Occupational Stress and the Use of Force by Dutch Police Officers

This study addresses three issues. First, characteristics of Dutch police work and the stressful aspects of this work are described. Second, the levels of burnout of Dutch police officers are assessed in terms of emotional exhaustion, depersonalization, and personal accomplishment. Finally, burnout is related to the use of force by police officers. Data were collected through participant observation during 122 patrol shifts and by a questionnaire distributed to police officers ( N = 358). Organizational hazards emerged as the most frequently stressful and demanding aspects of police work. Compared to other professions, police officers score relatively low on emotional exhaustion, relatively high on depersonalization, and average on personal accomplishment. Significant relationships were found between burnout of police officers and a positive attitude toward the use of force, the self-reported use of force, and the independently observed use of force. Implications for research, police management, and police training are discussed.

Police officers experience very stressful working environments which may lead to a range of negative outcomes including burnout. Police officers in Caribbean countries are no exception as they face demanding work conditions. Despite this, studies have paid little attention to Caribbean policing. Using data from the eight police divisions in Trinidad (N = 331 police officers), this study examined the relationship among social support (supervisor, co-worker, and family), occupational stress (organizational and operational) and burnout (emotional exhaustion, depersonalization, and personal accomplishment). Path analysis was used to test the hypothesis that social support served to reduce occupational stress, which in turn led to reduced burnout. The results suggested that supervisor support reduced organizational stress, while co-worker and family support reduced operational stress. Organizational stress, in turn affected emotional exhaustion and personal accomplishment, while operational stress affected emotional exhaustion and depersonalization.

AbstractThe current study aims to investigate the current structure and delivery of police recruit training. Using a case study approach, we systematically observed a semester of police training that consisted of 30 h with a specific focus on police use of force training. Field notes and time-on-task data was analysed using an inductive approach. The results revealed, first, a lack of constructive alignment of the training modules and learning tasks within the training settings. Second, an adherence to traditional linear approaches to training resulting in high amounts of augmented instruction and feedback and a one-size-fits all approach to technical and tactical behaviour. Third, a non-efficient use of available training time with low amounts of engagement in representatively designed tasks that stimulated problem-solving processes. Based on these results we suggest that there is a need: (a) for police trainers and curriculum designers to align the objectives, practice structure and delivery of police training with the needs of police officers in the field (e.g. conflict resolution); (b) for police trainers to employ more learner-centred pedagogical approaches that account for individual action capabilities and resources, and allow for high amounts of training time with representatively designed training tasks; and (c) for senior managers of overall police training decision-makers to provide the necessary trainer education, in order to furnish trainers with the knowledge and tools to appropriately plan, deliver and reflect upon their practice in keeping with concept of constructive alignment.

Jamaican police officers often encounter organizational and societal stressors through their work in high-crime and low-resource settings. Repeated exposure to stressors, with limited opportunities for support, can compromise emotional well-being and increase the risk of experiencing burnout and suicidal ideation. This cross-sectional study examines the relationship between burnout (emotional exhaustion, depersonalization and personal accomplishment) and suicidal ideations among Jamaican police officers surveyed in 2017. Jamaican police officers ( N = 305) from five major urban divisions completed two self-report questionnaires. The results revealed significant relationships between emotional exhaustion and suicidal ideations ( r = .17, p < .01) and depersonalization and suicidal ideations ( r = .18, p < .01). However, there was no significant relationship between personal accomplishment and suicidal ideations ( p > .01). Implementing programmes that offer access to adaptive coping or stress management skills and social support systems may reduce burnout and decrease risk for suicidal ideation.

The research described in this article tested the perception-response times for experienced police officers to transition from a firearm to a TASER and from a TASER to a firearm. The theoretical models and police training on use of force have largely ignored the temporal space between force modalities. Escalating through force modalities has by default been treated as equivalent, in task and timing, to deescalating through force modalities. This study employed a randomized controlled experiment using a police firearms training simulator and 139 active law enforcement officers. The average perception-response time for transition from a TASER to a firearm was 2.49 seconds for experienced police officers in response to an anticipated visual stimulus in a laboratory setting. The average perception-response time for transition from a firearm to a TASER was 4.7 seconds for experienced police officers in a response to an anticipated visual stimulus in a laboratory setting. 70% of the officers that participated in the study had never participated in department training that required them to transition between a firearm and a TASER. The findings demonstrate that moving from TASER to firearm and from firearm to TASER are not equivalent tasks. In the case of firearms and TASERs, it is significantly faster to move up the force continuum—from TASER to firearm—than it is to move down the force continuum. This research has implications for police training, tactics, policy, research, and post hoc investigations involving the use or potential use of force.

The purpose of this study is to explore police attitudes toward the use of inappropriate force in China. Using original data from a survey of over 900 police officers in China, this study investigated patterns of officers’ attitudes toward the use of force and correlates of officer attitudes supportive of the use of inappropriate force. This study shows that a significant number of officers hold attitudes supportive of the use of inappropriate force. Regression analysis demonstrates complex relationship between police role-orientation and officers’ attitudes toward the use of inappropriate force. This study also found that police training on the use of force was not as effective as expected in shaping officers’ attitudes toward the use of force. The implication for police training is discussed in relation to findings of this study.

AbstractOne of the professions that has a high risk, stress and burnout rate is the police. To find out the extent of police officers against the impact of burnout, we need a valid and reliable measurement tool. This research seeks to test the construct validity of the Maslach Burnout Inventory-Human-Services Survey (MBI-HSS). The data used are data obtained from 504 police officers serving in the Metro Jaya Regional Police (Polda Metro Jaya); age between 21 and 56 years old (M = 33.04, SD = 8.533); male sex (99.8%) and female (0.2%); and length of work from 3–38 years (M = 15.04, SD = 8.533). The analytical method used is Confirmatory Factor Analysis (CFA) using Mplus 7.11. The test results prove that the data fit with the 3-correlated factor model that shows the correlation of emotional exhaustion and depersonalization factors = 0.966, emotional exhaustion and personal accomplishment = -0.590 and personal accomplishment and depersonalization =  -0.701, with RMSEA = 0.048, CFI = 0.943 and TLI = 0.934, indicating good fit.AbstrakSalah satu profesi yang memiliki resiko, stress dan tingkat burnout yang tinggi adalah polisi. Untuk mengetahui sejauh mana anggota polisi terhadap dampak burnout, dibutuhkan alat ukur yang valid dan reliabel. Oleh karena itu penelitian ini bertujuan untuk menguji validitas konstruk dari skala Maslach Burnout Inventory-Human-Services Survey (MBI-HSS). Data yang digunakan adalah data yang diperoleh dari 504 anggota polisi yang bertugas di Polda Metro Jaya; rentang usia 21 hingga 56 tahun (M = 33,04; SD = 8,533); jenis kelamin laki-laki (99,8%) dan wanita (0,2%); masa dinas mulai 3 hingga 38 tahun (M = 15,04; SD = 8,533). The present study investigated the relationships of work-orientation, job involvement, and assertiveness with various classifications of burnout. Questionnaires measuring four constructs were administered to a sample of 153 secretaries. Analysis showed moderate to high burnout on the categories of emotional exhaustion, depersonalization, and personal accomplishment. The relationships between the measures of burnout and independent measures did not explain substantial variance on the dependent variables. Results are discussed in terms of possible differences in stress and prevention or management of burnout.

This study sought to investigate the influence of police training programmes on police officers participation in the environmental sustainability awareness in Uganda. The investigation was provoked by the reportedly deteriorating performance of police officers in areas of environmental sustainability awareness despite of government’s effort to transform Uganda to a middle income country by 2040.The specific areas studied include influence of police training on their participation in community awareness in environmental sustainability awareness, police enforcement of environmental related laws and police officers participation in environmental sustainability. The study took an interpretive philosophical paradigm and was under pined by the Social learning theory and the Expectancy theory of Motivation. Data was collected using questionnaires, interviews, Focused Group Discussions, participant observation and documentary analysis. A total of 412 police officers and 80 non polices participated in the study. Quantitative data was analyzed using SPSS by use of descriptive statistics, correlation analysis, Regression analysis and Analysis of Variance (ANOVA) while qualitative data was analyzed using thematic analysis by use of transcription, coding and themes development. The study findings showed a strong positive relationship between training programmes and police officers participation in environmental sustainability awareness, (r = 0.587, p = 0.000, n = 412). It further showed that police training programmes are predictors of police officers participation in environmental sustainability awareness, p - v < 0.050 (= 0.000). The relationship is statistically significant at 95 % confidence level. The researcher concluded that police training programmes influence police officers participation in environmental sustainability awareness in Uganda. Thus it was recommended that police management promote community awareness on environmental sustainability awareness by allocating enough funds to standardize training and other activities related to environmental sustainability awareness in Uganda.

This study examines the role of emotional regulation and five trait personality towards burnout. Personality consists of five types, namely openness, agreeableness, extraversion, conscientiousness and neuroticism. Emotional regulation consists of cognitive reappraisal and expressive suppression. Burnout consists of emotional exhaustion, personal accomplishment, and depersonalization. The subjects were riot police officers from Jakarta Regional Police. The sampling methods used were purposive sampling and convenience sampling. The respondents in this study were 79 men. This study found that emotional regulation and five trait personality contribute as much as 70.9% towards the burnout ofJakarta Regional Police riot police officers. Members of riot police who experience burnout tend to show low emotional regulation and high neuroticism.

While traditional policing focuses on crime control by law enforcement, the Hong Kong Police Force has increasingly affirmed the importance of multi-agency collaboration and service-orientation in their work. The change provides impetus for venturing on more innovative training for police. The Police Attachment to NGOs Program is an unprecedented tailor-made multi-agency training program for serving police officers in Hong Kong. A series of these training programs were commissioned to the Department of Applied Social Sciences of the Hong Kong Polytechnic University. So far, seven rounds of training have been completed. The program consisted of three phases — the pre-attachment induction phase, the attachment phase and the post-attachment deepening phase. The trainees were provided with opportunities to dialog with the social workers and youth-at-risk directly, an experience evaluated by the trainees as stimulating and rewarding. The program also generated benefits to the social workers and the service users of the NGOs because they both could gain better understanding of the police mindset, their work and difficulties. This paper discusses what social work can contribute in police training, including the design of the program, its implementation, and evaluation of its effect. In a way, the training can be regarded as an indirect social work practice from which both the young people and the society can benefit. Since the trained police officers can avoid stereotyping the youth-at-risk and have better collaboration with social workers, this training is able to enhance police work with youth-at-risk. 傳統警務工作重點在於預防罪案和執法。但香港警務處近年不斷强調多機構合作和以服務爲取向的警務工作摸式,爲警務培訓工作提供了革新的的機遇。「青鋒計劃」 (Police Attachment to NGOs Program) 是一項嶄新、具針對性、並强調多機構合作的在職警務培訓項目。計劃可分爲三個部份 —— 導引期,機構體驗期,和深化期。透過與前線社工和邊青直接對話,警務學員普遍認爲這項體驗計劃,獲益良多。另一方面,這計劃也爲參與的社工和邊青帶來了益處。他們表示對警方的工作和難處都增加了認識和諒解。本文章探討社會工作對警務培訓可以作出的供献,包括了培訓的設計,執行和檢討成效。無疑,這項培訓是一項間接的社會工作實踐,社工參與這項培訓,減少警察對邊青定型,促成警務人員和前線社工在處理邊青問題上的互相了解,對各方都有益處。
