The federal policy document, ‘Strengthening Australia's schools’ (SAS), signified a new approach to commonwealth—state relations in schooling policy making—corporate federalism. Corporate federalism extended the application of neocorporatist strategies for managing and responding to crisis (here, in particular, Australia's worsening national and international economic situation) from the private to the public sector This paper documents and evaluates the rationale for corporate federalism in SAS. Some possible future developments within federalism and schooling policy are also considered.

Openness, accountability, and transparency have attracted researchers’ and practitioners’ interest as open data and citizen engagement initiatives try to capitalize the wisdom of crowds for better governance, policy making, or even service provision. In this context, interoperability between public organizations, citizens, and enterprises seems to remain the center of interest in the public sector and national interoperability frameworks are continually revised and expanded across the globe in an effort to support the increasing need for seamless exchange of information. This paper outlines the current landscape in eGovernment interoperability, analyzing and comparing frameworks that have reached a certain degree of maturity. Their strengths and weaknesses at conceptual and implementation level are discussed together with directions for reaching consensus and aligning interoperability guidelines at a country and cross-country level.

This chapter seeks to determine the criteria that lead to the excellence of knowledge management in the public sector. The authors discuss issues of what exactly knowledge means and how knowledge management is defined, how an organization will capture, preserve, and diffuse knowledge, and why knowledge management is ultimately important for predictable future developments. Knowledge management is considered a prerequisite for achieving innovation and competitiveness both within and outside the organization as it promotes the consolidation of an organization in the long term with a clear focus on strategic importance. Likewise, knowledge management programs can be applied to different areas of an organization in the public sector. However, it should be mentioned that the difficulties that arise in their implementation are many, as various concerns arise, which are directly related to the equal mappings of knowledge and its measurement.

This chapter discusses the results of exploratory research conducted by the Institute for Prospective Technological Studies (IPTS) of the European Commission’s Joint Research Centre, which aims to collect and analyse evidence and to assess the significance of the impact of social computing (also known as Web2.0) on public services in order to better understand its implications for governance. After introducing the rise of the social computing phenomenon and its trends in the public sector, which are of crucial importance to both government-citizen relations and organizational and institutional aspects of government (what is referred to as governance), the chapter argues that the emerging wave of openness—that is implicit in social computing-enabled applications—could lead to a new phase for eGovernance. The chapter also explains that social computing has multiple areas of potential impact on governance which need further systematization, in both conceptual and methodological terms. Social computing has a potentially disruptive impact on government-citizens relations, on public sector organizational and institutional design, and the way public services are created and delivered. There are also signs that there will be fundamental shifts in the relation between government and citizens that could result in new ways of “public value creation,” which are worth further investigation. Social computing can play an important role in the innovation process in the public sector by supporting profound transformations which would allow citizens to take an active part in policy-making processes. Social computing applications can promote the modernisation of existing governmental functions by supporting the optimization of back office procedures, by streamlining and consolidating information flows, and by exploiting knowledge sharing mechanisms for administrative purposes. Finally, the chapter discusses the key findings and provides conclusions and future policy and research indications. Social computing’s multiple impacts on governance need to be further documented in order to fully understand in which areas of the policy cycle it can play a role and in which not. To make it an effective part of governance systems and society at large the best way to embed it in public sector strategies and policy making mechanisms needs to be determined.

The globalization movements that had emerged in the last century have not only influenced the world's social, political, and cultural structure, but also have influenced its economic structure as well. The globalization of the world economy makes locations and economic units between countries or regions interdependent on one another. The primary driving forces of this process include technological change and multinational enterprises. Thus, intercompany transactions are important for multinational enterprises. In recent years, discussions regarding the applicability of blockchain technology, or more commonly referred to as crypto coins, for the public sector have emerged. This study therefore attempts to explain the applicability of blockchain technology in relation to transfer pricing, and it clarifies (1) how blockchain technology represents a new approach to transfer pricing, (2) how blockchain technology reduces transfer pricing evasion, and (3) how blockchain technology increases both transparency and accountability.

the relevance of the study is determined by the need to identify the number and the specific structure of sports facilities on the territory to search for approaches to the system of management decisions. A substantiated choice of the specific structure of sports facilities and their number contributes of increasing the efficiency of investment in the construction of new and reconstruction of existing sports facilities, allows more efficient use of the existing infrastructure of the public sector of physical activity and sports work. In this regard, the subject of the study is rationing as a tool for developing the infrastructure of the public sector of physical activity and sports work, the goal is to improve the methodology for rationing the number of sports facilities and their species structure in a certain territory., The methods of theoretical comparison, qualitative and quantitative analysis, forecasting, modeling were used. The results of the study can be used by regional and municipal authorities for the development of the public sector of physical activity and sports work of the economy, aimed at meeting the needs of the population in physical activity and health services. The novelty of the scientific results lies in the development of a new approach to the regulation of the provision of the population with sports facilities, taking into account the subjective criteria of the territory. Thus, the results will allow using the accumulated knowledge to solve complex problems of developing the infrastructure of the public sector of physical activity and sports work


Significance The move came in response to pressure amid growing criticism of her handling of the COVID-19 pandemic, which she has been accused of using to install herself in office indefinitely. Tough lockdown measures are proving unpopular with the public, and the deteriorating economic situation is exacerbating the government’s fiscal difficulties. Impacts The Anez administration will be under international pressure to honour the election date. The elections may yet be postponed again if COVID-19 cases soar between now and September. Lower tax receipts will bring further cuts in current and capital spending in the public sector.

Environmental audit is considered a new approach and still in the evolving process. This situation has significant influence on the efforts to provide a single interpretation to be accepted by the public. Most of the definitions offered by organizations normally influenced by the nature of the organizations' operations and in general the private practices play a leading role in providing the definitions compared to the public sector. In the context of environmental audit in the public sector, definition about the audit is referred to the framework provided by the INTOSAI as the main reference to the auditors. Due to its various definitions, this study is conducted to look at how this perspective influences understanding of the public sector auditors in particular in the developing countries as the case of Malaysia. This study employed qualitative approach where interviews were conducted with selected auditors to gain their understanding about environmental audit. The result showed consistent understanding by the auditors with the established framework for environmental auditing in the public sector. Even though there were some gaps between respondents' opinion and the framework, but the framework eventually served as a fundamental for the auditors to understand about environmental audit.
