The article is devoted to the research of regularities of organizational development of construction companies of the Russian Federation and verification of the developed theoretical model of evolution of production (operational) structure. The proposed theoretical model is based on the hypothesis of the existence of two basic types of production (operational) structures - sequential and parallel - which dialectically change each other, qualitatively changing in the process of growth and development of organizations. The object of the study were construction companies (OKVED-2021 codes 41.2, 42.2, 42.9, 43.1, 43.2, 43.9 and 71.1) that are located in the Russian Federation. The cluster analysis was used as a method of research. The results of the study generally confirmed the hypothesis of two basic types of organizational structures and the theoretical model of the evolution of the production structure. The results of the study can be the basis for the development of business models of organizations in the construction industry.

Integrated management of municipal solid waste seeks sustainability under the premises of environmental protection, health promotion, and economic development. In this context, this article proposes actions and policy tools for local governments to improve quality and governance in waste management. A set of 23 actions is proposed based on existing conceptual models and available legislation. The results are presented in three levels as follows: planning of the administrative and operational structure, waste management, and performance evaluation. The results showed that the proposed actions need to be implemented through policy tools, such as municipal legislation, social communication, normative instructions, and technical studies. The applicability of the proposed methodology, which might be replicated in any municipality to increase the efficiency of the waste management system, was positively evaluated in a medium-sized Brazilian city, which presented an overall attendance level of 52%.

Abstract Mobility is no longer just a necessity for travelers, but choices among several possible routes and transportation modes. Urban passenger rail transport plays an essential role because it is affordable, convenient, safe, and fast. On the other hand, rail lines are limited to high passenger density corridors. Inevitably, rail has to be placed together with different transport modes, forming a multimodal network. However, to enable this integration with other modes of transport, numerous practical problems remain, such as making a smooth transition from the existing siloed, mode specific operational structure towards an interconnected system of transportation modes and business models for a seamless connected journey. The current isolated operational structure lacks a single truth and accurate visibility, which further discourages participation from augmenting transportation modes and leads to the extended reaction time for new technology integration. This research article introduces a Multimodal Mobility (MMM) solution framework that provides a functional interface to integrate and synchronize the railroad operations with other public transit networks (including train-bus-rapid transits) and micro-mobility services. The known approach to addressing the users’ seamless mobility experience entails a centralized, prearranged, a priori knowledge and mechanism for operating intermodal transport systems. In contrast, the method defined in this paper focuses on a market-driven demand-responsive system that allows for dis-intermediation in a network of peer-level transportation modes operations. The framework facilitates blockchain-based decentralized and multi-organizational engagement. The focus here is the role of railroad in the multimodal ecosystem and its performance advancements in this integrated solutions framework. Leveraging a combination of graph analytics and machine learning algorithms, we provide methods to address challenges in encoding spatial and temporal dependencies of multimodal transit networks and handle complex optimization problems such as mixed time window and volume variation for resource allocation and transit operational analytics. This enables operation of different transit modes with varied resolution and flexibility for operational parameters like time, capacity, ridership, revenue management, etc. The analytics enable solutions for recommendations on synchronizing and integrating operations of transportation systems. Further, the network’s decentralization and modular handling enable market-driven co-optimization of operational resources across various transportation modes to ensure seamless transit experience for users.

Approximately 1.5 million persons are incarcerated in American prisons (Carson, 2020), and the rate at which persons who have been incarcerated reoffend (recidivism) is high (Alper et al., 2018, p. 1). This has propelled the effort to help offenders change their trajectory. Rehabilitative programs are used to help prisoners gain skills and strengths necessary to succeed in the community after their release. Yet, these high recidivism rates persist. Why do some prisoners not benefit from these programs? Although many researchers have studied the efficacy of programs over the past six decades, less attention has been directed towards access to prison programming. Additionally, studies that explore prisoners’ perspectives are not common. This researcher sought to understand programming access and utilization through the prisoner’s lens. This phenomenological, qualitative study explored 49 male prisoners’ perspectives. The findings suggest the prison’s operational structure impeded program access and the study’s participants who experienced blocked access were negatively affected, not receiving needed rehabilitative programming and, separately, suffering from the act of disenfranchisement from services.

Discussions about State Social Responsibility and Public Value are not recent. When linked to each other there is not an incremental theoretical sequence that shows the evolution of responsibility in public organizations. This essay aims to elaborate a framework for public administration, based on the Creating Shared Value (CSV). The use of CSV is justified because it allows the conceptual comparison between public and private perspectives. This framework was called State Creation of Shared Public Value and the operational structure of the CSV was maintained with the levels and the evaluation mechanism, but the original definitions were re-specified for the context of Public Value. The CSV based structure through levels and stages guarantees a gradual increase in the scope of benefits from public services that can be framed in the same perspective, with no restrictions of areas or segments for their use through Public Value.

This paper aims to contribute to developing a new approach related to the viability concept. This paper also demonstrates the relevance of change from the 'object' concept to the concept of 'relation' for organizational design. A system, or a viable unit in a relational sense, cannot be separated from its circumstances: what surrounds it must remain with it. What is referred to as external is not an entity apart from the unit, and, for that reason, the definitions of 'medium' and 'environment' that are being used do not correspond to these criteria. In the present context, the value generation process is mainly located in the strategic role of intangibles; as noted earlier, value propagation necessarily implies the understanding that this process is distanced from traditional physical rules whenever there emerges a relational field that allows its implementation. Emergent design or warp network is fundamentally a relational process developed from co-autonomy upon a heterarchical operational structure.

A szakképzés a rendszerváltozás óta jelentős átalakulásokat mutató oktatási ágazat, amely átalakulási folyamatnak egyik fontos lépese valósult meg 2015-ben, a centrumok létrejöttével. Az új rendszerben és működési struktúrában a felnőttoktatás a szakpolitika pioritásává vált. Kvantitatív kutatásunkban Hajdú-Bihar megye két centrumának tagintézményeiben tanuló felnőtteket vizsgáltuk (1002 válaszadó), így az empirikus munka andragógiai aspektussal is rendelkezik. A kutatási kérdések az intézmény- és szakmaválasztási motivációk; a tanulás folyamata, tanulási nehézségek; a munkaerő-piaci kilátások; és az oktatás értékelése kérdésköreire fókuszáltak.Vocational training has been an education sector that has undergone significant transformations since the change of regime, which was an important step in the transformation process in 2015, with the establishment of the centers. In the new system and operational structure, adult learning has become a policy priority. In our quantitative research, we examined adults studying in the member institutions of the two centers of Hajdú-Bihar county (1002 respondents), so the empirical work also has an andragogical aspect. Research questions include institutional and career choice motivations; the process of learning, learning difficulties; labor market prospects; and focused on issues of education evaluation.

This study critically explores the extent to which the African Peace and Security Architecture (APSA) (such as the African Standby Force (ASF), the Continental Early Warning System (CEWS), Panel of the Wise (PoW) and the Peace Fund (PF)) have been successful in achieving their institutional objectives, as well as the degree to which they are able to contribute to the work of the African Union Peace and Security Council (AU PSC). The AU PSC as a key pillar of the APSA is the main decision-making body regarding issues of peace and security. In order to achieve its responsibility, the AU PSC shall be supported by the African Standby Force, the Continental Early Warning System, Panel of the Wise and the Peace Fund. APSA is the umbrella term for the key African Union (AU) mechanisms for promoting peace, security and stability in the African continent. More specifically, it is an operational structure for the effective implementation of the decisions taken in the areas of conflict prevention, peace-making, peace support operations and intervention, as well as peace-building and post-conflict reconstruction. APSA is envisioned as a means by which Africa can take a greater role in managing peace and security on the continent, with the objective of offering African solutions to African problems.
