He analyses the current situation with respect to technology in industry and innovation capabilities in higher education institutions. He suggests that technology management should be given high priority by government, industry and the higher education sector so that the country can respond more forcefully and resourcefully to global competition.

In the Slovak Republic, on the basis of legislative conditions, the Higher Education Act does not give the possibility to direct the management of public higher education institutions towards the fulfillment of their goals and thus to adapt effectively to the current situation and challenges. This is characterized by processes and structures that are duplicate, problematic or ambivalent, which ultimately prevents public higher education institutions from autonomously receiving and fulfilling their mission. It is therefore important that alternative management trends are introduced into the governance structures to help the development of public higher education institutions. We consider the use of marketing strategic management as such an element. Thus, the use of this type of management can ultimately benefit the university in the form of the required number of pupils. It can also contribute to improving the quality and supply of education, information and information.

Civil protection is an essential part of the national security system. One of the main conditions for successful functioning of any system is a properly organized regulatory framework - laws, Cabinet of Minister’s regulations that clearly define the civil protection structure and the responsibilities and rights of legal and natural persons involved in the processes. This study identifies the current situation and concludes that the norms of the Civil Defence and Disaster Management Law adopted by the Saeima in 2016 eliminate the discrepancies of the Civil Protection Law of 2006 and administrative-territorial reform of 2009, and specifically determine the areas of responsibility and activities of the state and municipal institutions, but the changes in the regulations governing the training of students and employees ensure compulsory civil protection courses for higher education institutions.

On the basis of the seminal paper presented at the International Conference on Taiwanese-Vietnamese Education in 2013, the authors further present how neoliberal globalization directs higher education. The purpose of the authors in this chapter is to critically analyze the complex interplay between neoliberal globalization and the employment prospects of graduates from universities and colleges. Revisiting the concept of relative advantage for division of labor, they delineated the neoliberal theory of globalization. Within this framework, they employed the Heckscher-Ohlin model and Stolper-Samuelson theorem to argue that if countries follow the relative advantage doctrine, the value of higher education will decrease in a developing country such as Vietnam. Neoliberal globalization therefore presents significant implications to the accumulation of human capital. If taking these implications seriously, individuals, higher education institutions, and policymakers can figure out better schemes to invest in higher education.

<p>This study aims to reveal the antecedents of growth in Higher Education Institutions of North Cyprus, using Resource Based Approach. Research in this field is limited to developed economies and there is a need for more research in the developing country settings. North Cyprus is a unique location for this study since it is a developing country which is geographically located in between Europe, Africa and Middle East harmonizing several different cultures in its unique settings. An explanatory research design was adopted using a questionnaire survey to collect data and test the hypotheses. Data was collected from 343 respondents, consisting of 172 administrative and 171 academic staff, in five universities which have 10 years of history in higher education sector. The results of the study showed that Marketing resources, Human resources, Research and Development resources, Organizational resources and accessibility of these resources have been shown to positively influence the university growth.</p>

Public higher education sector is under a growing pressure worldwide to increase efficiency and improve the quality of its activities. Limited financial resources as well as detailed regulations and supervision of their spending are the important features of the public higher education sector. Another important and debated issue is the division of public money among higher education institutions (HEI). It is therefore crucial to create stimuli for the rational management of public funds by HEI and for the quality improvement of HEI services. One of the proposed ways to achieve the desired result is the comparative efficiency assessment of HEI activities. Setting clear reference points for HEI, such assessment may be treated as a substitute for market competition. This paper describes a comparative efficiency study of 19 Polish universities of technology. Detailed analysis of potential input, output and environmental variables describing the HEI efficiency model was carried out. The study used the CCR-CRS output-oriented DEA model. It was assumed that HEI had more influence on achieved results than on the amount of their resources. The economies of scale were also studied in relation to the efficiency achieved. Sensitivity of the model to data errors was tested.

Abstract The evolution in the sector set new tasks for Higher Education Institutions (HEIs)*, where — in addition to educational activity — their cooperation with other entities is assumed, which will make it possible to take up contemporary challenges. One of these is University Social Responsibility (USR)*, the popularity of which is growing; however, this area is not sufficiently recognized in the relevant literature. This fact was an important premise for undertaking research to assess the current state of the higher education sector in the context of the implementation of the concept of social responsibility. The purpose of the paper is to show students’ opinions on the implementation of USR by HEIs and their knowledge of SR. The author’s intention is to present the results of her own research. The material obtained in the course of the survey showed that the symptoms of the adaptation of the concept of Social Responsibility (SR)* to HEI management were identified, but the degree of their involvement in this area is insufficient, as is the level of students’ knowledge in the field of SR. The exploratory research referred to in this article is an introduction to a broader scope of research.

Quality assurance in higher education has become an endeavor of global proportions. With the increasing necessity of quality assurance system, the efforts have been initiated within the higher education sector in Mongolia to seek a feasible internal quality assurance system that is in line with the international standards. The main objective of this article is to identify the problems encountered Mongolian higher education system specifically to the implementation of internal quality assurance in HEIs and explore factors that are influential to the implementation of internal quality assurance system of Mongolia. Thus, this article is expected to give recommendations at institutional level by pinpointing the facts that should be taken into account in developing and implementing a workable and effective internal quality assurance system for Mongolian higher education institutions. This article reviewed literatures on the quality assurance systems in higher education area, and determined the current situation and challenges encountered in quality assurance of Mongolian higher education institutions. The findings of the article indicate that the four main issues — the factors influential to the establishment of effective IQA system, quality assurance structure, lack of understanding towards IQA activities and implementation as the view of preparing only for self-evaluation report, and the lack of transparent information system. The article finds that the participation of both external and internal stakeholders in quality assurance process and activities is the key to the development and implementation of an effective internal quality assurance system.
