazards Analysis and Verification Experiment during the summers 2008–10. Each observational data source has limitations; a major asset of the unified flash flood database is its collation of relevant information from a variety of sources that is now readily available to the community in common formats. It is anticipated that this database will be used for many diverse purposes, such as evaluating tools to predict flash flooding, characterizing seasonal and regional trends, and improving understanding of dominant flood-producing processes. We envision the initiation of this community database effort will attract and encompass future datasets.

Abstract Flash floods, a subset of floods, are a particularly damaging natural hazard worldwide because of their multidisciplinary nature, difficulty in forecasting, and fast onset that limits emergency responses. In this study, a new variable called “flashiness” is introduced as a measure of flood severity. This work utilizes a representative and long archive of flooding events spanning 78 years to map flash flood severity, as quantified by the flashiness variable. Flood severity is then modeled as a function of a large number of geomorphological and climatological variables, which is then used to extend and regionalize the flashiness variable from gauged basins to a high-resolution grid covering the conterminous United States. Six flash flood “hotspots” are identified and additional analysis is presented on the seasonality of flash flooding. The findings from this study are then compared to other related datasets in the United States, including National Weather Service storm reports and a historical flood fatalities database.

Abstract This paper evaluates, for the first time, flash-flood guidance (FFG) values and recently developed gridded FFG (GFFG) used by the National Weather Service (NWS) to monitor and predict imminent flash flooding, which is the leading storm-related cause of death in the United States. It is envisioned that results from this study will be used 1) to establish benchmark performance of existing operational flash-flood prediction tools and 2) to provide information to NWS forecasters that reveals how the existing tools can be readily optimized. Sources used to evaluate the products include official reports of flash floods from the NWS Storm Data database, discharge measurements on small basins available from the U.S. Geological Survey, and witness reports of flash flooding collected during the Severe Hazards Analysis and Verification Experiment. Results indicated that the operational guidance values, with no calibration, were marginally skillful, with the highest critical success index of 0.20 occurring with 3-h GFFG. The false-alarm rates fell and the skill improved to 0.34 when the rainfall was first spatially averaged within basins and then reached 50% of FFG for 1-h accumulation and exceeded 3-h FFG. Although the skill of the GFFG values was generally lower than that of their FFG counterparts, GFFG was capable of detecting the spatial variability of reported flash flooding better than FFG was for a case study in an urban setting.

Abstract This study quantifies the skill of the National Weather Service’s (NWS) flash flood guidance (FFG) product. Generated by River Forecast Centers (RFCs) across the United States, local NWS Weather Forecast Offices compare estimated and forecast rainfall to FFG to monitor and assess flash flooding potential. A national flash flood observation database consisting of reports in the NWS publication Storm Data and U.S. Geological Survey (USGS) stream gauge measurements are used to determine the skill of FFG over a 4-yr period. FFG skill is calculated at several different precipitation-to-FFG ratios for both observation datasets. Although a ratio of 1.0 nominally indicates a potential flash flooding event, this study finds that FFG can be more skillful when ratios other than 1.0 are considered. When the entire continental United States is considered, the highest observed critical success index (CSI) with 1-h FFG is 0.20 for the USGS dataset, which should be considered a benchmark for future research that seeks to improve, modify, or replace the current FFG system. Regional benchmarks of FFG skill are also determined on an RFC-by-RFC basis. When evaluated against Storm Data reports, the regional skill of FFG ranges from 0.00 to 0.19. When evaluated against USGS stream gauge measurements, the regional skill of FFG ranges from 0.00 to 0.44.

This paper addresses the need for a Bahá’í encyclopedia and describes the nature, organization, and editing of the multi-volume Bahá’í encyclopedic dictionary project endorsed in 1984 by the United States Bahá’í community. The encyclopedia will serve both Bahá’í and non-Bahá’í researchers arid scholars, the general reader; and university and public libraries. This paper considers the significance of the encyclopedia in terms of other Bahá’í encyclopedic works and in terms of the current stage in the development of the Bahá’í community. However desirable such a project may be, a number of dilemmas accompany its undertaking. These dilemmas relate to the present status of Bahá’í scholarship, the embryonic nature of primary sources, the high standard of scholarship exemplified by the works of Shoghi Effendi, and the relative newness of the Bahá’í religion. The prospects of the encyclopedic undertaking are expected to generate considerable scholarship and to provide intellectual vigor to issues raised by Bahá’ís and their critics.

Building America: The Life of Benjamin Henry Latrobe is a biography of America’s first professionally trained architect and engineer. Born in 1764, Latrobe was raised in Moravian communities in England and Germany. His parents expected him to follow his father and brother into the ministry, but he rebelled against the church. Moved to London, he studied architecture and engineering. In 1795 he emigrated to the United States and became part of the period’s Transatlantic Exchange. Latrobe soon was famous for his neoclassical architecture, designing important buildings, including the US Capitol and Baltimore Basilica as well as private homes. Carpenters and millwrights who built structures more cheaply and less permanently than Latrobe challenged his efforts to establish architecture as a profession. Rarely during his twenty-five years in the United States was he financially secure, and when he was, he speculated on risky ventures that lost money. He declared bankruptcy in 1817 and moved to New Orleans, the sixth American city that he lived in, hoping to recoup his finances by installing a municipal water system. He died there of yellow fever in 1820. The themes that emerge in this biography are the critical role Latrobe played in the culture of the early republic through his buildings and his genius in neoclassical design. Like the nation’s political founders, Latrobe was committed to creating an exceptional nation, expressed in his case by buildings and internal improvements. Additionally, given the extensive primary sources available for this biography, an examination of his life reveals early American attitudes toward class, family, and religion.

Abstract In 2016, Philippine President Rodrigo Duterte pledged to radically reorient Philippine foreign policy by separating from Manila's longtime ally the United States. Yet, this vaunted break with America has failed to manifest. Joint US–Philippine military activities have continued with President Duterte even singing the praises of his American partners. To understand how this about-face in Manila occurred, I conducted a detailed analysis of the first eighteen months of the Duterte administration. Drawing on primary sources and interviews with government officials from both countries, I argue that the continued vitality of the US–Philippine alliance stems not from disenchantment with China nor personal relationship between Duterte and Trump, but rather from an underlying institutional affinity engendered over decades of defense cooperation. Specifically, institutionalized cooperation within the alliance has cultivated a strong reservoir of support for the alliance within key institutions inside the Philippine government. This case not only highlights the development of the Duterte administration but also illustrates the wider ability of alliances to weather political discord by cultivating support within national bureaucracies.

The 2018 U.S. pivot in information and cyberspace degraded Russian operations in the 2018 election. Following pervasive Russian information power operations during the U.S. 2016 elections, the United States progressed from a policy of preparations and defense in information and cyberspace to a policy of forward engagement. U.S recognition of renewed great power competition coupled with Russia’s inability to compete diplomatically, militarily (conventionally), or economically, inspires Russia to continues to concentrate on information power operations. This great game in cyberspace was virtually uncontested by the U.S. prior to 2017. Widespread awareness of Russian aggression in 2016 served as a catalyst which highlighted the enormity of Russian campaigns and the crippling constraints on U.S. information power. This catalyst pivoted the U.S. from a passive policy of preparations and defense in information and cyberspace to a policy of forward engagement that successfully attenuated Russian efforts in 2018. By examining information power from theory development and Russian practice to recent reports and primary sources we find that the U.S. demonstrated the capability and willingness to defend forward successfully during the 2018 elections. Going forward, the U.S. must continue and expand efforts to contest cyberspace and counter disinformation to secure our democracy and the U.S. 2020 presidential election.

The two versions of the autobiography that Nicholas Said published offer insight into 19th-century conditions in five continents as well as insight into life as a child, slave, manservant, and teacher. As a child in the 1830s, Said was enslaved in Borno, marched across the Sahara Desert, and passed from hand to hand in North Africa and the Middle East. After serving as a slave in various societies, Said was freed by a Russian aristocrat in the late 1850s after accompanying the aristocrat in question to various parts of Europe. In the 1850s, Said also traveled as a manservant for a European traveler to South and North America. Ultimately he settled in the United States, where he authored two versions of his autobiography, served as a teacher and soldier, got married, and disappeared from sight. This article compares the two versions of the autobiography that Said published, provides an overview of Said’s life, charts the development of scholarly works on Said, and draws attention to the primary sources related to the study of Said and his autobiography.

ABSTRACT The tax return is often a key piece of evidence in a forensic accounting engagement. Forensic accounting students need to understand what a tax return can tell its reader about the taxpayer. This case is designed for an introductory or advanced course in fraud examination or forensic accounting. Students are placed in the hypothetical role of a person beginning a job as a bankruptcy auditor with the United States Trustee Program. The bankruptcy auditor must utilize two consecutive years of tax returns to determine the primary sources of income and assets for the debtor. Information from the tax returns will be compared to the bankruptcy petition to identify red flags that could indicate the debtor has committed fraud or abuse of the bankruptcy process. Successful completion of this case requires students to integrate skills from auditing, taxation, business law, and forensic accounting and communicate findings in a written report.

This study compares attributes (authors, journals, populations, theories, methods) of information seeking behavior studies based in the United States and India, based on a search of published articles from 2011 to 2020 in relevant information science databases. The findings indicate major differences in information behavior research among the two countries. Information behavior research in the United States tends to focus more on health and medicine-related research populations, employ greater use of information behavior theories, and use a variety of quantitative and qualitative research methods (as well as mixed methods). Information behavior research in India tends to focus more on general populations, use less theory, and rely heavily on quantitative research methods—particularly questionnaires (88% of studies). These findings suggest a healthy and intellectually-diverse information behavior research area in the United States and ample room for growth of the research area within India.
