Abstract There is growing awareness among governments, businesses, and the general public of risks arising from changes to our climate on time scales from months through to decades. Some climatic changes could be unprecedented in their harmful socioeconomic impacts, while others with adequate forewarning and planning could offer benefits. There is therefore a pressing need for decision-makers, including policy-makers, to have access to and to use high-quality, accessible, relevant, and credible climate information about the past, present, and future to help make better-informed decisions and policies. We refer to the provision and use of such information as climate services. Established programs of research and operational activities are improving observations and climate monitoring, our understanding of climate processes, climate variability and change, and predictions and projections of the future climate. Delivering climate information (including data and knowledge) in a way that is usable and useful for decision-makers has had less attention, and society has yet to optimally benefit from the available information. While weather services routinely help weather-sensitive decision-making, similar services for decisions on longer time scales are less well established. Many organizations are now actively developing climate services, and a growing number of decision-makers are keen to benefit from such services. This article describes progress made over the past decade developing, delivering, and using climate services, in particular from the worldwide effort galvanizing around the Global Framework for Climate Services under the coordination of UN agencies. The article highlights challenges in making further progress and proposes potential new directions to address such challenges.

As a result of accelerated growth during the past decade, land use change over time and its accompanying problems represents a policy area germane to New Hampshire. Accurate projections of the future pattern of land use would be helpful to decision makers responsible for land use policy. Such projections could assist policy makers either directly in formulating land use plans or indirectly in justifying the need (or lack of need) for overt land use planning. Future projections, based upon various alternative land use policy scenarios, will increase the quantitative supply of information to decision makers in a two-fold manner. First, such estimates provide an insight into the current trend in land use mix and, secondly, give an overview of what impacts various policies directly have upon land use change.

Abstract. Seasonal forecast is being promoted as one of the climate services given to the public and decision makers also in the extra-tropics. However seasonal forecast is a scientific challenge. Rapid changes in climate and the socio-economic environment in the past 30 years introduce even a bigger challenge for the end-users of seasonal forecasts based on the past 30 years. Decision makers should relay on a forecast only if they fully understand the forecast skill and the forecast will not be a completely erroneous.Therefore, the percentage of forecasts for above normal condition that realized to be below normal conditions and vice versa is measured straightforwardly by the "Fiasco score". To overcome the climate and socio-economic environment changes an attempt to relate the next seasonal forecast to the previous season forecast and observed values was tested.The findings indicate that ECMWF system-4 seasonal forecast skill for June-July-August (JJA) temperatures for the marine tropics is very promising as indicated by all the skill scores, including using the previous JJA forecast as the base for the next JJA season. However for the boreal summer temperatures forecast over land, the main source of the model predictability originates from the warming trend along the hindcast period. Over the Middle East and Mongolia removing the temperature trend eliminated the high forecast skill. Evaluation of the ability of the next season forecast to predict the changes relative to the previous year's season has shown a positive skill in some areas compared to the traditional 30 years based climatology after both forecasts and observed data were de-trend.

AbstractClimate change yields both challenges and opportunities. In both cases, costly adaptations and transformations are necessary and desirable, and these must be based on realistic and relevant climate information. However, it is often difficult for climate scientists to communicate this information to decision-makers and stakeholders, and it can be equally difficult for such actors to interpret and put the information to use. In this essay, we discuss experiences and present recommendations for scientists producing climate services. The basis is our work in several climate service projects. One of them aimed to provide local-scale climate data for municipalities in western Norway and to explore how the data were interpreted and implemented. The project was first based solely on climate science expertise, and the participants did not have sufficient competence on coproduction and knowledge about the regulatory and political landscape in which municipalities operate. Initially, we also subscribed to an outdated idea of climate services, where knowledge providers (climate scientists) “deliver” their information to knowledge users (e.g., municipal planners). Increasingly, as stressed in the literature on coproduction of knowledge, we learned that climate service should be an iterative process where actionable information is coproduced through two-way dialogue. On the basis of these and other lessons learned the hard way, we provide a set of concrete recommendations on how to embed the idea of coproduction from the preproposal stage to beyond the end of climate service projects.

Weather-related disasters negatively impact livelihoods and socioeconomic activities and often lead to the loss of lives and homes. This study uses disaster data from the Disaster Management Department (DMD) in Tanzania to describe the spatial distribution of weather-related disasters, their socioeconomic impacts and highlight opportunities to improve production and uptake of weather and climate information by climate sensitive sectors. Between 2000 and 2019, severe weather accounted for ~69% of disasters in Tanzania. The Government spent over 20.5 million USD in response to these disasters, which destroyed over 35,700 houses and 1,000 critical infrastructures (roads, bridges, schools, and hospitals), affected over 572,600 people, caused over 240 injuries and 450 deaths. To reduce these impacts, it is important to understand the decision-making process in terms of what and how national guidelines create and enabling environment for integration of weather and climate information into disaster risk reduction strategies. For example, the National Transport Policy which is supposed to provide cross-sectorial guidelines on the use of weather and climate information addresses the use to marine industry but remains silent to other climate sensitive sectors and the public. Whilst weather warnings are available Tanzania continues to suffer from the impacts of weather-related disasters. There is a clear need to better understand the value of weather warning information at short timescales (1–5 days) and how this information can be better used in the individual decision-making processes of those receiving advisories and warnings. The review of policies to guide on cross- sectoral actions to foster the uptake of weather and climate services, decisions across climate sensitive sectors, both nationally and sub-national level is recommended.

Writing on chalkboards as a method of transferring knowledge is a key feature of traditional approach to teaching may have been successful in the past, but the minds of the current generation vary from those of the previous generation. Today’s students are immersed in technology. They are much more up-to-date on the latest technology and gadgets. Technology has certainly changed how students access and integrate information, so it plausible that technology has also changed the way students thinks. Growing up with cutting-edge technologies has left them thinking differently than students of past generations. This call for new innovative approaches to teaching that will cater to the students of today. Of course it is not wise to discard the traditional way of teaching that the past teachers have painstakingly created because of its past and some current success. This is why it is recommended to use this approach as a base for the new ones. Thus, if there is a way to transfer the advantages of this approach of teaching to new innovative approach then teachers should do everything in their power to merge the past and the present into one innovative teaching approach. The success of gene and cell therapy in clinic during the past two decades as well as our expanding ability to manipulate these biomaterials are leading to new therapeutic options for a wide range of inherited and acquired diseases. Combining conventional therapies with this emerging field is a promising strategy to treat those previously-thought untreatable diseases. Traditional Chinese medicine (TCM) has evolved for thousands of years in China and still plays an important role in human health. As part of the active ingredients of TCM, proteins and peptides have attracted long-term enthusiasm of researchers. More recently, they have been utilized in gene and cell therapy, resulting in promising novel strategies to treat both cancer and non-cancer diseases. This manuscript presents a critical review on this field, accompanied with perspectives on the challenges and new directions for future research in this emerging frontier.

Today, six out of ten Americans describe themselves as "active" environmentalists or as "sympathetic" to the movement's concerns. The movement, in turn, reflects this millions-strong support in its diversity, encompassing a wide spectrum of causes, groups, and sometimes conflicting special interests. For far-sighted activists and policy makers, the question is how this diversity affects the ability to achieve key goals in the battle against pollution, erosion, and out-of-control growth. This insightful book offers an overview of the movement -- its past as well as its present -- and issues the most persuasive call yet for a unified approach to solving environmental problems. Anticorruption in History is the first major collection of case studies on how past societies and polities, in and beyond Europe, defined legitimate power in terms of fighting corruption and designed specific mechanisms to pursue that agenda. It is a timely book: corruption is widely seen today as a major problem, undermining trust in government, financial institutions, economic efficiency, the principle of equality before the law and human wellbeing in general. Corruption, in short, is a major hurdle on the “path to Denmark”—a feted blueprint for stable and successful statebuilding. The resonance of this view explains why efforts to promote anticorruption policies have proliferated in recent years. But while the subjects of corruption and anticorruption have captured the attention of politicians, scholars, NGOs and the global media, scant attention has been paid to the link between corruption and the change of anticorruption policies over time and place. Such a historical approach could help explain major moments of change in the past as well as reasons for the success and failure of specific anticorruption policies and their relation to a country’s image (of itself or as construed from outside) as being more or less corrupt. It is precisely this scholarly lacuna that the present volume intends to begin to fill. A wide range of historical contexts are addressed, ranging from the ancient to the modern period, with specific insights for policy makers offered throughout.

This paper evaluates the history and cycling accessibility of Nova, a shopping centre established in Lund, Sweden, in 2002. The current situation was also analysed through observation and a literature review. Moreover, the study conducted a closer analysis of the history and role of the municipality based on further literature study and interviews with officials. The conclusion of the analysis indicates poor and unsafe bikeways caused by conflicts of interest between politicians, officials, landowners and the general public. It also depicts a situation in which the municipality’s master plan has been ignored, and, in contrast to the local goals, cycling accessibility at Nova has seen no significant improvement since the shopping centre was first established. The reasons for this, arguably, are a relatively low budget for bikeway improvements in the municipality, as well as a situation in which decision-makers have stopped approaching the subject, as a result of the long and often boisterous conflicts it has created in the past. Lastly, it must be noted that it is easy to regard the whole process of Nova, from its establishment to the current situation, as being symptomatic of the power structures between drivers and cyclists that still affect decision-makers at all levels.

The rapid changes in science and technology witnessed in recent decades have significantly contributed to the arousal of the awareness by decision-makers and the public as a whole of the need to strengthen the connection between outreach activities of universities and research institutes and the activities of educational institutions, with a central role played by schools. While the relevance of the problem is nowadays unquestioned, no unique and fully satisfactory solution has been identified. In the present paper we would like to contribute to the discussion on the subject by reporting on an ongoing project aimed to teach Particle Physics in primary schools. We will start from the past and currently planned activities in this project in order to establish a broader framework to describe the conditions for the fruitful interplay between researchers and teachers. We will also emphasize some aspects related to the dissemination of outreach materials by research institutions, in order to promote the access and distribution of scientific information in a way suited to the different age of the target students.
