This article investigates why cities use fiscal analyses such as cost–benefit analysis and/or fiscal impact analysis to manage offers of economic development incentives to business. We advance an approach to understanding economic development subsidies and control mechanisms that integrate political bargaining and network theories. Municipal bargaining power, institutional incentives, and organizational networks are hypothesized to influence development subsidy decisions. The results confirm that local governments’ bargaining power and political institutions influence the degree to which cities use fiscal analyses. In addition, public/private organizational networks that bridge public and private sectors by linking quasigovernmental organizations and local governments increase information and credibility thus leading to greater use of fiscal analyses.

In April 2017, the U.S. Court of Appeals in Washington DC agreed with the U.S. Environmental Protection Agency (EPA) to delay indefinitely a lawsuit over the Agency’s regulation governing mercury pollution from power plants. Lawyers for the EPA argued that they needed time to evaluate the status of the lawsuit, due to “the recent change in Administration.” The case, Murray v. EPA, centers on the Agency’s analysis of the benefits of reducing mercury pollution. Key to that litigation is the EPA’s treatment of co-benefits—the incidental reductions to pollutants aside from mercury. As of this writing, the Agency has still not decided how to proceed. This case summarizes the EPA’s 2011 Regulatory Impact Analysis at the heart of the legal dispute.1

In special event evaluation, given the shift away from standard economic impact analysis based on input–output modeling, increased attention is being paid to the roles that computable general equilibrium modeling (CGE) and cost–benefit analysis (CBA) can play in event evaluation. This article analyzes the strengths and limitations of CGE and CBA in the context of event assessment. A "hybrid" approach is outlined which includes a role for the advantages of both techniques to be included in the evaluation process. The issues addressed are theoretically important for both impact and benefit estimation, while having significant practical implications for event assessment.

The Winter World Masters Games (WWMGs) are a large sports event for 30+-year-old athletes. As there are neither competitive qualification requirements for participants, nor entrance fees for spectators, the event can be considered as a participatory sports tourism event rather than a spectator event. In 2020, the WWMGs were staged in Innsbruck, Tyrol. In this study, we estimate the payoff of the event for the regional economy by assessing the impacts generated by participant spending and organizational expenditure. Furthermore, we discuss the peculiarities of the masters sports concept. Our empirical work is based on three distinct analyses: (1) economic impact analysis of participant spending, (2) cost-benefit analysis of organizational resource flows, and (3) discussion of impacts with experts in a focus group setting. Our results support the previous findings that masters sports events attract rather affluent and consumption-oriented participants. Indeed, the WWMGs were found to have a regional economic impact of €6.18 million and an estimated yield of €4.40 for each publicly subsidized euro. For an audience interested in the economic impact of events, this paper presents a novel method for handling non-normal expenditure distributions and adds to the understanding of how visitor segmentation can be utilized in an assessment of event impacts.

<p>Climate Change has presented an ongoing and eminent threat to various regions, communities and infrastructure worldwide and in-turn increasingly pressuring national and local governments to take action. In the current study we identify and evaluate climate impacts faced by the city of Can Tho in Vietnam and the broader Mekong Delta and appraise preparedness options to manage today’s as well as future climate risk. We first, identify the climate risks in co-operation with various local, national and international stakeholders in the region. This is done on the current and future time scales under Socio-Economic Pathways (SSPs) as suggested in the current iteration of IPCC evaluation process. Based on these development pathways, we apply the Economics of Climate Adaptation (ECA) methodology to quantify the climate risks various sectors of the economy will be facing until 2050 with a focus on flood. Further we assess a range of possible adaption measures - including behavioral, environmental, physical as well as financial measures that can mitigate the identified risks by providing a cost-benefit analysis for each of the adaptation measures as well as for bundles thereof. The ECA methodology has proven to be an established tool to enhance our knowledge on the topic and its application in this specific context will enable stakeholders to strengthen societal resilience in the context of both socio-economic development and climate change.</p>

Ecological compensation is an effective means to adjust relationships among stakeholders in order to conserve and/or sustainably use ecosystem services. The current ecological compensation standards (ECS) do not well reflect the differences in ecological, social, and economic development. Thus, we took a typical urbanization area (the Suzhou–Wuxi–Changzhou region) in China as an example, because of its prominent contradiction between rapid socio-economic development and fragile ecosystem. Combined with the ecological, economic, and social conditions, the methods of ecosystem service value (ESV) evaluation, cluster analysis, and scenario analysis were used to propose an optimized spatial zoning method and optimal development scenario. Then, the ECS by different zones were determined by using ESV assessment, cost-benefit analysis, and contingent valuation method. The results showed that (1) the regions were divided into two categories, with a total of four zones: ESV output areas (synergetic development zones (SDZ) and ecological conservation zones (ECZ)) and ESV input areas (ecological degradation zones (EDegZ) and economic development zones (EDevZ)); (2) among five scenarios, the best development mode in the future was the protection and development scenario, which was consistent with the existing planning; and (3) the ECS for the SDZ should be paid about 1.94 billion Yuan/year, the ECZ should be paid about 0.80 billion Yuan/year, the ECS for the EDegZ should pay about 2.20–2.25 million Yuan/year, and the EDevZ should pay about 0.06–7.33 million Yuan/year. By feasibility analysis, the ESV input areas were fully capable of inter-regional compensation, which could promote the effective purchase of ecological services. The developed evaluation framework of ECS in this study can accurately provide a scientific basis for the determination of ecological compensation regulations and policies in the future.
