Application of a ‘Recycling Exchange’ instrument to compensate waste pickers in Brazil via a first payment for urban environmental services programme

This article presents an approach to compensate waste pickers in the informal sector of Minas Gerais state, Brazil, via a Payment for Urban Environmental Services (PUES) instrument, called ‘Recycling Exchange’. The aim is to evaluate the effects of this instrument on the amount of waste diverted from landfill and reintroduced into the production chain, and to increase recognition of waste pickers’ contributions to the state’s economy. It was found that the ‘Recycling Exchange’ met the fundamental objectives of a PUES: the double social and economic benefits of the social inclusion of waste pickers in the execution of the public policy for solid waste management, and inducing (in the case of glass), ensuring and stabilising (plastic and paper) continuity of the activity of selling recyclables in times of wide price fluctuations for these recyclables. The instrument enhanced the provision of this environmental service and the positive externalities associated with recycling.

The management model for the National Solid Waste Policy to develop sustainable actions, proposes the social inclusion of recyclable waste pickers in the waste management system. Compliance with the law, the form of participation of the waste pickers, and incentive mechanisms are configured as a relationship open to analysis. Therefore, the aim of this work was to investigate the potentials and limitations of a recycling cooperative, in terms of social technologies and inclusion, to encourage local development. The qualitative approach was aided by structured questionnaires, semi-structured interviews, and participant observation. The resulting evidence suggests that the organization of a cooperative, enabled access to information on the legislation of the National Solid Waste Policy. It showed the need to strengthen relationships with education institutions and public authorities. Despite the low levels of education of the members of the cooperative, projects and knowledge could be developed to aid social technologies. No technological innovations were observed, nor the production of alternative artifacts for recyclable materials. This weakens the cooperative in terms of articulation among peers, most notably the integration of the Catamare cooperative in the network of Cataparaná, to support the sale of material produced for industry. It may be concluded that joining the cooperative improved the social, economic, and political conditions of the members, but there were also structural limits to the recycling production chain that were not considered in the National Solid Waste Policy; and to a certain extent this weakens the development of sustainable actions. Furthermore, the organization of the cooperative hindered the development of social technologies and the social inclusion of the waste pickers.

In Payment for Environmental Services (PES) systems, environmental service providers receive compensation for a conservationist action that implies the preservation of natural resources. The objective of this systematic mapping was to identify and discuss scientific articles that address the theme 'Payment for Environmental Services - PES for Waste Pickers Organizations', to understand the state of art of hiring these workers as environmental service providers. The study was developed using the method of systematic mapping of literature, from 2009 to 2019, considering qualitative and quantitative aspects. Results indicated that the countries that most investigate this theme are Brazil, China, India, and Indonesia. The articles portray the informal work of waste pickers, working conditions and the transition from informal systems to waste management in public services. The relationship between payment for environmental services and the work of waste pickers is not yet evident. Furthermore, research on PES and recycling are developed along distinct lines, without interdisciplinarity. However, PES shows itself as an important socio-environmental management tool that has the potential to solve relevant problems of recyclable waste management, because it presents congruent characteristics with the public procurement systems for waste pickers.

Abstract The years following the so-called ‘refugee crisis’ of 2015 saw unprecedented efforts to promote the social and economic inclusion of refugees and asylum seekers. Entrepreneurship has been praised as a promising route to refugee self-reliance, but its viability remains contested and under-researched in developed economies such as Germany. Limited literature on the topic suggests entrepreneurship is a useful route to self-sufficiency, although refugees face more barriers than other immigrant entrepreneurs, such as language barriers and bureaucratic processes. This article uses semi-structured interviews with refugee entrepreneurs, civil society, social enterprises and the public sector to identify the main challenges for refugee entrepreneurs and to examine whether entrepreneurship is effective for achieving self-reliance in one of the most important centres for creating innovative projects supporting refugee inclusion and entrepreneurship, namely Berlin. Though it is too early to demonstrate whether entrepreneurship has long-term economic gains, this research shows that entrepreneurship is not a ‘fast track’ to economic self-reliance, but has several benefits for social inclusion. It also demonstrates the importance of holistic support systems for refugee entrepreneurs and the difficulty of refugee entrepreneurial success even in the most developed economies.

European universities responded in different ways to the ‘refugee crisis’ of 2015. Some subscribed to the agenda of higher education (HE) as a universal human right, while others stressed different long-term benefits of offering access to it. Yet, the unprecedented sense of moral urgency that guided immediate declarations of support and subsequent actions has largely remained unaddressed. With the crisis becoming a new reality for many countries, HE has a role to play in the social inclusion of refugees, even in countries that were not attractive destinations for refugees in the past. In this article, we provide an overview of the reasons why HE institutions supported refugees, and present the results of an empirical study of Poland and Austria during the 2015–2016 academic year. We then evaluate those first responses utilizing parts of Ager and Strang’s framework of integration, and discuss issues of institutional readiness, capabilities and the public role of HE stemming from this comparison. Our findings suggest that reasons such as acknowledgement of basic rights, or utilizing social capital are insufficient to explain and understand strong integrative support measures. We propose that refugee support by HE institutions is both better understood and promoted through the language of hospitality.

O presente artigo se dedica a lançar algumas reflexões sobre o pensamento de Paulo Freire, suas contribuições relativas à importância da educação para o processo de libertação e emancipação dos oprimidos e a relação destes princípios éticos, políticos e educativos no que tange a educação de pessoas com Deficiência. Partimos do princípio de que um sujeito com Deficiência experimentou e ainda experimenta histórias de exclusão, humilhação e opressão e refletimos sobre como as políticas públicas nos diferentes campos não tem conseguido efetivamente garantir seu protagonismo e inclusão social. No campo da Educação, apontamos a garantia deste direito como aspecto fundamental para a tomada de consciência sobre a condição que vivencia no mundo e para a construção de um discurso próprio que possa pautar suas demandas e efetivamente transformar sua realidade. Por fim, propomos uma aproximação entre as ideias de Paulo Freire e Miguel Lopes Melero, pesquisador espanhol que se dedicou a lutar pela desconstrução de preconceitos acerca das pessoas com deficiência e suas potencialidades, elaborando um importante referencial teórico para ampliar a reflexão sobre a construção da autonomia pessoal, social e moral destes sujeitos.Palavras-chave: Paulo Freire; Emancipação; Deficiência. ABSTRACT: This article aims at introducing some reflections concerning Paulo Freire's thoughts besides his contributions not only relating to the importance of education based on the process of liberation and emancipation of the opressed but also   the relation of etical,political and educative principles regarding the education of the deficient people. First of all, it is of pivotal importance to highligh that when a deficient person lives an exclusion, humiliation and opressive situation the public pulitcs in all over the fileds ,as we concern, are not able to guarantee eficientally the social inclusion. On the education field, we assure the guarantee of this social right as a fundamental aspect to develop the awareness of all the demands of a self-speech, then to transform the reality. Overall, we suggest an approximation between the ideas of Paulo Freire and Miguel Lopes Meleiro, a spanish researcher who devoted oneself to fight for the descontribution of the  prejudice over people with deficiency and their potentials, thus perfecting an important teorical referencial to amplify a refletion based on their contraction both personal, social and moral self-governmentKeywords: Paulo Freire; Emancipation; Deficiency.

This study presents information collected from waste pickers in the southern, south-eastern and north-eastern regions of Brazil to guide the development of a collection vehicle and a support system for the definition of collecting routes. The study had three objectives: to specify the profile of waste pickers of recyclable materials in the three surveyed regions; to diagnose the working conditions of individuals linked to associations and cooperatives of waste pickers and to identify the physical and operational structure of the waste picker organizations. To reach these objectives questionnaires were issued to waste pickers linked to associations and cooperatives that collect recyclables using human- or animal-powered vehicles and to the waste picker organizations themselves. Based on the results of this study, we are able to provide the requirements for the development of the collection vehicle, to draw a profile of the waste pickers in the three study regions and have better understanding of the working and physical conditions and the organizational structure of waste picker entities. It can be concluded that waste pickers suffer several forms of deprivation, resulting in the marginalization, prejudice and exclusion of individuals who conduct this work, making it essential to promote actions that contribute to the social inclusion of waste pickers in their productive segment.

Discute-se, neste artigo, a concepção de inclusão social na política pública de qualificação profissional veiculada pelo Plano Nacional de Qualificação (PNQ 2003-2012). No PNQ, a dimensão ‘social’ tem destaque se comparado com o plano anterior, com intuito de superar as críticas do plano anterior e contemplar a minimização da pobreza como estratégia de governabilidade. Para apreendermos a contradição no discurso oficial e confrontarmos aparência e essência, realizamos a pesquisa documental e empírica que permitiu o cotejamento entre os dados coletados. Identificamos que, embora no PNQ apregoe a universalização da política de qualificação, o que se materializa é a focalização em público prioritário como, por exemplo, os pertencentes a Economia Solidária. IDEOLOGY OF SOCIAL INCLUSION IN THE NATIONAL QUALIFICATION PLAN (NQP)Abstract: This article discussed the concept of social inclusion in the public policy of professional qualification disclosed by the National Qualification Plan (NQP-2003- 2012). In the NQP, the 'social' dimension stands out if compared with the previous plan, with the intention of overcoming the criticisms of the previous plan and, contemplate minimizing poverty as a governability strategy. To apprehend the contradiction in official speech and to confront appearance and essence, we have realized an empirical and documentary research that allowed collating between the data collected. PurposeThis paper aims at reflecting on the role of accounting and accountability mechanisms in pre-COVID-19 conditions and how it may evolve in “new normal”, post-COVID-19 conditions.Design/methodology/approachMoving from the papers in this special issue, the authors draw on the literature on the social construction and reflective approaches to understand pre- and post-COVID-19 events and the role of accounting therein.FindingsThe “new normal” may exacerbated the difficulty of public sector organizations to manage the uncertainties and risks associated to the new context. While “old” wicked issues remain, such as social inclusion, poverty and corruption, new ones come. The authors speculate on the “new” and “old” roles accounting and accountability can play to support governments.Originality/valueThe paper contributes by setting new research avenues for future studies in a post-COVID-19 era.

Abstract This paper examines the growth of precarious lives in the context of policies which have marginalised the welfare state and priorities of social inclusion/security. Blackburn observes that ageing societies ‘requires new welfare principles not their repudiation’. However, the reality has been the erosion of the social solidarity which gave the welfare state legitimacy. In Europe, one set of welfare and related institutions is being abandoned, replaced by precarious arrangements -- extended working lives, privatization of pensions, and greater demand for women especially) for unpaid work. This paper 1) draws upon perspectives from political economy and sociology to examine precarity, 2) considers ‘precarious ageing’ as a competing or complementary view to theories of ‘active’ and ‘successful ageing’ third, examines specific dimensions of precarity (work, resources, the environment, frailty), assessing prospects for an index of precarity and aging; finally, considers the public policy implications of the growth of old-age precarity .

The changes in the paradigms regarding urban solid waste management that have occurred in the past few decades have led to a reformulation of Argentine social, labor, and environmental policies. In the case of the city of Buenos Aires, the presence of thousands of “informal” recyclers dedicated to the recovery of recyclable materials for their subsistence has given a particular imprint to the design of these policies, the focus of which has been the social inclusion of these workers through the creation of cooperatives. An examination of the assumptions underlying the use of the concept of informality in the development of cooperatives for recycling from 2007 to 2013 shows that they are part of a complex process in which measures for increasing rights and protections are associated with various forms of labor instability. En las últimas décadas, los cambios en los paradigmas de manejo de residuos sólidos urbanos han dado lugar a una reformulación de las políticas sociales, laborales y ambientales argentinas. En el caso de la ciudad de Buenos Aires, la presencia de miles de recicladores “informales” dedicados a recuperar materiales reciclables para su subsistencia le ha dado un cariz particular al diseño de dichas políticas, las cuales buscan la inclusión social de estos trabajadores a través de la creación de cooperativas. Un análisis de los supuestos que subyacen el uso del concepto de informalidad en el desarrollo de las cooperativas para reciclaje de 2007 a 2013 muestra que son parte de un complejo proceso en el que las medidas para aumentar los derechos y grado de protección de los trabajadores se asocian a diversas formas de inestabilidad laboral.
