Meeting the Challenge of Unemployment?

South Africa has one of the highest rates of unemployment in the world. Job creation is a national priority, yet labor-intensive options are derided by the trade union movement as an unacceptable throwback to the “cheap labor” policies of apartheid, and effectively ruled out by the government in its recent National Development Plan (NDP). Instead, minimum-wage setting in South Africa continues to contribute to job destruction (as evidenced most recently in the clothing industry). Policy-makers hope that support for high-productivity firms and rapid economic growth will make up for job losses and solve the unemployment problem. Unfortunately, South Africa’s economic performance has been comparatively disappointing and constrained by negative investor sentiment, especially with regard to the labor market. The NDP has called for a social accord between labor and capital. But the prospects are not promising, and unemployment is likely to remain a significant feature of the South African economic landscape.

Abstract: The purpose of this paper is to assess if the Black Economic Empowerment act has brought new economic horizons for the historically disadvantaged South Africans, or it has contributed to further impoverishmentof the lower classes in communities. The paper based its argument on an extensive literature review which envisaged that, despite many years of its implementation, BEE has caused the emergence of classes resulting fromfraud and corruption, fronting, difficulties in registering status, political interference, and poor accountability strategies. The paper interrogates the implementation strategies of BEE in the local government context to assess whether historical imbalances have been addressed or not. The paper concludes that the government needs to revisit BEE as an economic empowerment policy to see whether it has benefited the black majority or not. The paper reiterates further that, BEE as a black economic emancipation blueprint requires proper implementation and alignment with other economic policies such as the National Development Plan to accelerate economic opportunities for the black majority. The paper recommends the government of South Africa through local municipalities to exercise monitoring and evaluation in the BEE procurement systems are prerequisites in safeguarding the manipulation and corrupt tendencies arising from the awarding of tenders in the local government.Key words: Black Economic Empowerment, South Africa, Challenges, Prospects

Fiscal policy ensures macroeconomic stability as a precondition for growth at the macro level. This study investigates the impact of fiscal policy on economic growth of South Africa from 1960 to 2014 through a Cointegrated Vector Autoregression approach. It seeks to contribute to the existing literature as well as in designing effective fiscal policy programmes which can propel economic performance. Theresults of the long run estimates revealed that government tax revenue has a positive and significant long run influence on economic growth, whereas the government gross fixed capital formation and budget deficit have a negative impact on real GDP. For that reason, the study recommends that some expansionary fiscal policy measures should be strengthened since they play a very important role in the economy so as to meet the government target of the National Development Plan Vision for 2030.

The government of South Africa has committed itself towards the obliteration of poverty and to achieve social and economic development. National information policies are used by countries to address these and other problems. A national policy is generally motivated by public and political party concerns and legislation is passed as the best option to meet the ideal set by the government for the issue(s) on hand. Within modern society education can be linked to national development. School libraries form an integral part of the modern approach to teaching and learning. School library development in South Africa is shown to be problematic in a number of ways. Similar problems exist in other African countries. Recommendations are made for the government of South Africa to address these issues in a national information policy. Many other African countries should also address the development of school libraries. 


Subject Outlook for South Africa's gold sector. Significance Negotiations began on June 22 between the Chamber of Mines, representing five of the six major gold mining companies in South Africa, and a divided trade union movement. The talks take place in a context of conflict between companies and the government over Black Economic Empowerment requirements, bitter rivalry between mining sector unions, and inflationary pressures. Impacts The Marikana Commission report recommends policing reforms to better manage strikes and violence, but poor leadership makes this unlikely. Denuded gold resources are forcing miners to pursue expensive, deeper-level mining techniques, which pushes up costs. Fresh asset disposals by miners could provide opportunities for the mines ministry to push the development of a national mining 'champion'. The effect of rising inflation (6.1% is expected for 2016) on purchasing power is likely to reinforce unions' focus on wage increases.

Public opinion plays a vital role in a democracy, as democracies are, by nature responsive to the people. In South Africa, public participation is entrenched in the Constitution. Despite this, the spate of service delivery protests in South Africa in recent years would appear to indicate that the government is out of touch with the opinions of the South African citizens. Public  transport  policy  in  South  Africa  is  described  by  a  number  of  documents,  mainly the  White  Paper  on  National  Transport  Policy,  Moving  South  Africa  and,  more  recently, the National Development Plan. An annual survey of 1000 South Africans is conducted to gauge opinion on transport related matters. The purpose of this article was to compare the current public transport policies (as stated above) and the public opinion on public transport (as gauged by the survey) in order to determine the extent to which these are aligned. The results  show  that  current  public  transport  policy  is  relatively  strongly  aligned  with  the public transport needs of the South African population, however, concerns regarding public transport such as mobility, accessibility, affordability and safety have not yet to be addressed satisfactorily.

Purpose Considering the need for standard and cost-effective housing delivery in South Africa, this study aims to make a case for three-dimensional (3D) printing in housing delivery through an assessment of the inherent benefits and the factors that could acts as barriers to its adoption. Design/methodology/approach The study used a survey of construction professionals currently actively involved in a construction project in the country. Analysis of data gathered was done using a four-step analysis approach and relevant descriptive and inferential statistics were adopted. Findings The study revealed through factor analysis that 3D printing in housing delivery promises better cost delivery, increased productivity and stakeholder satisfaction, socio-economic benefits, improved quality and faster housing delivery. While these benefits exist, factors such as technical and operational issues of the 3D printing itself, organizational and personnel issues as well as lack of awareness of the inherent benefits and understanding of the technology among stakeholders can prove to be barriers to the adoption of the technology. Practical implications In the quest to achieve standard and affordable housing which is part of its National Development Plan 2030, the government can adopt 3D printing which promises significant benefits in terms of cost, time, quality, productivity and stakeholders’ satisfaction. Property developers can also adopt the technology to improve their housing delivery, competitive advantage and the economic value of their properties. Originality/value The study contributes significantly to the body of knowledge as it reveals the benefits and barriers of adopting 3D printing in housing delivery in South Africa – an aspect that has not gained significant attention in the fourth industrial revolution and housing delivery discuss in the country.

Healthcare in South Africa is in a crisis. Problems with infrastructure, management, human resources and the supply of essential medicines are at a critical level. This is compounded by a high burden of disease and disparity in levels of service delivery, particularly between public and private healthcare. The government has put ambitious plans in place, which are part of the National Development Plan to ward 2030. In the midst of this we find the individual person and their family and community staggering under the suffering caused by disease, poverty, crime and violence. There is a more than 70% chance that this person and their family and community are trying to make sense of this within a spiritual framework and that they belong to a faith-based community. This article explores the valuable contribution of spirituality, spiritual and pastoral work, the faith-based community (FBC) and faith-based organisations (FBOs) to holistic people-centred healthcare in South Africa.Keywords: Healthcare; Spirituality; Clinical Spiritual Counselling

This article argues for the strengthening and entrenchment of socio-economic rights provisions in Ghana's jurisprudence. The purpose of this entrenchment is to engender judicial activism in promoting more creative pathways for enforcing socio-economic rights in Ghana. The article traces the development of socio-economic rights in Ghana's jurisprudence, especially the influence of the requirements of the international rights movement, particularly of the International Covenant on Economic, Social and Cultural Rights (ICESCR). The article delves into the constitutional history of Ghana and its impact on the evolution of rights in the country. Of particular historical emphasis is the emergence of socio-economic rights under the Directive Principles of State Policy in the 1979 Constitution. However, the significance of the socio-economic rights only became profound with the return to democratic rule under the 1992 Constitution, again under a distinct chapter on Directive Principles of State Policy. However, unlike its counterpart, the chapter on the Fundamental Human Rights and Freedoms, which is directly enforceable, the Directive Principles of State Policy were not. It took the Supreme Court of Ghana a series of landmark decisions until finally, in 2008, it arrived at a presumption of justiciability in respect of all of the provisions in the 1992 Constitution. It is evident that prior to this, the Supreme Court was not willing to apply the same standards of adjudication and enforcement as it ordinarily applies in respect of rights under the chapter on Fundamental Human Rights and Freedoms. Having surmounted the non-justiciability hurdle, what is left is for the courts to begin to vigorously pursue an agenda that puts socio-economic rights at the centre of Ghana's rights adjudication framework. The article draws on comparative experiences from India and South Africa to showcase the extent of judicial creativity in rights adjudication. In India, the courts have been able to work around provisions restricting the enforcement of Directive Principles by often connecting them to Fundamental Freedoms. In South Africa, there is no hierarchy between civil and political rights on the one hand and socio-economic rights on the other; for that reason, the courts give equal ventilation to both sets of rights. The article further analyses these examples in the light of ongoing constitutional reforms in Ghana. It argues that these reforms fall short of the activism required to propel socio-economic rights adjudication to the forefront in Ghana's jurisprudence. In this regard, the article proposes social movements as a viable tool for socio-economic rights advocacy by recounting its success in previous controversial issues in Ghana. The article also connects this to other important building blocks like building socio-economic rights into a national development blueprint. Overall, the article calls for an imaginative socio-economic rights enforcement approach that is predicated on legislation, judicial activism, social movements and a national development blueprint aimed at delivering a qualitative life for the Ghanaian.

On 2 August 2002 South Africa signed the Southern African Development Community (SADC) Protocol on Tribunal and the Rules of Procedure Thereof, thus effectively recognising and accepting the jurisdiction of the SADC Tribunal. Among the cases received by the SADC Tribunal was a complaint involving allegations of human rights violations by the government of Zimbabwe. It ruled that the government of Zimbabwe had violated human rights. Consequently, Zimbabwe mounted a politico-legal challenge against the existence of the Tribunal. This resulted in the review of the role and functions of the Tribunal in 2011 which resulted in the Tribunal being barred from receiving new cases or proceeding with the cases that were already before it. Furthermore, on 18 August 2014, the SADC Summit adopted and signed the 2014 Protocol on the Tribunal in the SADC which disturbingly limits personal jurisdiction by denying individual access to the envisaged Tribunal, thus reducing it to an inter-state judicial forum. This article critically looks at the decision of 18 August 2014, specifically the legal implications of the Republic of South Africa’s signing of the 2014 Protocol outside the permissible procedure contained in article 37 of the SADC Protocol on the Tribunal. It proposes that South Africa should correct this democratic deficit by introducing public participation in treaty-making processes in order to prevent a future situation where the executive unilaterally withdraws from an international treaty that is meant to protect human rights at a regional level. To achieve this, this article makes a comparative study between South Africa and the Kingdom of Thailand to learn of any best practices from the latter.
