On the 25 March 2017, leaders of the EU27 and European Union (EU) institutions ratified the Rome Declaration. They committed to invite citizens to discuss Europe’s future and to provide recommendations that would facilitate their decision-makers in shaping their national positions on Europe. In response, citizens’ dialogues on the future of Europe were instituted across the Union to facilitate public participation in shaping Europe. This paper explores Ireland’s set of dialogues which took place during 2018. Although event organisers in Ireland applied a relatively atypical and more systematic and participatory approach to their dialogues, evidence suggests that Irelands’ dialogues were reminiscent of a public relations exercise which showcased the country’s commitment to incorporating citizens into the debate on Europe while avoiding a deliberative design which could have strengthened the quality of public discourse and the quality of public recommendations. Due to an absence of elite political will for a deliberative process, as well as structural weaknesses in design, participants’ recommendations lacked any clear and prescriptive direction which could shape Ireland’s national position on the future of Europe in any constructive or meaningful way.

Hungary’s accession to the European Union caused major changes in the country’s life. Rural development subsidies can be received through extensive application mechanisms. This is particularly challenging for lagging micro-regions. My study presents the lagging microregion of Ibrány-Nagyhalász, focusing on what types of organizations and upon what grounds received subsidies in the framework of the Agriculture and Rural Development Operational Programme 2004–2006 (AVOP). I focus on the same parameters when examining the measures in the third axis of the New Hungary Rural Development Programme 2007–2013 (ÚMVP), followed by a comparison between the two programmes’ effectiveness. I conclude that due to the experience collected throughout the period of AVOP, both the number and the quality of applications have risen from the year 2007. Still, due to the lack of competence, cooperation and motivation, the region's planned improvements are not yet fully met and the capabilities of the region are not yet fully exploited. For the future, even more complex and more feasible projects are needed.

Technological advances toward consumer-specific expectations require a sustained commitment and coordination across policy- and decision-makers. The present scenario-based study aimed at identifying prevailing perceptions regarding telehealth applications among Austrian healthcare experts. During a two-round online Delphi survey, panelists rated perceived benefits, obstacles, innovativeness, desirability, and estimated implementation date of 10 telehealth scenarios. Panelists (n = 73, 74% males) perceived that the implementation of telehealth scenarios could especially improve patients’ knowledge, quality of social healthcare, and living standard. In contrast, the three top-ranked obstacles were costs, technical prerequisites, and data security. Survey participants rated innovativeness of the presented future scenarios as quite high, whereas perceived desirability was moderate. Overall, ratings suggested precautious attitudes toward technological innovations. The survey findings suggest building taskforces and enhancing communication between healthcare stakeholders to proactively shape the future of telehealth in Austria.

This article focuses on practices of citizenship in Estonia by persons with multiple citizenship or multicultural background. In the previous stages of research on this topic primary attention was paid to national citizenship, multiple citizenship and European Union citizenship as institutions, as well as the role of citizenship in the construction of European space. Expected "configurations" of multiple citizenship as articulated in Marshallian (1992) terms, as well as linkages between different spaces of membership (national and not-national) of citizenship as perceived by the national decision makers, mapped both avenues and bottleneck s for the future. Our research raises questions and problems related to citizenship as both an essential tool of nation building and of EU integration (cf. Ruutsoo and Kal ev 2006, Ruutsoo and Kalev forthcoming).   Full text available: https://doi.org/10.22215/rera.v3i1.181

The authors evolve a model for technology evolution and adaptation in agriculture through a participatory approach. The model follows the premise that the integration of local knowledge, the experience of farmers and quality assessment of evolved strategies help in developing technologies that promote the long-term sustainability of the system. The premise is tested through field interventions under way in 18 farmer research groups (FRG) formed for the purpose in the two agroclimatic zones of Kerala where rice forms the major crop. The experimentation is carried out in fields of selected promoter farmers from the FRGs, taking into account the existing agro-ecological peculiarities and land-use pattern. Appropriate technologies for the system are selected by the farmers from a basket of scientifically proven options and are integrated to enhance the quality of farmer-tried strategies, without researchers conducting any new experiments. The process has resulted in evolving the participatory learning, experimentation, action and dissemination (PLEAD) model, which allows interactive participation of farmers, thereby enabling them to become decision makers through the process of action–reflection–action (PRAXIS) of successful field trials conducted by them. The key elements of the model include agro-ecosystem scanning, farmer-led experimentation and farmer-to-farmer extension. The processes provide lateral and co-learning experiences that benefit all the participants.

This article provides a critical evaluation of the Graham Review recommendations concerning pre-packs; a timely review which is required to provide a benchmark against which it would be possible to assess the quality of any legislative initiatives which may be taken in the future.

Cancer in the United States accounts for $600 billion in health care costs, lost work time and productivity, reduced quality of life, and premature mortality. The future of oncology delivery must mend disconnects to equitably improve patient outcomes while constraining costs and burden on patients, caregivers, and care teams. Embedding learning health systems into oncology can connect care, engaging patients and providers in fully interoperable data systems that remotely monitor patients; generate predictive and prescriptive analytics to facilitate appropriate, timely referrals; and extend the reach of clinicians beyond clinic walls. Incorporating functional learning systems into the future of oncology and follow-up care requires coordinated national attention to 4 synergistic strategies: (1) galvanize and shape public discourse to develop and adopt these systems, (2) demonstrate their value, (3) test and evaluate their use, and (4) reform policy to incentivize and regulate their use.

Role of public relation as government media of publication can not be underestimated. The dissemination of information that spread rapidly by internet, government can take the advantage it as a tool for dissemination of information for services information or government’s programmes. A good information will come from employee who have a good competence in public relation. In other way, public relation activity should be supported by good infrastructure. In reality, many employee in office’s public relation do not have an enough competence. It has a strong influence for the quality of information. This research that measure people’s satisfication of public information that they have got and employee’s competence in public relations has a good result for people’s satisfication for public information. But, there are many lacks from employee’s competence in public relation. In the future, it’s important to make a public relations training or improve some infrastructure that supported for public relations activity.

In today’s competitive environment, one of the new tools in the field of information technology is business or organizational dashboards that are a backup in the process of strategic management of organizations. The purpose of the current research is to provide a framework to design the healthcare dashboard through technical architecture with fulfilling the decision-makers’ requirements. In this study, a common qualitative research method, metasynthesis, is applied, including a seven-step set of research questions, conducting systematic literature search and selection of suitable papers, data extraction, analysis and findings of the qualitative composition, quality control, and presentation of findings. During this process, 102 articles were found by saturation of information resources and then 12 articles were selected for extracting data using acceptance and rejection criteria. A critical evaluation method was used to evaluate the quality of selected articles. After investigating the selected articles and scoring them, in terms of quality, one article was very good, 10 articles were good, and one article was moderate. Then, with regard to the principles and guidelines of technical architecture, the required information was extracted from the selected articles and was analyzed with the method of open, axial, and selective coding. Following the steps of metasynthesis methods, the principles extracted with major and minor titles principles and guidelines in the form of multilayered system architecture including presentation layer, application layer, data layer, and technical infrastructure layer were classified. In the obtained framework, 15 indicators as the main principles and 66 subcriteria as the subsidiary principles for the design and technical architecture of enterprise dashboards were identified.
