This article is about creative cities and their largely invisible and largely neglected workforce, the ‘ordinary people’ who provide the work- and life-place services upon which creative workers depend. The article considers the nature of creative cities, their labour markets and the precarious nature of much employment within them. The ambiguous relationship between different employment groups within the creative city is illustrated. The analysis forms the basis for reaching conclusions and helping to formulate advice for policy makers in developing approaches that are inclusive and accessible. The article is set against and acknowledges the importance of the rising tide of populism as a real challenge to an elitist mainstream creative city discourse.

Many nations of the world are responding to the shift from development policies that rely on intensified labor and capital into alternative policies that build on the intensification of knowledge. The trend towards knowledge-based development has received increasing attention from academics and policy makers in the world. Innovative development paradigms of existing urban models (cities of knowledge, creative cities, and local circles of the knowledge society [precincts]) have opened up alternative prospects for development to the nations of the world. The Emirate of Dubai was among the Arab countries that absorbed this lesson and took the initiative of transforming its economy into a knowledge economy, building their development policies on the intensification of knowledge, embarked on the creation of the creative city and the formation of a knowledge capital, and stopping to understand this experience and explain its constraints; perhaps the research findings would support this effort.

Originating in metropoles in the Global North, the creative cities model has increasingly been replicated in locations around the globe. However, betting on the creative industries to reinvigorate stagnant economies might not be a solution compatible with every context. To analyse this issue, this article presents the case of the small Brazilian city of Cabaceiras, which was the target of a project aimed at revitalizing its economy through film and tourism in 2007. Based on 25 interviews with residents and policy makers, we examine whether the initiative was, in their view, successful in stimulating a creative hub. We argue that the creative cities model has not yet proven feasible in Cabaceiras due to financial and infrastructural challenges that the city experiences, its positioning outside of Brazil’s cultural and creative centres and the uncertainties of investing in the audiovisual sector in the country.

Developing a creative city is a challenge that requires the collaboration of all creative actors. It is challenging when the development of creative cities adopts the quadruple helix model. The study was essential to introduce the quadruple helix communication model. It employed a qualitative research method to understand how each creative actor communicates and collaborates in the development process of Yogyakarta as a creative city. The result found that the proposed quadruple helix communication model was the development of the transactional communication model. This model emphasized the provision of space for both one way-way and two-way communication to emerge. The quadruple helix communication model helped the development planning of Yogyakarta as a creative city. The use of one-way or two-way communication related to the achieved goal: to inform, consult, collaborate, or empower. Further, this model identified the role of each creative actor in Yogyakarta in developing the creative city.

The city today is increasingly conceptualized using terms such as creative cities or creative class and stressing the importance of culture. The effects this development can have on cities and neighbourhoods has been criticised within the wider field of sociology. We explore this critique and place it in the context of the analysis of a culture of unsustainability in order to identify how the concept of creative cities may breed unsustainability. The two cities of Hamburg and Toronto are looked at, considering their implementation of the ideas behind the creative city concept as well as the critical responses from the cultural sector. We then introduce a re-conceptualization of creative cities based on an understanding of the role of the artist in cultures of sustainability. Rethinking creativity and pointing at open dialogue and Richard Sennett's notion of the craftsman, we suggest one possible way toward sustainable creative cities.

Over the last few years, the making of the creative cities has received much attention in both the research community and actual city development. There are different approaches that contribute to such making including those focus on the creative industries (culture, arts, etc.), the creative class, the place of creative city-making ‘Creative Milieu', and others. Following a theoretical approach, this chapter discusses the role of sustainable urban mobility (SUM) in stimulating creativity within the context of the creative milieu. The main question is: How does SUM foster creativity, particularly the non-motorized transport (NMT)? First, the chapter frames the discussion around the challenge of people's mobility and sets out the factors associated with urban mobility behavior. Then, it focuses on the significant contribution of attitudinal factors in the making of creative cities. Finally, it highlights some of the global best practices that have fostered creativity through SUM and suggests the best Egyptian cities that could be successful for establishing future creative cities.

The fast urbanization in many regions of the world has generated a high competition between cities. In the race for investments and for international presence, some cities have increasingly resorting to the territorial marketing techniques like city branding. One of the strategies of recent years has been to use of creativity and / or labeling of creative city for the promotion of its destination. This phenomenon raises a question whether the city branding programs have worked in accordance with the cultural industries of the territory or if such labels influence the thought of tourists and locals. This paper begins by placing a consideration of the UNESCO Creative Cities Network (UCCN) and the strategies of the Territorial Marketing Program of the city of Lyon in France, Only Lyon. It also raises the question the perception of the target public to each of the current actions through semi-structured interviews which were applied between May and August 2015. Finally, I will try to open a discussion the brand positioning adopted by the city of Lyon

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. The paper deals with the indices of creative cities. Author analyses the different creativity indices suggested by both the followers and the critics of R. Florida. The author criticizes the Florida’s indices such as Bohemian, Melting pot, Gay, High tech, Innovation, Talent indices, as well as Minor integrative (diversity) and Major integrative indices. The indices of other authors presuppose the questions about the role of the region in defining certain creativity indices. The author makes conclusion that the uniform formula of creativity indices is impossible for two reasons. First, the creativity indices depend on the region of a city. Second, the very strategy to have the uniform creativity indices makes the cities similar to each other and no more unique, consequently, no more creative; as result, this strategy is anti-creative.

The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.
