Industrial policies at a time of liberalization: the internationalization of European transport enterprises

For more than three decades, European institutions have been committed to opening up the markets of public services, which were traditionally managed under monopolistic arrangements within each member state. The internationalization of firms previously operating in this sector is a phenomenon that will reshape the relationships between national governments and national industry. The creation of a comparative advantage in these markets is thus emerging as a crucial issue within each national political economy. While many scholars have emphasized the role of mercantilist strategies as the most prominent strategy for the creation of national champions, others have suggested that market-building and the pursuit of industrial goals may be self-reinforcing. Adopting a firm-level analysis of the EU market for public transport, this article adds empirical evidence to the debate on the relationship between regulation and industrial policy. Points for practitioners This article describes the evolution of 13 European firms operating in the fields of infrastructure management and public transport services. It tries to assess the linkage between national policy styles and concrete policy outcomes at the sectorial level. Three kinds of practitioners may benefit from the knowledge of these case studies. (1) Policy-makers might have a wider understanding of the impact of regulation on firms’ strategies and the potential trade-offs related to this connection. (2) Managers might benefit from a deeper knowledge of the different national approaches to regulatory issues. (3) Stakeholders might increase their awareness of the complex mechanisms operating behind privatization processes.

Abstract. This review covers the development of ocean acidification science, with an emphasis on the creation of ocean chemical knowledge, through the course of the 20th century. This begins with the creation of the pH scale by Sørensen in 1909 and ends with the widespread knowledge of the impact of the "High CO2 Ocean" by then well underway as the trajectory along the IPCC scenario pathways continues. By mid-century the massive role of the ocean in absorbing fossil fuel CO2 was known to specialists, but not appreciated by the greater scientific community. By the end of the century the trade-offs between the beneficial role of the ocean in absorbing some 90% of all heat created, and the accumulation of some 50% of all fossil fuel CO2 emitted, and the impacts on marine life were becoming more clear. This paper documents the evolution of knowledge throughout this period.

The concluding chapter lays out a strategy for creating an international governance regime for the digital economy. It identifies a core “club” of nations that could champion new digital trade agreements linked to stronger international agreements to advance a trusted digital environment—the Digital Economy Agreement. This agreement would revamp trade policy to adjust to the impact of the information and production disruption by improving rules for digital market integration and would create a foundation that simplifies and strengthens the ability to forge significant pacts advancing the goals of improving privacy and cybersecurity while safeguarding against protectionist trade risks. The design of these agreements emphasizes binding “soft rules” that allow significant variations in national policy trade-offs while establishing a minimum common baseline of policy through the soft rules. Expert multistakeholder organizations drawn from civil society loom large in the design for implementation of the soft rules through such avenues as mutual recognition schemes for certifying compliance with privacy and security objectives. If trade agreements prove unworkable as a starting point, such agreements could be anchored to other types of binding policy agreements. However, trade is the first best option for consideration before there is any decision to resort to second-best strategies.

Transport planning and public health have been intertwined historically. The health impact of public transport services, such as social exclusion, is a widely discussed research topic. Social exclusion is a paramount concern for older adults’ health in the wake of emerging global challenges. However, there remains a significant research gap on how psychosocial barriers faced by older adults in using public transport services influence the social exclusion behavior. The present research provides empirical evidence and shows the impact of certain psychosocial barriers of public transportation on older adults’ social exclusion. A total of 243 Pakistani older adults (aged 60–89 years old) voluntarily participated in this cross-sectional study. The participants provided self-reports on their psychosocial barriers (including perceived norms, attitude, personal ability, habits, neighborhood social constraints, and intention) and the corresponding social exclusion. Partial Least Square Structural Equation Modeling (PLS-SEM) was utilized for the data analysis. The structural path model supported the significant associations between psychosocial barriers and social exclusion. Except for perceived descriptive norms, all other psychosocial barriers predicted older adults’ social exclusion. The research portrays the significance of the psychosocial factors to examine social exclusion and offers practical implications for urban and transport planners. The concerned policymakers can use the research findings to develop age-sensitive, socially sustainable, and healthy cities.

Congestion in the urban transport network is common not only in large agglomerations, but also in medium-sized cities in all countries that are characterized by a high level of socio-economic development. Traffic congestion has negative impact on economic, social, and environment development. The costs of congestion are borne by all users of the transport system, both drivers, passengers, entities providing transport services, as well as enterprises using freight transport services. The purpose of the article is to discuss the results of the study on the impact of congestion on the costs of public transport in a medium-sized city. The research method consisted in the analysis of vehicle road cards, fuel consumption statements for buses belonging to the Municipal Transport Company in Starogard Gdański and the examination of real bus travel times and the scale of delays caused by congestion on individual lines. The analysis of the data shows that thecompany bears much higher costs of fuel consumption, and passengers are exposed to bus arrivals and departures inconsistently with the timetable, prompting them to opt out of public transport services. This results in lower revenues from ticket sales and deterioration of the company’s financial result.

The paper deals with an issue of the impact of a contract form choice on providing public transport services and its influence on a scope of transport services. The first part of the paper describes the current situation in selected countries and then various contract forms. It also analyses the existing risks and possibilities for their allocation between the contracting parties in the field of public transport provision. Further part of the paper describes an approach of public service operators to net cost contracts and gross costs contracts.

Purpose – The purpose of this paper is to present the condition of the bus fleet operated by the bus companies and its impact on the passengers’ decision about the choice of means of transport in the light of the strategy of sustainable development of a region and the European Union (EU) transport policy. Design/methodology/approach – The paper reviews the legal documents of the EU relating to the implementation of the strategy of sustainable development of a region in a public transport. It shows the current condition of research on the shape of the bus fleet in bus companies in Poland, and on the basis of the analysis performed, it indicates the status of its operation and use. It also shows the results of a survey on factors which direct passengers when choosing a means of transport. Findings – The paper shows that the condition of the bus fleet is of great importance to the quality of transport services provided by the bus company and, as a result, to the implementation of sustainable development policy in a region. Practical implications – By pointing to the fact that the aim of the EU transport policy is to increase the role of public transport, strategic action should be taken to renew the bus fleet in the bus companies. Originality/value – The paper presents the need to adapt the condition of the bus fleet to the requirements of its passengers, which in turn will improve the attractiveness of bus transport and will increase the role of public transport in passenger transportation.

The subject of the article is public transport in urban areas in Poland. The article presents the impact of demand and supply factors on public transport. The time range covers the period of the last 16 years, 2001-2016. The aim of the work is to analyze the qualitative factors characterizing public transport services, which allows an attempt to identify those which seem to have a key impact on creating communication preferences of the residents. The article concludes with a presentation of the instruments available to forward the desired substitution of individual transport by public transport.

The global transport and logistics system was one of the most affected areas as a result of the coronavirus pandemic. The negative effects are based on various factors, such as the closure of State borders, the introduction of restrictions on the movement of people and goods, the disruption of supply chains, and the decline in demand and purchasing power. The combination of these factors affected all types of transport – from the use of personal and public transport in cities to passenger and freight transport both within and between countries. The scale of negative consequences depends on the type of transport and the state's integration into the global transport and logistics system. However, transport as an industry should be more resilient to the consequences of any shocks, as it is one of the backbone sectors of the country's economy.The purpose of this article is to analyze the consequences of the crisis caused by the coronovirus pandemic for the rail freight transport market. The object of the study is the territorial center of branded transport services of the Southeastern railway. The subject of the study is analytical procedures and methods for processing data on the state and prospects of changes in the cargo market.

The COVID-19 pandemic has had an enormous impact on the public transport sector. After the start of the pandemic, passenger demand dropped significantly for public transport services. In addition, social distancing measures have resulted in introducing pandemic-imposed capacity limitations to public transport vehicles. Consequently, public transport operators should adjust their planning to minimize the impact of the COVID-19 pandemic. This study introduces a mixed-integer quadratic program that sets the optimal frequencies of public transport lines and sublines in order to conform with the pandemic-imposed capacity. The focus is on cases where the public transport demand is high, but the crowding levels inside public transport vehicles should remain below the pandemic-imposed capacities. Of particular interest are public transport lines with skewed demand profiles that can benefit from the introduction of short-turning sublines that serve the high-demand line segments. The frequency setting model is tested on a network containing two high-demand bus lines in the Twente region in the Netherlands, and it demonstrates that the revenue losses due to social distancing can be reduced when implementing short-turning service patterns.
