The role of the O. T. in Social Service Departments is not always fully understood. In Cambridgeshire all the O. Ts. decided to change our title to “Advisers to the Disabled” as we felt this term more appropriate to the depth and diversity of our role. Having requested a change oftitle we discovered that the confusion as to our role lay not only in the minds ofthe clients but also in the minds of our managers. In order to define our role and to assist in salary negotiations the following job analysis was drawn up.

Following on Felice Perlmutter's work on the managerial role of social workers in social services, this article contributes to the still limited knowledge on the role of social workers in middle-management positions in formulating new policies `on the ground`. The study expands knowledge about policies determined by team managers in local social service departments in Israel. It occurs in the nexus between street-level bureaucracy, professionalism and managerial positions. Semi-structured interviews with 28 team managers revealed that they formulated `new` policies with regard to the provision of psychosocial services and material assistance (who gets what, when and how). This occurs when they resist official policy, when it is vague or non-existent. Most of their policy decisions are not documented and draw upon consultations with colleagues and superiors though not with clients. The team managers perceive these policies as a means for achieving balance between clients' well-being and budgetary constraints. Yet their decisions lack transparency, are decided upon without public discourse and may lead to greater inequity between clients

ABSTRACTThe theory of incrementalism is a long-standing and influential perspective on policy making and resource allocation in the public sector. Previous research on social services budgeting suggests that resources are allocated incrementally, although there has been some debate as to whether this would persist in an era of prolonged expenditure restraint. Incremental budgetary outcomes are operationalised as percentage changes in budgets pro-rata with percentage changes in the total budget, and as stable shares of total expenditure for each activity. Data for 99 English social service departments supports incrementalism in that budget shares change by only 1.8 per cent, but percentage allocations depart from pro-rata incrementalism by a mean of 74 per cent. The comparison of the two summary indices over time supports those who have argued that prolonged restraint would encourage non-incremental budgeting, but change in the agency's total budget does not consistently predict budgetary outcomes. The effect of restraint on incrementalism varies with the measure used and across the component activities of the measures, but there is enough evidence to suggest a significant decline in the level of incrementalism in social service departments. In particular, non-incremental budgeting is strongly associated with the growth of day centre expenditure on the mentally ill and the elderly before 1982–3, and after that with the pursuit of the ‘community care’ strategy within state provided services for the elderly and children. Incrementalism as a general theory of agency budgeting is limited in its ability to explain variations in the degree of incrementalism between agencies, between component budgets and over time. The conclusion suggests that further research should seek explanations for these variations in the varying balance of the competing forces which shape outcomes in welfare bureaucracies and in the relationship between these forces and the organisation's environment.

Family preservation has much to offer as an organizing framework for practice in that one of its core values is to emphasize strengths and diversity. Globalization has resulted in a shift in human morals, marked by the many cases of moral deviations that are rife in various parts of Indonesia so that the application of spiritual attitudes has not been maximized. The attitude of dishonesty is shown by the number of students who cheat on the test, and the attitude of indiscipline is shown by the number of students who are late so that the application of social attitudes does not seem to be visible. The role of PAI teachers is considered quite important for the development of these two attitudes. At SMPN 1 Darussalam, PAI teachers have played a role in fostering spiritual and social attitudes. Big. This research was conducted with a field study using a qualitative descriptive method. Data collection techniques were carried out through interviews and documentation. The results showed the role of PAI teachers in fostering spiritual attitudes by praying before and after lessons, praying in congregation, doing charity activities every Friday, and religious activities. The role of PAI teachers in fostering social attitudes is carried out through social service activities, visiting the Disabled Foundation and nursing homes, getting used to the 3S (smile, greeting, greeting), reporting to the teacher what items are found, punishing students who are late. Factors supporting the role of Islamic Education teachers in fostering spiritual and social attitudes are seen from adequate school facilities in the form of female/male prayer rooms, learning media such as LCD, the use of active methods. While the inhibiting factors include the lack of adequate facilities, especially LCDs, the lack of interest in teachers and knowledge, and the lack of interest in students to improve themselves.

Purpose: The purpose of the research is to analyze the role that sport plays in the lives of persons with physical disabilities within the process of rehabilitation and the improvement of their quality of life.Background: The article raises the notions of changes that take place in the life of a physically handicapped person which is due to their engagement in a sports activity. In the article, I refer to the subjective perspective of those researched, rendering their own point of view into the major subject of analysis.Methods: Qualitative data are exploited in the research, collected through a technique of unstructured interviews and undisguised observations conducted among the disabled practicing sports.Findings: The role of sport practiced by the disabled has been determined within several contexts, which were distinguished within the course of the research as analytical categories.Conclusion: On the basis of the research it was found that getting involved in a sports activity is significant within the process of experiencing life satisfaction, personal development and the reconstruction of the ego, self-identity, and transformations in the manner of perceiving both themselves and others. Therefore, a sports activity of a disabled person supports the rehabilitation process effectively.

The authors of this article present issues concerning not only disability but also rehabilitation, which allows the disabled to become more independent. The principal aim of this article is to discuss the problem of the handicapped who have to face the world that is still non-adapted to their needs in terms of architecture. Hence, this paper is focused particularly on the role of designers creating the space surrounding the disabled who strive for returning to normal active life.

It has been argued that job analysis is not relevant to the changing world of work; some authors find it is outdated or are of the opinion that it could even be declared dead. Competency modeling is often seen as the solution to the problem; the term is fashionable and probably more marketable, but of course there is more to it than that. This article focuses on the role of “conventional” job or work analysis, and discusses the differences between these approaches to the analysis of work and competency modeling. It describes the characteristics of job analysis and some well-known instruments and methods of job analysis. The article presents a variety of approaches to competency modeling. It also contrasts and integrates job analysis and competency modeling. Finally, the article summarizes the consequences of past developments in work for job analysis.

Educational – Psychology is one part of the Psychology and it is an application of Educational – psychology Science.  In the Islamic school, the jobs and role of education psychologist are handed by the School Counselor. One of the junior high school in Pare often finds cases dealing with the students’ discipline. These cases mostly handed by the homeroom teacher, vice headmaster and headmaster. So far the cases found are dealing with the disciple while other cases haven’t handled maximally. The unhandled cases bring problems for the school especially the system of Islamic school. The objective of the research is to comprehend more about the existing cases by applying psychology assessment process. This process is about to apply deeper observation and interview. In other side, the role of counselor is found not maximum. As the intervention of the problem, the researcher applies the followings: 1. set a module of counseling, 2. propose a counselor, 3. create a job analysis for the counselor. The set of intervention has been done. Although the change is not maximal, the activity has been ended. However, the result is a recommendation to be followed up by the Islamic school
