Cities are increasingly expected to bring urban stakeholders together to deploy smart solutions that address urban challenges and deliver long-term positive impacts. Yet, existing theory and practice struggle to explain how such impacts can be achieved, measured or evidenced. This paper makes two major contributions. Firstly, the paper shows how the Quadruple Helix (QH) innovation approach can be used as the basis for co-producing smart city projects in order to better capture their impacts. In doing so we present a synthesis of current smart city and QH literatures to argue that assessment criteria and indicators must be co-produced with the full set of smart city stakeholders to ensure relevance to context and needs. Secondly, we present an example of a co-produced monitoring and assessment framework and methodology, developed to capture and measure the impacts of smart and sustainable city solutions with the stakeholder teams involved in the European Union Triangulum smart city programme. The paper draws on experiences working with 27 smart city demonstration projects involving public, private and third-sector organisations and communities across Manchester (United Kingdom), Eindhoven (The Netherlands) and Stavanger (Norway). We show how involving QH stakeholders in co-producing impact assessment improves the ability of projects to deliver and measure impacts that matter to cities and citizens. We conclude with a series of lessons and recommendations intended to be of use to the range of organisations and communities currently involved in smart city initiatives across Europe and the world.

This study aimed to explore the case study of Brno city regarding smart city models. We analyzed Brno considering smart and sustainable city elements, i.e., smart mobility/public transport, smart technology, smart people, smart governance, smart economy, smart living, and smart environment based on transport, energy, and environment referred herein as the smart city and sustainability model. Therefore, we investigated a case study of Brno city in the Czech Republic. We used qualitative techniques such as case study, exploration, observation, and description. We analyzed and comprehended the trends in the various features of smart city and sustainable development of the city of Brno. The findings showed that Brno city is doing its best to maintain smart city models through its governance organs and structures. The city is also working hard to improve some of the aspects that are still lagging. The ongoing developments and the future ones are based on strategic planning for both the short term and long term such as Brno2023, Brno2030, and Brno2050. It was found that Brno has a very well-planned transport system and is integrated with other aspects such as technology, energy, such as the electricity that moves the trolleybuses and trams, and environment. We strongly conclude that even though Brno city still struggles to achieve total sustainability, it is still a model and reflection of a smart and sustainable city. Finally, we noted that Brno city has very good plans and vision the “DNA” of a smart city. However, the implementation still suffers political willingness.

The article presents considerations on the quadruple helix model as a principle of smart city design in which technological and social innovations result from cooperation and seeking synergies among four groups of stakeholders: administration, business, science and residents. The overriding goal of this synergy should be to improve the quality of residents’ life in various dimensions of their individual and socio-professional functioning. An optimal model of urban management and creation of a Smart City and a Smart Sustainable City is based on knowledge, properly disseminated and distributed, as a condition for acquiring interdisciplinary competences. The cities develop for their inhabitants, without whom they become empty and die. Therefore, a holistic model of managing a Smart City should be adopted, aiming at shaping a Smart Sustainable City on this basis, i.e. taking such management solutions that do not exclude any group of stakeholders and any urban system or subsystem bearing in mind the environment and future generations. In the article, the authors present selected solutions for creating Smart Cities and Smart Sustainable Cities based on the top-down model and bottom-up model, recognizing, at the same time, that well-designed synergy among the entities of the quadruple helix is based on knowledge and its proper dissemination and distribution.

Cities are becoming digital and are aiming to be sustainable. How they are combining the two is not always apparent from the outside. What we need is a look from inside. In recent years, cities have increasingly called themselves Smart City. This can mean different things, but generally includes a look towards new digital technologies and claim that a Smart City has various advantages for its citizens, roughly in line with the demands of sustainable development. A city can be seen as smart in a narrow sense, technology wise, sustainable or smart and sustainable. Current city rankings, which often evaluate and classify cities in terms of the target dimensions “smart” and “sustainable”, certify that some cities are both. In its most established academic definitions, the Smart City also serves both to improve the quality of life of its citizens and to promote sustainable development. Some cities have obviously managed to combine the two. The question that arises is as follows: What are the underlying processes towards a sustainable Smart City and are cities really using smart tools to make themselves sustainable in the sense of the 2015 United Nations Sustainability Goal 11? This question is to be answered by a method that has not yet been applied in research on cities and smart cities: the innovation biography. Based on evolutionary economics, the innovation biography approaches the process towards a Smart City as an innovation process. It will highlight which actors are involved, how knowledge is shared among them, what form citizen participation processes take and whether the use of digital and smart services within a Smart City leads to a more sustainable city. Such a process-oriented method should show, among other things, to what extent and when sustainability-relevant motives play a role and which actors and citizens are involved in the process at all.

With increases in average temperature and rainfall predicted, more households are expected to be at risk of flooding in the UK by 2050. Data and technologies are increasingly playing a critical role across public-, private- and third-sector organisations. However, barriers and constraints exist across organisations and industries that limit the sharing of data. We examine the international context for data sharing and variations between data-rich and data-sparse countries. We find that local politics and organisational structures influence data sharing. We focus on the case study of the UK, and on geospatial and flood resilience data in particular. We use a series of semi-structured interviews to evaluate data sharing limitations, with particular reference to geospatial and flood resilience data. We identify barriers and constraints when sharing data between organisations. We find technological, security, privacy, cultural and commercial barriers across different use cases and data points. Finally, we provide three long-term recommendations to improve the overall accessibility to flood data and enhance outcomes for organisations and communities.

Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

The paper analyzes the key steps taken by different cities worldwide and gathered into a clear step-by-step roadmap that can be useful for emerging smart cities. The Roadmap covers three main stages as we see them during the process of development: preparation, formation and spreading stages. We reveal how this is incorporated in the Ukrainian context. Our analysis of smart city solutions from all over the world (based on the BeeSmartCity database) showed that the tech component on its own is not enough to overcome urban challenges within different domains (environment, economy, government etc.), as we see each of the solutions has a human component involved in a form of knowledge generation and sharing, different forms of co-creation and partnership etc. Thus, ICTs are a required but not a sufficient element of building successful citizen-friendly and resilient cities.

Citizen participation and sustainability are two main concepts used in the definitions in the smart city literature. Citizen participation is often used within the context of improving good governance in smart cities. Its relationship with sustainability is seldomly discussed. This study analyses the relationship between the concepts of smart city, smart sustainable city, and citizen participation, and discusses how citizen participation is shaped in smart sustainable cities. In light of this analysis, seven types of citizen participation mechanisms are studied. The findings of the study reveal that sustainability in smart cities is only considered within the framework of environmental matters, while citizen participation is only considered as a mechanism aimed at supporting good governance. The study recommends using these participation mechanisms to highlight other aspects of sustainability such as securing comprehensiveness, alleviating poverty, promoting gender equality and to focus on other aspects of citizen participation such as real participation and democratic effectiveness.

This chapter outlines innovative approaches to maintain a healthy, happy, and safe community. The wider determinants of health — housing, environment, leisure, income, and education — are well recognised and are just as important as access to good health care. If we want to develop long-term strategies to enable social and cultural change with new models of care, more community-based responsibility for our neighbours and more freedoms and flexibilities to help us make better choices, then the role of place is key. place-based approaches, involving health and social care integration and outcome commissioning, have been developed with a view to a consideration of 'health' in all council planning. This reflects the place-based approach that is being promoted by the London Borough of Sutton as it delegates its statutory duties across the range of services it manages, collaborating with other statutory and third sector organisations within and beyond the two parliamentary constituencies of Sutton and Cheam, and Carshalton and Wallington. A place-based approach to health and wellbeing, in its widest sense, can bring together all parts of the public sector to focus on positive outcomes.

Purpose – Contemporary debate is increasingly focused on ICT and sustainability, especially in relation to the modern configuration of urban and metropolitan areas in the so-called smartization process. The purpose of this paper is to observe the connections between smart city features as conceptualized in the framework proposed by Giffinger et al. (2007) and new technologies as tools, and sustainability as the goal. Design/methodology/approach – The connections are identified through a content analysis performed using NVivo on official reports issued by organizations, known as industry players within smart city projects, listed in the Navigant Research Report 2013. Findings – The results frame ICT and sustainability as “across-the-board elements” because they connect with all of the services provided to communities in a smart city and play a key role in smart city planning. Specifically, sustainability and ICT can be seen as tools to enable the smartization process. Research limitations/implications – An all-in-one perspective emerges by embedding sustainability and ICT in smart interventions; further research could be conduct through direct interviews to city managers and industry players in order to understand their attitude towards the development of smart city projects. Practical implications – Potential approaches emerging from this research are useful to city managers or large corporations partnering with local agencies in order to increase the opportunities for the long-term success of smart projects. Originality/value – The results of this paper delineate a new research path looking at the development of new models that integrate drivers, ICT, and sustainability in an all-in-one perspective and new indicators for the evaluation of the interventions.

A pragmatic and polity-focused solution for governing a smart city in the direction of sustainability is still missing in theory and practice. A debate about whether a smart city is a pragmatic solution for modern challenges or just a technology-led urban utopia is entangled with the vexed issue of governance. While ‘smart governance’ has drawn unprecedented interest, the combination of its conceptual vagueness and broad applications couple with a lack of focus on its underlying international and local political paradigms have raised concerns about its utility. This study contributes to restoring attention to the original concept of governance, its differences with governing and government, and the potential challenges resulting from its functionality in its real, multi-layered, and complex contexts. This paper explores the intellectual connection between governance and smart cities, from both an empirical and a conceptual/analytical perspective. From the empirical side, we examine which actors, processes, and relational mechanisms at different levels that have had an impact on the initiation of smart cities in three Norwegian cities: Trondheim, Bergen, and Bodø. We illustrate how the structural sources of the interests, roles, and power in smart city initiatives have caused governance to emerge and change, but have also affected the goals designed by specific actors.
