Collaborative Counties: Questioning the Role of Civil Society

Local governments face increased pressure to collaborate with one another to provide services aimed at increasing economic development. While scholars and practitioners share interest in intergovernmental collaboration, past studies have rarely questioned the role of civil society. Based on the social capital literature, a robust local civil society with high rates of volunteerism and civic engagement should facilitate local government cooperation. Using unique primary data from county governments across the United States, the authors question the degree to which local civil society influences collaborative behavior. The authors further contrast civil society’s influence relative to that of private business interests. This study provides modest evidence for the role of civil society. Rather, the findings suggest that collaboration is greatest where business involvement in development is higher and public participation tends toward more “token” policies (i.e., citizen input mechanisms) rather than organized, citizen group involvement in decision making.

The study examines the role of local governments as a training ground for national political leadership in Nigeria expending Yewa South Local Government as a study. Survey research design was adopted in conducting this research and relies on primary and secondary sources for data collection. The population for this study consists of employees of Yewa South Local Government council. The primary data came from the one hundred and six (106) questionnaires that were administered to the respondents. The research showed that local governments serve as a training ground for national political leadership in Nigeria expending Yewa South Local Government as a research. This was further supported when out of 102 respondents sampled, 40% of the respondents strongly agreed that indigenous government functions as guidance in lieu of national political leadership. The aforementioned was also discovered that local governments have significantly facilitated national political leadership in Nigeria. The paper concludes by saying that ifthe qualities of governance defies in Nigeria are to be transcended, Nigerian frontrunners must eschew self-regarding inclinations and stimulate the conjoint good of the Nigerian people through people oriented governance. The paper therefore recommends that concerted exertions must be geared in the direction of certifying that they are audacious and determined leaders, fortified to tackle these challenges: reviving local governance; guaranteeing resilient democratic culpability; constructing civil society; creating hard-hitting choices amid compressions; decentralizing power to indigenous people; endorsing equality; and undertaking disparity.

The Central Mediterranean is the most deadly body of water in the Mediterranean Sea with at least 15,062 fatalities recorded by International Organization of Migration between 2014 and 2018. This article aims at highlighting the rise of a variety of new civil society actors engaged in the rescue of people undertaking dangerous journeys across the sea in the attempt of reaching the southern European shores. The peculiarity of the humanitarian space at sea and its political relevance are pointed out to illustrate the unfolding of the maritime border management on the Central Mediterranean route and its relation with the activity of the civil society rescue vessels. The theoretical aspiration of the article is to question the role of a proactive civil humanitarianism at sea, discussing the emergence of different political and social meanings around humanitarianism at the EU’s southern maritime border. In recent years, the increasing presence of new citizens-based organizations at sea challenges the nexus between humanitarian and emergency approaches adopted to implement security-oriented policies. This essay draws on the findings of a broader comparative work on a variety of civil society actors engaged in the search and rescue operations on the maritime route between Libya and Europe, focusing in particular on Italy as country of first arrival. The fieldwork covers a period of time going between 2016 and 2018. The research methodology is built on a multisited ethnography, the conduct of semidirective and informal interviews with both state and nonstate actors, and the analysis of various reports unraveling the social and political tensions around rescue at sea on the Central Mediterranean route.

This volume highlights the central role of the human factor in cybercrime and the need to develop a more interdisciplinary research agenda to understand better the constant evolution of online harms and craft more effective responses. The term “human factor” is understood very broadly and encompasses individual, institutional, and societal dimensions. It covers individual human behaviors and the social structures that enable collective action by groups and communities of various sizes, as well as the different types of institutional assemblages that shape societal responses. This volume is organized around three general themes whose complementary perspectives allow us to map the complex interplay between offenders, machines, and victims, moving beyond static typologies to offer a more dynamic analysis of the cybercrime ecology and its underlying behaviors. The contributions use quantitative and qualitative methodologies and bring together researchers from the United States, the United Kingdom, the Netherlands, Denmark, Australia, and Canada.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

AbstractThe purpose of the study was to determine the role of the Compang Lawi Village Consultative Body, Sambi Rampas District, East Manggarai Regency in overseeing the 2016 Village Fund Allocation in Compang Lawi Village. This type of research and research approach is normative and uses interview data as a complement. In this study, primary data is used in the form of information by asking directly to informants (resources) who clearly know the role of BPD supervision in overseeing 2016 ADD in Compang Lawi Village, Sambi Rampas District, East Manggarai Regency. Lack of understanding in carrying out the supervisory function and the absence of the Compang Lawi BPD work program. Di dalam penelitian ini menggunakan  data primer berupa informasi dengan cara menanyakan secara langsung kepada para pemberi informasi (narasumber) yang mengetahui secara jelas peran pengawasan BPD dalam mengawasi ADD Tahun 2016 di Desa Compang Lawi, Kecamatan Sambi Rampas, Kabupaten Manggarai Timur. Kurangnya pemahaman dalam menjalankan fungsi pengawasan serta tidak dibuatnya program kerja BPD Compang Lawi. Kurangnya pendidikan dan latihan yang diberikan oleh pemerintah daerah serta rendahnya partisipasi masyarakat dan juga kurangnya sarana komunikasi guna memperlancar roda pemerintahan desa.

Foucault’s theory of state social control contrasts societal responses to leprosy, where deviants are exiled from society but promised freedom from social demands, and the plague, where deviants are controlled and surveyed within society but receive some state assistance in exchange for their cooperation.In this paper, I analyze how low-income fathers in the United States simultaneously experience social control consistent with leprosy and social control consistent with the plague but do not receive the social benefits that Foucault associates with either status.Through interviews with 57 low-income fathers, I investigate the role of state surveillance in their family lives through child support enforcement, the criminal justice system, and child protective services.Because they did not receive any benefits from compliance with this surveillance, they resisted it, primarily by dropping “off the radar.”Men justified their resistance in four ways: they had their own material needs, they did not want the child, they did not want to separate from their child’s mother or compliance was unnecessary.This resistance is consistent with Foucault’s distinction between leprosy and the plague.They believed that they did not receive the social benefits accorded to plague victims, so they attempted to be treated like lepers, excluded from social benefits but with no social demands or surveillance.

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.

Organizational practices are important dimensions of the social contexts that shape relationship formation. In workplaces, the formation of relationships among coworkers are resources for personal outcomes, and they can be channels through which workers might identify common grievances, form workplace solidarity, and engage in collective action. Using a unique dataset of retail workers across the United States, The Shift Project, this paper examines two potential pathways by which organizational practices common in precarious jobs in the retail industry in the U.S. might shape the formation of workplace relationships. I find evidence of the role of both pathways: practices that limit the opportunities for regular contact and practices that negatively impact the conditions of contact among employees are both associated with fewer workplace ties. I discuss the implications of these findings for the study of collective action, and network ecology.

The background of this thesis is an increasing number of legislators Batam from Chinese citizens, at the 1999 elections, there were two people who passed to the DPRD Kota Batam, in the elections of 2004 increased to four Chinese citizens who become legislators Batam. It is not independent of their role during the sitting in the legislature as a representative of the people. This study aims to clarify the role of Chinese citizens who sat as a legislative member in Batam 1999-2009This research is a qualitative research, the historical method with the approach of political science. Steps historical research include: first heuristic, there are two sources of data are primary data and secondary data, primary data in this study is a member of the legislative representatives of the Chinese community, Chinese people, community leaders and members of the Commission, the secondary data taken from any books , newspapers and other documents, the authors do critique source consisting of external criticism and internal criticism, the three researchers to interpret, fourth historiography.The results in this study explained that the role of the Chinese community as a member of the legislature in Batam years 1999-2009, the first legislative function is set statutorily in the form of local regulations (Perda), the second control function or supervise the activities of local government in implementing legislation has been agreed , of these control functions legislators have the right to ask questions, interpellation, questionnaires and motions, the three other functions related to the budget or APBD that has been agreed with the local governments when the plenary session.  Keywords: legislative member, chinese societyLatar belakang penelitian ini adalah terjadinya peningkatan jumlah anggota DPRD Kota Batam dari warga Tionghoa, dimana pada pemilu tahun 1999 terdapat dua orang yang lolos menjadi anggota DPRD Kota Batam dan  pada pemilu tahun 2004 mengalami peningkatan menjadi empat orang. Hal ini tentunya tidak terlepas dari peran mereka selama duduk di legislatif sebagai wakil rakyat. Penelitian ini bertujuan untuk menjelaskan peran warga Tionghoa yang duduk menjadi anggota legislatif di Kota Batam tahun 1999-2009.Jenis penelitian ini adalah penelitian kualitatif historis dengan pendekatan ilmu politik.Adapunlangkah-langkah penelitian historis meliputi: pertama heuristik, di dalamnya terdapat dua sumber data yaitu data primer dan data sekunder, data primer dalam penelitian ini adalah anggota legislatif dari perwakilan masyarakat Tionghoa, masyarakat keturunan Tionghoa, tokoh masyarakat dan anggota KPU, data sekunder diambil dari buku-buku, koran dan dokumen lainnya.Kedua, kritik sumber yang terdiri dari kritik ekstern dan kritik intern.Ketiga, interpretasi dan keempat, historiografi.Hasil dalam penelitian ini menjelaskan bahwa peranan warga Tionghoa sebagai anggota legislatif di Kota Batam tahun 1999-2009,  pertama fungsi legislasi yaitu mengatur undang-undang dalam bentuk peraturan daerah (Perda), kedua fungsi kontrol atau mengawasi kegiatan pemerintah daerah dalam menjalankan Perda yang telah disepakati, dari fungsi kontrol ini anggota DPRD memiliki hak untuk bertanya, interpelasi, angket dan mosi, ketiga fungsi lainnya yang berkaitan dengan anggaran atau APBD yang telah disepakati bersama pemerintah daerah saat sidang paripurna. Bermainnya peran-peran  tersebut dengan baik, semakin menambah nilai kepercayaan warga Tionghoa  memilih dari kalangan mereka untuk pemilu selanjutnya. Kata Kunci: anggota legislatif, masyarakat tionghoa, kota batam

Many are strategies to ensure disability in areas of education and health and access to place and information, but in this experience, we are in the role of civil society organizations in providing possible services in the community integration of an important chip, especially the time of crises and wars (The subject of this experience). We aimed to prepare a model for an inclusive and supportive summer club for children with disabilities with ordinary children from 7 to 14 years old, taking into account the awareness and understanding of ordinary students or children and accept them for their counterparts, unity, mobility and others. We have divided the club into many programs, paragraphs and science and put them through video, participation and entertainment as well as many supporting psychosocial and participation and entertainment as well as many supporting mental and social programs and contracted a specialized organization that took it upon itself to study the behaviors and submit reports with the club's specialists. the topics of the club have covered an interactive and entertainment study as well as the science of Quran and development and life skills such as drawing and coloring – young media, theater and crochet – computer principles as well as weekly and monthly encouraging competitions which made us believe that we have been in the theme of cleaving and integration, and this is evident in the clear harmony through competitions, dances, songs, and the fear and tightness and intensity we have noticed at the beginning of the club, which made us seek to mainstream and develop the idea and recommend to the government, private sector and civil society and urged them to conduct efforts for effective participation and ensure persons with disabilities, especially children to remove them from the situation of war and conflict and support their psychological and social balance..
