Monorails as international transborder links. The El Paso-Ciudad Juárez monorail proposal, 1964–1976

The paper uses primary and secondary sources to analyse the El Paso-Ciudad Juárez binational monorail project from 1964 to 1976 within the overall context of the growth of the cities as urban centres and the development of cross-border public transit links. The most significant of the earlier ties was the international streetcar line, which functioned for over 90 years and was a predecessor to the monorail project. The paper examines the complexities of negotiating and building an international transport project of this nature as well as the principal business and political directors of the El Paso International Monorail Corporation (IMC) and its Juárez counterpart, Monorriel Internacional (MI). It concludes with an assessment of the current outlook for cross-border mass transit projects in the light of the notable increment in USA border security and inspection controls of recent decades.

ResumenEsta investigación parte de la necesidad de poner el foco en los espacios públicos identitarios, en los cuales la constante congregación espontánea y masiva de la ciudadanía, ha construido un patrimonio cultural inmaterial en ellos, a la hora de celebrar colectivamente en la ciudad. Desde este enfoque, se aborda el caso de la Plaza Baquedano en Santiago de Chile, mediante una metodología propia que contrarresta fuentes secundarias, principalmente periodísticas, con fuentes empíricas. Por lo que seaplican encuestas y entrevistas, con el fin de comprender el fenómeno desde el contexto urbano, social, celebración y patrimonio del lugar. Asimismo, lograr la perspectiva interna y externa del estudio de caso.Los resultados obtenidos confirman la existencia del patrimonio inmaterial y el carácter de identidad, que se ha generado con el paso del tiempo en este espacio público y, tanto la visión interna como la externa, consideran que debería ser catalogado como patrimonio cultural del país. Sin  embargo, esta mención no ha sido otorgada por alguno de los  instrumentos vinculantes en Chile. Por lo cual es una discusión abierta,ya que en la opinión de expertos consultados la complejidad de otorgar una figura de protección inmovilizaría el dinamismo que ha constituido a este lugar como tal.AbstractThis research departs from the need to focus in the public identitary spaces, in which the constant congregation spontaneous and massive of citizenship, has built an intangible cultural heritage in them, when it comes to celebrating collectively in the city. From this approach, is addressed the case of Plaza Baquedano in Santiago de Chile, through our methodology that combine secondary sources, mainly journalistic, with empirical sources. So that, surveys and interviews are applied in order to understand thephenomenon from the urban, social, celebration and heritage context’s.In addition, to achieve internal and external perspective of the case. The results collated confirm the existence of heritage and the identity character, which has been generated over time in this public space and both vision internal and external, consider that it should be cataloged as country’s cultural heritage. However, this mention has not been granted by some of the binding instruments in Chile. Therefore it is an open discussion, since in the opinion of the experts consulted the complexity of granting a protection figure would immobilize the dynamism that has built this place as such.

The article discusses the political importance of transport corridors in terms of the development of integration projects in the post-Soviet space. The world is witnessing the formation of a single market and transport and communication infrastructure, which intensifies competition among regional and world leaders, both states and non-state actors, such as businesses, markets over the routes of transporting goods. In the medium and long term the value of the control over the transport routes will increase due to the dynamics of economic development in the Asia-Pacific region. Competition for the development of projects of international transport corridors (ITC) between the leading countries in the region will increase, because the ITC entail the formation of a common political space, the reduction of tariff and customs barriers, which provides easy access to the markets of countries linked by ITCs and creates the preconditions for economic integration. The growing political importance of ITC is reflected in the fact that global leaders such as China, the US, the EU, are trying to create their own versions of international land transport corridors connecting Europe and Asia. China is trying to promote their transport project "Economic Belt Silk Road" European countries develop cooperation on ITC TRACECA with other countries of Eurasia. US also embody their interests through the implementation of the project by the ITC in Afghanistan. Transport corridors in Russia are seen as a way to integrate it into the global transportation system and logistics space. To do this, Russia needs to develop Eurasian transport corridors through its territory. As a result of the implementation of transport projects Russia will be able to ensure the transit of goods from China to Europe, which has a positive impact on the economic development of the regions through which they pass. Development of international transportation through Russia will unite many of the players on the world stage: integration associations, state, transnational corporations, business entities, regional authorities.

En este artículo se abordan temas selectos de políticas públicas, que dividen y unen a las mujeres en la frontera México-Estados Unidos, concentrados en el área metropolitana de Ciudad Juárez-El Paso, que conforma una "economía interdependiente", con una población superior a dos millones de personas, cuya mayoría comparte una herencia mexicana. De esta forma, se analiza una perspectiva compleja: la economía global en la que las maquiladoras de Ciudad Juárez están a la vanguardia; los cambios ideológicos de derecha en los gobiernos de México y Estados Unidos; con gobiernos divididos en filiación partidista así como en materia del federalismo, éste practicado en forma diferente por ambos, y en los cuales las voces de las mujeres tienen poca notoriedad. Sin embargo, ellas se organizan en grupos que representan sus intereses, aunque sus voces han sido marginadas en la sociedad y en la acción legislativa. Existen pocas organizaciones binacionales de mujeres, con algunas excepciones en los aspectos de salud y violencia.
