Policy responses to the Eurozone crisis: A comparative analysis of southern European administrations

The Eurozone crisis has worked as a forceful external factor for activating a series of fiscal and structural adjustments in the countries of the EU periphery. Public administration was a key reform area and has undergone notable transformations under the fiscal consolidation programmes. This paper aims at identifying the impact of the crisis on public administration with a focus on southern Europe. It reviews and compares the goals and the outcomes of the administrative reform programmes that were implemented in Greece, Italy, Portugal and Spain during the crisis. This cluster forms a distinct administrative paradigm emanating from the Napoleonic state tradition. The relationship between administrative tradition and administrative change or persistence is explored in a historical institutionalist perspective. The findings identify similarities, divergences and variations across and within the Southern countries, also suggesting that while certain changes occurred, the Napoleonic features of the southern administrations remained largely untouched by the reform programmes.

This chapter examines the democratic costs of constitutionalization by focusing on the European case. It first considers the interdependence of democracy and constitutionalism before discussing how constitutionalization can put democracy at risk. It then explores the tension between democracy and fundamental rights, the constitutionalization of the European treaties, and the European Court of Justice’s (ECJ) two separate judgments regarding the relationship between European law and national law. It also assesses the impact of the ECJ’s jurisprudence on democracy, especially in the area of economic integration. The chapter argues that the legitimacy problem the EU faces is caused in part by over-constitutionalization and that the remedy to this problem is re-politicization of decisions with significant political implications.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

PurposeThe purpose is to analyze the spatially varying impacts of corruption and public debt as % of GDP (proxies of government failures) on non-performing loans (NPLs) in European countries; comparing two periods: one prior to the crisis of 2007 and another one after that. The authors first modeled the NPLs with an ordinary lest square (OLS) regression and found clear evidence of spatial instability in the distribution of the residuals. As a second step, the authors utilized the geographically weighted regression (GWR) to explore regional variations in the relationship between NPLs and the proxies of “Government failures”.Design/methodology/approachThe authors first modeled the NPL with an OLS regression and found clear evidence of spatial instability in the distribution of the residuals. As a second step, the author utilized the Geographically Weighted Regression (GWR) (Fotheringham et al., 2002) to explore regional variations in the relationship between NPLs and proxies of “Government failures” (corruption and public debt as % of GDP).FindingsThe results confirm that corruption and public debt as % of GDP, after the crisis of 2007, have affected significantly on NPLs of the EU countries and the following countries neighboring the EU: Switzerland, Iceland, Norway, Montenegro, and Turkey.Originality/valueIn a spatial prospective, unprecedented in the literature, this research focused on the impact of corruption and public debt as % of GDP on NPLs in European countries. The positive correlation, as expected, between public debt and NPLs highlights that fiscal problems in Eurozone countries have led to an important rise of problem loans. The impact of institutional corruption on NPLs reports that the higher the corruption, the higher is the level of NPLs.

VAT is one of the most decisive tax revenues sources in the EU Member States. Due to financial frauds and insufficient tax system, there is a billion loss of EUR every year in the European budget. The article deals with the impact of the tax evasion on economies of the EU Member States. By applying the top-down approach, we observed tax gaps as a quantifier of tax evasion from 2004 to 2017. The period around the economic crisis in 2009 was examined in more detail, as there was a sharp change in the evolution of tax gaps. We constructed a regression model, which examined the relationship of the tax gap and VAT tax revenues to selected determinants of tax evasion. The results showed that tax gaps in the Member States have been growing every year. We also found that there is an increase in tax revenues, but tax liabilities increase to greater extent.

Developments in Information and Communication Technology (ICT) have led to major changes in public administration in all democratic states. The fact that information can be made public and accessible from anywhere, at any time, requires a new approach to the process of computerization of public administration. The objective of the research was to know the influence of ITC integration in the EU state administrations on corruption control in the period 2010 - 2019. We selected four relevant variables, which we integrated in a panel analysis including the 27 EU member states. Using STATA we made an econometric model on panel data and obtained interesting results from a scientific point of view. The results show that the integration of ICTs in the EU public administrations has significantly contribution to reducing corruption These results demonstrate the need to accelerate the digitization of administrations and create an integrated model of government cloud in the European administrative space. In addition, the results of the research highlight the differences between EU states in terms of the impact of ICTs on government efficiency and economic development.

This study aims to understand how Covid-19 contagious disease and the EU’s policy response may affect macroeconomic performance. Previous studies on this topic have used historical data sets on “rare macroeconomic disasters” such as Great Influenza to assess the impact of the current pandemic on the global economy. The authors examine the main channels of transmission and targeted policy response to mitigate crisis qualitatively. The authors use heuristics and apply qualitative trend-based analysis because the current pandemic is a unique event for which accurate quantitative data are not currently available. Researchers first identify a set of eight variables based on previous academic theories. They then express each variable as a trend: ascending, descending, and constant. The numerical calculations consist of 17 scenarios, supplemented by 24 transitions and a transition graph. Besides, the article proposes a graphical solution to examine the change in GDP that is too small. The results of the study should be understood as a reference point to allow both private and public stakeholders to understand better the relationship between the observed variables and their dynamics. The research provides a comprehensive list of future events to examine further the implications for the economy as a whole and each individual.

The Eurozone crisis and its austerity-centred management opened up a fertile ground for the so-called ‘radical left parties’ (RLPs) and their anti-austerity agenda. Moreover, it provided a unique opportunity for this party family to enhance its rather underdeveloped transnational cooperation. Sharing several objective and subjective features, SYRIZA (Greece) and Podemos (Spain) – arguably the two most prominent European RLPs today – seemed particularly well-placed to develop a strong transnational cooperation. However, the current literature has hardly addressed whether such expectations have been borne out. Indeed, despite a recently increased interest in the radical left, there are still very few studies focusing on the transnational cooperation among RLPs. Building on documentary research and qualitative elite interviews covering the 2014–2017 period, the article has two main objectives: first, to map the cooperation between SYRIZA and Podemos by identifying the key channels and actors of this process; second, to assess their cooperation over said period, with a focus on the factors fuelling and obstructing it. The article argues that the relationship between the two parties reached its peak around SYRIZA’s electoral victory in January 2015 but declined following its deal with the ‘Troika’ 6 months later, which blatantly contradicted SYRIZA’s anti-austerity programme. It is shown that while the main incentives behind their cooperation have been their shared opposition to neoliberalism, the European Union’s (EU) reaction to the crisis, and the similarities in their countries’ economic situations, the main obstacles hindering that cooperation have been the primacy of national politics and the diverging views on the EU. The findings arguably provide useful insights for the wider left transnational cooperation today, in a time of renewed global capitalist crisis, when such cooperation is perhaps more relevant than ever.

The relationship between competition law and privacy is still seen as problematic with academics and professionals trying to adequately assess the impact of privacy on the competition law sphere. The chapter looks at the legal development of the EU merger proceedings to conclude that EU competition law is based on the prevailing approach and assesses decisions involving data through the spectrum of keeping a competitive equilibrium in hypothetical markets. Secondly, it considers the legal developments in the EU Member States' practice, which acknowledges the apparent intersection between the phenomena of competition law and privacy. This chapter attempts to propose that privacy concerns appear to hold a multidimensional approach on competition legal regime; nevertheless, it does not result in the need of legal changes within the remits of competition law, as the privacy concerns are already protected by the data protection and consumer protection law.

This chapter assesses the impact of UK withdrawal from the EU on British–Irish relations. It examines yet another possible disintegrative effect of Brexit on the UK system, namely the re-unification of Ireland. The 1998 Belfast/Good Friday Agreement, bringing to a close decades of sectarian violence in Northern Ireland, had created an excellent working relations between Dublin and London. However, Brexit has threated this equilibrium, and has unexpectedly brought back on the agenda a possible border poll. The chapter then looks at the unfolding of the Brexit negotiations from June of 2016 to March of 2020 from the perspectives of British–Irish relations. It also studies the importance of the British–Irish relationship and the EU in the peace process in Northern Ireland, and considers potential methods of managing the relationship after Brexit.

The author intended to present the relationship between the standard of living of EU citizens and the level of the development of renewable energy. It is particularly important in the context of the implementation of the sustainable development idea, by ensuring a high standard of living for both current and future generations, with rational use of available natural resources. The first, theoretical part of the article presents the problem related to the impact of renewable energy on the standard of living in a synthetic way. The second part involves empirical research conducted in all countries of the EU. To evaluate the level of renewable energy development and the standard of living, the author constructed original measures based on the TOPSIS method. Variables were selected on the basis of substantive, statistical and formal criteria (primarily the completeness and availability of data in 2019). Within the framework of the conducted study, the author obtained, among other things, a relatively high value of Spearman’s rank correlation coefficient between the constructed synthetic measures (0.47). Canonical analysis was used to identify the relationship between them. Numerous indicators, including canonical correlations, complete redundancy and extracted variances, were determined with the use of canonical analysis. Seven statistically significant canonical variables were identified. The value of the greatest and most statistically significant canonical correlation exceeded 0.94, and for the last statistically significant canonical variable, the value reached over 0.31. Statistical data were primarily obtained from the publicly available EUROSTAT database.
